Confusion reigned at the Yukon legislature Tuesday afternoon as the government suddenly revealed teachers can access rapid COVID-19 testing services.

Ted Hupé, the president of the Yukon Teachers’ Association (YTA), was confounded by the news.
“None of that has been presented to us,” he told the Star immediately following question period. “It’s a complete game changer.”
The news came from Health and Social Services Minister Tracy-Anne McPhee following questioning from the Yukon Party.
She, along with Premier Sandy Silver, said the testing is available.
McPhee apparently made that clear during a meeting with the school council at École Whitehorse Elementary on Monday night, although it clearly didn’t trickle back to the YTA.
“There is rapid testing available to all Yukoners,” Silver emphatically told the house.
McPhee added, “We have indicated — I think I spoke about it (Monday) and I know that the minister of Education has recently — that rapid testing is available as recommended by the chief medical officer of health and their office. We will continue to abide by their recommendations to us.
“As noted (Monday) night to parents, it is available for teachers. I have spoken before about how rapid testing is in fact available when there is an outbreak to schools or to a class for the purpose of making sure that students are safe.”
However, Dr. Catherine Elliott isn’t a fan of the process. She made that clear during last Wednesday’s COVID-19 briefing, and it wasn’t clear if there are any restrictions on accessing the tests.
The government has consistently said it follows Elliott’s recommendations.
McPhee said the rapid testing has always been a part of the “comprehensive testing program” for the Yukon.
Hupé sounded angry and almost speechless at the news. He suggested the Yukon Employees’ Union (YEU) will also be interested in Silver’s and McPhee’s remarks about rapid testing.
Hupé said he had talked with John Streicker, the minister responsible for the Public Service Commsision, on Monday.
He said Streicker gave him a “flat no” on the issue of testing for teachers.
“He said the acting chief medical officer of health doesn’t like the test,” Hupé added.
Streicker told the Star late this morning he and Hupé were discussing the mandatory vaccinations policy for all territorial government employees, including teachers.
“We were discussing whether we could use testing instead of the vaccine, and the advice we had gotten from the CMOH is that you can’t use testing and PPE (personal protective equipment) in place of the vaccine,” Streicker said.
Asked whether he believes teachers should seek rapid testing, he said, “That is a medical question and not for me to answer.”
Calculating the number of teachers who may take leave without pay after Jan. 30, 2022 is difficult because an unknown number may opt to become fully vaccinated by that date, he said.
All government departments are aware they could lose staff after Jan. 30 and the need to draft contingency plans, Streicker added.
A key aspect is being overlooked in the discussion of the mandatory vaccinations issue, he suggested.
“What would happen if we didn’t take these measures and let the health care system get overwhelmed?” he asked. Yukoners would then risk losing those government employees’ and teachers’ services anyway, he said.
“We understand that leaving COVID unchecked puts a tremendous strain on the system,” Streicker said.
Steve Geick, the YEU’s president, was indeed interested in what the government had to say Tuesday, but had no immediate comment.
The rapid testing announcement was startling to many, since both opposition parties, particularly the NDP, had been pressing the government on the issue.
NDP Leader Kate White had been particularly aggressive over the issue. She openly mocked the Liberals Monday during question period, asking, “What science were they following?”
Scott Kent, the education critic for the Yukon Party, called the teachers’ rapid testing availability “one of the best-kept secrets in the Yukon.
“No one knows about it,” Kent said. “The teachers were apparently not informed.”
After question period ended, White said she was mystified by the rapid testing discussion she had just heard.
“This is new, but they’re trying to present it as if it’s always been available. But it wasn’t available (Monday),” she said with dry humour.
“I don’t understand it, but it’s another example of the communications process this government uses,”she added. “I think that’s the challenge – people just want to have clear answers, and they’re not getting them.”
Kent agreed with that perspective. He told the government he had attended Monday night’s school council meeting at École Whitehorse Elementary.
“I asked about rapid testing for teachers, and as a matter of fact, Mr. Speaker, the acting chief medical officer of health told the Whitehorse Elementary School Council (Monday) night that, in fact, teachers are eligible for rapid testing.
“He advised that any teacher who has any symptoms and wants to get tested to go to the COVID testing centre here in Whitehorse, identify to the staff that they are a teacher, and then they will be eligible for the rapid testing that is available there.
“The only problem is that it is not only the minister (Education Minister Jeanie McLean) who didn’t know, which is common for this minister, but neither did the teachers,” Kent added.
“As far as we can tell, there has been no communication with teachers that they are indeed eligible for rapid testing. As of noon (Tuesday), yukon.ca made no mention of this.”

Teachers do not fill out the attestation form on your file. It means you agree to changes in your employment contract. Enough is enough don't do it, they won't send 100 teachers home.

This is a Pandemic as never seen before - why are you not willing to do anything in your power to keep your loved ones safe? To all the 'Teachers' who aren't gonna show proof, your idiocy is yours and yours only. If you believe in democracy and that inoculation is going to grow you and your kids a third arm, how did you ever earn a degree to teach anything!?

So if these powers endowed on businesses to allow them to ask for our medical information makes sense, then do I as a patron of that business (Restaurant) have the right to ask the same of them? For instance if this is about communicable diseases then does the person cooking and handling my food have any STD's or other communicable viruses such as HIV? If this is about stopping transmission then the answer should be yes. When HIV Aides was a huge problem in the 80's no one could even know who was infected, let alone isolate the infected. Even their sexual partner could not be notified. Interesting how politics is different for different groups.

@Juniper well maybe if we had tests for people getting off the plane or driving up the highway we wouldn't be where we are. Or maybe "adults" could act that way a little more.
The rapid test just needs to get you out of your current situation; it's about letting families get on with their lives. You have someone who gets sent home then they can return with the negative test and symptoms subsiding instead of waiting a week for the "gold standard" test to comeback not being able to do anything in that time.

This was obviously realized - the question was put forward as a rhetorical statement, though the intention was perhaps not so obvious. Hence, the real question is, how can an unelected official have any power over individuals and the public, let alone the kind of power that can destroy people's livelihoods? It should be noted that today's CMO stated that vaccine status is a private health matter which contradicts the direction from yesterday's CMO to mandate the use of passports which publicly discloses an individual's private health information. Talk about contradictory and unethical!

I must say, I did not imagine that either union let alone both the YTA and YEU would ever come out against vaccine mandates in the middle of a pandemic. I just figured their membership would not be supportive of what Currie Dixon and Jonas Smith are doing. But obviously they are. I really hope the Liberals don't give in to all of these con artists regardless. I never want to hear one of these unions ever again say they are looking out for the well being of society. Clearly they are not. Maybe its time to allow people to opt out of unions. I would be angry as heck right now if I knew my dues were funding this opposition to vaccines.

Yukoner: Thanks for the reply. I did not say rapid testing would not be beneficial. I said.. How long is it good for? If you have the test this morning, do you get another one before you go home? Or, in the morning again? How long is the test valid. Because you are negative today, doesn't mean you will be negative tomorrow. Getting off a plane is one thing. Going to school every day is something else.

Richard Smith - So 25% of the population making up 56% of the cases (why we would deduct the unknowns I'm not sure). I'm not sure how that math works without concluding that the vaccine is reducing infections. Never mind the fact that many of the unvaccinated seem to believe it to be a 'mild disease' and would be less likely go for testing.
In the Yukon they said only 29% of cases since June were vaccinated when something like 80% of the population is vaccinated. Come on.

You are the one not keeping up with the science. New covid cases are about evenly split between the vacced and unvacced.
Today Ontario reported 711 new cases - 56% were unvacced or unknown. Take away the "unknown" and you have a majority vacced.
Also today, the Chief Medical Officer in the US reported, in Fox News, the high percentage of new covid cases.
Recent studies in Israel, considered a top authorty on covid confirm the same info.
Where does your info come from or are you heavily invested in Pfizer

It shouldn't still be a surprise at this point that the Liberals know nothing and are entirely concerned with headlines and image. They hide behind the CMOH recommendations because that's easy politics - don't have to wear any bad results. Our government is not a collection of the most competent and honest people in the Yukon.

Richard Smith - Except that is not what the science says. Vaccinated and unvaccinated are not "equally" likely to carry the virus. That is why 90% of Yukoners are vaccinated but only 29% of COVID cases since June have been among the vaccinated.
Yes to rapid testing for sure but this myth that the vaccine doesn't reduce spread needs to stop.

There is obviously some confusion surrounding the words "rapid testing" here as different people seem to be talking about different things. There are Rapid Antigen Tests that are the less reliable do-it-at-home tests that are freely available in some places (and available on the internet). These are the ones that Dr. Elliot doesn't like but some parents have been calling for to be available for kids. There is also as I understand it a machine at the hospital for reading "gold standard" PCR tests which has been there for some time and is apparently now being made available for teachers. Obviously if we are just making the second type of "rapid test" available for teachers the hospital machine is adequate but if it were to be extended to students it would quickly be overwhelmed so we'd have to settle for the Rapid Antigen Test.

BS--I'm an educator and they haven't supported us at all. First of all, they should have brought vaccinations into each school for teachers, staff and students who were age eligible. Nope--fend for yourself. Now they're saying they have given us access to rapid testing. Nope. Don't believe them. Liars. And where's all of the transmission happening--in schools. Don't believe that it's not as the 'new' medical health officer is saying. Elementary schools are being slammed. So frustrated.

@Juniper you are pretty out of touch obviously, but rapid testing would be a godsend to a lot of families with young children who have to stay home from work for days to a week after their child is sent home with a runny nose.

I'm surprised but happy to see that the NDP have flipped back to being against the vaccine mandate. I don't trust them, but at least they are on the right side of history for now. This leaves the Liberals all alone again as supporters of the vaccine mandate.
So now we have Currie Dixon, Kate White, Jonas Smith, Steve Geick and Ted Hupe all on the same side. A bunch of powerhouses to say the least! With all of them being on the same side, I doubt the Liberal government will be able to withstand the pressure much longer. It's time for another petition, and this time make sure it gets circulated to both the YTA and YEU memberships. Stay strong, together we can beat this undemocratic vaccine mandate! I also think it would be nice if Kate White or Emily Tredger brought the next petition into the legislature. It would demonstrate that this issue transcends party lines.

Why can't leaders keep up with the recent studies and science of covid?
We now know both the unvaccinated and vaccinated can be carriers of covid equally and both groups are being tested positive for covid, also about equally.
So these covid rapid tests should be done with both of these groups, especially in sensitive workplaces like schools, senior facilities, hospitals etc.
Vaccines have proven to lesson the severity of covid but does little to prevent one from catching it.

My guess is that the situation in Ross River where they are losing the majority of their responders and teachers could be a bellwether for the rest of the Yukon. People have had enough. You clowns have said the Vaccines would lead us out of this mess, you were obviously completely wrong. We are the highest density of vaccinations anywhere. Yep it's Science. Hmm, because I sub at lots of schools and the conversation about rapid testing came up in the staff room. Teachers certainly were not aware at any of the schools I have subbed at that rapid testing was available to them. Can someone please advise where a teacher can go to access this test?
Conversations in the staff room were more about how to juggle the isolation orders with the busy schedules of themselves and their children. This information would certainly have relieved a tremendous amount of stress.
Thank you, everyone but especially the children, for doing so much extra, every day, so we can flatten the curve of Covid 19. You are all heroes. All those health measures have kept our numbers down and we can be thankful we don't have to experience what it COULD have been like. Thank you so much!

Rapid testing indeed. So, they approve rapid testing... again... do they get a rapid test every morning before classes? Is that test good for a week? a day? a month? Can you get one every couple of hours for the scared ****less?
The Liberals, Federally and locally.. their super power seems to be turning every single issue into chaos. What on earth do they talk about behind closed doors?

Something's not right with this story. As 'essential workers', teachers have always had access to rapid testing, along with healthcare workers, and airline staff. I think the misunderstanding is that rapid (antigen) tests are not seen as a substitute for vaccination, when it comes to the mandate.

Pretty atrocious if you ask me. However - we've been experiencing this for a few years now so I guess we shouldn't be surprised.
