While in Whitehorse this morning, the Conservative leader announced his intent to create a Canadian Armed Forces (CAF) reserve unit in the territory.
The announcement was made this morning at Schwatka Lake, as opposed to the later announcement made at Trans North Helicopters’ hangar.
About 75 people, including Yukon Senator Dan Lang, were at that invitation-only event.
At 5:00 this morning, local media received an email from the Conservative Party of Canada indicating a photo-opportunity would be taking place with Yukon MP Ryan Leef and the prime minister at the Gold Rush Inn.
Reporters were not allowed at this event – only photographers.
A later announcement was to be held at Trans North, the event that would be reporter-friendly.
Guns N’ Roses and Nickelback blasted in the hangar at Trans North, perhaps in hopes of generating excitement in the crowd of Conservative Association members and local residents.
Harper and Leef eventually breezed into the room, both refreshed from a pleasant boat ride on Schwatka Lake.
At this event, Harper announced a $9-million initiative aimed at the angling, hunting and snowmobiling sectors.
The $9 million over three years, starting in 2016, Harper said, would promote tourism within those sectors.
The hope is to bring more recreational users from these sectors north from the U.S.
“Yukon is a fishing and hunting paradise,” the Conservative Party’s press release stated.
If re-elected, a promised $5 million per year would be slated to improve habitats for species such as moose, deer, turkey and migratory birds, Harper said.
This initiative would be in place by the 2017 hunting season.
Harper added a few measures to “remove barriers and irritants” that hunters of migratory birds currently face – including the permitted use of crossbows in hunting, labelling packages of harvested birds instead of each bird individually, and developing a family hunting permit.
No mention of the CAF reserve unit was made at the Trans North event.
The promise of the unit builds on Harper’s previously announced plan for expanding the CAF as a whole.
“Our government has made the rebuilding of the Canadian military a priority since we took office,” Harper said.
“The establishment of a reserve unit in Yukon will provide the important enhanced capacity for the Canadian Armed Forces in the North as part of its mission to defend Canada’s soverignty.”
In a press release on the Conservative Party’s website, it states the new Yukon unit would “enhance the Arctic operations capacity” and “provide a specialized emergency response” in the face of natural disasters.
It’s also noted that having the unit would revitalize the connection between the CAF and people of Yukon – the territory hasn’t had its own reserve force since 1968, when a then-Liberal government disbanded it.
The CAF announcement echoed the tone of Harper’s whole spiel at the Trans North event; national security remains Harper’s top priority, along with the economy.
The prime minister also addressed a hot-button issue for the territory – Bill S-6, the legislation passed in the House in June which amends the territory’s environmental regime.
Several First Nations believe that four amendments made to the bill undermine their land claims under the Umbrella Final Agreement.
When asked by local media whether the issue must go back to Supreme Court or whether the federal government would consider a settlement, Harper said the amendments were requested by the territorial government.
“I understand there are those who oppose,” Harper said, adding that the federal government would let the court make any further decisions. (See separate story, p. 8.)
Harper also drew applause when he vowed a Conservative government would never bring back the long gun registry.
As is typical practice at a Harper campaign event, media were given a limited number of questions, with four out of five questions given to reporters on the campaign and one to local media.
In light of the photo showing a deceased Syrian boy’s body lying face-down on a beach in Turkey, Harper addressed a question regarding the government’s approach to refugees and whether Syrian refugees are feared.
“Everyone has been galvanized by this picture,” Harper said.
The government’s intent, he said, is to increase the number of refugees while keeping in mind issues of fairness.
In other words, bringing in the most vulnerable.
“We realize we have to bring in more (refugees) and bring in more effectively.”
Harper’s visit to Whitehorse marks the 11th time the prime minister has travelled to the territory.
Leef was quick to point out that no other prime minister in the history of Canada has been to the Yukon as many times – though in August, the Conservative leader had cancelled his annual “northern tour” due to a tight campaign schedule, reports said at the time.
Though Leef lauded Harper for his appreciation and dedication to the North, he received some credit of his own from the prime minister.
“He knows the North,” Harper said, adding that Leef has probably literally ran through most of the territory, being an endurance runner.
“Let’s work hard and bring Leef back to Ottawa.”
Despite having the territory’s only seat in the House, the Conservative Party may have another tough battle to win again.
The 2011 federal election yielded a close race – the Conservative MP beat out longtime Liberal MP Larry Bagnell by fewer than 200 votes.
After arriving in Whitehorse Thursday evening, the prime minister and Leef visited the Yukon Brewing Company.
There were no public events scheduled for his Yukon visit.
Harper headed back to Ottawa today, though his plans for the remainder of his visit were not released to the media.

After extensive research I could not find any existence of wild turkeys in the Yukon. So way protect them?
But if real Turkeys show up in the Yukon we usually slam'm in a pot and fryem good.
There are the ones who hide and the ones which wear camouflage but eventually we will fry them too.

Trudeau isn't putting pot smokers anywhere. He's just not wasting time and money putting them in jail. Plus Harper isn't any less conceited, arrogant or self centred. Nor are pretty much any other politicians. And speaking of crazy dreams, how is Harper going to protect our non-existant wild turkey population? He knows that when people talk about "Arctic Turkeys" they mean the ravens right...

Brian, I've got no problem with sled and ATV trails, I drive a sled and a dirt bike myself. Doesn't change the fact that trophy hunting is about killing for entertainment. Some of the meat makes its way to the hospital and that's good. The industry on the whole has a lot of problems though.
The tourists are in fact killing wildlife to take their heads home. Not sure why you would single that out and say 'as if'. That is in fact true. I'm glad you see the problem with it though.
I'd like some answers about the trophy hunting industry up here, and some examination of whether Yukoners want this activity to continue, let alone grow. Other parts of the world are finding better uses for their wildlife than allowing people to kill for fun.
And Brian, I'm not aware of a lot of poor people who spend $20,000 to go hunting, so depends on your definition of rich, but my guess is the trophy hunting tourists are rich people. Not that this is a problem, just not sure why you would take issue with that fact.

Personally..I think all 3 of the leaders are crooks..the only difference between Harper and Trudeau is Justin has nicer hair. I was looking at Tom Mulcair, but 100K Syrian refugee's is 100K too many for a country that already has 1 million people a month at the food banks..so..no NDP vote from me.
I think I am actually at the point where I don't care who gets in as along as they don't get a majority. A minority government might actually work FOR the country instead of for themselves. We'll see.. will be an interesting election anyway.

I saw the live feed of this press conference at the Helicopter Hangar, Mr. Harper looked pretty rough. Probably because he finally figured out his Yukon Candidate is only handy with a pair of handcuffs and his wife doesn’t think pot smokers should go to jail.
The announcement, with a very fidgety brother of the Senator in the background, was so lame, increased military expenditures (I guess that is for sandbagging and crowd control) and wait for it... better turkey habitat?!!? Wow. Obama is over in Alaska talking about the importance of addressing Climate Change, and our wanna-be leader talks turkey???
I have learned about Harper-speak, whenever he says “look” it means he is about to change the topic, and not answer the question. “Let me be clear” means he is about to muddy the waters and when he says “I won’t comment because it is before the courts” he must be talking about either First Nations or Mike Duffy.
There was no mention of our own Creepy Rambo MP candidate handcuff incident.
Since when did we live in a country where it is acceptable for thugs and bullies to hide in the bushes on the side of the highway monitoring election signs on public property? I am appalled but not surprised that our Yukon Conservative candidate, Ryan Leef participated in such thuggish behavior. After all, wasn't he cage-fighting before he was elected?
While I do not condone her activity, I can understand her frustration. When we have suffered through years of having a false majority government change our laws to benefit polluters, erode our rights and drag the good name of Canada into dust, I think defacing a few election signs of our MP who has done such a poor job for Yukoners is to be expected.
Expect our resistance when you threaten our children’s existence.
This last visit of Prime Minister Harper to Whitehorse has been memorable. Vince's photo on the front cover is worth framing, I'm pretty sure the Conservative base doesn't think Mr. Harper drinks.
Mr. Harper also missed an awesome sing-a-long flash mob on the Wharf that serenaded him from a far as he flew back south in the chartered plane we half paid for. The consensus of the over 150 boisterous and joyful Yukoners in attendance was we want him gone, gone, gone.

Isn't it great what first world problems we have? Someone against Big Game hunting, guess they don't know the meat stays and goes to the Hospital and to other locals too. Don't make it like the rich folks are just shooting animals and taking the heads. That's as far from reality as thinking photography is why tourists come here. Man the ignorance.
Someone would be impressed if their were bike lanes and more ski trails. Well what about sleds and ATV trails? I would like to see more multi use trails myself.

@Linda Hillier. Of course, we weren't at the meeting to see if any attendees were under the age of 50 since we weren't invited. That's the problem with the Conservatives: they are only willing to help their friends. If you aren't a friend, they don't give a hoot about you or your issues. Harper's announcements show how out of touch the Conservatives are. This is not the Canada that grew up in.

Harper wants to promote trophy hunting and sport fishing in the Yukon. Of all the ideas that could have appealed to the Harper Conservatives, blood sport is the tourism industry they have decided to support, and in an enormous way. Three million a year to talk people into coming up here to kill things. How sick does it get? Well, at least we know where he is coming from.
I'd have been impressed if he had have dediciated the money toward trail development, cross country skiing, wildlife viewing, photography, running, cycling lanes, and other activities that bring tourism to other areas of Canada and around the world without blowing away wild life for giggles.
Trophy hunting is truly sick. Killing animals for fun. I guess it resonates with his base, and I know Ryan Leef has no problem with trophy hunting. Okay, I'm back to voting ABC. Thanks for clearing this up.

Mr. Brewer: Give us a little more credit. Most of us are perfectly aware of what the Conservative party, both local and federal have done to us, and plan to do. Some in this photo I recognize and can say, they were there because they wanted to hear what he had to say, I am pretty sure most seniors are going to go with Larry.
As for the tourism money. Its a little late, and no Yukoner will see any of it anyway. The money will be handed down to the Paz government who will in turn fritter it away on expensive trips for themselves to "promote tourism" and perhaps create a few high paying jobs for their friends.
I am really surprised that a sitting Prime Minister had so few people there. Must have been embarrassing to Harper.

So, Thomas, you're saying Canada needs another Quebecer to rob the west of its resources so Quebec can balance its books. And don't be so hard on seniors, many of them served in uniform so ingrates like you can live in a wealthy and peaceful environment. You're comment about Bill C-51 shows that you really don't know anything about it and what it does to protect. Finally, aside from Harper, here's what you get, 1. A socialist Prime Minister from France, or 2. A young, conceited, arrogant, self centred person, who wants to put pot smokers on our streets and highways. I won't mention the rest of his crazy dreams for Canada as there isn't enough room. By the way, I'm one of those on the "Team Grey', who also served his country as a very young man. Good luck to the future, you're going to need it.

Wow, that's quite a crowd of seniors assembled to show support from Team Grey.
My guess is they aren't technically proficient and are unaware of the dangers to Canadian society Bill C-51 brought in.
