Calling on Whitehorse residents via colourful bristol board signs to “Say no to dog poop” while also letting everyone know “Gopher holes break ankles,” supporters of the proposed outdoor sports complex in Whistle Bend gathered outside city hall Thursday afternoon.
They were there to protest Monday’s vote by city council which defeated the zoning needed for the project to go ahead.
The vote on the rezoning was actually split 3-3, but any tie vote by council is automatically defeated.
While Mayor Dan Curtis (who attended via conference call), deputy mayor Mike Gladish and Coun. Betty Irwin voted against the rezoning, councillors John Streicker, Dave Stockdale and Jocelyn Curteanu voted in favour.
The tie vote came after council initially voted 4-2 in favour of amended zoning boundaries that would have allowed Phase 1 of the sports complex – two soccer fields and a track facility built to international competition standards – to proceed.
Curtis had voted in favour of the amendment, but then voted against second reading of the rezoning. He later explained that while he supported the new boundaries, he doesn’t believe now is the right time for the project to move ahead.
Rather, if it comes forward later, he’d prefer to see the new zoning boundaries in place.
The Yukon government is proposing to build the $8-million facility with the Yukon Outdoor Sports Complex Association set to then take over operations.
Numerous organizations and individuals - including Community Services Minister Currie Dixon - have expressed disappointment in council’s vote.
Dixon said the vote puts the project at least a year behind schedule, with the Yukon Outdoor Sports Complex Association vowing a zoning application will come forward again in the future.
As Whitehorse Minor Soccer Association president Grant Zazula pointed out during Thursday’s protest: “We’re not going anywhere. There’s an election in the fall.”
Zazula was one of about 40 supporters at the protest.
He and others continued to emphasize their point that dedicated artificial turf fields are needed in the city, pointing to poor quality of the 14 outdoor fields soccer teams play on now.
Dog poop and gopher holes have come up as continued problems for players on the multi-use fields around the city.
Others have spoken of garbage left on fields – including broken sprinkler heads at times – and damage to the fields by vehicles that are driven onto them.
A secure facility with dedicated soccer fields is needed, it’s been argued.
For Georgia Gaw, who plays for the U16 Strikers soccer team, the result of Monday’s vote spurred her into action. She posted the idea for the protest as an event on Facebook, not knowing how many people would turn out for the quickly organized demonstration.
“I was really happy,” she said of the response, arguing just as better soccer fields are needed so too are improved track facilities.
Putting lines down on a field does not constitute a track, Gaw said in referring to the new track put in at F.H. Collins Secondary School after the previous one was taken out for the building of the new high school now under construction.
As the protesters made their views known, Gladish and Streicker stood off to the side.
Gladish stated Monday that Whitehorse does not need a facility built to international competition standards, and raised concerns about how the facility could be operated without office space.
Yesterday, he said his view hasn’t changed, but as deputy mayor (with Curtis still away), he thought he should be there.
“We shouldn’t ignore it,” he said, noting Streicker had contacted him to see if he would attend as well.
Gladish went on to note that his presence was also a way of showing protesters that they could have their demonstration and that their points had been heard.
As the demonstration continued into the late afternoon, many protesters were seen stepping back for a moment or two to sign a petition aimed at getting council to reconsider the zoning change.
“I feel the city has really overstepped its bounds,” said Kevin Benson, whose 12-year-old and seven-year-old have each been in organized soccer since they were about five, playing on fields he described as being “in pretty poor condition.”
He argued looking at issues such as how the facility would be operated and funding went beyond the scope of what should be pondered for zoning change.
Rather than consider the zoning, the city turned the issue into a political debate, he argued, pointing out that the city wasn’t asked to spend any money on the facility.
Lisa-Marie Vowk works as the administrator for Whitehorse Minor Soccer and has racked up honours in masters athletics at the national level along with coaching running.
She noted her experience having to go to Alberta to train prior to any major competition.
“We’ve never had a track,” Vowk said.
This marks the first year where more than 50 youth have been part of athletic programs, many expressing enthusiasm over the possibility of new facilities, she added.
“If we had that (regulation) track, we could build a team,” she said.
Many young athletes in the city are disappointed that the facility is not moving forward as planned, she added.
Many involved with athletics in the city have maintained proper running facilities are needed in order for athletics programming to grow and for the development of the current athletes.
Vowk was also quick to say running is part of the training regimen for many athletes involved in other activities such as hockey.
Training for a number of sports in their off-season includes running, she said in pointing out the benefit the proposed complex would have for a number of athletes around the city.
As Thursday’s protest continued, demonstrators vowed they would not give up the fight for the sports facility.

"That's 400 (700?) players you're disappointing." Exactly. And several thousand who will be disappointed if they do build it, especially if the display of tempers, tantrums, veiled threats and the shaky logic that's the foundation of the proposal prove to be successful in pushing this through.

It amuses me how people who want to play soccer in the third world do so on dirt fields with no shoes. The question I have is, if the fields are in such disrepair why are we not giving the money to the education department to fix up the fields? After all the fields do belong to the schools. So 900 children feel they deserve a specialized sports facility while 1000's of students will continue to have physical education on these fields. Makes sense, right? What are you going to do when you have to play flag football and your foot ends up in a gopher hole? It will be okay because you have a sports facility! How daft is that notion? It continues to perpetuate the notion that members of today's society only want to bolster what is the best for them and not what is best for society. Shame on you students for letting your fellow students get hurt. If you were demanding the fields get fixed, I would support you; this I will not. This coupled with the fact you skipped school to conduct a protest, is atrocious. Education leads to knowledge, knowledge is power, power leads to change. Face the reality of it; very few of you will go and play university soccer and it will be highly unlikely any of you will make the national team even if we have a 800 million dollar sports facility.. maybe if you practicing instead of protesting, you might have a chance.

It's good to see in the comments that Yukoners are getting tired of this money for nothing philosophy that has held sway up here for so many years. Like Hienlen said "something given has no value".

You want something positive for the community... build a homeless shelter for those suffering with social problems. Open a treatment facility for those will drug problems. Mount Sima and now this.... ridiculous.

"we need" ??? No, you wish.
Basic human needs are food, water, shelter, protection from environmental threats, and love.
$8 million sports palaces for the affluent elites are not 'needs', they are grandiose wishes to be paid for by others. If the soccer people want it let them raise the funds to pay for it. The vast majority of taxpayers don't want their hard earned tax dollars squandered on fancy playgrounds for the elites.
There are actual needs in the Yukon which don't get adequate funding; that's where our tax dollars should be spent.

I've started a new research study. I'm trying to find places where towns of 25,000 or less have 8 million dollar soccer pitches. I have come up with none so far.
I will keep you posted as to the ongoing results of this study.

"Yes, we will maintain the 8 mln soccer fields". Nobody believes that promise. Why did you not keep up your current soccer fields? Good that this is not going through.

This group of people are against team work, goal setting, fun, encouragement, developing, leadership skills, working hard, keeping healthy, building relationships and being their best for our children is not important. But spending $55 million on buildings is more important. Flying to Ontario is more important.
Having the Yukon Government paying for the project and putting in place a back up plan that takes the responsibility off of the COW.
If the project is built and fails, do you think the YPG is going to let it fail. No.
Liberal/NDP would try to make sure it fails, so they could show their ability to waste the public s money like the LNG cost over runs because both had to be constructed in the winter caused by a Liberal/NDP anti development party.
The mayor phoned in on the meeting and was sick, so he should not have been part of the meeting in the first place.
The Mayor votes to have the zoning amended and then votes down the amendment for zoning.
That is simple bad public business management as I told one Councillor.
We are not perfect people, we are just people. I like the mayor, but not the manner in which he conducts public business.
He does not listen and does not get all the facts straight, but goes off on making statements/decisions that need proper assessment.
Why didn't Council just table the motion until the mayor was there or he should have withdrawn his vote and let the other 5 Councillors deal with it.
Having worked in public and private sectors and getting a lot of calls, I am seriously thinking of running for Mayor.
Anyone running for public office is very hard. People will say whatever they think and there is a lack of respect from a group in the Yukon that are just mouthpieces nothing more.
I am not saying anyone is wrong, but what is lacking is no COW plan on the three levels of services.
There is not a revenue stream planned to lighten the load on taxpayers.
I tend to be blunt with some people that don't make any sense on fact or evidence. People are the same with me but one thing I get is discrimination because of having disabilities.

I agree that right now is the not the time for this complex. While I agree investing in our children is important I am not sure that this is the way to go at this time.
We do have what.. about 14 or so outdoor soccer fields right now as it is? Yes they are in disrepair and could definitely use some clean up; why can't we spend money on that instead of building a completely new and VERY expensive complex? The fields that are used for outdoor soccer are also used by the kids who attend the schools for PE classes - they SHOULD be better maintained.
And as a dog owner- to all the dog owners who don't do this: Please clean up after your dog. Not doing so is disrespectful to others.
I agree with "Protest the Protesters"-- it is an election this fall and those who voted against this complex are definitely people I would consider voting for again.

You don't need an 8 million dollar facility for a solid investment in children. Just spend time with them and be a parent. That will do more to provide "direction in life and keep them from doing some things that are worse and getting into drugs or crime."

What group of anti child development people. Any solid investment in children is good investment which promotes team work, goal setting, be your best, develop new friendship, gives direction in life and keeps them from doing some things that are worse and getting into drugs or crime.
Some people just don't get it.

She's right, there is an election coming up this fall. I won't be voting for anyone running who supports this idea. As a Whitehorse resident I have already watched my taxes jump ridiculously over the last 15 years, with a large share going to O&M on the other sports facilities in town, but these organizers don't give a hoot about that or anyone else, just what they demand! Thanks for turning this down Mayor Curtis. I was raised in this town and had a terrific, healthy childhood with what was available then, and that was nowhere near what kids and people in general already have for facilities here today!
Oh and by the way, if gopher holes and dog crap are a problem, send someone to the field 15 minutes early with a shovel and garbage bag, problem solved and they'll get more exercise!

This complex seems to be coming into a real large issue but when all is said I remember that soccer was worried about the cost to use the indoor at games centre. So if this was to go ahead maybe all soccer should be only played at this complex. Yes it would mean early mornings just like hockey and swimming. Fees will have to be a lot more than current ones. But this is the kicker, the want is there and easy to say build it but face it, the capital cost is easy the O&M is what cost. So if all soccer is played there and no league play on any other fields maybe I could agree but if not all is going to be played there then no. It's all or nothing in my mind and just remember cost will go up as the track will need to replaced and turf replaced so be prepared for a big bill as the fees need to be payed. This complex, if it goes, is the soccer, track & field place just like for other sports. That is my rant

Need. Need. We need.
I submit to the individuals lobbying for this complex that they should refresh themselves on the definition of need. You don't need this, you want this, and everyone involved is so eager to spend truckloads of other people's money. Brutal.

I posted this on another by-line and my opinion wasn't changed today by the caliber of protesters...GIVE US OUR SOCCER PITCHES AND TRACK! all 9 of you in this picture huh? Is there anyone for this 8 million dollar extravaganza with any integrity? Out there teaching your kids how to bully.. Too bad they don't seem to be interested in turning their energy to fund raising.. they apparently just want handouts. Due to the participants behavior over this issue..now I will NEVER support it.
It's really kind of funny.. these folks who don't get their own way whining and crying and accusing.. I don't want to spend 8 million dollars on something right now, so I hate kids.. only a 'few' people don't want this facility.. (every tax payer in town that doesn't work for YTG is more like it) So, I'm 'anti development"?
Someone wants me to support hissy fits and temper tantrums so they can force folks to adopt their plan?
Oh and I forgot, all those suffering kids.. forced to have soccer in school gyms and outdoor tracks...
Isn't fighting with the winner bad sportsmanship?? Aren't you teaching those poor suffering kids that if the vote goes against you.. why..just let your inner bully loose...try and take the winners down another way.. No doesn't mean No..it means make as much trouble as you can and try to beat 'em up another way..
Poor suffering kids.... indeed

Stop acting like entitlement brats on May 1, 2015 at 5:48 pm
"Gopher holes break ankles."
Then stop being lazy and expecting someone else to fix it for you. Acting like that is a disgrace to the self-reliant spirit that built the Yukon. Organize a volunteer group of soccer players to fill the holes and clean up the fields. Stop acting like entitlement brats and learn to do things for yourselves.
They're spoiled brats manipulated by their parents. They need to look at how soccer players in the third world manage with a home-made soccer ball on a flat piece of ground in their village. That's what produces world-class soccer players. These pampered brats will never amount to anything in their lives if they continue to expect someone else to do everything for them.

Tell the kids this is what happens when YG behaves like a bunch of bullies. They are desperate to get re-elected. No city can be expected to take on this kind of responsibility/risk without some serious planning. YG needs to get their act together. They have no vision. No planning. And now, no Sports Complex. The kids should really be protesting in front of the Leg Building asking why the hell wasn't YG at the drawing board during the development of the latest Official Community Plan? They're a bunch of cowboys, that's why. They are way under qualified, and only care about their jobs and political status. They don't care about future generations that will potentially have to pay the price for their ad hoc decisions. I personally will never vote for this government. It hurts, because I love soccer and I want this facility.
