New COVID rules are ‘pivotal’

The Yukon government is following in the footsteps of other Canadian jurisdictions in implementing stringent new COVID-19 controls on its public service and associated agencies.

By Tim Giilck on October 15, 2021

The Yukon government is following in the footsteps of other Canadian jurisdictions in implementing stringent new COVID-19 controls on its public service and associated agencies.

The public will also be affected by new measures, brought in under the authority of the Public Health Act rather than under the Civil Emergency Management Act.

The measures were announced late this morning during a COVID-19 briefing by Premier Sandy Silver and the acting medical officer of health, Dr. Catherine Elliott.

They are being introduced as a result of rising COVID-19 number in the territory as the Delta variant has become entrenched.

“We are still in a public health emergency,” Silver said. “COVID-19 has spread ruthlessly and quickly. We have a duty to lead by example as the Yukon’s largest employer.”

Elliott called this a “pivotal moment” in the battle against the virus.

She said most of the community transmission remains amongst unvaccinated people, but more and more fully-vaccinated people are becoming infected as well.”

“The Government of Yukon will soon require all Yukon government employees and all frontline health care workers in the territory to be fully vaccinated,” stated a news release explaining the measures.

“Mandatory vaccination will apply to all public servants, including teachers, as well as those who work in hospitals, long-term care homes, medical clinics and allied health care settings.

“The requirement will also apply to all those non-government organizations funded by the Yukon government to provide services to vulnerable populations, as well as those in congregate living settings such as group homes, shelters and the Whitehorse Correctional Centre.”

The measures will take effect on Nov. 30, but more details are yet to be revealed as to how they will work, Silver told reporters in response to questions.

He and Elliott said Yukoners must double down on vaccinations. They’re looking for a vaccination rate of 90 per cent now to hopefully achieve herd immunity.

Currently, 85 per cent of adults in the Yukon are fully vaccinated.

Silver and Elliott said employees will have until Nov. 30 to receive two doses of vaccine.

The COVID-19 clinic at the Whitehorse Convention Centre was closed this week in favour of the influenza clinic. Elliott was questioned on the wisdom of that decision under the current circumstances.

She said “that’s not a helpful question,” and announced that starting on Monday, the vaccine clinic in Whitehorse will be open five days a week. She said vaccines are also available in all communities by contacting the local health centre.

Silver also announced that proof of vaccination will also soon be required to access non-essential services in the Yukon.

“All patrons of non-essential services, public events and participants in recreational activities, will be required to show proof that they are fully vaccinated,” the release said.

“This will not apply to youth recreational leagues for those under 12. This requirement will also come into place on Nov. 30, 2021.

Proof of vaccination will not be required to access essential services such as grocery stores, pharmacies, libraries or banks.

Elliott also announced several strong recommendations to cover the interim period until these new requirements come into effect:

• People who are not fully vaccinated are recommended to avoid non-essential services for 10 days after travel outside of the Yukon.

• Social gatherings should be limited to 20 people indoors and only if everyone is fully vaccinated, or a maximum of six if not fully vaccinated.

• All businesses, services and organized events are being asked to have an onsite operational plan.

“We need to do everything we can to stop the spread of COVID-19 and as the territory’s largest employer, the Yukon government has a duty to lead by example and do our part to keep Yukoners safe,” Silver said in the release.

“We are committed to working together with our partners, businesses and organizations on the implementation of these new requirements to protect the health and safety of Yukoners,” the premier added.

“I can’t emphasize enough that vaccination remains the very best protection for yourself, your community and all those who are ineligible for vaccination,” Elliott said in the statement.

“I have recommended mandatory vaccination for health care workers both to offer the important protection for those most vulnerable to severe disease and to protect our health care workforce, and I support the government’s initiative to require  vaccine for  all public servants and those who support the vulnerable,” Elliott added.

Almost every one of those 'never have I' things you mention has happened with the introduction of every single vaccine, going back to cowpox/smallpox in the 1870s. Division, misinformation, protests, Anti-vaccination Leagues in England and North America, etc etc right up to controversies about Thimerosal and Jenny McCarthy and her 'Generation Rescue' group. The only differences are that today there are fortunes to be made on youtube and social media, and mask-wearing (which hopefully at some point will no longer be asked of us). There truly isn't much new under the sun, even with covid

An alternative? on Oct 21, 2021 at 9:06 am

So for those who don't want get vaccinated, how about a daily test before entering the workplace, as Fox News has implemented? And a medical-grade mask while you're in your workspace? Maybe YG could then accommodate for washrooms, break areas. Would you be willing to do that? BC Human Rights has recommended those steps for people unable to be vaccinated (sorry but that doesn't include 'not wanting to' as a valid reason).

"Of all the vaccines I have taken in my life like Tetanus shots, measles, mumps, polio, meningitis, TB shots, etc...
Never have I heard so many lies and deceptions over a vaccine that says I have to wear a mask and socially distance even when fully vaccinated, and that I could still contract or spread the virus even after being fully vaccinated.
Never had to get tested when I was perfectly healthy without any symptoms whatsoever.
Never been bribed by the establishments to take the vaccine in order to win a holiday and/or cash prizes or earn frequent flyer points.
I never had to worry about cardiac issues, neurological disorders, blood clots and sadly more! Didn't even have to worry about death.
Never was I ever THREATENED by the use of FORCE by the Government, Employers, Police force, and Military for a vaccine as seen overseas.
I was never judged by my friends or relatives if I didn't take it. I was never discriminated against for travel or other regular services to a point where I could not buy or sell without it.
The vaccines I have listed above never told me I was a bad person for not taking them or for even taking them for that matter.
I have never seen a vaccine that threatened the relationship between my family members and/or close friends to a point of destroying my relationships with them ever.
Never have I seen it used for political gain.
Never seen a vaccine needing 24/7 mass media advertising and promotion on every media outlet known to man.
Then there’s mixing and matching different vaccine brands and being told it's okay to do it one day and then told the next day to not do it (overseas).
I have never seen a vaccine threaten someone's livelihood, as well as wipe out their jobs.
I have never seen a vaccine that allows a 12-year-old child's consent to supersede their parent's consent (that one alone blows me away).
Finally, after all the vaccines (jab, shots) I listed above, I have never seen a vaccine like this one that discriminates, divides, and judges a society. So much information is censored, deleted, and removed from the internet and mainstream media!
So many doctors, health care professionals, police and scientists are censored and forbidden to speak out or ask legitimate questions when what is being allowed or not allowed does not make sense! Particularly when it comes from mainstream media. I have never known a vaccine that has made all the Pharmaceutical companies that manufacture it exempt from liability if it kills everyone to a point where no life insurance will cover it!
This is one powerful vaccine guys! It does all these things above that I have mentioned and yet? It does NOT do the one thing it is supposed to do which is? FIGHT OFF THIS PANDEMIC so why on earth would I get it"

Divisive?
85% of Yukoners are double vaxxed. That leaves 15% unvaxxed. Maybe 5% of those are ineligible for health reasons.
So, 10% non compliant are being ‘divided’. Good. Opt out of civilized society so the rest of can get on with life.

But I find it quite humous the gentleman handing out flyers during the Saturday protest walked towards our car as we were waiting for light to change (my window was down), we said beat it... he told us to go blank ourselves. Incorrect Citation by Nicky B on Oct 20, 2021 at 1:14 pm

@Nicky B
You state that "Oxford University study finds fully vaccinated Healthcare workers carry 251 times viral load compared to the unvaccinated proving the |Covid-19 jabs make you worse"

This is incorrect. The researchers did not compare vaccinated healthcare workers to unvaccinated people. They compared the viral load of vaccinated workers infected with Delta, to the viral load of people who were infected with older strains of the virus. This does not prove that the vaccination "makes you worse", it indicates that the Delta variant produces a much higher viral load in people, including those who are vaccinated.

Instead of copying and pasting from a sloppy conspiracy theory website, why not actually look at the Journal article itself?

More piecemeal "governance". Say one thing then do another. Show us the evidence that this will help combat covid. That's right, you can't. Because this is not about "keeping people safe". We're almost 90% vaccinated and NOW they bring this in?

I support vaccination and I support peoples' right to body autonomy. This mandate goes TOO FAR.

I resent the govt holding businesses hostage as well. Especially small business. Wal mart and Canadian tire (are they essential services?) have the cash to stick a henchman at the door to check papers. But this will be another stab for small businesses. Typical government BS, download their crap initiatives to the private business owners, under threat but with no support.

I really hope people stand their ground on this one. I for one will be taking notes which organizations gleefully comply, and I will not support them, in store or online, whatsoever, and forevermore. I will however go out of my way to support the businesses that refuse to comply with this invasive, illegal, and divisive mandate.

What a dividing line, as if we needed another.
One side is wrong. In a few more months we will learn by experience, (which is the best way), which one it was.
Apparently, the injections slowly destroy your body's natural defence mechanisms and this is becoming a problem in highly injected populations as inevitably new diseases arise.

So, in a few months or years we will know which side of the debate was worth listening to and which was not. No need for arguments and no need for forcing anything on the non-compliant.
Just let us all die of the common covid since we so stupidly refused the wonderful genocidal protection offered by eugenicist Bill Gates.

What’s with the claim that covid vaccines reduce spread? Time for a reality check. Look up this September 30, 2021 study entitled “Increases in COVID-19 are unrelated to levels of vaccination across 68 countries and 2947 counties in the United States”
Quote: “At the country-level, there appears to be no discernable relationship between percentage of population fully vaccinated and new COVID-19 cases in the last 7 days (Fig. 1). In fact, the trend line suggests a marginally positive association such that countries with higher percentage of population fully vaccinated have higher COVID-19 cases per 1 million people.”

For decades, vaccines have gone through vigorous testing to ensure their efficacy. This particular vaccine provides your body with a pre COVID response so that when your system does come in contact with the virus, you are less likely to become seriously ill or die. That’s it’s intent. This highly infectious disease will spread regardless of whether you are vaccinated or not.
Vaccines have eliminated the spread of small pox, a much deadlier disease which would reappear every few years in the same locations. Because of mass vaccinations, it no longer does.

Fantastic decision. Leaving aside the medical question, this should do well to get the fringe of crazy and ultra-selfish out of their cushy no-firing-ever govvie jobs. Who knows, the entire territory might end up running much better.

The fundamental binding of society is an agreement to shared sacrifice. We sacrifice doing stupid and dangerous things while also paying into a public pot of money to take care of shared needs in order to function. This measure doesn’t violate your rights in the Canadian legal context, so, no you don’t have a choice.

Some folks want everything for nothing and a YG job has, until recently, been exactly that. It’s about time there was some…any… consequences for the most anti-service public service in the country.

Should the CMO in cahoots with the Commissioner and cabinet try to again violate Charter sections 6 and 9 without legal justification, I’ll be the first one at the courthouse. That said, requiring employees to participate in a basic measure of pubic safety or leave their pubic-facing jobs is more than fair. Those with relevant skills, who have engaged with lifelong learning and who have maintained a reputation deserving of positive employer references will be just fine. Or, they can take the jab and stay where they are.

Well, from the BC gov website: "A career in the public service is for anyone who wants to make a difference. It means putting public interests first – ahead of personal interests. Many public servants say they chose public service because they enjoy giving back to their community."
Putting public interests first...... If you are not prepared to put the public's interest first, maybe choose another employer. You can't have it all.

Just as you have rights, so does the employer. And they have chosen to help protect the rights of the majority instead of the squeaky wheel few. It’s about time.

Left-coast politics from California to the Yukon!

Alternatively we could look and adopt what Scandinavian countries have done, or avoided, to NOT wreck their economy, social fabric, health care, education system.

Let's look at Norway:
No restrictions.
No masks.
No COVID passports.
No QR codes required.
No social distancing rules.

Everything is open.
Employers cannot ask you about your medical or COVID status. Life is back to normal.
Or how the Amish are faring with their approach. [Google: Amish Covid: 'No hospitalization, isolation or vaccines = herd immunity’]

Every country that tries to 'control' the virus with these 'proven' [draconian] measures has been a fail.
Singapore, Estonia, Latvia, Lithuania, Scotland are just some examples.
New Zealand’s leader finally realized her 'zero-virus' policy was a crazy mistake.

At least the Doc admits that "more and more fully-vaccinated people are becoming infected as well.” Anyone with an open mind and willing to inform themselves can see that it has become a 'pandemic' of the vaccinated.
Double vaxxed, experiencing no symptoms, thinking themselves as safe, spreading the virus. But show your months old vax pass and you will get the VIP treatment.

The Justice Centre for Constitutional Freedoms has some interesting charts on Covid statistics for Canada and each Province/Territory. Like: 99.93% overall survival rate for Canada.
You’d never hear that during your meaningless government Covid Updates.

She said “that’s not a helpful question,”
What the Heck does that mean? I think loosely translated is "I don't have a clue or an intelligent answer" The old "Ask me no questions and I'll tell you no lies". Well I've got to at least give her credit for the dumb-assed remark instead of a boldfaced lie.

None of this crap is even legal Silver can mandate all he wants but can't enforce it. Canadian citizens don't respond to threats or attempts to deflect. If your useless vaccine is so powerful then why are the protected aka the vaccinated so afraid of the unvaccinated? Second the article is inaccurate in its facts stating that most of the transmission is to the unvaccinated when everyone knows it's more leaning toward the vaccinated. So why in the hell would I or anyone else believe that if I get vaccinated I'll be safe? It's nonsense and so is this government. Lions don't care about the opinions of sheep. Sheep being the vaccinated and the liberals.

I am SO about pro choice. Most people are. They want to be in control of their own lives. The Emergency Measures lockdown became terribly unpopular as governments stretched it out depriving everyone of their right to make decisions regarding their families, lives, health. With an election coming, we got the right to choose back. But, our right to choose, removes the government's control over those choices. This "pivotal rules" is just another way for government to exert control, a passive/aggressive grab at sanctimonious self aggrandizement by people who really like being called "Sir", "yes Maam'. Perceived power.. corrupts, absolute power corrupts absolutely. But that corruption is in them. Those fools sitting on the throne thinking..they are ALL that. News flash. A toilet is also called a throne.

Slowly enacting all the lockdown regs, without actually giving people like me a target. We have covid, we have variants.. so what?? News releases carefully neglect to say, no one died of covid this week, but 5 ODs, 10 Cancer, 2 suicides. I think the Liberals use covid to cover up the countries desperate financial situation. In the good ol' days, they screamed 'the American's are coming, the American's are coming' thereby distracting public attention from whatever nefarious scheme they were up to. Now? Its Covid is coming, Covid is coming.. hide your children, mask your face, stay home, eat chips and get Netflix. Covid is here. So is the flu. And the real disease? So are the Liberals.

This was predictable. Is it time for camps yet?

My wife and I are both losing our jobs and losing our inalienable human rights. We will no longer be able to participate in society. On the positive side, we know that our bodies have not been poisoned, and that we have, and will continue to, act rationally, logically and with strength of character and morality. We wish the best for everyone and pray for those who are going to be affected by adverse reactions.

Interesting how they admit the vaccines are starting to fail and then decide we need to double down all in one press briefing. We'll get to 90% and magically Covid will disappear, apparently. Well, not in 90%+ Israel, even after booster shots. Or 99.7% vaccinated Waterford that now has the highest Covid rates in Ireland. 95%+ vaccinated US colleges already back to online learning. Lots of other examples.

This will tear apart our community. Business will be affected. Hockey teams torn apart, etc. This has nothing to do with the health and the well-being of Yukon.

GREAT NEWS!
While the WHINERS will keep whining at home, us vaccinated people will hangout in bars and restaurants!
Plus at the gym they won't be around too!

Now these potheads will be stuck together, isolated on their paranoia island with their Facebook Master Degree in Epidemiology.
CHEERS!
If you are not happy with that you can still emigrate to another country.

I certainly hope there are NO government workers still working from home! There is no longer any reason for government employees to be working from home. All offices have Plexiglas in place and all workers can wear masks. The public can also be advised to wear a mask if coming to a government office.

Joe: Judging by the more thumbs down than thumbs up for you comment, it seems to indicate that most Canadians want to give up their rights to Marxist communism governments. It also tells the Marxists that it is open season for the "great reset". How sad. And how sad that the "millennial generation and future generations will never see or enjoy the freedoms and democracy that my generation has enjoyed in our early lifetimes.
I just read a report stating, that the greatest epidemic in the western world today is loneliness and depression. I can see why. My heart aches for them.

From what I can tell, every province has the same requirement, and the only 2 jurisdictions NOT introducing proof-of-vaccine requirements are NWT and Nunavut (Newfoundland and Labrador starts on Oct 22, and yeah - even Alberta). So let's not get too upset about this, or think that we're somehow getting targeted. Download your QR code, print off your paper copy and let's have a decent winter, with schools and businesses and recreation facilities open

Good! I know some anti-vaccers who will be affected by this within their jobs. And if you don't believe in vaccinating, and you don't have a medical exemption due to major health complications, you need to be get vaccinated. If you don't want to be vaccinated, stay away from the those of us who are. The spread will never stop. How the #*$& do you think measles, mumps, rubella, chicken pox, and polio were eradicated?
I hope YTG takes it a step further and makes all students, aged 12 and up, to be vaccinated. If schools can be the biggest spreader of infections, then everybody in schools should be vaccinated. And for anti vax parents, there is online schooling. It's in the works to have vaccines for all school aged students.

Perhaps the likes of Silver, Trudeau etc should be nowhere near a microphone when it comes to medical information. The chief medical officer should not be partisan, like the new liberal Yukon MP. Medical information when brought to the public attention by those there are influenced by politics and votes will never get the trust needed to overcome this pandemic.

Medical science evidence shows that so-called "vaccination" does not prevent people from catching and spreading Covid. At best, the shot might reduce the severity of a Covid infection. A healthy immune system does that much better. More often "vaccination" and wearing masks provides a false sense of security and makes people mistakenly believe they're safe and immune from catching Covid. As a result, many fail to take even basic 'flu season' precautions.

Attempts to blame the continuing spread of Covid on the "unvacinated" are disingenuous and not supported by medical science. A Chief Medical Officer of Health should be providing useful information supported by actual medical evidence, not parroting political talking points.

Gov (ytg) employees who were not essential got to work from home, keep their jobs, keep their benefits and enjoy what amounted to a long paid vacation.
Gov employees are public servants and should be held to the highest standard. If all they have to do is get vaccinated to keep enjoying jobs with wages in excess of comparable positions in the private sector, then too bad, get the vaccine.
Otherwise, I know Vic Gold has openings.
