MP hopeful about travel allowance changes

Yukon MP Larry Bagnell is optimistic that changes to the northern travel allowance will be made in the federal budget for 2021,

Yukon MP Larry Bagnell is optimistic that changes to the northern travel allowance will be made in the federal budget for 2021, in fulfilment of one of his election campaign promises.

The Northern Residents Deduction provides residents of the three territories with a tax deduction designed to assist with the high cost of living associated with the North. It has been criticized for its complicated reporting requirements.

In an interview with the Star in October, Bagnell listed adjusting the deduction as one of the priorities in his platform.

Now, he told the Star last week, he is “lobbying hard” for those changes to be included in the budget for 2021, which will be presented in the spring.

The initiative falls under the new minister of Northern Affairs, Dan Vandal. It’s the first item noted in his mandate letter, Bagnell said.

The mandate letter stipulates that Vandal’s department will work with Finance Minister Bill Morneau to increase the deduction to at least $1,200 in the North.

It also asks the department to work with the Competition Bureau.

Bagnell speculated that the Competition Bureau will be enlisted to ensure airlines don’t raise fares once deductions are increased.

This will be more relevant to other territories than the Yukon, Bagnell said, as some Arctic communities are only serviced by one airline.

The travel deduction has existed in its current form since 2016. To receive the benefit, the employer of the person travelling must list travel expenses for that year on the employee’s T4. The dollar amount that can be claimed is capped at the lowest return airfare available at the time of travel.

Bagnell hopes changes to the travel deduction will eliminate the airfare caps and requirement of employers.

“The way of calculating it … the lowest economy airfare is very cumbersome, because by the time you request the details and everything, and tax season comes around, you don’t remember what the lowest economy airfare was,” Bagnell said.

He pointed out that Yukoners without an employer who can sign off on the travel expenses aren’t able to receive the deduction.

“Only certain Yukoners can claim it at the moment, and that’s not fair,” he said. “I think everyone should be able to have access to it.”

Bagnell said the Northern Affairs department is still working out the details of the new deduction system.

A proposal will then be put to the Finance department in the creation of next year’s budget. The new budget will be presented in the spring and come into effect in 2021.

“If it goes the way I’m hoping, it’ll be a big improvement,” Bagnell said.

“I’m just really working hard to make sure this continues forward … as quickly as possible because I think these are needed and very helpful changes.”

There is only a certain strata of people that are actually suffering because of the high cost of living here. Big company employee's, YTG, Gov. of Can., Northwestel, City of Whitehorse, FN? maybe..I know an awful lot of FN folks cutting wood, wearing sweaters, cold, working hard.. a few others, their Unions get them more pay, City of Whitehorse ELECTED get additional funds to cover the income tax they pay!!!! So, they can make the bills.. Welfare is an excellent employer in that if your money is gone halfway, you can just go get some more, sell your $200 winter coat? Just tell them you lost it or someone stole it and they give you more money for a new coat! Welfare in the Yukon, such a deal! ...All of these people are warm and toasty. So, who is suffering? Wearing sweaters? Still cold? Buy canned, not fresh, buy 30% off meat if they can buy any at all? Except burger meat.. well.. seniors for one.. they have NO extra money, (well, I did get $4.65 for recycle) only some of our drugs are paid for by pharma.. most of us have to pay for some, pensions go up $1.57 a month, rent goes up $20. carbon tax will boost that again.. So, seniors are taking it in the ear.. so to speak.. who else? That Walmart worker, Tim Hortons, TFWs, smaller boutiques and businesses around town.. Some simply cannot afford to pay raises..but others, are saying from Hawaii..I can't afford a raise for you to cover carbon.. the working poor.
Every where, people that can get two jobs, are working two jobs.. everywhere, I see 80 year olds working.. survival is expensive in Canada. I think, we cannot continue to carry so much debt, that a mild recession is here, and a big one coming...who is hurt by the ever increasing taxation in Canada? Every single one of us. Those folks I was talking about in the first few sentences? Guess who's going to have to pick up the bill for the rest of us? Some of them are having to sell their homes now, others moving in with each other sharing family homes. Others, moving back in with Mom with their two kids... Canada is a rich country..how are we so mismanaged that 93% of Trudeaus refugees are still receiving government funds, but there are over 500,000 TFWs in the country? So many homeless, so many food banks, so many charities trying to do it all.. over 1000 people died on the streets of just Toronto last year.. How do politician's live with themselves?

@ Groucho d'North. I so agree with your statement: "Canada's leadership has lost touch with the people they say they serve." I find it applies equally as well to the Yukon Government leadership.

Good points Wilf! I think you should throw your hat in the ring for Yukon Party leader. You seem closely aligned on their views and policies. Everyone knows the carbon tax and climate change hoax are being directed by the socialist United Nations! Groucho understands as well.

Lets break down cost of living in Yukon. Gasoline prices are driving up cost because hauling food and dry goods here.

Mitch ask yourself why Alberta pays 88 cent a liter for gasoline and we in Whitehorse pay $1.43. Transportation cost to Yukon is not 55 cent a liter for gasoline. As Yukon Government in real terms how much money they collected in carbon tax and how how much they promoted to give Yukoners back???? We were promised 100% of our carbon tax back but got 10 cents on the dollar. Please tell Yukoners how carbon tax is going to put out forest fires in Yukon when we have old growth forest and lightning that started 96% of the fires.
I have friends in all parties. I have known Larry Bagnell for 30 years or more. It's about understanding the problems we have and working together to solve them.

A government of rich politcians has little understanding of the middle class and many of the financial struggles faced each month. Seniors on fixed incomes watch as the monthly income gets absorbed quickly in the price of everything going up and the tax on tax abuse related to the Carbon Tax and GST. Canada's leadership has lost touch with the people they say they serve. There is no empathy because they don't understand. Even with their generous salarys they live pretty high on we tax payers jetting around the planet with all the carbon off-sets, open bar booze, hotels and meals and all else consumed during their stately visits for this and that.

Wilf, if you are paying $2200 to $3000 on carbon tax, it is time you look at upgrading your very low efficient heating and your gas guzzling vehicle. I spend around $4000 on my heating fuel and vehicle gas a year and I heat a two story house, my furnace is over 20 years old and I need new windows plus I drive all over the Yukon camping. Let's be realistic on what people are paying because to say we are paying over $2000 a year on carbon tax is not realistic.

All the tax increases like carbon tax on home heating and gasoline is equal to $2200 to $3000 per year/family and just does not help anything that liberals promotes. More taxes to come as Trudeau promotes and Bagnell supports for all Yukoners. This will take down our standard of living by 15%.
Charting denotation have gone down by 44% last year because of taxes put on by federal government.
Yukoners liberals are no friends to Yukoners.

Everyone should be able to access it? This is not the same as everyone will have access to it. This is Liberal doublespeak in action.
Everyone in the North should be given a free trip out of the territory to an all inclusive sun destination whether you are receiving income assistance or you are the Liberal Prime Minister of Canada.

Free vacations for everyone. Let the Liberal cash-spend party continue but let’s invite everyone... Brown, black, yellow or the caucasionally challenged... Get your vacay, get your vacay, it’s “your” vacay!

So if you succeed in increasing the rate by $1200 by 2021 that $1200 increase will cover the "GST" that we do not get back that is charged on top of the "Carbon Tax" and from what I understand of the Carbon Tax, that rate is going to increase $$$$ before 2021 so that $1200 will help cover the GST on the Carbon Tax that we won't be getting back and barley cover the carbon tax increases. Let's also not forget the "cost of living" will also go up about $1200/year for most - due to the "carbon tax"

I also find it funny that the "lowest economy airfare" also doesn't come out until after most people have "FILED" their taxes already.
