Vote sees First Nation chief stay on

Lorraine O'Brien is vowing to continue her push to have Eddie Skookum, chief of the the Little Salmon-Carmacks First Nation, ousted from office after elders voted 14-9 Saturday to have him stay on.

"We're going to continue to fight,” O'Brien said in an interview this morning.

Skookum's leadership came into question last summer over the assault of his 21-year-old girlfriend who was found bloodied and unconscious in a motel parking lot in Haines, Alaska.

Originally charged with felony assault and impaired driving, the 56-year-old chief pleaded guilty to a lesser charge of reckless endangerment of life. He was sentenced to time served and ordered to attend counselling.

Since the matter first became public, there have been numerous calls from within the First Nation for Skookum to resign. It's been argued that by continuing to act as chief, a message is being sent that violence against women is acceptable.

In September, local women's groups stated their support of O'Brien's call for Skookum to step down.

"We are calling on all leaders, aboriginal and non-aboriginal, to be strong and united in asserting that there is absolutely zero tolerance for violence against women,” read the statement released by the Whitehorse Aboriginal Women's Circle, Victoria Faulkner Women's Centre, Yukon Status of Women Council and Les EssentiElles.

"We are asking them to request the immediate resignation of elected representatives that have been convicted for violent crime.

"This kind of legislation is needed in all governments in Yukon, aboriginal and non-aboriginal, for credibility with citizens and the protection of victims and their families.”

After Saturday's meeting where the elders voted, O'Brien said, many may now view her First Nation as condoning violence.

Her husband, Coun. Joseph O'Brien, has resigned to show he strongly condemns violence against women, she said.

In September, Joseph stated: "Violence against women has to stop. We can't let people think it is OK.”

Lorraine said this morning she would like to see other council members take a stand on the matter as her husband has.

She and others who have pushed for Skookum's resignation plan to seek further legal advice, she said, pointing to a number of issues over Saturday's meeting.

"We didn't feel the meeting was conducted in the right way.”

As she noted, she and others weren't given an opportunity to voice their opinions about why Skookum should be ousted.

The group's petition, bearing 67 signatures in favour of getting rid of Skookum, was also pushed aside. That happened despite the First Nation's constitution stating that only 40 names are needed to oust a chief from office.

Lorraine also argued there were a number of elders confused by what they were voting on and, in one case, younger family members weren't allowed to assist the elders.

She also took issue with Skookum's mother and grandmother being able to vote on his leadership, arguing that could constitute a conflict of interest.

Lorraine also noted there are a number of First Nation members who don't live in Carmacks who couldn't make it to Saturday's meeting and thus didn't get to vote.

While Lorraine and others looking for Skookum's depature plan to seek legal advice on the matter.

The chief's supporters cheered and applauded after the vote result was announced, with some chanting his name and approaching him to congratulate him.

Reached this morning, Skookum declined to comment except to say he would send out a news release this afternoon.

I read all your comments and see that all your comments are very vicious violence to all LSCFN people, elders and the women, men and so on. Lscfn became Self Government so that outside people that do not belong to lscfn do not interfere, You can all make comments, but only lscfn citizens has there saying. I too do not like violence and I am not from lscfn. We are not the judge. One day all of you will be judged. Lets stop now and stop hurting one another.

Blame the White Man. Blame Residential Schools. My heart goes out to every human who had to endure the Abuse of a pervert priest who could not control their perverted impulse. Was Eddie Skookum one of these?. How long do we have to go before we will start to except responsibility for our OWN ACTIONS. The government or the White man did not force Eddie to beat this woman to an almost point of death. How long are we going to blame and start owning our actions. He is an adult 56 year old man, proud first nation and leader of a community...but we still blame the White man??

How is this fight against the Chief of Carmacks any different from the Fight against Residental Schools, MOST OF ALL THE FIGHT AGAINST THE POLICE IN THE SILVERFOX CASE??? Carmacks should be ashamed and dishonored.

What is the Yukon coming, to??? When the Police and a Chief of a First Nation are getting away with criminal actions done against the people!!!

If you thinking about it, this very subject started some of history's Masssive Conflicts! Example: WWI, WWII, and so on... Hence Subject!

Like are the people supporting these conflicts in today society (Chief of Carmacks, Police in Silverfox Case) all retards?!?! What is going through your head to say it's okay?!?!

Thank-You Don McKenzie for saying what needs to be said in a nut shell. I grew up in the Yukon listening to Elders speak to us youth about always respecting your partner, stay away from Alcohol and take care of your loved ones. This guy drank himself in to oblivion..endangered his 'loved ones' life by beating her almost to the point of death. The Alaskan Sheriff stated the crime scene was so gruesome. He left her to die, then went to have a power nap in his nice warm truck.

The elder's in Carmack's have let down the Youth they are supposed to guide with wisdom and knowledge. They voted against their own word. My prayers go out to all the Women in Carmacks.. STAY SAFE!!!

How can this man of power actually heal while he is expected to control a government. Sure we all know that the chief doesn't do much more than look good (lol) and sign some papers.

The man, and I use that term loosely as no true man would ever hit a woman let alone one more than half his age and a girlfriend at that, should step down and deal with his issues. When he has finished his counseling and is ready to take the helm again, go and get elected.

If it were a white man in this situation he would be impeached (think Clinton all he did was get a BJ). How about any of our Nations major political players ie, Harper, Ignatieff, Layton... Would they be allowed to sit in power after beating a woman up enough to have blood all over the hotel room they were staying in.

I say shame on the Little Carmacks First Nations people who are supporting this arse.

What you seen on CBC North last night is Eddie Skookum, dysfunctional family and dysfunctional elders (who are his family members) that are hugging him and taunting his name. This doesn't reflect or represent all Little Salmon Carmacks First Nation citizens. Skookum comes from a large family that is why he's always managed to be re-elected as "Chief”, the majority of the employees within the First Nation Band Office are his family members too. Therefore if you vote for him as a Chief, and then there are perks with that vote. It saddens me to see the citizens of LSCFN act in such childish behaviour on such a serious matter. It's probably their 5 minutes of fame. May the Creator GUIDE us and give us STRENGTH to stand up TOGETHER and put a STOP to this.

Eddie Skookum, if he hasn't shamed himself, he sure shamed the people of LSCFN! (whom are not his family members)

I think that Eddie Skookum should of stepped down and dealt with his issues like a man. He is human and made a huge mistake doing what he did, but then to drag all of the first nations not just his own into a debate makes the issue even worse. People do have a right to be disgusted that he beat his partner, but then to have people cheering and chanting his name is even more disgusting. He should hang his head in shame not act like he did something wonderful.

Thomas Brewer: I think that there are serious flaws in the FN - and we are self-government - but it seems that the self-government is only for their people and supporters.. that is the reason I would like someone from outside the FN to take a look at what is happening and why...

and LSCFN from the Crow Clan - are you not happy that I did show? Or am I being attacked because I am upset?

I think we are forgetting the issue that put us here in the first place - Violence should not be condoned. Especially by our community leaders. If we don't have leaders that will lead by example, then how are the children going to have a chance to be respectful citizens of society! Look deep in your heart and ask yourself. "Do I want my children, niece, nephew, grandchildren, to have a good chance to be respectful people in society as a whole"

To Yukon Lady:

Should I keep vigil of the women in my family in case someone decides to victimize them. As well do you keep vigil of your family members in case someone tries to assault them? It is totally crazy to put the responsibility on Joesph and Lorraine to keep their niece safe! Why can't Chief woman beater Skookum keep his hands to himself? Why isn't it his responsibility to keep his partner safe from his own two hands?

One other thought.... I can't imagine LSCFN's current chief doing business with any other Government organization. I can just see the other people at the table of his next meeting thinking so this is the guy that goes on drunken binges and beats his girlfriend. Who is going to take your First Nation Government or him seriously? If this happened in my First Nation I would be demanding that he step down from his place of leadership!

I understand the opposing members feelings on this outcome.. however watching CBC Northbeat last night and watching councillor Obrien acting like a 4 year old who didn't get his way.. well.. that's not very professional at all.

I'm sorry, but when has the problem become about Lorraine and Joseph? It sounds to me like you might be jealous that some people, despite all the rude comments and sucker punches they will receive, can stand up and speak out about violence!

I am disgusted the way people are handling this! Cheering Eddie on like he was a hero, when the whole reason he is there in the first place is because he assaulted a woman!

You might think Joseph has a personal issue with Eddie, but if that is the your fact, then so many other Yukoners also do, because there are many supporting them. Because violence is such a "norm" in the Yukon, there are many people trying to create a change of mind, that violence should never be tolerated. A zero tolerance! Keeping Eddie as chief only says the first Nation will give you a slap on the hand if you go out and beat your wife/spouse. And the First Nations keeping Eddie in power is speaking a thousand words of offense to the thousands of people around the world who are making their lives work on ENDING VIOLENCE!

Don't talk to me about personal issues either, because up until July I held Eddie in high respects. And if I ever had the honor of being a leader, I would make 100% sure I would NEVER ever make a mistake equal to this, because honestly I would not be able to show my face again! And I know how hard it is to earn respect...Eddie you have to earn it back for me...bless you!

Good work by the O'Briens and all other Little Salmon members who are trying to keep their government legitimate, and their chief accountable. Keep up the good fight! You are showing that your band is proud and principled, despite the efforts of some to shove this atrocious abuse of process down your throats.

What Eddie Skookum did is a deal breaker. His staying on as chief is in violation of the rules, let alone all standards of decency. He does not care. Neither do the people intent on puppetteering his continued term as chief. Continue to show them, your children, his victim, and all Yukoners that YOU DO CARE!

Hazel I do believe you entered the general assembly almost lunch time when the meeting started at 9 am. lunch was at 12:30 - 1:20 pm. The meeting was over at 4:00 pm. The people all voted in favour of option A, because that is their right to vote however they wanted. You cannot tell anyone how to vote. That is how all citizens view their opinion. LSCFN do not have any electorial officer as it was changed at our June 2010 General Assembly. Scrutineers? Yes there was scrutineers. There was also a lot of wolf clan and crow clan. I have serious questions as to how you have behaved badly for many years against LSCFN. You will never be happy either way. I pray for all of you! God Bless you!

Yes, the whole meeting was done in 2.5 hours - with 1.5 hours for lunch - from 11 am to 4 pm.

No one had a say. It was all pushed to the A option with no other options being introduced.

I mentioned that maybe a by-election be made for the chief and the GA MC said that it can't be done. Others overheard this comment as well.

As for the whole matter, it calls into question how valid is our LSCFN elections?

The Electoral Officer also stopped all incoming ballots from outlying areas where there was only one day after receiving the ballots to get them back to the FN.

There were no scrutineers. All the vote count was by the Wolf Clan and no Crow Clan members.

I have serious questions as to the legality of our whole Chief & Council as it stands.

If this can be investigated by officials, I will be happy to see it happen just to answer questions.

I am very upset and disappointed by the elders being the only ones to vote on this matter. Isn't the first nation made up of all of its citizens. Why weren't the people allowed to vote and their voices be heard.

As for Eddie Skookum, he should be very ashamed of himself. How are the female citizens supposed to trust him enough to go to him for help without the fear of being assaulted. I know myself, would never go to someone that was knowingly charged of such an awful charge.

I am also wondering why all the other Chiefs and the Grand Chief don't step in do something about this, after all this affects them too. They are in a position of power and what can be done with that power. We as first nation women don't have to put up with this, I think the citizens of Carmacks FN should picket their FN until he is ousted. They should stand up for their rights with out fear.

Power to the citizens, and especially the women of Little Salmon Carmacks FN.

i am very disappointed that the elders in Little Salmon Carmacks First Nation voted for woman beater Skookum to stay on as chief. As elders we are supposed to look up to your wisdom but now I think that is all shot to hell. You sent a message that it is okay to do what Mr. Skookum did to your young people. Not only did Skookum shame himself but he shamed all Yukon First Nations people. By the way Skookum the woman you assaulted is my niece.

If you Joseph and Lorraine strongly don't condone violence then how come you are not protecting your own family and your niece against the violence they are going through now. Why are you not protecting them? This all boils down to personal issue you have against Eddie. The elders fully understands what was happening. They are very smart elders we have. The G/A was conducted in fair and good manner. I am ashamed of your behaviour and your husband Joseph O' Brien swearing at the citizens outside of the hall.
