Premier told to clarify leadership rules for ministers

The leaders of the Yukon Party and the NDP are calling on Premier Sandy Silver to set out clear rules for cabinet ministers planning to seek the Liberal leadership.

Revised - The leaders of the Yukon Party and the NDP are calling on Premier Sandy Silver to set out clear rules for cabinet ministers planning to seek the Liberal leadership.

But the premier maintains he’s confident any minister seeking his job will conduct himself or herself appropriately.

The two opposition parties said last weekend they want to ensure that cabinet positions and government resources are not being “abused and used to campaign for the leadership.

“It has been three weeks since the premier stepped down,” the YP and NDP said in a statement.

“With the legislature resuming this week, it is concerning that no rules have been established and communicated by the premier. Convention usually dictates that cabinet ministers step down from their cabinet position before seeking leadership.”

Since Silver announced his intention, Dixon told the Star Monday, “they have made no further comment about when the leadership would occur, whether there’ll be rules for sitting ministers to participate in that leadership election and all of that has created a great deal of instability and insecurity.

“There are public servants who don’t know who to look for for leadership right now,” Dixon said

“There are people across the territory wondering who’s in charge, and the simple fact is the current premier has checked out and has made his intentions known that he isn’t interested in taking that role on anymore and that’s fine, but the Liberals need to explain what the process is going forward and unfortunately they haven’t done that.”

NDP Leader Kate White said, “It’s important that the premier publicly communicate clear rules before the sitting starts on Thursday, to ensure that cabinet positions and resources, as well as public funds and resources, are not used to pursue leadership by any MLA.”

Speaking to the Star Tuesday afternoon, White said, “I think first of all it’d be really fantastic if the Yukon Liberal Party announced what the parameters of the leadership race was and the timing for that.

“I think it becomes very complicated when a person who holds a ministerial portfolio is gonna run for leadership in that same breath as they are a minister of departments because – the perception that every announcement that they make as minister is also them running for leadership is, I think, should be problematic for Yukoners.

“I would also think that if a person was a Liberal party member and someone who is not in cabinet because – let’s be honest, everyone in the Liberal party is in cabinet, currently – that it’s an unfair advantage.”

White sees that as a possible conflict of interest.

“Absolutely. It’s not often that the Yukon Party and the NDP do a joint press release, but we just did on this very issue.”

Silver responded to the two parties’ concerns during an interview Tuesday afternoon.

“All ministers are absolutely held to a high standard of conduct by law, including a conflict of interest act, so I’ve decided not to apply any additional rules to ministers,” he told the Star.

“I’m confident that anyone seeking the leadership of the Yukon Liberal Party, including current ministers, will do so with integrity in a way that avoids any conflict of interest.”

His office has spoken to the conflict of interest commissioner, Silver added.

“She doesn’t see any conflicts either, so the Yukon Party can talk about convention as much as they possibly want,” he said.

“My minsters will conduct themselves according to law and according to the Conflict of Interest Act.”

As for whether he expects a minister or two to pursue the leadership, he said, “You’d have to ask those guys. Or girls.”

The Star asked him if anybody has stated anything about the race to him.

“Yeah, no, I’d be pretty excited to see what happens … this is a great opportunity for new folks to come forth,” the premier said.

No one has publicly announced plans to pursue the Liberal leadership, and the party has not set a date for the leadership convention.

It's time to abolish the current political system. Members of parliament should all be independent and single mindedly loyal to Canada instead of their political party. That is how we gain transparency. Pay them $1m/year but disallow any personal investment to be made other than government bonds or something of the like.

How about no frat boy group chats comparing the size of MLA’s members. Or….no challenging other MLAs to parking lots brawls….or no petitions full of fake names and children.

You have to have some knowledge and experience in leadership before you can begin to suggest rules for leadership. An absentee, abdicater, of abject mediocrity has no business in a leadership role… This current government knows this and this is why ‘they’ [KW included] are propping up this failure in leadership with their support of McPhee!

As critical as I was towards the YP polling stunt, let me be equally complimentary on this topic:

Thank you YP and NDP for calling all of our attention to this issue. Conflict of interest is the secret sauce that runs the Yukon. It keeps the same people in power jumping from appointed to elected positions and back again. It destroys the motivation in average people when they see the nepotism and protectionism that keep them from being able to achieve to their full potential. Investment is fleeing the territory. The 50+ year old age group currently in power is such a disgrace of whining and self interest that major money movers have no faith in being able to get reasonable returns from investing here. The local politicians’ simple world views are antithetical to success given the complex problems that we face. Broadly, a lack of fundamental talent runs the show. That then feeds the need for nepotism, because they are unable to cope with the demands of the job.

Whichever party offers a leader with proven business creation, job creation and wealth creation experience gets my vote. No more jumped up bureaucrats. They lack the mindset or experience of creation, building and struggle. All they know how to do is restrict and obstruct or go to the polar opposite of handing out money. None of which are effective or healthy for the Yukon. The Yukon needs to get back to work and we need someone with real world experience to do it.

YP, I’m just a disaffected conservative. You can win me back easily. Replace Dixon with someone I can trust to actually lead based not on their personality, beliefs or I-grew-up-here connections but rather someone with a PROVEN TRACK RECORD of doing the things we need in the territory. Start recruiting now for the next election. Stop hating on women, the rainbow crowd and get the religious overtones out of your party. Show us you want to govern more than just be in charge. Show us you know what the next decade will require of you to be successful. Current MLAs and even your leader are unqualified. It’s that simple. Though the liberals are corrupt and disingenuous, the status quo is objectively more stable than your current crop of angry merchants of chaos.

NDP, y’all served your purpose advocating for the most vulnerable while ensuring stability in government through a rough time. Thank you. You can go back to your corner now. By all means keep being that great advocate, but the current situation is so far beyond your party to handle that one cannot help but shudder at the concept of the NDP being in power.

I miss Dandy Silver he was such a good premier he did good at never doing anything and I hate change and improvement and fixing things. Doing anything is bad. Never do anything. Be the next Dandy Pilber you can be the best Liberal leader ever.

These dudes want to protect their ***es. They should resign if they want to go for another job, and trigger a by election in their ridings. But they want to take a paid leave of absence to campaign and protect their gold plated pensions and perks..
