The banner backdropping the group of men who hosted a local media briefing Wednesday was sadly ironic in its vow: "The Department of Justice, in accordance with a Rule of Law, administers a system of justice that is fair, humane, responsive and equitable, and contributes to order and safety of individuals, families and communities.”
