In the legislature Wednesday, the Klondike MLA brought up the century-old issue of workers and companies from Outside filling local positions.
“There are very few jobs for Yukoners on this project,” Silver told the house.
“Instead, the Government of Yukon has spent $50 million toward this project and they are putting Albertans and British Columbians and others to work.
“The profits from the job are heading outside the territory to general contractors and their headquarters in Alberta,” he said.
Wade Istchenko, the minister of Highways and Public Works, acknowledged that only 29 jobs at the Lewes Boulevard construction site are filled by Yukon boots. But that’s 88 per cent of the 33 jobs, he said.
“We are working on providing supplier development services to local businesses,” Istchenko said.
“There was some stuff going on in the fall when it comes to this.”
Silver quoted a statement by Istchenko from earlier this year, when the F.H. Collins contract was awarded to an Alberta company: “‘The final objective here was to tender a project that would create local jobs and promote economic activity.’”
The Liberal leader then asked the minister, “How much of that $50-million price tag has gone outside of the territory?”
“You know, the Government of Yukon takes procurement very seriously,” Istchenko replied.
“We are modernizing how we pick our goods and services to make this government’s contracting procedures fair, consistent and accessible for all Yukon businesses.”
The government grilling was the latest flare-up in a steady stream of heat around handling of the budget and tendering process for the new school.
Exactly one year earlier, Silver, then the Liberals’ interim leader, asked Premier Darrell Pasloski about local companies “that wasted their time and money” preparing bids for the F.H. Collins reconstruction tender.
Two independent estimates for the original school construction pegged the cost at $36.8 million and $37.8 million in June 2012 — bumped up to $41.6 million after the government added a temporary gym and geothermal energy to the tender. No local company came within $10 million of the original tenders — the government did not disclose the later cost upgrade.
It scrapped the plan when no companies could come close to meeting the budget demanded, ultimately opting for a pre-designed school imported from Alberta.
When the new tender was sent out in October 2013, the NDP questioned why the government included a requirement that bidders have experience building three projects in the last five years that were “similar to the new F.H. Collins Secondary School.” The party suggested this excluded local contractors from bidding.
The premier said in November 2013 that the project required a $40-million bond, which local companies alone would not qualify for.
He insisted there were opportunities for local contractors to partner with companies from Outside and still benefit from the project, like Ketza Construction and EllisDon Corp. have done.
Larry Turner, the president of the Yukon Contractors Association, would not comment specifically on the government’s intentions last year.
But he was “surprised they didn’t increase the budget to deal with the supposed add-ons,” he told the Star a year ago.
“I can understand some of the choices made at certain times, but I find it kind of a pain in the neck. They were advised or at least had information that it was going to cost more than the budget they had and they didn’t really give that any consideration.
“Obviously, it’s problematic. Anytime you have a job tendered, and there’s been several this year that have come in significantly over-budget and are therefore cancelled, that’s painful for us,” Turner said.

I just like to thank the Daily Star for permitting open debates on key subjects. But we need to get more people engaged in the discussions. I wish we could get past personal attacks that are meaningless. I have had some incredible discussions with people who I don't know on the subjects this paper has brought forward. There are a lot people out there that have good direction on issues but never speak out. I wish more would speak up and make your points known. I have had ten people contact me about affordable housing and have given their point of view. These people understand the situation and what one would call thinking out of the box solutions that make sense. They don't mind having their ideas known but not their name. I will share some when I get them together.

Education means nothing in today's world. The majority of senior level management at YTG are utterly useless. It's the blind leading the blind. And they want to keep it that way. And the union is there to protect this useless system. A warning. If you are full of good ideas, common sense and Integrity, stay away from YTG. It's sad how they enjoy destroying people's lives. I say that from personal experience. Karma will come down on you clowns one day.

I have received a lot of responses and questions from people why all of sudden why I am speaking out in public because I never do. There are many reasons but the number one is when a system like the Yukon Government does wrong when it comes disputes between Yukon Government employees and senior management it is time someone speaks up. There has been harassment, discrimination, intimation, potential assaults, threats, for years by bad managers. Finally, after 12 years we have the wrongdoing act which might work but my experience and the opinions of some local lawyers, the Yukon Government does not work at all when it comes to employees being protected. My purpose for writing about this and other subjects are very simple:
1. That YTG employees need to be protected from senior management and YEU/PASC wrongful actions against employees.
2. The 1000's of YTG employees lives that have been destroyed by the bad management be made right.
3. On other subjects that I have experience in, to challenge the actions of all elected officials in all parties for their leadership in subjects like housing, public sector management.
4. To get the people and families of the Yukon to voice their views on items that effect their lives.
5. To get the elected people to get on with governance and realize their role is in managing public business.
My experience includes CAO of municipal, director for a First Nations Government managing their municipal, properties and housing, senior business development advisers for YTG and manager of revenue requirement for former crown corp in the Yukon. I am looking for people and families of the Yukon to become more aware how we are being governed and especially the waste that is going on with public money.

Wilf I may never be able to follow the things you say......respect?....develop your rants better....It is difficult to follow your many half explained thoughts....I apologize for not seeming to show respect....but in what way did I reference your childhood and just how does that have anything to do with this exchange.....?
On topic, it doesn't take long to become a resident of the Yukon.....hence 29 out of 33 are residents.
What I have to bring to the table is my experience and I'm not interested in laying that out in a newspaper as I have no agenda....unlike yourself....so rant away great man.

Atom my father died when I was two in an accident. My mother was very sick and I lost her when I was was three. So have some respect for an individual when you really don't know them. Are you one of the anti development people or NDP or Liberal members I have been showing they have no knowledge of what they are talking about. I love the Yukon and its people and I have a lot experience in public and the private sector management. What do you have Atom? I feel so sorry for people like you for your misguided thinking and attitude. Back up your statements before you speak.

Interesting point of view. I know why jails cost a lot because of security and operating structure but it is true, we spend more on jails than on our children. What does that tell you. I don't know what to think!

Yes, Seriously I realize we are talking about the new school. And yes I can see how far the Trades/Arts wing is from the new school and YES the kids can handle it. They will whine but they will be fine.
The capacity figure I gave you of 750 students is from the site with the blueprints, the enrollment figure is from Yukon Education website.
Notice I have not commented on the cafeteria question you raised as I cannot see on the blueprints where that would be, so I intend on asking that question on Monday to the school or the education office.
So my facts are verifiable. Where did you come up with the 30 students away from being over capacity?

You do realize we are talking about the new school right? The trades wing will stay where it is, the old FH will be demolished and the kids will have to walk from the new school to the old trades wing. We're not talking about walking under 10 metres of covered catwalk. Have a look at the maps and site plans here:

Sandy, you are from Antigonish the same general area of Nova Scotia that I am from. What is your opinion on local hire? Please tell all Yukoner's. I have a son in university taking education. Is he going to get a job teaching in the Yukon? Are you going guarantee that he can? He is SD born in the Yukon. Where do you stand Sandy? Sandy all Yukoner's and liberals would want to hear from you on where you stand on this very important issue. Do you support Yukon people getting Yukon jobs or do you not? You claim that Clark Builders are not employing Yukoner's so why don't you do something about teachers from the Yukon not getting the teaching jobs? You can't have it both ways, Yukoner's can see through the political B'''''s. I thought politics was getting bad. I think we must have a disease called political wrongdoing. I think it is time for a new Act called the Political Wrongdoing Act where we can remove elected officials for not looking after voters interest. Looking forward to hearing from you Sandy. The reason I am making these comments is because the Yukon is in a very low spot right now with political leaders not doing their job of looking after voters interest but their political interest. All parties should do what is right not what is wrong or are you capable of that? Let the people of the Yukon know.

Not sure where you are getting your facts...Capacity of the school is 750 students FH currently has 662 enrolled. Also are you confusing the fitness room with the Gym?
And yes, my daughter has whined about having to cross to the trades and arts wing at -40C...she also has to wait for a bus at -40C and walk to the corner to get the bus....c'mon kids are tougher than we give them credit for.

If we are talking about not employing locals, what about teachers. How many are hired from down south every year? They get here for a few years, become permanent and bump our locals out. WAKE UP DOE!!! YTG puts $25,000 in a Yukon grant to Yukon students and many become teachers…when they try to get a job back here it's next to IMPOSSIBLE.
I had to fight this stupid system too--but back then there was an NDP government in power and they had a local hire policy and when I pointed out that they weren't following it, they listened. Make your vote count folks. Get the Y.Party OUT and the next elected government, ensure they bring back the local hire policy.
When you do all of your schooling here, get the grant and go out to school and come back here to work, give the local a job!!! So sick of southern people (or eastern Canadians in admin or at the Department with fake doctorates) taking our jobs. HIRE YUKONERS!! Same goes for trades…HIRE YUKONERS. WHY?? Because we aren't here to pad our pension, to have an adventure, to get the $10,000 DOE gives a new hire to move here. We are here because we LOVE the Yukon and want to make it a better place.

First the Yukon has signed trade agreements with the western Provinces. Second the Yukon has 29 of 33 jobs there so what is Silver talking about. Project management is a problem in the Yukon because of the staff not having been exposed to such projects. Here we have Liberal leader calling down our public services. Look at at the hospitals over budget. Look at the treatment plant in Dawson poorly designed and other places that have had to spend money to fix them or stop using them.
If I was the City of Dawson I would not take over their treatment plant at all because of the uncertain problems with it. Clark Builders is a good company and will give the Yukon value for money which the Liberal leader is trying to imply they are not. This type of talk from MLA will just stop companies from bidding on projects in the Yukon because they don't need these types of negative comments about them. All this type of talk is hurting our economy. The expansion at the airport was a good project and Yukoner's benefited from it. I agree we need better project management but how do we do it? The Yukon Government employees can only do their best with what they know. Mr. Silver all you are doing is making noise hoping you will influence voters to think you know the facts which you don't or you would not talk this way about the FH project.

Sandy, you're clutching at straws now. The unemployment rate is insanely low right now and they need skilled trades people to build a school. Those that are unemployed are typically unskilled and chronically unemployed (by choice mostly)
You want something to legitimately complain about regarding FHC? Here are a few speaking points:
*Why is the DOE using a blue print from an elementary school to build a high school?
*Why are the labs not built and equipped to teach at a high school level?
*How will students get to the trades wing at -40C across a windswept field 500m long?
*Why is the gym so small (see above)?
*Why is there no stage in the gym, isn't a school gym typically a community place for multiple user groups?
*Why is there no cafeteria?
*Why did the DOE disregard the input from the building advisory and public?
*Why is the school only 30 students away from being over capacity and it isn't even open yet?
