Senior administration was proposing to drop the provision and instead have residents call into council and read out their presentations themselves.
But at their meeting Monday, members of council were in favour of also maintaining the option of having city staff read submissions into the record during meetings, as well as the provision of allowing residents to call in and read their submissions.
Council meetings remain closed to the public as part of the temporary emergency procedures adopted in response to the COVID-19 pandemic.
Coun. Samson Hartland noted his concern about the potential impact on the hearing-impaired or blind residents by removing the option of having staff read submissions on behalf of residents.
The provision of allowing residents to have their presentations read by staff was included in the third and final reading Monday of the bylaw updating procedures adopted by city council.
“The council procedure bylaw makes rules for governing council’s procedures, including rules respecting the calling of meetings, the appointment of members of council to council committees, and any other matter that relates to the efficient administration of council’s decision-making process or council meetings,” says the administrative report.
The bylaw, for instance, lays out the rules governing the conduct of council members, and how public hearings and public input is managed. It deals with council procedures during the election period.
Residents wishing to make submissions to council are required to notify city staff no later than noon on the day of the meeting.

I think the reading of publuc submissions by city staff members should be a permanent option.
Why? Some people are nervous about coming before council, and some are unavailable when council sits.

I think this is a great idea by the City for a couple of reasons.
1. Some people have a real problem with public speaking. It can be very intimidating and even traumatic for some.
2. Some are much more eloquent in written form and have a chance to re-read and edit your thoughts.
3. Some people can get very emotional while discussing a subject that is effecting them closely. This can be very difficult in such an environment.
4. There is also a written copy of the statement, that can be re-read by council and Mayor later.

You have the wrong guy JC is as Conservative as it gets. Read his posts. Maybe sometimes you miss sarcasm. I try to stay away from Sarcasm on these sites as a lot of people just don't get it.

Speaking of education, your comment has a spelling error. If you do not think that our Liberal government is trying to be as socialist as possible without actually coming out and supporting communism and like minded ideas I do not know what to tell you. Conservatism is the only true pathway to a better world. Soft skin liberal's like you are the issue with our country, would rather give a hand out instead of taking care of our own.

In this socialist world where opinions are shut down its nice to see the City Council at least pretend to care for the will of the people.
