NDP would tax fly-in workers’ income
The Yukon NDP unveiled its complete election platform this morning with some big and potentially controversial promises.

The Yukon NDP unveiled its complete election platform this morning with some big and potentially controversial promises.
Party leader Kate White announced the platform at the Air North air field this morning.
Many topics were touched on, including some bold action on development and taxation that will give many voters food for thought.
Platform highlights include plans to deliver better, more accessible health care and make housing affordable for people.
The platform also delivers on universal affordable childcare, lays out steps toward small business and tourism recovery, and contains measures aimed at improving the education system.
It also promises to adopt the UN Declaration on the Rights of Indigenous Peoples.
“This platform is the result of thousands of conversations, on doorsteps, in boardrooms, kitchen tables, at markets and on street corners,” White
said.
“We’ve worked with experts in dozens of fields and incorporated some of the most innovative and creative ideas that Yukoners have to offer. This plan puts people first and tackles some of the biggest challenges we face as a territory.
“We want to work on addressing climate change and mitigating its effects.
“We are going to make mental health care more accessible and tackle the issue of addictions.”
On resource development, White said, “when it comes to partnering and collaborating with First Nations, there is unfinished business for our
territory. It is high time that our government adopt the United Nations Declaration on the Rights of Indigenous Peoples.
“A Yukon NDP government will respect First Nations as the equal partners that they are, by making Yukon First Nations’ consent, a requirement for all resource development, anywhere on the traditional territory of Yukon First Nations,” the NDP leader said.
“Because there is no such thing as equal partnership when one partner doesn’t recognize the other’s right to say no.”
White spent some time outlining other parts of the platform.
“Our plan is going to tackle the housing crisis, head-on. We’re going to make renting and owning a bit more affordable, and take on homelessness in a real and meaningful way.
“Our plan is going to support minimum wage workers with a fair raise, and make sure that no one has to risk going to work sick, because they can’t afford a day off.
“And finally, we’re going to provide meaningful and empowering support to Yukoners living with disabilities.”
White said an NDP government would also address many other issues.
“In 2021, it’s not enough to not be racist. We have to be actively anti-racist. A Yukon NDP government will work hard to honour this work and be meaningfully inclusive of the voices of Black people, Indigenous people and people of colour.
“We’re going to take on all of these challenges, and more with real, concrete and creative solutions.”
In the 2016 election, White noted, “Yukoners said goodbye to the Yukon Party. They wanted change, and they embraced the Yukon Liberals.
“And now, nearly five years down the road, a lot of those same people are telling me they’re still waiting for that change.”
White acknowledged that many of her big promises come with hefty price tags.
“The thing about big plans is that they come with big price tags. I’m not naive. I have a plan for how we’re going to pay for our commitments. We’re going to go through the Yukon government’s spending and reallocate funding so it’s put to the best use for what people need now.
“We’re going to ask those who make the most – those individuals who make more than $250,000 a year, to pay a little more – while still remaining competitive with the territory and provinces closest to us.”
White acknowledged she had no idea of how much revenue that would bring in, nor did she know how many people in the territory make that much money annually.
“We’re going to ask those who fly into our territory for work but take their paycheque and spend it elsewhere, to contribute their fair share of the services they use here, by taxing two per cent of their earnings,” she said.
This is similar to what British Columbia and the Northwest Territories currently do, she noted.
“We’re finally going to ensure that Yukoners get their fair share for the resources that are extracted here, by raising mining royalties.”
She didn’t say how much the royalties would be raised.
“And then finally, we’re going to use the planned surpluses for the next two years, to make sure that money goes to work for people. There’s $115 million on the table, and we believe the right thing to do for our economic recovery is to invest that money into people, our economy and our future.”
White went on to say the choices in this election are “like a fork in a trail.
“We can choose to keep going down the trail that we’ve walked for so long with the other two political parties – a path where we’re sold a good line, but your lives and the lives of your neighbours, never seem to change for the better. We know what that trail looks like, we can anticipate what’s around the next corner.
“Or, we can choose the other trail – one where we walk together, and lend a hand to those left behind. We can choose a trail where we have each other’s backs, and we support each other – one where everyone prospers, not just the rich and well-connected.”
After all of the lessons learned through the COVID pandemic, White said, “we have an opportunity to re-envision and rebuild the new normal.
“We need a future where our basic needs of housing, health and happiness are met. We need a future where we walk softly with the environment, one that supports our tourism industry and the small businesses and entrepreneurs who work here.”
The platform contains multiple measures to increase revenue and reallocate government spending.
“So much more is possible when you put people first, when you prioritize families and communities.” White said.

The third highest source of Canada's GDP comes from the mining, quarry, and oil and gas sectors. The cleanup cost have been covered many times over. This does not include the GDP in other sectors related to the industry's spinoff. I am not against increasing the royalty rates but the importance of the the industry to the Canadian economy is misrepresented in your comments. I have been employed in the mining industry for 25 years and 21 of those years has been spent working in mines in the territory. I can assure you that Yukon employees represent about 50% of the mining workforce in the territory.
It looks to me like Kate White is not the only one who needs to do a little homework.

The NDP simply aren't a serious political party. They have made massive promises that would likely cost close to a billion dollars to implement and yet have only told us about two small taxes they will raise, resulting in likely a few million bucks to pay for it all. There is a gap of hundreds of millions of dollars there. Whenever I see someone with an orange sign on their property, I immediately think to myself "they don't have the slightest clue about finance or economics. If they did, they would be embarrassed to support the NDP fantasyland promises".
On top of that, they simply don't have thick enough skin to be leaders. They whine and cry whenever anyone calls them out or questions their policies. Instead of portraying themselves as leaders, they are constantly portraying themselves as victims. They need to grow up, if they want to be respected as leaders.

If mines were paying what they should be in royalties over the years, we'd have had money for many things. Instead, they create environmental disasters that we pay to clean up, they destroy ecosystems, and they remove billions of dollars worth of resources. Yes, there are some good relatively short term jobs for a few Yukoners, but most seem to be fly in workers. And some retailers make a few sales. Some people benefit. The point is there should have been FAR MORE benefit for the Yukon, for what we have lost.
I am all for a raise for minimum wage workers. The grocery stores, Canadian Tire, and fast food outlets say they can't find Yukoners to work, and import workers for almost their entire frontline work force, topping up their wages with Canadian citizenship. We have been grossly unfair to our most vulnerable workers. Not everyone is capable of getting a university degree and that doesn't mean they should live in poverty.
One thing I will say is that Kate is lazy when it comes to the details. She does not know how many fly in workers there are, while promoting this idea of taxing them here as a solution? She does not know how many earn over $250,000 a year, and therefore what that campaign promise will actually bring in? (and let's remember that for most of those people, it will be their 'professional corporation' that earns the money, not them, so they might escape the tax increase anyway - doctors, lawyers, architects etc.) The NDP has some good ideas but ideas are easy. Implementation takes more work. Kate needs to learn to settle down for a few hours a day and read / study / get into the details.
Regardless, at least they are thinking of Yukon issues. I am considering voting for them.

Yodu, your rationale, "you can't be critical of mining unless you ride a horse", is so old and tired and quite frankly insulting. Most folks that have concerns about mining or resource extraction in general has to do with where it happens and how it happens and what is left after sometimes billions of dollars in everybody's resources have been removed from the territory. Yes there are places that should not be mined and we stand by that, yes we will continue to have concerns about how a resource is extracted and yes we will continue to ensure that mine cleanup and reclamation is part of the overall mine plan. So, it might be time to bring your old outdated way of approaching this subject up to date.

Yoduh@ Any political party that has a plan for going back to horse flesh has got my vote. I saw such a plan for the British Isles down to the last detail, 40 years ago. This industrialized, mechanized, technological cultureless artificial civilization is going nowhere. Faro 1982, 200 year clean up job with imminent danger to the water table, Southern lakes contaminated mine sites last 100 years need cleaning up. The Chinese mining company up the Carcross road that left a total mess with no regard for the environment, the Canadian mining company ready to start a gold mine in a sensitive ecological area of the Amazon, the mining company in Australia that blew up a 100,000 yr old sacred site to the Aborigines, is this the 200 year progress you mentioned? Grow up.

@Love air north - to be clear Air North has set up company and staff meetings with each party and made equal donations to each party and at the request of NDP chose to allow this press conference to take place outside in the company yard. There is not a company endorsement here. Any of the 3 parties can do a press conference if they would like to. Given the challenging situation the company is in, there has been lots of engagement with all 3 parties so as to give staff the best information possible so they can exercise their right to vote in this critical election at this critical time for the company and staff.

Say what you want about Liz Hanson, at least she kept the NDP somewhat anchored in reality. Now that she has departed, there are no breaks on the crazy train that Kate is driving off the rails. Even the old guard of the NDP seem to have gotten off at the last whistle stop. It must be so embarrassing for them to witness the circus that their once respectable party has devolved into.

I was his friend for 26 yrs. tho we had different ethics. I am no colour. I worked by the Eagle River in a Dempster Hwy. camp where a cook sent ALL her earnings home to her (temp.?) Province &/or Italy. She stopped once in W.horse to buy gold presents for family. At least one industry benefited. No other cooks for hire in the 70s? TRADE Training greatly improved. Gov't. can do more. Not just for FNs but the increasing 2nd, 3rd etc. generations born in Yukon of _____-Canadians. Not inclusive to try righting 1st robbery with a 2nd.

I thought the Umbrella Final Agreement, which took decades to work out between three levels of government, established the procedures by which FNs can legally oppose a project. Affordable housing? What’s your plan to change the worlds economy? If you going to make a change in that start with gold prices, lots of the Yukon’s miners and employees would appreciate that.
Child Care? Most parents are working from home, what a gift to raise them yourself!
Small business and tourism recovery? Well that’s in the hands of Covid, which you follow so well....
Improve education? Like closing Wood street school, no school at all in Burwash Landing, an arts school in a mining and welding sector like Dawson!?
Rights for Indigenous? How many run with NDP? There’s a reason for that!
Support minimum wagers? I hope your referring to the Yukon’s high school and university students. (Don’t think you are)
Anti racist? You point out whites more then any other race, I feel sorry for them! (I’m not white)
Tax people without knowing what your asking or receiving? Then why?
And lastly, you don’t support pioneers of the Yukon. Move here then change it all without the roots of the Yukon agreeing. We hunt with guns for our clean food, we grow our own vegetables without government help, some trap to make clothing and an income, and many mine conscientiously (because they have to and it’s right) to support the Yukon’s businesses, and their families.

I often hear NDP supporters complain that government always switches between red and blue but never orange. Well this platform dropped by the NDP today is exactly why normal people rarely ever go full orange!! The financial illiteracy demonstrated here is astounding to put it mildly. They are promising free everything.... a utopia that would cost probably over a billion dollars. Yet the revenue generating ideas being floated to pull this off equal a few million bucks at most, which leaves an incredible gap.
Also, I can't help but note the irony of making this announcement with an Air North backdrop since Kate announced a tax on fly in/out workers which Air North benefits greatly from. So she basically just announced a dis-incentive to many frequent flyers with Air North. (slow clap)

If you are working here then you pay taxes here. And the mine companies should invest in Yukon infrastructure a percentage of their profits, for schools, roads, hospitals, bridges etc. The workers fly in and the resources fly out. We want a piece of the pie for all Yukoners.

As an out of territory worker, this is my close co-workers and my experience. I am not saying all workers are like me. I love the Yukon, I have worked up here for multiple years. I don't know if people realize that we spend a lot of money from OUR PAYCHECKS in the Yukon, I know I spend more in the Yukon than I do in my home province. The company I work for owns property IN Whitehorse, they pay Yukon taxes on that property, we rent multiple houses or motel/Hotel rooms in whatever town we are working in for the duration of the projects construction, we buy food, workwear and of course support the local coffee shops, deli & golf courses when we can. We support local restaurants almost every day. For the longest time when there was a little stand on the side of the Klondike Highway selling banik that was a standard stop for me, they might have even sold fireweed jelly, (the jelly might have been a different stand) I always bought a few jars, I also stop in Breaburn Lodge and see Steve and buy a monster BLT & 3-5 common buns. Again I tried to support local where ever I was, and most of my co-workers did the same. I hope most workers are doing the same as me and supporting local while working up here. Hopefully this shows that some of us out of territory workers do spend our money IN the territory and not just book it to our home provinces.

See, by saying "will respect..as the equal partners that they are," you've voiced something that you think needs to be done. If you're "creating" equality, then that means it doesn't exist naturally. Ultimately your understanding of theory is so overly poor that you're just grandstanding with words that sound good to you (based on what the public says) without at all acknowledging the paradox your statements bring.

When we thought the liberals were off their rocker, NDP will create the biggest recession in Yukon history. We have no workers living here because they don't have a place to stay other than a camp. Under liberals mining went from number one to last place to invest in Canada. Now NDP just want to kill mining altogether.

Get ready to rip the wheels off of any post pandemic recovery this territory might see if this party is in power. Heavy on rhetoric with zero economic data discussed. While beating up the mining industry may score you some points, don't forget a large number of tourism workers, medical professionals, engineering professionals, construction workers, and utilities professionals are flying in and out from outside the territory.
A clear framework with a rules based system is the key to successful bilateral endeavors between governments, not veto power. Good luck getting any project, be it mining, agriculture, highway infrastructure, or energy projects done under these rules. The uncertainty of devolution under Pat Duncan will pale in comparison to what Kate White will bring to the territory. She is a direct threat to private sector employees in this territory.

Hmm so If I spend my summers working and affording an education, trade or the like to make such a salary the New Delusional Party would like more of MY money to spend on other persons?

This was a full platform announcement with absolutely zero homework put into it. She wants to tax those making over a quarter million dollars a year, but doesn't know how many people those are. What if it's 10 people? The increased taxes would be meaningless. It's pretty sad that no homework was done here. And she wants us to believe she can be left in charge of the budget?

What a joke.. where do you think all the money goes when new immigrants get paid? Yes, it goes home. Will we start taxing them some more? Last thing we need is to he taking orders from the UN. If you've read Agenda 21 or Agenda 2030 you'll know their plan, and it's not what you want! In the words of the World Economic Fourm "you will own nothing and be happy"

Kate has a plan... but no idea how it would work or that it's even worth following through with. The NDP may as well just come out and say they are going to milk the transfer payment for all it's worth and that they actually aren't that interested in a private sector or any sort of development. Yes lets give carte blanche to all the First Nations, that's going to work out really well. Everybody should just get a govy job and buy a new bike or two and worry about maxing out all your leave/sick/vacation.

You're singling out people of different skin colour all the time and making people feel different. Can't we all just be Yukoners? You're about to define a group as "black". How progressive is that? Black isn't a country, an ethnic, or a culture. It's literally a pigment of skin.
I'll also add, for those that weren't aware, an age old question
"Where are Cleopatra's chariots?"
The answer is, we don't know. But why? The reason why is because Cleopatra was just a diplomat. Sure people wrote things about her and she had her time during her "reign," but after that she was forgotten. The valley of the kings was forgotten as well. But now we brought them back and they have a sense of importance and mysticism.
If you ever want to know why FN culture is failing to gain that same traction, that's the key reason why. It has never been allowed to die so that it can be rediscovered. Instead it's on a life support that feeds into the same cliche's/problems all the time. Egyptians may have had groups in there that had similar things happen to them (Jews and the pyramids), but we don't think about that as much as the mystery and intrigue.
FN culture doesn't have that. This haphazard culture is stuck trying to keep it's tradition (long dead) and at the same time remaining modern. This bastardization exists in a hybrid European vacuum. All of these people highlighting difference fail, literally fail, to understand that they are killing the culture as it comes into being. Now all culture is a status card. Which is a product of a European hierarchy. Maybe if you stopped lying about it and using the FN as a talking point, or a sacred cow that can't be touched, you could actually realize the group that you've created.
An entitled group that exists only because the government funds it and allows it. Remove the funding and remove the special "legislation" for these groups and see if the FN fall into non existence. Once that happens, 200 years from now, we'll be able to talk about the real FN that existed here on first contact.
The group today has none of that.

Jeez, its not like these guys are professional athletes and have tons and tons of disposable income. They are regular folk like you and me. I really thought Kate was for the regular folk but this just seems tone deaf.
