Bagnell described himself as shocked to learn Harper has made cuts to environmental spending, including the Canadian Wildlife Service and funding to protected areas.
Environmental cutbacks by the Harper government include freezing funding to the Canadian Wildlife Service, an 80 per cent cut to the Ecological Monitoring and Assessment Network, a 50 per cent cut to a migrating birds program, and a reduction in funding to National Wildlife Areas from $1.9 million to zero.
Bagnell said he learned about the cuts through media reports and other sources.
'The (federal) Department of Environment is in chaos; they're stealing money from one program to pay for another,' Bagnell said.
'Freezing funding to the Canadian Wildlife Service means all the scientific research they do has stopped.
'If you cut the research, how are you going to find out what the problems are?'
Bagnell said there has been no reasonable explanation given for the cuts.
'I have a sense there was no consultation. Once again, here are secret cuts that are shocking Canadians,' he said.
'The government must think ducks really are unlimited if they're cutting their funding in half,' he said of the impact on the Ducks Unlimited group.
Bagnell said he's calling on Harper to reverse the cuts and go to public consultations and program reviews if the prime minister feels funding has to be reduced.
