‘Troubled young man’ was in court for breach of probation

On Thursday morning, Judge Donald Luther said Callahan-Smith, 20, is “a troubled young man, and he obviously needs considerable treatment.”
Last February, Callahan-Smith breached probation by luring a minor.
He was on probation for a 2015 conviction for luring one underage girl online (a charge that includes communicating with someone under the age of 16 with intent to commit sexual assault or interference) and distributing sexually explicit material to another.
At the time, Judge Michael Cozens sentenced him to 15 months in jail.
Callahan-Smith received credit for time spent in custody and served 59 days.
Judge Cozens also imposed a number of restrictions on Callahan-Smith after his release.
He was banned from attending any park, daycare, public pool or location where people under the age of 16 might be.
Callahan-Smith was also banned from possessing any device that had Internet access.
He was instructed to take part in programming.
His name was also entered into the national sex offender registry.
On Thursday, Judge Luther noted the severity of breaching probation.
He gave Callahan-Smith credit for the more than 150 days he has already been in custody.
He then told Callahan-Smith a two-year probation would start immediately. It will run side-by-side with the conditions already imposed by Judge Cozens in 2015.
Judge Luther also said Callahan-Smith is not to leave the territory without permission from his probation officer.
This permission might be given if Callahan-Smith is able to attend a specialized sex offender program based in Alberta.
Judge Luther cited the problem, in the territory, of not having enough specialized programs for offenders such as Callahan-Smith.
He said it was sad to hear that a request for government funding from the program had been denied.
“It would be unfortunate if this major problem he has goes untreated and he just bounces in and out of jail,” Judge Luther said.
It would not only be detrimental to Callahan-Smith, he said, but to further potential victims if Callahan-Smith’s problems go untreated.

On a community sentence (parole), for going online, trying to have sex with a child, and what does he do? Goes online and tries to have sex with a minor. Not good. But this is the reason they have parole: to see what they will do when set free. Once they have served their entire sentence it gets a lot harder to check up on them.
Next observation: sex predators and pedophiles in particular do not respond well, if at all, to 'treatment'.

To June Jackson and Josey Wales, don't you ever get tired of writing the same old crap on every story?? WE KNOW HOW YOU FEEL! you are outraged by the poor system we live in, and yes, you do have the right to say the same crap everyday, but why? Have you no friends to vent to? Maybe a dog you could talk to.... It would be nice to read these comments sections just once without seeing the same spiel day after day.

Judge Luther sounds like he thinks 'programming' will make Billy Dean Callahan-Smith not a sex offender? Really?
Callahan-Smith got probation for luring a minor. He was in jail in 2015 for the same thing, luring a minor. He is a child predator out of jail and running around on our streets. Is there a justice system in the Yukon? Luther said it was sad to hear that a request for government funding for the (rehabilitation) program had been denied. Really? I'm sad that you didn't put him in prison forever with a 0 tolerance for child predators.

Maybe the two troubled wee brats in the news this week should be roommates?

Instead of spending millions of taxpayer money on a registry (start one for terrorists instead), help them find employment, that is practically good for society, instead of these other stupid ideas.
