A Whitehorse man and a Whitehorse company have been charged with building a road or trail north of Carmacks without authorization.
Nicolai Goeppel was charged earlier this month with three contraventions under the territories Land Use Regulations and one infraction under the Forest Resources Act.
Facing the same four charges is Kluane Drilling Ltd.
Chief Eric Fairclough of the Little Salmon-Carmacks First Nation described the incident last week as very troubling.
The matter has been sent to the First Nation’s lawyer, he told the Star.
“It’s a big issue to us at the Little Salmon-Carmacks First Nation,” Fairclough said.
“We are going to be working on this matter. It is a serious matter, and we want it resolved.”
Fairclough said the Cat trail or road was discovered by staff last June.
It’s estimated it’s in the area of 21 kilometres long, the chief pointed out.
“They discovered it, the road, and asked to meet with the developer on it and the government knew nothing about it; no authorization.”
Fairclough said he understands the trail is linked to accessing mining claims, and “it’s a black eye for the industry.”
Goeppel and Kluane Drilling have been charged with:
• using a bulldozer to move ground or clear land without a Class A permit;
• carrying out work, including levelling, grading and cutting trail or right-of-way exceeding 1.5 metres in without a Class A permit;
• carrying out work using a bulldozer weighing more than five tonnes but fewer than 10 without a Class B authorization; and
• did cause forest resource harvesting without authorization.
Goeppel is a placer miner. He was seeking permission earlier this year to mine placer claims along Judas Creek near Marsh Lake.
The Yukon Environmental and Socioeconomic Assessment Board recommended the project be denied because the area is important habitat for the troubled Southern Lakes caribou herd.
The Yukon government agreed with the board and denied the project proposal.

You know what's pissing me off? That everybody always sees the bad in another person. We got here two people that are honestly and actually trying to do something good. But because everybody else’s lives are so boring, everyone is just seeking for something that can f**k up other people. The last thing that Tamara Goeppel wants is to cheat or doing anything dishonest. She does that election because she honestly tries to help and make the best out of the Yukon and the best for the people living here.
Same is for that guy Nicolai Goeppel. He is a young guy who actually has the braveness to do things, takes responsibility for his own life, and risks things. Most of us people, honestly, when do we take real responsibility for our own live’s, when do we take a risk on our own? I tell you, we don't! We are just employed mostly by the government or a company, we don't have to worry about our paycheck coming in each month, we don't have to take real responsibility for things that we make our living with, in the end it's the company or the government that's responsible for us. At least there's a young guy who actually tries to do something. I doubt that anything that Nicolai Goeppel planned to do, was ever meant in a bad way. Everybody makes mistakes. That's human. And this is exactly where the differences are between us and a guy like Goeppel: we make mistakes, everyone of us. A guy like Goeppel, if he makes a mistake he gets treated like he's the meanest person in the world. People! Keep your minds clear and realize a bit what’s going on. First thing is, it already has a bad taste to bring all this to the public right before the elections. The people who do that should be investigated!
Second, is there any country or province or territory in this world that can allow itself not to have any industry that actually feeds the people living there? Tourism seems to be run down by some decisions that have been made lately, mining and exploration as we have a couple examples this year is not wanted anymore, … How do we honestly think that we can be a self-made territory, a territory on its own feet? A territory that takes responsibility for itself?

Much ado about nothing.
The lSCFN is all for the proposed Casino mega-project, whose access road would compromise hundreds of KMs of "wilderness", yet this is a big deal?
Yeah, if true, they should have got permits, but the reality is that this is nothing in comparison.

@John
Tamara Goeppel is the liberal candidate for Whitehorse Centre and placer mining is the Goeppel family business. She is the mother of Nicholai charged with building a road north of Carmacks without authorization. "Nicolai Goeppel was charged earlier this month with three contraventions under the territories Land Use Regulations and one infraction under the Forest Resources Act."
Then there is the proxy voting snafu.

"Elections Yukon says it's looking into the case of a proxy vote solicited by a Whitehorse Liberal candidate to see if it might be a breach of election rules."

Hey Jack,
Are all parties now liable for everything that family members of their candidates do? If so, let the games begin, everyone remotely connected to any campaign or candidate better make sure their closet is squeaky clean. Time to start searching everyone's social media accounts and googling their names for dirt. Hope you are happy now.

This guy has nothing to do with liberal party, he's a grown man who makes his own decisions and trying to link this to the liberal party because he's related to a liberal candidate is just plain dumb.

Young Nicolai Goeppel is a Liberal candidate. Just because his mom is a Lib doesn't mean he is. Then there's Kluane Drilling's roll as the owner of the heavy equipment. Without facts it's all speculation.
We also can't forget Fairclough's recent over-the-top publicity stunt with YCS about YTG using harmless waste mine rock from Minto for rip-rap at Tatchun Creek. What a waste of time, money and C02 that was.

I don't understand why the Yukon Liberal Party would get mixed up with this kind of activity, if their candidates are building illegal roads then the party is building illegal roads...simple as that.

Is he sorry because he got caught?
Hard for me to envision someone not knowing the rules as well as ignoring the likelihood that people and a First Nation government may complain about a fresh cat trail.

The biggest problem facing Carmacks...is an unauthorized trail? That place makes rural Peru look like Narnia.

One has to ask what the Liberal candidate knows about this road and when did they know it. It's hard to believe that someone under 30 had over $200,000 to squander on the failed Judas Creek application and whatever it cost to push through 20 km of road ... so where did the money come from? Maybe there is a golf course in their future because it sure sounds like they could just as easily be running for the Yukon Party (except for the fact they don't get along with the Chair of the hospital board).

Great timing pressing charges just before an election.

The rules are not respected by some people, and for a reason. The mining industry has gotten away with so much throughout the past hundred years that it has not sunk in or gotten through their heads that they can't any longer do whatever the H they want out there. I am really glad this guy never got his permit by Judas Creek.

Does this give us an insight into the Liberals real approach to the environment? If so then fracking is a certainty and the Peel is open for business.

Ok this is scary, isn't another Goeppel running in the territorial election? Wasn't that Goeppel that is running, once a placer miner? Is there a family connection here? Full disclosure about that to the public is necessary and warranted. Do we want more people who disrespect rules and laws in our Government? Do we want people who think that their money lets them do whatever they want, wherever they want especially if no one is looking, in office? Wouldn't it be a better world if this wasn't the way of it.
