TAKING ON CRIME HEAD-ON – Justice Minister Tracy-Anne McPhee discusses the funding to combat gun and gang violence on Wednesday afternoon in Whitehorse.
The Yukon will get a $2.2 million nod from the feds spread out over the next five years to tackle gang and gun violence.
The Yukon will get a $2.2 million nod from the feds spread out over the next five years to tackle gang and gun violence.
That was announced by Yukon MP Larry Bagnell and territorial Justice Minister Tracy-Anne McPhee on Wednesday afternoon in Whitehorse.
It’s something that’s been a growing problem, particularly the use of firearms in rural areas, Bagnell said.
“Shootings have now become the most common method of homicide, and gang-related homicides are no exception,” he said, referencing numbers from Statistics Canada.
Those show that gang-related homicides committed using a firearm made up 12 per cent of all homicides in 2015, while in 2017, that figure jumped to 21 per cent.
“There needs to be support for prevention, intervention and rehabilitation,” Bagnell added. That can include things like enhancing training, gathering more data and sharing intelligence to support investigations around activity.
McPhee noted that the funds will help support the existing Safe Communities and Neighbourhoods Unit, though the funding is very much in its “early days.
“We’re trying to figure out exactly where and how to use this funding,” she said.
However, there is a focus on helping those units that deal with complaints about drug use in neighbourhoods.
Details beyond that could be sensitive in nature, as there are some outstanding matters that are still being investigated, McPhee pointed out.
“It’s clear this is not just a big city problem; there’s organized crime here in the territory, and this initiative should help us try and combat that.”
The minister noted that there have been organized groups identified in the Yukon, as the infiltration of gangs is not unique to the city but seen across the North.
“Hot economies bring lots of activity, which means lots of money and the drug trade here in the territory is one of the things that we’re seeing is dealt with by organized crime.”
They are mainly from B.C.’s Lower Mainland and Alberta, she pointed out.
Recalling her more than two decades-long-experience working in law enforcement before her political role, McPhee added that activity has generally picked up in the last 10 years.
There can be a challenge to track down that activity, as moving in and out of the territory can be relatively easy, she said.
The smaller population doesn’t discount the aftermath that Yukoners are left to deal with after crime has infiltrated here, the minister added.
“So the size of our communities, a new person in a tiny community or new gang of people in a tiny community would certainly be noticed, she added.
“But that doesn’t mean their activity doesn’t have an impact on that community – even if they’re moving in and out quickly.”
The MP agreed that it can be sensitive issue to tackle.
“You’ve got to remember that organized crime is organized and they’re pretty smart,” Bagnell said.
“So we don’t want to really tell them what we’re going to do to get rid of them.”
He also acknowledged the small population may mean fewer homicides in comparison to the Yukon’s more populated neighbours.
“Very few is a lot in the grand scheme of things,” Bagnell said.
“I think any family in the Yukon who was involved in a gun crime would think that one is too many.”
The Yukon is also looking at bringing in a graduate level researcher from a university to help the Department of Justice “examine issues related to the countering of gun and gang violence,” McPhee added.
The $2.25 million will be coming from Ottawa’s Initiative to Take Action Against Gun and Gang Violence, a $327.6-million pot of money to be used over the next five years.
Bagnell is in Whitehorse for a number of funding announcements this week.
The federal government will table the country’s budget on March 19, while McPhee headed back to the legislature Thursday for the Yukon’s spring sitting.
Bagnell’s presence also comes as the feds continue to weather the aftermath of the SNC-Lavalin affair, which saw two ministers resign from the cabinet in recent weeks.

When it comes to violence and guns anti gunners see no place for violence or guns except for the violence by proxy represented by the various law enforcement or national security entities. When one thinks on this a bit it becomes apparent that everyone is down for violence as long as they are not the ones tasked with it in any way. We basically hire thugs and heavies that are willing to do violence on our behalf.
In a gun controlled world espoused by anti gunners only the heavies we hire are allowed to carry guns and in the same breath have no hope of "defending" everyone who "abhors" violence.
As Bruce Lee said, "Better to be a warrior in a garden than a gardener in a war".
Violence is a fact of life. All of us recognize this but very few are willing or understand that, at times, you should be able to defend yourself in a worst case scenario such as that which played out in Winnipeg recently.
I know how to shoot, my wife knows how to shoot, my kids know how to shoot. Guns have been in our house for as long as I can remember. Were it suddenly to become a matter of my guns being taken from me to allay the fears of all those unwilling to face violence themselves in favor of hired perpetrators of violence who cannot meet the task when push comes to shove, well, this would be unfortunate in my mind.
Sometimes you are up against it and the onus is on you to act, sometimes in violence. If you stack the odds against yourself to coddle those who would rather "call the guy", then you rely on luck that those who would do violence on your behalf can in fact do so when you find yourself faced with that need.

"University researcher". You mean someone who is paid to hack together a study with a pre-determined outcome?
My prediction: this money will not be used to address "gun violence" in the Yukon; it will be used to justify more laws targeting law-abiding gun owners, shooting clubs and gun stores. Not one bit of it will solve the problem of illegal firearms (mostly handguns) crossing the border. Not one bit of it will solve the problem of youth gang involvement.
I hope I am wrong.

I use a firearm for protection and to harvest our families red meat protein. I was glad to see no attack on Law Abiding Firearms owners.
Criminals kill criminals and sometimes there is a stray bullet that gets away or a home Invasion that goes wrong. So, if we have reports, or admissions to court that undermined the system in place and reduce penalties for whatever reason, then the criminals will just play the game.
You will never stop Organized Crime, never in a million years. And by the way our country is going, you can bet it’s only going to get worse.
With a low earning wage, or even a $20 hr wage, one can still not own a house. So where does a motivated youth who see on TV rappers and Hip hop stars bragging about being criminals, and flashing their guns or pieces. What do they want to do to earn money? Mom and dad work decent jobs but are house broke and I want fancy sneakers and a pimped car.
Media has influenced this type of style and people who buy their kids the style of clothing are supporting it. A “Compton” or “8 mile” hat are not Yukon themed. Their Ghetto, slums and have been idolized by media and suburban kids who think it’s cool. Meanwhile if you go there, there are pregnant 13 year olds, high levels of rape, drug abuse, alcoholism, dysfunctional communities or “Hoods”. First Person Player video games that highlight being a criminal or just plain dirtbag. Again the parents are fostering that mental thought process, so honestly it’s going to get worse before it gets better.
Our Jails are too soft, our courts are a real circus, and these “Human Rights” need to be readdressed when dealing with rapists, homicide, gang violence and crimes on children or elders.
Until there's a real punishment for being a POS, then game on for the criminal.
And the Liberals are not telling us what their plans are because they do not have one except for banning guns. Right Larry Bangun, that’s your wagon.

Gang/Gun violence will continue to escalate as long as no meaningful punishment is meted out by a just-us system. I couldn't care less about the 'mitigating circumstances' of their childhood -- I want to see zero tolerance for violent crime. Send violent criminals to prisons in the south, and keep them there for a long time.

Participants and the Star...would like to publicly disagree with an “edit” in my post.
In fairness often edits are required due to the orbit in which I operate in...
This crafty edit however, nope.
Treason...the crime of betraying one's country, especially by attempting to kill the sovereign or overthrow the government.
So, so much the national team red does, and has done falls directly into that definition.
Team SS? Well they represent, and makes their photo ops and indoctrination sessions fair game, in thee opinion of this participant of public discourse....yes “hosted” by WS for full comprehension.
Unless one chooses willful ignorance, and by proxy...suppression of facts?

Must be an election on the way. A tempest of money being thrown around with little hope of anything of value resulting - except perhaps to buy a few votes?

Number of firearms prosecutions the RCMP got for our $136 million? Still unknown.
Investments to Combat the Criminal Use of Firearms (ICCUF): Amount spent to March 31, 2016: $136,169,188 After going back and asking the RCMP sections the ATIP branch should have asked in the first place they got the same answer: "The answer that I've sent you still stand both Business Line has no records regarding your request."
COMMENT: Makes us all wonder if the $327.5 million the government plans to spend over the next five years to target gun and gang crime will produce similar results.

No wad of free cash to fight white collar crime, corruption?
Gee...bummer as I suggest it is a big big biiiiiiigg problem up here.
Reads more like a canvas to paint a great illustration of just how bad guns are, in true team red style.
Recently a young man was slain in a home invasion in Winnipeg.
At home with his freaking grandma ffs, scumbag came...young man called the police. So now his last words EVER, are a 911 call that upset the WPD and its team. Rightly so too may I add.
Hmmmmm?
Now if he and his grandma were also home with Walther, Henry, Ruger or Smith & Wesson?
The stain on the floor might very well been said invader, rather than the grandson of the survivor.
When calling for faaaaar away help, who shows...maybe?
Folks with guns, imagine that.
Bad folks with guns bad, indeed.
Guns do not create gun violence, bad folks that use guns do...see?
Team red, those Liberals....needs millions of stupid people for this October.
Please be not one of them, put the kool aid down.
There is only one way of remembering history, it is not a SVNL scandal.
We should regift this wad of cash for JWR defence, it is money meant to fight gang activity....no?

There you have it folks. This is exactly why there has been no crimes solved of any essence and why in 5 years you have a representative from every crew in BC and Alberta. I bet everyone of them are reading this article and laughing their faces off as hard as I am at this article "A university graduate researcher" that'll be the highest paid non entity because there's no such thing. Absolute hogwash. Do we will have nobody, who by the way, will be making the most money "researching gang and gun violence" another line of crap straight from the Feds to you folks. What's next to counter this, the gangs with guns are going to bring in a gun and gang university research worker to counter what the other non entity comes up with. I'll guarantee you that the higher ups in the gang life won't waste money on fairy tales and researchers. It's so embarrassing they shouldn't have even said what they were going to do with the money. Larry pick a side and stay on it. Don't double talk. You were always a straight forward member of parliament. Don't let your parties leader make a fool out of you. Bahahaha - university level researcher, best one this week.
