Psychiatrists have withdrawn their services from Whitehorse General Hospital until safety measures are improved in the secure medical unit.

A psychiatrist was “brutally assaulted” by a patient last week, according to a letter signed by four psychiatrists.
The letter says they had pleaded for heightened security the day before the assault in anticipation of violence from the patient.
They were told the Yukon Hospital Corp. couldn’t fund it.
The assault is the most recent – and severe – of several unsafe incidents in the hospital’s secure medical unit, according to the psychiatrists.
The letter says the unit is an unsafely designed environment. It lacks adequate mental health programming, security or code white training (code white training responds to violent mental health patients).
“We’ve endured numerous ‘near misses’ due to the pressure to provide inpatient psychiatry at a hospital that is ill-equipped to do so,” the letter says.
“For many patients … the inadequate environment itself forces us to keep patients in seclusion for unethical periods of time as the only ‘safe option,’ which at best is a human rights violation, and at worse incites aggression and violence as observed in this incident.”
Psychiatric services were implemented at the hospital last January.
“We signed on at the hospital and accepted the risks of working temporarily on the (secure medical unit) in good faith that a safer unit was in the future,” the letter says.
One psychiatrist was told during their interview that construction of the new unit was set to begin in October.
The letter outlines three immediate actions required before the psychiatrists will resume service at the hospital.
First, improved ability to immediately medevac patients requiring psychiatric ICU placement in B.C.
Second, a minimum of four security guards present per shift who are trained in code white interventions. There is currently one building security guard present, if that, the letter says.
“Several of our violent patients have bypassed at least three RCMP officers or corrections officers at a time,” the letter says.
Third, the psychiatrists are asking for code white training for all hospital staff – though it concedes that some training is set to begin this week.
“This should be mandatory and done annually, and yet somehow has not been done for the last 14 years,” the letter says.
“This is truly terrifying.”
Chris Huestis, a hospital corporation spokesperson, said last week’s incident was due to a patient’s needs exceeding the hospital’s capacity for care.
“(The hospital’s) secure medical unit is not designed to support mental health patients who need a higher level of care,” Huestis told the Star this morning.
“The secure medical unit provides stabilization and observation until transfer to a more appropriate mental health care facility.”
In this case, space at a more appropriate facility wasn’t available, Huestis said. He added that additional security coverage was put in place.
Mental health services are still available at the hospital in the psychiatrists’ absence and will be provided by physicians, according to Huestis. Psychiatric consultation will be available using B.C.-based services.
Yukon Party MLA Stacey Hassard called on the health minister to address the psychiatrists’ resignation Tuesday.
“That’s very concerning … that they felt their workspace was unsafe,” Hassard said.
He said that hospital corporation is waiting on the Yukon government to provide funding for the new unit.
“Unfortunately, the government hasn’t done that, and now we see psychiatrists pulling out of the Whitehorse General Hospital, and obviously that’s not a good situation for Yukoners at all.”
Pauline Frost, the minister of Health, said money and space in the hospital have been allocated toward a new unit.
A sum of $1 million has been budgeted for planning this year, with construction to begin in 2022, according to the minister.
In the meantime, Frost said, her department is working with the hospital corporation and psychiatrists to review the situation.
“Certainly, incidents of this nature is (sic) problematic; right,” Frost said.
“We want to make sure that the hospital is equipped to provide supports transparently and safely.”
The letter from the physicians called their decision to withdraw services “heartbreaking,” but feared acting otherwise would enable the unsafe unit to continue.
“We are passionate about reforming psychiatry in the Yukon and have no intention of giving up on WGH (the hospital),” the letter says.
“It is no less devastating that this fight for bettering mental healthcare means rescinding our inpatient coverage indefinitely.”

Why don't you pick up a book and educate yourself about residential schools, when children of any color are beaten, sexually abused and told that they are garbage, they might grow up to have some mental illness.

Hello EJ - You must resist what your Liberal Handlers are telling you... Even now though I fear it is too late... The damage is done and we have yet been able to find an effective cure for resistant Liberalism. It was once thought that high doses of reality would be able to overcome the effects of rampant Liberalism however, much like Syphilis, once it is the latent stages of the disease it becomes difficult to treat.
I understand that the school system has deteriorated to the point of possibly constituting a state of emergency for young people these days... For that I am sorry.

Western governments adopted the methods of propaganda from places like Nazi-Germany... To persuade minds that they were free in their support of an ideal. I think you are a bit confused when it comes to politics. You can't have a 'Liberal fascist' ha ha. You can have Conservative fascists and NDP communists, but the Liberals sit roughly in the centre of the political spectrum. They don't have extremists. Anyone to the far right of the Liberals becomes conservative and anyone who goes to the far left of the Liberals becomes NDP. This is why the Liberals don't have a solid ideological base like the other two parties. The liberals have to rely on drawing the moderates from both of those parties.
On a side note, this is also why you see the NDP and Conservatives supporting each other sometimes - they know that it benefits them both to tear away moderate middle ground voters in both directions from the Liberals. For example, during the last federal election, the conservative panelist for CBC would always say that in Yukon it was a 2 way race between the conservatives and NDP even though he knew full well that the NDP were a distant 3rd with no chance of winning. He did this in order to persuade left leaning voters to leave the Liberals and go to the NDP instead....thereby splitting the vote on the left and allowing the conservatives to sneak in. They will almost certainly try this same sneaky tactic in the next Yukon election as well.

I just realized again how valuable these forums are. If you track and read them carefully you see people with real experience and hard won understanding adding to the discussion and adding to my understanding.
Yeah there are a few extreme political zealots who blame the last party in power for every slight and wrong they perceive, but their bias is obvious and easy to ignore.
Thanks for the Star for keeping these forums alive, they are valuable.

This is the problem with the defund the Police movement in the U.S.
They are sent to these so called "wellness checks". People are saying that it should not be the police attending, instead Counsellor types, Psychologists.
Well the fact is, when they are called it is very often a very dangerous situation. Police are needed to secure the person from harming themselves or others.
Apparently Psychs won't even deal with it in a Hospital environment. I thought they had all the skills to defuse these situations, or at least that is what we have been told.
I feel for the Police and Nurses having to deal with these people. We absolutely do not need to defund the Police, we need to support them. Terrible job they have.

How many of these mental health patients are really violent alcoholics? The hospital changes when they are present.
A couple summers ago I took one of the kids in the neighbourhood to the ER one evening after he fell off a fence. Sitting and waiting for the doc to see him, a drunk belligerent individual exploded into the ward sending hospital staff in all directions while waiting for the large orderlies to show up and deal with the drunk.
The problems are known and they have very little to do with where your grandparents went to school.
I was hopeful when the Beaton Allen report from the Task Force on Acutely Intoxicated Persons at Risk was issued because there was some acknowledgment of what the real issues are. But these days it seems nobody wants to hear the truth because of some stigma it may cause. Accept the facts and deal with the problem, no more denial please.

The problem is he comes in and is pampered and sympathized with and is told it's not his fault for being so unruly and belligerent, it's our fault . How do we solve the problem? Quit taking blame for his actions is a good start .

I managed and nursed on this unit for 20 years until becoming disabled due to multiple sclerosis 12 years ago. Nurses often got injured with little response to concerns.

I have experience as a Corrections Officer and Security guard as well as military training. But, I don't support Psychiatrist's demands. It's Psychiatrists that sign out mental patients into society as "no longer dangerous to the public". Then the citizens have to deal with them. When I was growing up, there were mental hospitals where the mentally sick were put behind security bars until healed.
I remember when Prime Minister PET cancelled out that program and let them into society under so called Psychiatric care. Now, these high paid docs want free security at the tax payers expense. And security guards today are extremely underpaid and in a lot of cases without any company benefit program. If the Psychiatrists want security, let them pay for it out of their generous pay checks. And leave the dangerous ones in security hold, where they belong and won't hurt anyone in public.

In 1986 I was hired under Health Canada as the first Mental Health Coordinator at WGH. One aspect of my job was to research psych units as the new hospital was to have a dedicated secure unit. There was also a day program run 2 days a week for outpatients and inpatients. I did a fact finding trip to Vancouver and reviewed Lion's Gate Hospital, Burnaby Mental Health Centre and VGH psych units to gather data for our new unit. Yellowknife's Stanton Hospital and Sioux Lookout models were also explored. There were numerous planning meetings and the staff were trained in non-violent crisis intervention (this included dietary and housekeeping staff).
A new psychiatrist arrived in town, and after one month in the Yukon he insisted there was no need for a separate psych unit based on our population so everything was scrapped as a result of his opinion. As a tax payer I am frustrated that more money is now going to be spent for something that was already researched and more importantly inpatients and staff have suffered by that decision. With the level of trauma and addictions in the Yukon, I find it tragic that a specialized unit was not followed through on when the new (not so new now) hospital was built. Nursing staff have been expected to be multi skilled from ICU, medical and psychiatric nursing which is unreasonable given the varied clinical issues presented.
I am hopeful that the action of the current psychiatrists who have withdrawn their hospital services will result in a more responsive, ethical and safe service for the patients, the nursing staff and doctors. Sadly, that one psychiatrist, who lived in the Yukon less than 5 years has left a sad legacy.

I do believe when the Yukon Party was in power and they didn't do anything, leaving the mess to be cleaned up by Miss Frost and crew who grabbed the bull by the horns through each and every mess left by the Yukon Party. This goes back a long time, 14 years, and nothing had been done by the Yukon party who Stacey was a part of and they didn't take care of business.
At least funding is in place now but the WGH management should have worked on this as well instead of letting it linger away and find it's way into the papers...oops. I mean really why are they getting paid for if not taking care of business comes first? Change of management an option?

Given the current Liberal Logic it is likely that the Psychiatrist did something to provoke the assault. Maybe the Psychiatrist said the wrong thing? It is likely that the Psychiatrist behaved in a way that was offensive to the victim or perhaps even insidiously manifested some representation of a past trauma in the victims mind causing the victim to respond with physical violence against the Psychiatrist...

Well Doc's.. No matter what you do you are not going to win for losing. Put a patient in seclusion to keep him/her from injuring/killing you, and it's a Human Rights violation. Leave the patient out, and .... give the patient drugs to calm, your turning patient into an addict. Send the patient out, bring him/her back, they'll get better around their family.. leave the patient here, and someone is going to gripe why wasn't patient sent out for care? Put guards in the hospital.. this isn't a prison you know.. don't put them there.. patients and staff are not safe.. There aren't any solutions, and there aren't any answers either.
Whitehorse.. now a big city where we need manic care facilities. Build it somewhere else and hire trained staff for it. Lots of land around Whitehorse. Leave it out of our hospital. It's scary enough some nights just in emerge.

She has lurched from one screw-up to another ever since she took office. It’s admirable that he appears to want to show support for his Minister’s but is this really about support or lack of leadership and courage on his part to do what was needed to be done two years ago ... what are you afraid of Sandy?

Mental Health seems to be this great buzz word but when it actually comes down to it there isn’t the support that is needed. This Unit sounds more like an acute psychiatric unit without calling it one or providing the proper supports. There are so many people who struggle with severe mental health in Yukon, but there is no real facility to help. The hospital has gone from 1 psychiatrist, to 3-4 and now none.
