Peel plan's future is open-ended

There are no time lines governing what happens now with the recommended land use management plan for the Peel watershed.

The lengthy document was put online last night and delivered today to the Yukon government and three affected first nations.

Under the 1993 aboriginal land claim agreement that established the regional land use planning process, there are no time lines identified for the process.

The agreement does dictate, however, that once the Yukon and first nation governments receive the recommended plan, they must consult each other before finalizing the plan requesting changes.

It also dictates that if either party wants to make changes, it must send those changes back to the commission for further review.

Following its review, the commission is then required to submit a final recommended plan.

At the end of the day, however, the Yukon and three first nation governments can accept or reject the plan.

Under the land claim settlement, there are to be eight regional exercises. The Peel was the second, coming on the heels of the North Yukon Land Use Plan, and the planning exercise for the Dawson region is just starting.

The North Yukon planning commission delivered its recommended land use plan in March 2008 to the Yukon government and the Vuntut Gwitchin First Nation of Old Crow, the only two decision bodies affected by the plan.

In a process that is looked upon as much less contentious than the Peel exercise, the Yukon government and Vuntut Gwitchin sent their negotiated changes to the recommended plan, and the commission returned with final recommendation last January.

The governments signed off on the document last June.
