School cost still rising

The overall budgeted cost for the francophone high school in Riverdale has grown from $27.5 million to $35.3 million – just shy of an $8-million increase in under a year.

The overall budgeted cost for the francophone high school in Riverdale has grown from $27.5 million to $35.3 million – just shy of an $8-million increase in under a year.

The project is on track to begin seeing construction this spring.

As of July 2018, the overall budget for the school sat at about $27.5 million, the Department of Highways and Public Works (HPW) confirmed late last year.

That was around the same time that YG agreed to fork over $29.3 million to Whitehorse-based Ketza Construction for construction work.

In short, that meant the construction work alone was already costing YG more than it had estimated it would take to make the school a reality.

Consequently, the project clocking in over-budget may not necessarily be a surprise. (See the Star editions of Dec. 13 and Dec. 27, 2018.)

This month, though, documents shared by the Yukon Party showed more details, as the total budgeted cost now sits at $35.3 million, a figure that is inclusive of more than just the contract to Ketza.

Those other costs include “construction supporting contracts, including bus drop-off,” which ring in at $1,115,000 and “honorarium; furniture, fixtures and equipment; YG fibre; past work; contingency funding; and project contract administration including project management,” all of which come in at $4,925,000.

That means the $29,357,000 contract for construction, paired with these two category costs, bring the total budgeted project costs to $35,397,000.

HPW spokesperson Doris Wurfbaum confirmed last week the figures provided in those documents are correct.

The department added this morning the timelines around the school have not changed.

Wurfbaum also shed light on some of the other costs beyond the Ketza contract, which amount to just over $6 million, to bring it to that $35.3 million total.

As for the bus drop-off for the school, that “is being provided to Canyon City Construction under a YACA agreement,” so is not shown as part of the main contract.

YACA is a Yukon Asset Construction Agreement. A 2015 YG release explains that they are negotiated under some self-government agreements and are to help offer opportunities for employment, training, investment or new business for the First Nation that qualifies.

Such agreements are triggered when YG “intends to construct an asset within the Traditional Territory of the qualifying First Nation,” the release adds.

YACAs have also been a point of contention in past years, with the Kwanlin Dün First Nation taking YG to court as recently as 2008 over some capital projects.

Meanwhile, Wurfbaum added the honorariums are to fund work that is included in bidding on the design-build contract.

“Without paying an honorarium, it is likely that fewer contractors would bid, thus decreasing the competition and quality,” she wrote.

As for the costs around contingency, the department added such a fund was being held to make sure any changes or conditions to the design do not “disproportionately delay the project.”

The substantial performance date is set for September 2020. The goal is to have students in the new classrooms for the 2020-21 school year.

Other costs are furniture (most of which is not included in the construction contract and has to be budgeted separately, along with ICT set-up) and consultant fees. YG has a consultant to “review the proposed design from the design builder, to confirm compliance with the requirement, and to also conduct site reviews.”

Shared by the Yukon Party, the documents that show the $35.3 million total figure are dated April 8 and signed by Education Minister Tracy-Anne McPhee.

Addressed to members of both opposition parties, they were shared by the Yukon Party last Tuesday.

Can you imagine the Quebec govt building a new school for that many English speaking students in some town our size in Quebec? Of course not. The Quebec govt puts French culture and French citizens first and has little or no regard for the English minority in Quebec. THAT's what pisses people off.

TNT yes it’s true there is no choice however in the court of public opinion this constitutes “unreasonable accommodation” it catapults one group ahead of the rest, it breeds division and hatred. Until all students are treated somewhat equal this country will implode just like it is doing as I type. Just try and comprehend spending a bazillion dollars per child based on a language, which outside of the political towers of Ontario and Quebec offer zero. Best line I’ve heard yet was we should learn another language it will help you live longer...that’s why kool aid will never go out of business.

It’s kind of shocking when you drive by that section of Lewes Blvd, realizing there is well over $100,000,000 being spent on the 2 schools and oh yea, a beauty of a weight room and an state of the art running track.

You can't see the forest for the trees, son.
Under the Constitution we are a bilingual nation, it doesn't matter what Doug Graham, you or I have to say about it. Francophones are entitled to government services in their native tongue.

Do I agree with the scope of the project? Nope.
Do I agree with the location? Nope.
That said the school will be built, most certainly over budget and under utilized while right across the lot FH is already bursting at the seams.

Opps ... had it slightly wrong in terms of order of events ... Francophone Association lost on Appeal ... matter was to be sent back but before it was resolved in the courts YP opened the purse to by votes https://www.yukon-news.com/news/ruling-sends-french-language-case-back-to-square-one/

Dearest David ... are you sure the Francophone Ass won in court? I may be mistaken but I thought they lost the first go around in court ... and as an election was looming the YP decided to resolve it over the table and not in court. I may be wrong but if I have that correct then it was the Minister of Education at the time (Doug Graham) gave the farm away to avoid pissing off a constituent group.

You can't blame this on the Libs, they did not chose to build this school. It came to light because the francophone association sued the Yukon Government for not having access to equal learning opportunities as anglophones, and won. Building this school was a court order. What political party was in power at the time has nothing to do with it.

I suspect you are correct about Northern Money, but I also suspect the reference is more fitting to North African expats, many who speak French. Quebec is getting a bit annoyed with them all there, so I suspect Larry is out greasing the wheels so more of them can move here and add to our already desperate housing market. Federal Minister of Immigration, Refugees and Citizenship Ahmed Hussen was in Whitehorse last fall having a look around and you can bet he wasn't here to plan a canoe trip.

We will remember this, Yukon Libs, at the next election. You can wish that the mighty Franophone vote will save you (not many btw) but you've left First Nations, the rest of us, and anyone with any fiscal sense of responsibility voting you OUT. The sad thing is that the Franco kids won't go to their new school; most of them will still be at Wood St. or FH. because, like 'Talk About a Bubble' said, nobody wants to be with the same group until grade 12. And when you're entitled and arrogant, makes it even worst. What a SHAM.

I am yet again realizing why my family doesn’t live in Whitehorse. The service expectations are unrealistic. Scale the building back if the cost is escalating that quickly. Work within the budget and quit passing the buck on. There are several other schools to be built around the territory and those extra millions would certainly help.

Oh and let's not forget how Larry is giving the francophones NORTHERN money to attract MORE francophones here! For %#@* sakes. They get money for people not even here! We should all take lobbying/fundraising courses from them. They have the system down pat. Unbelievable. What are these governments, this one and the last Yukon Party Gov, DOING to our Yukon? They're selling it out right under us, that's what, to the loudest squeakiest wheels out there. fml

Don't forget to add the cost of another entry? Exit route as well as making all the signage both French and English, make darn sure you toss the Tlingit and other First Nations languages on as well. We did not need and do not need another school in Riverdale!!!

I can honestly say that when I was growing up, I enjoyed going to new schools along the way and meeting new people. How boring to only know the same group of kids for 13 years of your life. What's going to happen if two of them get in a fight and there is a rift in the French community--are the poor, sad anglophone schools going to have to accept this? Burst this bubble now!

The francophone idea of equality is half for them and everyone else [non French] split the rest. They want half of all education funding even though they are only a small per cent of the Yukon population. They actually believe it's their 'right'.

I guess if your kid is going to attend this school (all 20 of the high school students at EET), then you think you deserve this even if it goes several more million over budget. You don't get a private, 40 million dollar school (at least that's when it's done) just cuz you're French. Meanwhile WES is 60 years old, and FH is a failure of a building but if you're French you deserve to tax the living $%&* out of the rest of us for your special school. Nobody hates the French people, but everybody hates entitled, me first, attitudes from elitist groups.

This boondoggle is so ridiculous on so many fronts. What a prestigious group of entited frankaphonies. This will be in the 50-60 million dollar range roughly a million or more per student! What country would tolerate such fiscal negligence?
