By Whitehorse Star on December 13, 2021

The Yukon government’s public health staff are remaining quiet on figures indicating the territory has not used any of the rapid testing kits – supplied by the federal government – that are supposed to be available to the public.

According to federal figures, the Yukon has received more than 35,000 kits intended for public distribution.

As in many other jurisdictions, the kits have not been handed out.

The Northwest Territories, meanwhile, has used 20,390 tests.

When contacted by the Star last week, a spokesperson for Dr. Catherine Elliott, the Yukon’s acting chief medical officer of health, said the request was being passed on to the appropriate people.

No further information had been received as of press time this afternoon.

Elliott has said a number of times during COVID-19 briefings that she is not a fan of the rapid tests. She has said she doesn’t consider them as reliable as the standard test.

In the last few weeks, the Yukon government has said it does make rapid testing available to some public employees and situations, such as in education settings.

The Yukon Party, as the official Opposition, however, did have something to say.

“The Liberals are once again failing to communicate with Yukoners about what they are doing and why they are doing it,” the party said in a statement.

“If they have used the rapid tests, then why haven’t they communicated this to the federal government or to Yukoners?

“And if they haven’t used the rapid tests, then why are they not following the advice and guidance of public health experts at Health Canada and the Public Health Agency of Canada?” the Yukon Party asked.

A report from Global News indicated approximately 80 million of the kits have been purchased by the federal government to be used nationally.

“Health Canada data shows the federal government has sent nearly 80 million rapid antigen tests to the provinces and territories, but just over 14.7 million were used as of Nov. 26,” the Global report states.

“Medical experts across the country have been calling on health officials to make the tests more accessible by making them free of charge, and more easily found at places like grocery checkouts — even gas stations.”

The Yukon has received 35,848 tests, Global says.

The territory is the only jurisdiction in Canada that is filing information reporting zero use of the tests.

Nunavut is listed as not participating, so no numbers are available. Manitoba is also not providing numbers.

“This just highlights the concerns as to why we’re not using the rapid tests, and most jurisdictions are,” NDP Leader Kate White told the Star early this afternoon

“I think it’s a matter of communication from the government. We had an inkling this was the case, which is why we were asking about it. We didn’t have those numbers though.”

White wouldn’t hazard a guess as to whether the lack of access to the tests could be attributed to Elliott’s reservations about them.

“That’s a hard-hitting question, and I don’t know the answer,” White said.

“But with all the sacrifices we’ve asked people to make, staying away from jobs, etc., we owe it to people to give them every resource we can.

“If the science is good enough elsewhere to use them, what science are we following here?” she asked.

Dr. Elliot seriously misjudges the human equation. The full test offers 'discomfort', then you have to isolate for days until you get the results. So people like me are reticent to get tested. We just don't get tested!
Therefore the question is, 'which is better, a rapid test or no test at all'?

I pity you poor souls still living in the Yukon under the Sandy Silver regime. It’s bad enough in the rest of Canada but at least we are getting free rapid tests whenever we want. If the rapid test were ever to come back positive you’d go for the lab test as a confirmation. But hey, I guess you get what you vote for, together with what your NDP leader will sell out for...

My only reason for posting what I did was that Dr Elliott did give a reasonable explanation as to why the tests were not being handed out generally, but rather being used in certain circumstances and with rapid testing teams. Agree or disagree, whatever. I do think it's important to track the variants, though

I missed a full week of work because rapid testing wasn't available in the community where I reside. The worksite would have granted me access with a clean rapid test. The high up bureaucrats from YTG have no concept what life is like for those working in the private sector, especially those in the communities.

Where can we get free kits in the Yukon for Covid rapid testing. We see on TV Canadians all over Canada are getting free kits handed out on the streets. Why are we not having access to the same health options?

Where can we get rapid testing kits for private homes or for companies? We should have access to this as I see in the news, people all over Canada are getting free kits - 25 tests per box.

@Wednesday update, Maybe Catherine Elliott should listen to her counterparts in Nova Scotia, who have gone all in on the tests and think they're well worth it.

What difference does it make which variant it is? The behavioral response is supposed to be the same. That's not a good reason to deny use of the tests. We're not here to be data collectors so she can write "Omicron" or "Delta" in the correct box.

It's worth repeating: this should not be the decision of one person, that flies in the face of the advice she says she's following.

“Tam underlines need for COVID-19 rapid tests” in a recent Globe and Mail article.

I know many people who have been sick this year. Did they go get tested when they exhibited symptoms? No, they did not. Realistically, would they have done the non-invasive and simple at home tests were they made available to Yukon residents by the Yukon Government, absolutely. There is absolutely no excuse for 35,000 rapid COVID-19 tests collecting dust in a YG storage room, and the perfect world version from Catherine Elliott where everyone goes to the Hospital or Testing Facility at the first sign of a sniffle to get an invasive swab at the back of their sinuses is completely out to lunch on a good day.

Everyone should remember that these rapid COVID-19 tests are the exact same tests that our federal government purchased, and they’re the same tests that are used all over the world every single day to track COVID-19 exposures in a timely and reliable manner. If our health as Yukon residents is in fact the top priority for our current health and political officials, why wouldn’t we be exhausting every tool at our disposal and every avenue possible in our efforts to curb avoidable exposures and outbreaks?

None of the tools are perfect, but it all helps. Why would the Yukon Government not want us using these tools when their federal counterparts are vocal advocates of the technology and practices?

At the end of the day, not using the tools and strategies provided to us by the federal government and global community amounts to nothing more than a plain old case of gross negligence. If you ask me, this oversight falls solely on the shoulders of Catherine Elliott our acting Chief Medical Officer of Health and Sandy Silver.
As usual, they’ll find a way to spin the truth and switch the focus of the spotlight, but what we should be asking ourselves is how many of the current cases could have been prevented if we followed federally accepted and internationally accepted best practices in our fight against COVID-19. How different would our recent outbreaks look? Would we still be in a state of emergency? How many unnecessary exposures and self-isolations could have been avoided?

Wednesday update on Dec 15, 2021 at 1:29 pm

Dr Elliott gave a pretty good explanation this morning as to the differences among rapid tests, their value in some settings, and their drawbacks. The best example was that only lab tests can determine if a case is a particular variant, eg omicron. So yes, she should have explained her reasoning earlier, but her explanation today made sense. I recommend listening to this morning's update

The federal fiscal update delivered yesterday includes more than $1.5 billion to buy rapid tests right away.
The money will go toward buying the tests directly and also helping provinces with the logistics of distributing them, a federal source said on condition of anonymity.
Looks like we will have plenty to go around IF YG decides to use them.

All I know is that I had two kids home for almost three weeks this fall when they were healthy, and it hurt them, hurt me in my job, and their entire classes and those parents.

The kicker is that it could have been avoided if the government would have given the school tests so that they could give them to parents, or test in the class to keep the healthy cohort in school.

It looks as though the government does not want people to have any sense of power over testing themselves and their families. We are not stupid. We can test ourselves, isolate ourselves when needed, get further testing if needed, and keep our own kids safe. We don't need the government hoarding tests that are for us, and making decisions that affect half a damn school with only 5-10 actual sick kids.

The LIBgov puppets are never going to accept or authorize anything that might detract from their "Everyone Must Get Jabbed" mantra the LIB bosses in Ottawa tell them to keep flogging. Otherwise they might not get as much from the Feds to run their Dog & Pony Clown Show next year. It's always been about money and power, not about health.

Somebody needs to remind Catherine Elliott and Silver et al that perfect is the enemy of the good. "Not as reliable". So what? If they have any percentage of an impact, why not use them? This absolutism is going to be seen as a key factor in dragging the pandemic out.

It's troubling that despite the constant refrain that they're "following the science" -- they aren't. Since apparently this is what experts are recommending. And if it comes down to one person, i.e. Elliot, "not liking them", that is just not right. Silver needs to push back. All the politicians do.

It kind of looks like the doctors are trying to manage this pandemic as though the world is their private office. They're turning us all into patients and potential invalids, and they don't appreciate a second opinion, thanks. Instead of lecturing us on obesity and smoking, they get to bring in vaccines and "public health measures". Not to mention the extremely disturbing hero narrative they've latched onto.

Do I care about rapid tests? Not at all. But I don't like obvious contradictions, or showboats, or hypocrites. Taking it on herself to veto something that's been recommended by the crew whose advice she says she's following, that's all three. Silver is a fool for not calling her on it. Especially when the costs are so high to the people he's supposed to be representing.

Call an election?

Will never happen as long as Kate White is the leader of the NDP … sexual assaults on children, group homes locking kids out in the middle of winter, raiding staff computers under the guise of a plumbing leak, using the pandemic to avoid scrutiny, hiding rapid test kits meant for the public from the public, lifting sanctions to aid a political campaign … none of this matters to Kate because she gets her poorly thought out housing policy and free drugs for the homeless.

Government is no longer for the people it is now about self-Interests and pensions.

So, how would they be used? on Dec 14, 2021 at 6:44 am

I can see some value, if there was an outbreak at a school or a workplace for instance. But who's going to give them, the parents? Teachers? Self-administered? There's a 15-30 minute turnaround time for results, logistical problem for schools or workplaces. And there is a likelihood of false positives and false negatives (CDC says they work best for people who are already symptomatic).
Dr Elliott may not be wrong, but she should certainly be communicating better what their value is, or isn't. I'm pretty sure they are used for patients coming into the hospital, and that they were used for essential workers when there were travel restrictions last year.

There are two times recently that I would have used a rapid test, but did not want to go for the official test. I had a bit of a sore throat and was tired. I would have liked to have bought a cheap little test. It wasn't available, I didn't think it was worth costing the system a bunch of money and going through the hassle of getting a drive in covid test. (I think you are supposed to self isolate until you get the results, which could be several days?) Whatever. I'm doing alright. But I am angry that our federal government provided these tests for me, and Catherine Elliot and the Liberal party in the Yukon are withholding them for their own personal likes and dislikes or ideas about what I should have access to. This is really bad.

Perhaps the government is anticipating the recall of PCR tests that give false positive results and cannot distinguish between Covid and influenza. The tests do nothing but perpetuate the case-demic and justify needless restrictions and mandates. Don’t take it from me. The FDA has now admitted it. Naturally Kate White is upset we aren’t being conned into using them. I expect nothing better from her at this point.

Seems the only answer to covid this government, including the CMOH a clearly political position now, is willing to discuss is vaccines. Testing to them is irrelevant, same goes for treatment.

When I tested positive for covid my phone call with the YCDC centered on vaccine talk and quarantine restrictions, no mention of what I should do to feel better, treatment wasn't a word in their vocabulary.

If we are so concerned about overwhelming our ICU maybe we should invest in early onset treatments to help prevent that from happening. Who knows maybe that's available too and they just aren't willing to tell the public.

Testing also wasn't available unless I showed symptoms. A little counterintuitive considering I was part of a cluster that occurred at the beginning of the large outbreak and knew that I could have been exposed before I was symptomatic. Seems like these rapid tests could have been used to prevent the uptick in cases that caused our second state of emergency.

If it isn't the vaccine our CMOH doesn't want to hear about it, perhaps it's time for a new butt in that particular musical chair.

Nothing short of criminal!

Elliott and Yukon public health staff have over 35,000 unused covid rapid test kits, but instead of using them saw scores of employees dismissed without pay. They could have been tested for covid with these instead of destroying their lives and those who depend on them.

Many yet have mistrust and reservations on these experimental covid vaccines and, as a result, are punished by unnecessarily taking their livelihoods.

There has to be accountability for this.
