Meanwhile, a comprehensive plan for relaxing restrictions is in the works for services still ordered to close.
“The decisions for reopening will be made by the Yukon government based on a public health framework,” Dr. Brendan Hanley told a media briefing Tuesday afternoon.
“Let it be clear that if we relax too soon, or too much, we could, at the blink of an eye, be overwhelmed by a local outbreak.”
Hanley provided details on the forthcoming plan for reopening the territory and clarified points on the restrictions that are still in place.
The Yukon is still at 11 cases of COVID-19, with eight people recovered.
The total number of people tested is now at 953, with 902 negative results and 40 pending.
On March 22, Hanley ordered that bars and personal services such as hair salons, tattoo parlours and alternative health clinics close, and restaurants offer take-out only. These businesses will remain closed for the time being.
A large number of Yukon retailers also chose to close temporarily. Hanley said the onus is on those individual businesses to choose a date for reopening.
Business owners should consider how many customers can be in an establishment while maintaining a two-metre distance from each other and ensure hand hygiene and cleanliness protocols are followed. A general guideline for businesses reopening will soon be available on yukon.ca, Hanley said.
He clarified that the ban on gatherings of more than 10 people applies to social gatherings but not retail, commercial nor work spaces.
“It’s important to state that for many businesses, the public health risk is adequately minimized as long as physical distancing and hand hygiene practices are upheld,” Hanley said.
Better Bodies, a downtown fitness centre, is one business that Hanley said does not fall under personal services and is supported in its decision to reopen last week.
Premier Sandy Silver said the government will soon provide a plan for reopening the rest of the economy, with consultation from federal powers, fellow jurisdictions and Hanley.
“At the heart of our approach is the need to continue protecting the health of Yukoners and all Canadians,” Silver said.
“The easing of restrictions will be gradual, and will be done in a way that protects high-risk members of our community.”
On Tuesday, Canada’s first ministers released a comprehensive list of criteria that jurisdictions must meet before restarting the economy. Those include:
• that COVID-19 transmission is controlled;
• sufficient public health capacity is in place to test, trace, and isolate all cases;
• expanded health care capacity exists for all patients;
• supports are in place for vulnerable groups and key populations;
• workplace preventative measures are in place;
• measures are taken to avoid risk of importation; and
• governments will continue to engage and support.
Silver said his government is working to apply these criteria with a Yukon-specific lens.
“We cannot pretend we operate in a silo in Yukon, but we know our northern situation is different from our southern counterparts,” Silver said.
“I appreciate these are highly trying times…. We want to return to life, how it was or begin again in a way that’s even better, but it’s not time yet. We must continue to be patient, we must remain diligent in the fight against this virus.”
In the meantime, Hanley recommended that Yukoners find safe, creative methods of spending time with friends and family.
He encouraged gatherings of fewer than 10 people in the outdoors, with adequate spacing. He noted that the risk of transmission of COVID-19 appears to be much lower while outside.
The opening of the Yukon’s campgrounds has been delayed two weeks, to the start of June. Hanley and Silver said they are working together to create a plan for safe camping.
Silver noted that campgrounds are inherently a place where people gather, often from different communities, and there is often not running water nor proper sanitation in place.
The government is urging caretakers to provide their children with routine immunizations while classrooms are out of session.
“Delaying or missing scheduled vaccines puts children at risk for common and serious childhood infections such as measles and whooping cough,” stated a government release.
Yukon health centres are prepared to deliver these vaccines safely to children during the pandemic.
The government has also launched a “don’t put your health on hold” campaign.
“Numbers of physician, health centre and emergency visits have dropped in recent weeks and we’re concerned that people who may be really ill or have legitimate health concerns are putting off that call or visit because of COVID-19,” a press release stated.
Health centres and emergency departments are still safe to visit during the pandemic, and Yukoners should still visit them if they have health concerns.

Mr. Klaus. There are many things I like about American politics. One of them is the impeachment process. In Canada we are stuck, or I would be doing my level best to get rid of Justin Trudeau.
JC- other posters. Sometimes I agree, some times I do not. All kinds of opinions hit these pages. Most of my contributions do not make it to print. (It's ok Star..I know). However, no one except you has tried to make this post personal about other posters. I reread my post and cannot see where I "liked Trump and all his ideas'. May I ask why you even made that post? Thanks

All the people saying we don't have enough cases to be locked down the way we are should really think about what they are saying. We are where we are because we shut things down early.

LOLOL... The impeachment proceedings filed by Pelosi, failed. There was nothing they could find to impeach President Trump for. Just sayin' as it's on the table here. At least they could have gotten rid of him had there been some evidence of malfeasance. Here, we are stuck once we cast that vote. We get to be free for 5 minutes to vote every 4 or 5 years.
You know as soon as they say.. this is not meant to be restrictive.. that that's exactly what it is. As soon as they say, if you don't do what we tell you, you can go to jail or face fines.. hmmm.. control me that way? i don't think so. I've gone on and on in other posts, so I'm going to just say this.
I think people should go about their lives. But, be smart about it. Personal hygiene, hands washed, face touching..if you are a senior or immune compromised, a mask and gloves. If you are sick, stay home. People are so afraid to live their lives. 79% of BC deaths were in a few assisted living facilities. That tells me that ours, Whistle Bend and Copper Ridge should stay on high alert. Very few children have contracted, or died from Covid, in NY only 3 out of all their deaths. BUT,I would still protect them. That's just me. The numbers of children don't really support my comment. Happy Victoria Day long May weekend coming up... you have some time to make some plans.

Yes, he was impeached (aka charged) - but is still in office because the Senate voted to find him not guilty. I never thought I'd say this, but I'd much rather debate that than Covid-related stuff

"Don't put your health on hold" is a bit rich, with its connotations that you're neglecting your own health. The officials ran a vigorous campaign informing people the health system was on the verge of being overrun. If they didn't set out to say that non-COVID 19 medical issues couldn't be handled, they did a darn good imitation of it. People responded in good faith, just as we have with other measures -- Hanley's scolding that we're getting "lax" nothwithstanding. Lax on one hand, negligent of our own health on the other.
The nerve of these guys.

ProScienceGreenie: I really don't have a come back for such an irresponsible comment. Except to ask, if the "orange grifter", - and I am assuming you're referring to President Trump - is impeached, why does he still occupy the White House? Perhaps he has a double. Never thought of that.

So, you can go to a fitness establishment for a sweaty workout with other sweating and grunting people, but you can’t go to the hospital to get a five minute blood work procedure done, to check for other serious illnesses.

Thousands of Yukon tradespeople, including essential retail staff, never stopped working. There hasn't been a single Covid case in that hard working population. So please tell us Dr. Hanley, why have we not been overwhelmed by a local outbreak, "at the blink of an eye"?
Why does the good doctor and his LIB government bosses believe the non-essentials will cause an outbreak "at the blink of an eye" if they go back to work? Do they trust non-essentials less than tradespeople? If all you non-essentials want to continue staying at home, that's fine with us tradespeople, we'll just keep working like always.
However one can't help wondering, at what point do people begin to realize that "The King is Not Wearing Any Clothes" ?

The government has also launched a “don’t put your health on hold” campaign. Then why are extended health practices closed. Physiotherapy, Massage Therapy. I personally have missed work this past month, not due to layoff, or lack of work but due to pain because I can not get the therapy I need. I am now feeling depressed because my inability to do basic tasks without pain. So don't tell me to not put my health on hold. You have put my health on hold.

If you read the " Latest updates on Covid-19 in Canada" put out by the Canadian Press anything north of 60 is not even listed. Labrador does get mention as it is part of NFLD. Make sure you keep the campgrounds closed for the May long weekend.

I think that everything is being done to protect Yukoners at this time. I am obeying the rules. I am concerned as our doctors are, that we are being so politically correct and keeping away from the hospital and clinics, that many ill people in the Yukon are not seeking help when they should. This could be dangerous for them.

With all due respect to the Premier these arguments being offered about camping are just silly. Who the heck goes camping without adequate water or hand sanitizer? And unless we are going to install surveillance cameras in ever park, walkway, street and home the government is not going to be able to be in all places at all times to prevent people from congregating. The idea that you will reduce congregating by closing campgrounds and trapping people in Whitehorse all summer is pretty flawed.
