The territorial Liberals and NDP lambasted the Yukon Party Wednesday after the release of a damning report that says the Yukon’s near-term economic forecast is the “bleakest” of all the provinces and territories in Canada.
The Conference Board of Canada, a think tank that bills itself as “objective and non-partisan,” delivered its fiscal and economic outlook for the three territories Wednesday (see yesterday’s Star).
In it, the board named low commodity prices and and the winding down of operations at Capstone’s Minto copper mine, the only active, large-scale mine in the territory, among the major contributors to the Yukon’s economic woes.
In its report, the board of Canada predicts that the Yukon’s GDP will grow slightly, by 3.6 per cent in 2016, but will contract sharply in 2017, by 7.7 per cent.
“This is where we are after 14 years of Yukon Party government,” Liberal Leader Sandy Silver said in an interview Wednesday afternoon.
“We have the worst economy in Canada.”
The government is leaning on low commodity prices as an excuse for why mining has slowed down in the territory, said the Klondike MLA, and is glossing over its numerous legal battles with First Nations governments.
“These are the serious things that make the industry say, ‘Don’t go into the Yukon right now, because there is contentious relationships among governments up there,’” he said.
“We need to stop fighting the First Nations governments because it’s harming our economy.”
Silver said he’s talked to chiefs, councils and First Nations economic development organizations.
He has found there is significant interest in local mining and resource development – the government is simply going about it in an “antiquated” way.
He pointed to the Kaminak Gold Corp. deal as an example of a positive working relationship between industry and a First Nations government.
In July, Vancouver-based Goldcorp Inc. announced it signed a deal to buy Kaminak and its Coffee gold project 130 km south of Dawson City.
The Conference Board noted the agreement signals Goldcorp’s likely plans to move ahead with the project rather than “sit on the land for years.”
“We had the right people on the ground working with the First Nations and it was moving forward really quickly,” said Silver.
“The company got it; they were working with the First Nation the correct way.
“There’s a way of doing business, and this government currently, they’re not doing it.”
The CBC has reported that the Tr’ondëk Hwëch’in First Nation, whose lands would be affected, is in support of the deal. Chief Roberta Joseph was not available this morning to confirm this to the Star.
Silver also pointed to the government’s surplus, which has shrunk significantly in the last two years, as an example of inadequate fiscal management by the ruling party.
This year’s estimated surplus of $9.48 million is down nearly $58.99 million from the $68.47-million surplus the government boasted in 2014-15.
“You’re basically cutting into your reserves just to keep the doors open,” he said.
Liz Hanson, the leader of the Yukon NDP, said early this afternoon she was not surprised by the Conference Board’s projections.
“Under the Yukon Party watch, and under premier (Darrell) Pasloski in particular, 2013, ’14 and ’15 saw declines in real GDP growth,” she said.
Indeed, the territory’s GDP shrank for the third consecutive year in 2015, according to data compiled by the Yukon Bureau of Statistics.
“We’re lucky that there was some stockpiling at Minto so that it could continue production (this year),” she said.
Hanson said the Yukon Party has “refused to actually engage with and invest in” a diversity of sectors, such as tourism, information technology and renewable energy, to the detriment of the territory’s economic well-being.
“What we’re seeing is when you have reliance on a singular sector (in the Yukon’s case, mining) then you cause a ripple effect throughout the economy,” she said.
Samson Hartland, executive director of the Yukon Chamber of Mines, takes a more optimistic view.
He said the Conference Board’s report doesn’t entirely square with what he’s been hearing from his 400-plus members this summer.
“Our membership has had a busier summer than they had the last couple years, that indicates to us there has been more activity,” he said.
Samson noted that the new, thrice-weekly scheduled flight service between Whitehorse and Watson Lake (see Tuesday’s Star) will be a boon for the exploration industry, as it will expedite the provision of supplies, equipment and bodies to sites in southeast Yukon.
Pasloski could not be reached for comment on the Conference Board’s conclusions either Wednesday afternoon, nor by this afternoon’s press deadline.

We have the best economy in Canada. What is it- $1.4 billion per year from the rest of Canada.
What is needed is to grow our own economy over time. It can be done its just a matter of spending less of the transfer payments received each year while allowing tourism and other sectors to grow.

Boy, you people who think the YP has helped the mining industry are really fact averse.
We have ONE mine left operating, and that one is slated to close up shop in the near future. No new mines with any prospect of getting through and report after report has slammed this governments handling of the economy AND the mining sector.
We have DECLINED in rankings of desirable places to mine under this government.
The Yukon NDP has long been supportive of mining and will likely continue to do that as an important economic driver. They are smart enough to know that it cannot continue to be the only driver. Liz has long proven to be a thoughtful and careful partner to all who is willing to play by the rules.
The reckless statements from the Liberals regarding C4 and the claim debacle on Trondek land in Dawson prove he cannot be trusted to navigate these times for industry and the economy.

It is not a Liberal or a NDP or Yukon Party thing that is happening in Yukon. This thing that put the economy into the hole is called Globalization. Accept adapt and move forward.

Okay, enough. The facts are clear and indisputable. 1. Our fiscal transfer agreements have continued to increase year after year as Yukoners get way more than our fair share of federal funding. 2. The Yukon has had three consecutive terms of the Yukon Party at the helm of the territorial government. 3. Today our economy continues to be among the worst in the country and will only get worse. 4. The Yukon Party has made resource development decisions that have led to many court battles, including cases before the Supreme Court of Canada, and they have lost every significant case over the past 15 years.
People, connect the dots. Some will try to blame commodity prices and First Nations, others will try to shout down differing perspectives - but the facts are the facts. Just because you don't agree with the facts or they don't fit your narrative, does not mean that they change!

Just to clear up the usual misinformation from the usual sources, about the YTG surplus and spending, here are some facts with their corresponding sources. So you don't need to believe me, or what is written below--in that case please do go to the original documents and read the data if you wish.
1] Major Federal transfers to the Yukon have increased by over $200,000,000 per year from the 2011/2012 fiscal year to the 2016/2017 fiscal year.

2] The total Yukon Government O+M and Capital Budgets over the last 5 years have increased to $1,391,649,000 in the 2016/2017 Budget from the amounts shown in the 2011/2012 budgets [ $ 851,863,000 O+M plus $237,717,000 Capital= $ 1,089,580,000 ].
The Capital and O+M budgets used to be debated in the Legislature in the late fall and late winter but they were combined a few years back. So the increase in the combined budgets is $ 302,069,000 or approximately 27.7%.

Tourism is starting to pay dividends for people who have been plugging away at it over the past few years. My neighbours' BnB south of town is 90% booked through to the spring, thanks in large part to initiatives to bring over Japanese, Chinese and other northern lights viewers. Sounds small to some, but they would like to expand so they can work full time from home. I think that is great! Every dime that they make stays right in the territory. And they pay taxes. I do thank the Yukon Party for carrying the torch for tourism while it was / is still a fledgling industry. It is important to cultivate new industries, especially ones that allow Yukoners to benefit big time, and which do not wreck the environment.

The surplus has been killed by the Federal Liberal Government as you already know Mr. Silver. Conservative party permitted surplus, liberal's don't.

Economically speaking, Canada as a country is in trouble. That a downturn has hit the Yukon is not a surprise...the surprise is in how our governments handle it...
Both the YP and the CoW council have made and are making decisions that fail to reflect any real understanding of the consequences of a recession..CoW ignores all the houses for sale, moving out ads, lack of jobs, and blissfully jacks those property taxes up every year...increases the cost of service every year while decreasing said services. They are building castles and monuments.
The YP.. I despise them so much, rename them the Yukon Scandal Party. The net is peppered with their bad decisions. I've gone into detail many times, as have other posters. By now everyone knows what is at stake if the YP gets reelected. The "worst economy in Canada" will not improve with the Pasloski government, and can only get worse when the solutions lie with people that are relatively self centered narcissists...

What a crock. We all know the reason why our economy is down - the FN, leftys and the environuts are shutting it down. We read about it almost every day. The last time the NDP held government, people, mining, and oil and gas companies were leaving by the dozens every day. I distinctly remember. Don't expect the NDP to bring in progress for Yukon. Just look at what they're doing in Alberta. What they did in Ontario and every other province they held government. And if the FN are so supportive of mining in Yukon as this article claims, why are there not more mines running in Yukon? Because it's all CROCK!
