On Jan. 31, after receiving a complaint that a person had been assaulted in the downtown area of Whitehorse, an RCMP constable located and arrested a 57-year-old woman identified as the suspect.
During the arrest, police allege the woman, Helen Hollywood, resisted the officer, who eventually placed her into handcuffs.
She was driven to the lock-up at the Whitehorse Correctional Centre.
While being booked in, it was determined she was suffering from an injury to her arm.
She was taken to Whitehorse General Hospital for treatment.
Hollywood later contacted the RCMP to complain she had been injured by police.
At the time, Hollywood said she was so injured by the officer that she was medevaced to Vancouver for surgery on her arm.
On Feb. 8, two members of Alberta's Lethbridge Regional Police Service criminal investigation section arrived in Whitehorse to investigate the complaint.
RCMP policy requires that allegations against police that are serious or sensitive in nature be investigated by an independent police agency.
The assignment included interviewing witnesses and reviewing investigative reports and video evidence, the Lethbridge police said in a statement.
"The investigation determined that there is no evidence to support the allegation of excessive or improper use of force. The officer was justified in his actions,” the statement said.
The findings of the investigation were then forwarded to the Public Prosecution Service of Canada for review. The matter has been concluded without criminal charges.
Hollywood is well-known in Whitehorse for her tent city occupation outside the Yukon government administration building last summer, protesting the lack of affordable housing in the territory.

This woman should be fined for the cost of the investigation and should be held accountable. Is this the NDP poster lady for the occupy/tent city? The NDP really want to have a society of dependents and force the middle class to pay for it. Thankfully they are not in power and never will be.
