NDP calls for territorial transportation system

The New Democrats are calling on the territorial government to establish a Yukon transit system.

The New Democrats are calling on the territorial government to establish a Yukon transit system.

During question period in the legislature Monday, NDP Leader Kate White grilled the government on the issue.

“The Yukon Community Travel Project Final Report states — and I quote: ‘People need transportation to access the activities that contribute to their physical, mental and spiritual wellbeing.’

“Costs of living are skyrocketing, and there are many reasons why a person may not have access to a private vehicle,” White told the house.

“We’re in a mental health crisis, and access to transportation is so important to make sure people can access the supports they need.

“Whether that’s clinical counselling, addiction services, health care, spending time with friends, or getting out on the land, it all contributes to the health of communities,” she said.

“Does the minister recognize that affordable access to transit between communities is not just a matter of convenience, but of mental health and wellness?”

Community Services Minister Richard Mostyn responded, “Here in the territory, we have a road network that is the envy of many of the other territories. We have lost, in recent years, access to a bus service — for example, Greyhound.

“In my past capacity as Highways and Public Works minister, we dealt with this on a national level.”

When Greyhound buses were withdrawn from the territory, Mostyn rejected the idea of creating a subsidized substitute service.

“We have to make sure that we have good transportation throughout our communities,” he said Monday.

“We have companies up in Dawson — Husky Bus and others — that are starting to move into that sphere to actually provide transportation to people who are coming into Whitehorse from other communities,” Mostyn added.

“I am really hoping that those private individuals and companies fill the gaps that we see throughout our territory in terms of transportation.”

White wasn’t satisfied with that.

“We hear the government talk on a regular basis about supporting local businesses and supporting folks staying in their communities,” she said.

“There is no better time to start talking about rural transit than right now. Not only would we be supporting the local economy and a green future, but we would also be allowing folks to age in place and raise their children in their home towns.

“Just imagine the benefits that this would have on mental health and affordability in rural Yukon. Just imagine this road network that the minister highlighted being utilized to support community connectivity.”

She asked Mostyn if he would work with First Nations, municipalities and local businesses to implement an inter-community transit plan that would be outside the existing routes.

That brought Economic Development Minister Ranj Pillai into the mix.

“I think that it is work that we have been undertaking,” he said.

“In the last session of the legislative assembly, the Department of Economic Development worked very closely with Liard First Nation on an initiative to ensure that they have the right infrastructure, which was the funding of a van that they were using to move their citizens in and out of Watson Lake to Whitehorse.

“We have continued, when possible, to support the private sector in these endeavours,” Pillai said.

White scoffed at that.

“One of the fastest, most effective ways to make a difference would be reducing the need for individual folks to drive,” she said.

“When will the government implement a territory-wide community transportation plan?”

Energy, Mines and Resources Minister John Streicker jumped in at that point, but still didn’t directly address White’s question.

“Of course, we encourage at all times car-pooling and riding together,” Streicker said.

“We’re investing in the City of Whitehorse public transit system. We’re investing in active transportation. We are giving rebates for electric vehicles, including e-bikes.

“That won’t get you from one community to another, but it will help you get around in your community,” Streicker added.

“There are all sorts of ways in which we are investing in a transportation system of the future that uses renewables.”

Your comment about medical patients travelling by transit - this is not a transportation concern, but rather a health concern. A friend or relative should accompany people just out of medical care, It's a requirement in the Vancouver hospitals, in fact I was not allowed to leave the ward on my own following some minor heart work.

Kate who comes up with these ideas? You toss that on the table without mentioning the elephant in the room. His name is fiscal responsibility, which is a concept you don’t seem to understand. Before throwing ideas like this out, do some research and cost it out.

Transportation of people from one community to another isn't as simple as one would think. I for one, would not be comfortable in transporting someone that has just been released from the hospital to start with. The hospital dosen't necessarily release a patient because they are doing better. I know from experience. Who can and will take on the liabilities?

For every one person who rides the oil and gas guzzling behemoth of public transport one household in the Yukon will be randomly selected to stop burning wood to heat their homes. This will offset the carbon footprint a little.

Eliminate wood burning biofuel technologies from destroying our planet and our health through wood-particle, cancer-causing, pollutants… That’d be nice, thanks!

I agree Wilf. Each politician should be subjected to a vote on whether or not they are entitled to a pension. No more entitlements for “bad government” representation.

J. Trudeau - HECK NO! (Special ballot)

J. Singh - NO!

S. Silver - NO!

K. White - NO!

Every politician who is denied a pension will have a letter of explanation placed on their public file. They will be required to participate in a Parade of Shame. The parade route will be same one the Freedom Rallies used.

… the NDP have evolved into a party that is a exclusionary as they claim the Yukon Party is … their lack of critical analysis on issues such as rent control and now a state sponsored transportation system … regardless of the cost lands squarely on the shoulders of their leader … who has shown she has not grown beyond high school politics.

Maybe we could start a poll, asking what dumb idea NDP will come up with next. Is feeling the need to say anything for the sake of saying something the purpose of our politicians? As others have mentioned, many communities are dealing with this themselves, but as usual Kate hasn't done any research.

How out of touch are the MP's. LFN runs a bus from Watson Lake to Whitehorse. People can get on for a price. Next, TTC runs a shuttle van and people can get on for a price. These services already exist, but need to include other communities to follow the model of TTC and LFN. Old crow has its own plane service. I mean that leaves a requirement for some sort of service from Dawson to Carmacks and then Carmacks to Whitehorse. The problem arises when you realize, you cannot make the drive from Dawson to Whitehorse and return in a day. Plus commercial drivers will require a log book and now an elog which will hinder this service. .. so encourage the communities to come together and figure it out. Although, most communities already have.

I certainly hope Ms. White is not advocating for a government owned and operated busing system. There are private sector operators trying to make it work. Perhaps government could help by issuing coupons or travel passes to seniors and elders in the communities so they can make medical appointments etc. Government needs to support local enterprise rather than compete with it.

All signs now point to a recession in Yukon within 2 years and then what? With Yukon $100's of millions in debt how do we pay for services, increased taxes, which now is killing the Yukon economy, cut services like health care, policing, education, or do like liberals have done in the past, run away. Pensions of politicians who make a mess of things should not be paid to them. Politicians need to be evaluated based on performance and merit.

"Living costs are skyrocketing" but, we will not stop putting forward ideas that only contribute to indirect taxation or possibly even direct taxation to make sure it's all payed for by no one and everyone. I know, let's just follow Quebec and hand out $500 extra dollars to everyone making under 100k per year to help "counter inflation" as they call it. It's almost like reading The Onion as you read the literal quotes from our government. Can we give up the pretext here already and just add a 0 to the price of everything now? Sure seems that is the goal as you read from budget to schools to bridges to free transport to more climate change. Again Par for the course I suppose, government can only do the opposite of what it claims to be doing and nothing more.

Hopefully this transportation system will be fully electric. Passengers can get a reduced fare if they pedal part of the way… We can call the transportation loop the, Eco Warrior Express (EWE) for all the climate change Sheeples.

Really, nobody cares what we think now that democracy has been subverted by the Liberal NDP coup. Us racist, misogynist terrorists will just have to suck it up and pay for other peoples' problems before our own, again. Again. If that is the best this territory has to offer, draining citizens' coffers to pay for social (lack of) justice and governmental ineptitude, over and over to prop up a bloated and corrupt YTG, one has to wonder, what are the prospects of moving to and contributing to this territory?

The idea that public transportation can be user-funded does not work well in the developed world. Most public transit in major cities in Canada, the US, and Europe is government subsidized, except for luxury services. If it doesn't work in densely populated cities, how can it work in the Yukon? Rickshaws, maybe? Government exists to provide services the private sector can't.

Absolutely. Even at the expectation of running it at a loss for a decade or two. This is a definitive need in the Yukon. Answers so many issues in safety and empowerment. Transportation is as important as digital access, education, even food security as they are so intertwined. Take a long view on this one. This is a safety net among the disruptions to come.

That said, don’t go nuts. Some extended 4x4 vans with a cargo wall in back and great winter tires to start. Wait until they are full regularly before you scale up. Run it like a legit transport investment. With competence at the forefront. There’s a lot of skilled all-season drivers among us here in the territory. Recruit the best. Pay well. Start small and reliable. Invest in trust.

I bet that no other province or territory has a bus/van service that goes to every one of their tiny communities. It's simply not realistic or pragmatic. So why exactly does the NDP think Yukon is special and that it makes sense for us to do here?

Maybe we can also build a hospital in ever community? How about a mental wellness centre complete with multiple psychologists in every community? How about a bowling alley in every community?

I'm sorry but at some point you need to accept that living in a tiny village comes with limitations. If you want the amenities that exist in large towns or cities, you need to move there. It makes zero sense to try and bring these amenities to every last community. The NDP needs to grow up. Thank god they are only the junior partner in government right now.

I choose to live in a remote location with few or no services. You must make a comfortable life for me. You owe me! Once the Liberal/NDP Alliance have returned our lands and resources to us you will all pay. You will own nothing and you will be happy… Or not, it’s up to you but either way, you will own nothing. Just look at how happy we are owning nothing!

And will Kate tell the citizens when they are going to make a special deal with the lieberals to guarantee them a majority government for the next 4 years, like Singh did with JT? The Partnership with Air North and The Vuntut Gwichin seemed to work out, surely some of the other 13 First Nations could buy a few Coaches or even smaller busses and start their own companies without MORE Funding, If I wanted to start up such a company it would be on my own dime, so yes I am in support of such a venture but I am not willing to fund it.

Well, isn't that just great for LFN and its citizens. The rest of Watson Lake can just walk.
Why didn't the LFN purchase it with their own funds? Why do my tax dollars have to pay for stuff like this when they have their own funding?
Why would the government fund something so discriminatory? What about the rest of Watson Lake?
This pandering to FNs makes me so sick.

Like her foolish friend in Ottawa, she thinks money grows on trees. It is the NDP mantra. Throw money at it.
Transportation connection is evolutionary - let's let the communities decide how it wishes to proceed without the interference from the Legislature.

Kate it would be wonderful if you could advance a solution that doesn't come with a price tag that would break the bank. You need to remind that other fool in Ottawa of the same thing. He likes to spend, spend, spend...

It's easy so spend money to fulfill promises, you have a printing system to do so, where exactly is any sort of fiscal responsibility!? We are in so much trouble in Canada it's scary, especially when these "proposals" are being discussed!

Yea it's very hard for me to get my learners or go get medical or any sort of health appointment done. I'm really struggling. I hope they come up with something like a train or territorial van transportation. Without my learners I can't get any job or anything. I see a lot of young people like me struggle too in such communities that don't support their youth to move forward.
