NDP wants Fraser to probe health facility saga

Opposition members piled on the government of Premier Dennis Fentie Tuesday for the unfinished Watson Lake and Thomson Centre health facilities, while NDP Leader Todd Hardy wants Auditor General Sheila Fraser to investigate.

"I have for tabling a letter calling on the Auditor General to do a forensic audit of the Watson Lake health care centre debacle," Hardy told the legislature during question period.

"The public needs assurances public funds are being spent prudently and this project is being managed properly."

In early September, it was learned the original $5.2-million multi-level care facility, which remains an empty shell beside the current Watson Lake health centre, had morphed into a $25-million hospital.

The construction of the incomplete building began in 2005, but stalled. Now the government has made a request-for-proposals to examine requirements to convert it into hospital space.

Opposition Leader Arthur Mitchell used the Watson Lake and the partly functional Thomson Centre health facilities to begin yesterday's question period barrage.

"Today, the Thomson Centre is still not operational in spite of millions of dollars that have been spent on it," said Mitchell.

"Just like the health centre in Watson Lake, millions have been spent and Yukoners are stuck with another health care facility that is dysfunctional - it is useless."

The Thomson Centre opened in 1992, but has been closed to residents for the last several years due to structural problems with the roof and walls. It was erected by a now-defunct Alberta company.

Mitchell went on to suggest the proposed Watson Lake hospital would form part of Fentie's legacy to the territory.

"The premier's riding of Watson Lake is getting the health care monument this time around," he said.

However, the government continues to insist the multi-level care facility is under its $5.2-million budget.

But after three years of delays with little more than walls and a concrete floor to show for the $4 million Fentie said has been spent, the process has not instilled confidence.

Adding to concerns are preliminary investigations revealing much of what exists would have to be torn down to accommodate a hospital.

After question period, Fentie defended the government's handling of the festering Watson Lake health facility and dismissed Hardy's letter to the Auditor General.

"First off, it's what I would call a political move. Writing letters seems to be his only strategy," said Fentie, adding no one was aware of the faults of the existing structure.

Last year, a letter Mitchell penned to Fraser prompted the Auditor General to examine the Yukon government's $36.5-million asset backed commercial paper investment, which she concluded violated the territory's Financial Administration Act.

Since the collapse of the U.S. subprime mortgage banks, that money remains in limbo, and it is unlikely the government will recoup its full investement, despite an elaborate restructuring plan approved last month.

Asked if these consistent appeals to Fraser to investigate the government's business practices is worrying, Fentie appeared unfazed.

"It's politics," the premier said. "I'm not concerned how many times they write letters to the Auditor General."
