A vote by council next week will determine whether the public will continue to have access to information packages, which come forward at council’s weekly meeting, days ahead of the session, or if it will be just a few hours instead.
Under the proposed new procedures bylaw, council packages (which contain information in advance of council’s weekly meeting) would become publicly available on the morning of the scheduled evening meeting, rather than the Friday preceding the meeting.
While updates to the territory’s Municipal Act are also reflected in the proposed bylaw, the proposed timing change on the public release of council packages has raised concerns among some council members, as well as delegates who made presentations at a council meeting last month.
After two presentations by residents arguing the change would restrict public comment by giving people less time to prepare for meetings where council may be discussing or voting on something of concern, council voted 4-3 last month to delay third reading of the bylaw.
Back for consideration last night, Coun. Samson Hartland was the first to speak up noting his plans to bring forward an amendment to the proposed bylaw next week that ensure council packages continue to be made public on Friday afternoons prior to the usual Monday (or Tuesday in cases where Monday is a holiday) council meeting.
Hartland has expressed his support for the Friday release time, arguing the need for the city to be as transparent as possible and to give residents time to prepare presentations for council meetings.
It didn’t take long for councillors Jocelyn Curteanu and Betty Irwin to voice their support, both noting they were part of the council to move the availability to Friday in 2013.
Curteanu said she doesn’t see a “compelling reason” to move it back to Monday, noting that if residents contact her over the weekend about a concern before she’s read about it in the package, she simply explains that she hasn’t read about it yet and will get back to them on it after she’s looked at it, something Irwin also highlighted.
At an earlier meeting, Coun. Rob Fendrick had argued in favour of the Monday package release, stating he likes to have the weekend to go over the council package and information before getting calls from the public to answer questions or give opinions on an issue.
Weekend phone calls are not an intrusion for her, Irwin emphasized last night, noting she appreciates having concerns and the smaller details on issues brought to her attention.
Irwin also stated her thoughts that moving to a Monday release would be “taking a big step backwards” in providing information to the public.
Mayor Dan Curtis, however, continued to argue, as he has during previous discussions, that there are already many public processes built into council decisions, and there is ample time for public feedback on any issue before a final decision is made, without the need for council packages to be released on Fridays. He also argued the Monday release provides administration with more time to make changes to the agenda, if needed.
Meanwhile, Coun. Dan Boyd said that while the public has sufficient notice and time to speak out on most issues, there are times where there may not be that same amount of time on a matter.
Third reading of the bylaw will come forward next week with Hartland expected to bring forward his amendment before the final vote.

This council has been quite a disappointment for me... I expected better of them..now? Waiting again, for the next election, where I will be voting to get someone out..

A single working parent gets off work on a Monday, picks up the kids, feeds them dinner and handles all that parenty stuff, and eventually gets to sit down to read an info package on something important to them, right as the council meeting is ending. That's a citizen who will feel like their community representatives have their best interests in mind.

The act of moving it to Monday is so petty, this whole scene defies sense.
Any decision that infringes upon public forum for future policy decisions should have a better excuse than, "I don't want phone calls on the weekend," and, "Because it's ok, trust me, it's ok."
Yeesh.

Hartland, Irwin, and Curteanu support keeping the information release on Friday, giving citizens the weekend to study the issues coming up on Monday.
Rob Fendrick, former COW bureaucrat, wants it changed to Monday so he doesn't have to listen to phone calls from his constituents over the weekend, when he may not have yet bothered to look at the package.
Dan Curtis wants it changed to Monday, saying don't worry people, you'll have plenty of time to give input even if you don't get a chance to prepare for the first volley. Oh, and it would be more convenient for the city administration in case they don't get their work done on Friday and need until Monday to get the schedule done for Monday evening.
Dan Boyd says, sometimes a Monday release would not be a problem because like Curtis says, you'll have a chance to comment later, but sometimes people will not in fact have a chance to comment meaningfully later.
Looks like only Rob Fendrick and Dan Curtis like this change, and not for reasons of serving the public but to serve himself (Rob), or City Admin who might feel rushed by getting this work done by Friday (Dan Curtis). You counselors are supposed to be OUR representatives, remember?!

I think this is ridiculous to cut off the release time from Friday to Monday, just before a change is made. Cutting off the public's right to have access to information is unwanted as is eliminating our voice in council decisions. I hope Samson can represent us well and get the Friday release stayed as it is important and a political promise you all made as candidates to represent the public well and give voice/life to our opinions/wants. What good would it be to eliminate that from us? How would you be doing your jobs well if you took away our time to voice our concerns? Please deliver on your promise of fair government and let the Friday release stay!

The sad thing is that those that came up with this move are well educated and know exactly what they are doing - eroding democracy and transparency so they can do as they please with as little interference as possible from voters, the people they are suppose to be working for.
What is badly needed is recall legislation to give the ability quickly remove mayor and council for even thinking about proposing something like this. Rise up CoW voters, rise up.

It should be disclosed on the Friday so that careful and fair consideration can occur by all interested parties. To change it to Monday would result in a lack of transparency and potential delays. It would be fair to counsellors to ban contact by constituents until Monday though. They also need time to digest information and prepare.

Must the Star keep reporting these boring items that most people don't understand nor care about? Is there no real interesting things that happen in the Yukon? If not, how about some national or international news. Something to keep peoples interest.

Yes, Dan Curtis should better explain why he is not in favour of more transparency. And please remember that council and the mayor work for us. To deny transparency is a very big mistake and a significant issue for many people. What about all those people who prepare and go before council, how does this benefit them?
And what about the many times that council defers to city administration when they (city administration) have not thought things through; this is appalling.
Also, the many times that people participate in city planning (i.e. trails) and say that city staff were not respectful and yet nothing is ever done about it.
Please work for us mayor and council and make changes that promote more public participation.

Transparency yes. Maybe Dan Curtis could better explain why he is not in favour of better transparency? Frankly I am not sure why anyone voted for this guy.
