Skookum's leadership has been under attack since he pleaded guilty to reckless endangerment of human life in an Alaskan court after his 21-year-old girlfriend was found badly beaten in the parking lot of a Haines hotel last July.
More serious charges of assault were dropped because the young woman refused to testify, according to court records.
Skookum has held onto his seat as chief, but a vocal group of citizens says he is breaking his own First Nation's laws by staying in power, and are demanding an appeal of his leadership.
"The (Little Salmon-Carmacks) constitution states clearly that we as citizens be actively participating in the exercise of our First Nation government,” LSCFN member Lorraine O'Brien writes in the petition appealing the decision to keep Skookum on as chief.
"As LSCFN citizens, we feel that it is our responsibility to respectfully bring forward our concerns regarding the inappropriate behaviour of our chief and the flawed process that was used to determine if the chief is fit to hold office.”
According to a number of Skookum's critics, a Nov. 6 emergency assembly was unconstitutional because it did not strive for consensus before going to an elders' vote .
"The assembly was provided no opportunity to debate the evidence to come to a consensus as per our constitution,” the petition claims.
"There was no opportunity for the assembly to vote on whether the chief was fit to hold office.”
Instead, the decision was given to the elders present. They voted 14 to nine to keep Skookum on as chief, a process which amounted to an "outright veto” of the assembly, according to O'Brien's petition.
"It is the LSCFN citizens who elected the chief and it is the citizens who have the authority to remove the chief through the process of the assembly,” O'Brien writes in the petition, which has garnered more than 80 signatures from a community with approximately 550 eligible voters.
"It is the responsibility of the elders to ensure that the assembly reached its decision by adhering to the LSCFN traditional values and beliefs and that the process followed the constitution with respect and integrity to allow all citizens to voice [their] views.”
In an interview with the Star, O'Brien said some elders were brought to the meeting who had very little information about the charges against Skookum or the opinions of those opposed to his continued leadership.
Others who did not support Skookum were not offered transportation to the meeting, and did not get to vote, said another critic, Florence Washpan.
Another outspoken member of the community, Hazel Skookum, said she was not given a fair chance to speak at the emergency assembly.
All have signed the petition, which proposes a process "that should have been followed under our constitution.”
Citing sections of the First Nation's constitution, it says a new emergency assembly must be called, but this time it should be made clear on posters and other advertisements, that the purpose is to discuss Skookum's leadership.
Once the meeting is called, the petitioners say everyone should be given all the facts and permitted to express their opinion.
"If more time is required for the LSCFN citizens to review the evidence, facts and views provided during the debate, then a subsequent meeting should be called,” the petition states.
"... After adequate debate of the assembly regarding whether the chief is fit to hold office, then it is required to make all effort to resolve the issue by consensus. A vote of the assembly is a measure to be taken as a last
resort.”
The Star has been unable to reach Skookum for comment on this story or previous stories regarding the leadership dispute.

I would like to Thank Lorraine for her hard work and dedication in ensuring that this woman beater doesn't slink off into the shadows unnoticed. I am not an LSCFN member but I am an aboriginal woman who lives in the Yukon and I am very pleased that there is someone who can speak up for us non members that have no voice in your community. This effects the society's view of what is acceptable behavior towards women. Keep fighting the good fight Lorraine. You have many supporters backing you!

I think what Lorraine is doing takes a lot of courage and she has already been labeled a negative person and has been shunned for standing up and speaking against violence. I think she should be commended. I wish other people in her FN would stand behind her and do the right thing which is to have a LSCFN general assembly where ALL citizens can have a say not just the elders.Eddy Skookum needs to step down and seek help (for more than a few days). He continues to lead and seems oblivious to the dissention and turmoil caused by his actions, does he have no conscience? Stay strong Lorraine and Joseph don't back down, at least you two have morals and common sense about what a leader's role and responsibilities are.

Lorraine O'Brien I have always been a huge fan of yours. Thank you for your strength in our efforts to protect our Sister's. 'Yukoner in Whitehorse' needs to get out and see the real world before he or she makes any more comments. You don't sound like a negative person, you sound like a strong woman who is standing up against one more Woman Beater. Woman are even killed and beaten during the holidays, the fight should never end just because the holidays are around the corner.

These elders have created more harm than Eddie has. It's really sickening you label Lorraine a negative person. You just want to sweep his sick actions under the rug and celebrate Xmas. Too bad Lorraine has the courage and heart to stand up for what she believes in. You people who attack her are ones who support violence against women. And so do the elders. I thought they are suppose to be wise and respected? In this case it couldn't be farther from the truth. Keep fighting Lorraine.

@shenya: If the public doesn't keep your so called chief honest and acountable then who will? The public and media are here for this reason; so you can't run and hide from your irresponsible actions.
Maybe LSCFN is still just a little kid that thinks its ok to run around the house jumping on the furniture and burning things with matches. When the parents say something the kid says, "this is none of your business, this is kid business"

Enough is enough. The LSCFN Chief is certainly not popular to the public, however, the LSCFN has the ultimate last say as to their destiny. This is your business as LSCFN. Do not use the public for your destitute. You are accountable to your people and not the public. Do your business where it belongs.

I suggest you pay all the elders travel cost & honourium to attend. Then why don't you offer citizens a ride. I see you are a very negative person and have so much vendetta against your own people. Its Christmas and at least stop your whining!! till after Christmas. Your people is hurting & your family. I cannot believe the media allow you to put such comments in the paper .
