Residents ‘shocked’ by abrupt loss of greenery

The city went too far in preparing to build a ditch behind Falcon Drive to help with spring flooding, Falcon Drive resident Rick Karp told
council at its meeting Monday.
Karp told council there was a request in 2018 to the city from Condo Corp 95 to help alleviate the spring flooding residents were
experiencing.
But it wasn’t until this year that anything happened, he said.
In July, he said there was still no word from the city on when work in the greenbelt to dig a ditch would be done.
There was no further contact with the condo board from the city regarding the flood mitigation work, he said.
Suddenly, said Karp, during the second week of October, without any contact with the board or Falcon Drive residents, there was activity
moving into the greenbelt along the fence line.
“There was a large vehicle taking down all the trees and greenery, making a driveway six to seven metres wide – to say that the residents
of the 19 condos were shocked would be an understatement,” he said.
There was a meeting set up that night among residents, and representatives of the city attended.
The residents were shown what the city was planning, he said, adding they were shocked to see the city’s intent, and there was nothing
they could do about it.
“Due to the late start and the snow, that work was not completed,” he said.
“The new plan called for a one-metre walkway, but was not constructed. The ditch was not prepared to direct the flow of water in the spring, and the wild grass seed was not planted.”
Karp said the area along the fence line is bare and sloped toward the fence.
If there is flooding in the spring, the fence is likely to be damaged, he said.
Karp said residents have already noticed a loss of privacy and security as there has been traffic walking in the cleared area, which was not possible when the trees and other foilage were there.
There have already been a couple of complaints about people trying to take barbecues out of yards, he said.
He said the city has placed boulders to prevent motorized access to the area.
City engineer Taylor Eshpeter told Karp recently the city will have to get into the area to prepare the ditch before the spring thaw, he said.
Karp said residents would like more information regarding the city plans for a one-metre walkway.
The walkway, he said, would be an open invitation to people to walk right along the fence, so there is a need to mitigate that by having
some bushes on the walkway to deter the traffic.
“And finally, we need to have a discussion on having some shrubs and trees put back into the bare area, which was cleared, as we
understand it, simply to make room for the equipment.”
Karp emphasized the lack of communication from the city as a key factor.
“Hopefully, this won’t happen anywhere else in the city,” he said.
But Karp did note the city engineer, to his benefit, has agreed to meet with the residents during the winter to keep them up to date on the
plans, he said.

Looking for intelligence in the vacuum of Liberalism is like trying to find a doctor in Whitehorse! on Nov 17, 2022 at 11:46 am
Well EJ on Nov 16, 2022 at 1:32 pm:
Groucho is talking the encroachment of small l liberalism into the management of the populace. This is the ideological variant as separated from Big L liberalism which represents the those elected as members of the Liberal government.
This is why conversations are so difficult in these forums. There is a very real inability to see past the black and white thinking that is indicative of frontal lobe dysregulation. Get past the emotionalism - Discuss ideas with a willingness to learn - This inability or unwillingness to think is very small l liberal.
I cannot understate it - Liberalism is chaos, self-destructive, reductionist chaos. I agree with Groucho. This is an example of Liberalism’s dysfunctionality…

I believe you will find a number of City Council members support the Liberal agenda and political approach and ideology. Not so much as which government body is -was responsible but rather the manner in which they conduct themselves in their roles as elected representatives for Whitehorse citizens.
Woke is a label I am waiting for some political group to adopt to gather a greater flock of followers.

@Groucho. You post here quite often and seem to have some knowledge of politics. How do you not know that this is entirely a municipal government issue?? Saying that this is somehow on the Liberals is a little unhinged. You should try not thinking about every little issue with a partisan lens.

It's just another demonstration of the autocratic Liberal method of communicating with the public. If they inform up front, somebody is going to complain, so just do it and let all the complaints come forth after the job is done. It's not like the decision-makers care so WTF?

The outcome of the pervasive atmosphere of crisis is this. Add to that the fallout from the pandemic, leaving many outfits shortstaffed, and overworked. It was possible to do this project nicely, but we don't seem to be in that frame of mind anymore. It's all about "do it and apologize later".
The nearby residents have every right to ask for better quality of work, without being labeled and derided. We're not doing ourselves or the workers any favours, making excuses for substandard work and trying to shame people into not speaking up. Not to mention, we pay a lot for it. Just as much as we would for quality work. Maybe more, if it has to be re-done.

OKAY BUT SERIOUSLY: does the CoW not realize that removing vegetation that is supposed to help with water absorption and retention of soil is going to make flooding worse…….? This is actually so stupid. Maybe they can use the $11 mil that would have gone into the rejected games to do something that might actually help residents.

If I wanted to rob Karp's back yard, I would be more likely to do so if I had the cover of trees. I feel his home is more secure now that the trees are cleared. Also, one melt season isn't likely to damage a fence, especially if pressure treated lumber was used.

Important to note; many individuals in management positions are disorganized personalities. Example: while the city and territory promote greenery and conservation they do the opposite. And as well, having consideration for public interests , they behave in autocratic ways. Yukon Housing Corporation is a classic case, they fail to uphold the Tenancy Contract, so that abusive individuals break the rules and management fails to act, so an atmosphere of conflict and tension prevails. It demonstrates contempt for seniors, and in both cases helps to create a disorganized community. The past record of WCB is a classic case. It's about having power over people and disorganized personalities gravitate toward such occupations. The higher they climb the more disorganized they become.

Well, the Nimbyism is in full swing this year. I’m not sure their is a greater NIMBY than Mr. Karp. The nerve of the city to address their concern and then not give them the fix they complained they wanted. Does Karp even live there? Or does he just own several rentals and saw an opportunity to be a giant inappropriate karen.

I think its time for the city to have an ombudsman ( ombudsperson is a more appropriate term) to deal with resident's concerns.
All too often sincere concerns are dismissed and ignored by city staff and council usually goes along with city staff without challenging the behaviour of their workers.
Am ombudsman may correct the autocratic attitudes and behaviour of city workers.

The CoW has a bad habit of proceeding with actions which affect neighborhoods without consulting the local Community Association. The current administration with their condescending "We know what's best for you" attitude is one of the worst. Perhaps they feel entitled to do what they want autocratically since the Territorial and Federal govts, also run by liberals, do the same.
We elect people to represent and consult with us, not rule us, and they seem to have forgotten that basic tenet of democratic governance.

The city is planned by idiots and run by worse. There was only one major intersection that absolutely needed a roundabout, and it still doesn't have it. There are huge sloths of the Industrial and Commercial areas that don't have sidewalks, and when there are sidewalks, they're usually out of commission for most of the winter, making the city preposterously inaccessible. The deforestation of Whistle then was nothing short of a crime. New projects and planning go ahead without any of the old deficiencies being addressed, and this dysfunction reproduces itself with every passing year.
I don't have a lot of respect for what seems to me a horrible, unaccountable bureaucracy.

A security camera can see more in an open space than through thick bush. This way, thieves can be seen in plain site rather than hidden within the trees. So, like me, get a security camera.

The Karen’s of Falcon Drive - Tonight at 8! on Nov 11, 2022 at 8:27 am
Many, many people across the country are also shocked by the abrupt loss of greenery in their bank accounts due to Inflation-Taxation.
This should happen everywhere that clusters of Karens exist - Banded together in their chicken coop housing projects. They should be given these in your face lessons - This is what your continued support for Liberalism will bring you; poverty, barrenness, cages for the body politic in mass housing complexes of rule bound authoritarianism.
Dear Do better - This is the new democracy - Complain in place! The party has stated - There are no droids so stop looking for them. In the new democracy you may complain about the things you see from the windows of your new democracy cages.
Like chickens in their transport cages… To the factories, off with their heads, dice and slice, use every piece… But soon there was a problem. It was discovered that many of these people were in fact vegetables, living a vegetative state of passivity, allowing themselves to be herded into their animal farms…
But the irony here is sweet… They cannot see the forest for the trees…

Clearcutting the area makes it far easier for people to access the area for all kinds of nonsense at all hours right behind your house.
Why does the city hate trees so much? Whistlebend is such a treeless clearcut scar already.

Oh the humanity...the horror!
OJW not a fan of our civic wizards, but here?
I’d tell the dude to go pound sand.
The city acts on a request to aid water flow, and Karp freaks out.
Maybe the city should have hired a team of trumpeters, and two town criers. Gather them all outside Karps house and just like in old England.
At 07:00hrs blare the trumpets in a announcing tune...
Have the two town criers in both official languages proclaiming that work will start in a Fort night. A Fort night later bring them all back to re proclaim the project will start, upon the release of this dove...representative of inclusion and cooperation...the bio diesel tractors will start.
Pass a bylaw that if folks dare walk along their fences, instant beheading!
We cannot for one millisecond tolerate folks using public property for community enjoyment when clearly there are fences adjacent to it.
And the city? Boy they have some nerve eh, improving drainage for the hood, but they forgot to kiss Karps ass before doing so.
Civic wizards, archive this one as Josey even supports ya.

The debacle behind Riverdale this past summer with a contractor for the city taking out a few trails, this, other Camille’s of zero consultation.
It’s easy to dismiss this as entitlement or NIMBYism, but everyone has parts of their neighbourhood that they hold dear.
Maybe it’s to get a new City manager? This is getting to be a habit.
