A Yukon government pilot project to provide services to youth is being temporarily transferred to the Skookum Jim Friendship Centre, the government announced Thursday.

A Yukon government pilot project to provide services to youth is being temporarily transferred to the Skookum Jim Friendship Centre, the government announced Thursday.

Christine Tapp of the Department of Health and Social Services explained that while the friendship centre delivers the service in the coming months, the government will work with community partners to develop a long-term vision for the service.

The Integrated Supports for Yukon Youth opened its doors in August 2016 on a two-year trial basis under the late stages of the former Yukon Party government.

The program assists youth with finding housing, work and connecting them to other resources available in the community.

Tapp said some of the 15 or so permanent clients are youth no longer eligible to remain in foster care because of their age. But there are others enrolled as well, she said.

Tapp, the acting director of the social supports branch, said the Integrated Supports also provides a drop-in service.

It’s expected the program will transition to the friendship centre in early February, though it will still be funded by the Yukon government, she said.

Tapp said the friendship centre will deliver the services over the next few months while the government consults with other youth services in the community and First Nations to review the program.

“We will be looking at what worked and what did not work,” she said.

“What do you think we could do differently? What could we do better? What did we do very well? And build off that.”

Tapp said the goal is to create a collaborative service model. She expects consultation with the other community partners will go into the spring and perhaps early summer.

The government has contributed $740,000 from existing funds to support the project through the 2017-18 and 2018-19 fiscal years. she explained.

The existing centre with one government outreach worker and one social worker is located in the Financial Plaza on Second Avenue at Lambert Street.

Tapp said the friendship centre will hire two of its own outreach workers, and the social worker will work half-time at the friendship centre.

The friendship centre staff will begin working out of the existing office while they plan the move to the friendship centre on Third Avenue, to ensure the transition is smooth, she said.

Health and Social Services Minister Pauline Frost said in an interview this morning the intent is to continue providing the services provided under the existing program but perhaps under a different model.

It’s not likely the program will return under the same model developed by the Integrated Supports for Yukon Youth, but it will return in some form, she insisted.

Frost said the comprehensive review is an opportunity to re-examine the program together with the community partners.

It’s an opportunity to ensure the services are better aligned with the needs of the territory’s youth, she said.

“It’s important that we support our youth and help them transition into healthy, confident adults,” the minister said in Thursday’s press release.

“We are pleased to be collaborating with the Skookum Jim Friendship Centre to provide youth with the services they need in a safe and welcoming environment.

“Going forward, we want youth to be empowered and feel the full support of the government and the community.”

Hey RR...in regards to your village suggestion.
The only way I could support that vision is if we as a community will, can
and DO the discipline component.
That component of society was engineered out and we now reside in a community long since circling the drain.

Personally, the government could run a lucrative clinic offering a one time pay out for those folks whom could care less of the fetus they carry or the child reared...all volunteer like.
Write a cheque to each mars or venus that steps up, say even 50 K?
Be far cheaper in the long run, than the village having to do what parents should.

Radical yes, but so too is promoting, indoctrination, accepting....LEGISLATING and funding...gender bending
Could you agree to that point RR?

Waay overdue - the previous manager and her pals were subject to a Witch hunt which is defined as: "an intensive effort to discover and expose disloyalty, subversion, dishonesty, or the like, usually based on slight, doubtful, or irrelevant evidence." I don't know what brainwashing, spiked Koolaid they are feeding people at FCS and YG but it is powerful. The last year under the "leadership" of this Director and her Managers has seen numerous good staff leave FCS due to the unethical and punitive behaviour. There has been proven acknowledged wrong doing related to the care of children in her care and custody, there has been numerous reports to Respectful Workplace. There is a PIDWA investigation going on and you are going to say that the previous Manager of ISYY was on a witch hunt?!! I think this proves Cameron's point. This was punishment for disloyalty and bringing the truth to light.
Waay overdue I have no doubts where you work and who you work for. Your statements are a sad reflection on our current state that despite being proven as true there are still people out there that think that good prevailed!!

It's about time this pilot project (let's get a mgr away from causing more harm project) ISYY was a duplicate of services already offered from many YG and NGO locations. Initially with intent of evening and weekend hours, this was reduced to 10am-6pm Monday-Friday- who exactly is it serving. Not many youth walked into the pink doors on the busiest street in Whitehorse. Good fiscal decision made by YG- good for you. The previous Mgr used ISYY to source complaints, fabricate a few on they way and use it as a platform of revenge on those who held her previous positions or spoke out against her in private, to her and meetings with peers. The witch hunt she was on, blew up in her and her pals face. Thankfully for Yukon youth at risk and good employees they are gone.

Maybe we need to get into the village approach of rearing children. There could be free daycare and 24 hour care if parents wanted to party or do drugs. There could be free drugs for those who are dependent upon them. The gov could dispense the less addictive ones.

People could also get free housing and a guaranteed income which would ameliorate the social issues in Yukon.
We clearly need new models to accommodate the problems here.

Devolving gov services has a lot of merit as well.

Instead of reviews why not have better management and direction.

Not surprised after Plumbing Gate the writing was on the wall for ISYY. You can not have a government run service that support youth to speak out about serious wrong doing by the government. This government was made to look very bad thanks to ISYY - the adamant denials of it "NEVER happened", to the "we were misinformed and now we will investigate" to the ultimate humiliation of "It happened and we are sorry and we took care of those responsible".
The question still remains who did they take care of and for what? This is not about "aligning services that meet the needs of the Territory's youth". This is part of the cover up and punishment of staff and youth at ISYY who brought this all forward. The Liberals and Minister Frost need us all to forget what happened here. Keeping ISYY open would be a constant reminder to all of us about what this government and YG are really all about and what they are willing to overlook and sacrifice - truth, integrity, accountability, safety of children and staff.
Skookum Jim's is funded by Family Services and will be under the control of the Director of Family Services. This is the same Director that was found to have violated an Act and policies and procedures related to the health and safety of children in her care for their "protection". ISYY brought forward information that should have created real changes to our "protection system". Instead they fired the manager, Jane Bates who was a warrior and mogul when it came to advocating and supporting youth and staff. I am sure the Director and Manager of TSS are breathing a sigh of relief because today the control over information and services is back in their hands - you control the funding you control the service and whatever is said or reported when receiving the service.
As Brenda said in a previous comment - the Director and Manager of TSS at Wann road should be commended and respected as they came out on the positive side of all this without a scratch and with some pretty big million dollar group home rewards. I guess we have to believe in Karma or PIDWA if that ever amounts to anything ! I am sure that Skookum Jim will provide a fine service free from any "incidents".

Get used to it folks as pandering is now our national mission statement.
Wad a cash here, wad other there, cannot forget about that other wad need be gifted ...and on...
Question...why is the state raising everyone kids?
Are there so many kids with no kin, no parents to do what you should do...
When you have children, that lifelong responsibility?

It takes a village alright, and ours has done such a stellar job.
Seems like this entire town now is either a rehab facility in situ or a gigantic daycare for all ages?
Follow the money folks, this is not about kids, our community or public safety...about votes.

Seems like more pandering to the First Nations vote.
I'm curious. Where will non-FN youth go for help?

How is this Acting Director involved? She has continued the fine tradition of the former Director of running her Branch into the ground. She's as bad if not worse than the one involved with Family and Children's Services. By placing it at Skookies you have now essentially excluded a demographic that needs the service; but it does continue the pandering that is a hallmark of this Minister and Government.

“Going forward, we want youth to be empowered and feel the full support of the government and the community.” says Minister Frost. Whereas before they were using the Kodiak method of the Director kicking kids out of care to save money which may actually be why the numbers they report are low or it may be that youth have stopped going because they do not trust the current leadership. When Jane Bates was managing youth had trust and advocacy which is seriously lacking now.
