Minister, Indigenous organizations condemn MLAs’ behaviour

You can colour Jeanie McLean, the minister responsible for the Women’s Directorate, unimpressed with the recent behaviour of Yukon Party MLAs Stacey Hassard and Wade Istchenko.

And she’s not the only one. The Council of Yukon First Nations (CYFN) is demanding more severe punishment for the duo.

The political veterans were at the heart of an inappropriate and disturbing group text thread that made juvenile observations about the genitalia of all three party leaders last Friday. The Star is not publishing the two men’s sexually charged comments in detail.

Yukon Party Leader Currie Dixon has not been made available to the Star this week to discuss his colleagues’ conduct.

Instead, he issued a statement saying the two MLAs would not be filling any official critics positions, nor would they be appointed to any committees.

McLean said Wednesday afternoon that “I was extremely disappointed and disturbed to hear of these very harmful text messages sent by elected Yukon Party members in a group chat that included the leader.

“It is these kinds of conversations that perpetuate dangerous misogynistic attitudes, which we know contributes to race- and gender-based violence in our communities.”

McLean pointed to a section of “In Changing the Story to Upholding Dignity and Justice: Yukon’s Missing and Murdered Indigenous Women, Girls and Two-spirit+ People Strategy” which reads:

“Systemic injustices supported by institutional lack of will to change was also identified by the National Inquiry as one of the four pathways to violence. Maintaining the status quo is not acceptable; especially when it comes to safety and justice. We must do better.

“As such, our actions need to seek systemic change to the structures that enact and enable violence.”

McLean added, “I echo these sentiments deeply. We must do better, and I expect better of elected officials who are looked to as examples.

“Mr. Dixon signed this document on behalf of the Yukon Party, but clearly his party has not taken this issue seriously.”

The minister said, “Additionally, the Members’ Services Board of the Yukon Legislative Assembly created a respectful workplace policy in July 2019. The policy applies to all members of the legislative assembly when conducting their duties as members and clearly lays out what constitutes disrespectful conduct, such as demeaning remarks, jokes, and displaying or circulating offensive materials.”

Everyone deserves a safe and respectful work environment, noted McLean, who also became the minister of Education on Monday.

“What happened in these text messages stands is alarming, stark contrast to a safe and respectful workplace.”

The Yukon Party has not made either Hassard or Istchenko available to the media. The two MLAs are not returning telephone or email messages.

The CYFN and Assembly of First Nations Yukon Region (AFN Yukon) also issued a news release about the MLAs’ behaviour on Wednesday afternoon.

“Yukon First Nations have expressed deep concern over the misogynistic nature of the comments in the publicly disclosed texts that serve to demean both men and women in leadership,” the organizations said.

“Yukon First Nations are condemning the behaviour of veteran Yukon Party MLAs Stacey Hassard and Wade Istchenko and assert that the measures proposed by Yukon Party Leader Currie Dixon don’t go far enough to reprimand the MLAs involved in such deplorable, abhorrent and unacceptable behaviour.”

The release stated, “Today (the past Wednesday) is the National Day of Awareness of Missing and Murdered Indigenous Women and Girls (MMIWG) in Canada.

“All Yukon leaders supported the Yukon’s MMIWG2S+ Strategy that aims to address violence against Indigenous women, girls and Two Spirit+ people. Yukon First Nations assert that the disparaging texts made by the veteran Yukon Party MLAs stand in direct conflict with these commitments that Yukon leaders signed on to address in solidarity.

“Conversely, the comments are demonstrative of the toxic bias that propagates the systemic oppression and higher rates of violence that First Nations people experience and that Yukon’s MMIWG2S+ Strategy seeks to address.”

CYFN Grand Chief Peter Johnston offered further thoughts.

“These comments are unacceptable, and reflect poorly on the Yukon Party, and could be perceived as indicative of the decorum of the legislative assembly and evidence of a lack of respect amongst MLAs,” he said.

“This must be addressed through firm and appropriate action. We expect respectful behaviour from our elected officials, and an apology does not suffice in addressing this behaviour and the biases that fuel it.”

AFN Yukon Regional Chief Kluane Adamek was equally harsh in her comments.

“Like many of you, I was very upset to read the inappropriate and disturbing comments put forward by elected members of the Yukon Legislative Assembly,” she said.

“This casts a troubling look into how these elected representatives view their colleagues, and women.

“Yukon families and young people require us to lead with integrity, accountability and respect. What these elected officials have shown us is that this type of behaviour is acceptable and excusable. In this time and era, it is not.”

The news release went on to state, “Yukon First Nations are calling upon Yukon Party Leader Currie Dixon to take stronger action to address issues of systemic violence, specifically:

• The suspension of Mr. Hassard and Mr. Istchenko for all or part of Session 35 of the Legislative Assembly without pay and allocated to Yukon-based organizations that work to combat systemic oppression.

• That all members of the Yukon Party commit to anti-bullying training.

• That Mr. Dixon support that standard of acceptable behaviour that is expected of Yukon government employees outlined in the Respectful Workplace Policy and supported training is made to apply to elected officials.”

On Wednesday afternoon, the Yukon Party responded to McLean’s and the two organizations’ comments with a terse statement.

“We received the statement from the Council of Yukon First Nations through the media and Yukon Party Leader Currie Dixon has reached out to the Grand Chief to discuss it.

“Following the incident in question, leader Currie Dixon apologized to both Sandy Silver and Kate White.

“Our statement on Monday included a formal apology, as well as specific apologies from both MLAs involved, and the serious reprimands that have been issued. Both MLAs will be stripped of roles in the Official Opposition shadow cabinet, and denied the privilege of sitting on legislative committees.

“Mr. Istchenko, as well as Mr. Hassard, have committed themselves to learning from this mistake and to advocating for a safe and respectful Yukon.”

Of course liberal supporters and major beneficiaries of liberal vote buying campaigns are going to voice their opinions and muddy the waters with serious allegations not even linked to this issue. It’s a news opportunity and some people just take advantage of opportunities regardless of the damage it may do to others. Sandy’s unprofessional and childish behaviour has been divisive and solely in vain attempt of political gain....oops it backfired. Street talk is, ya the texts were inappropriate for sure but Sandy’s way of handling it has done more harm than good. Stones and glass houses....you know, stuff from the past.

Government is disgusting. I know enough to know that many of our public figures attempting to take the high ground should tread lightly lest someone bring forward their moral trespasses !

Nice! I worked in a YG office where female staff talked about private parts and their supervisor receiving b**j*bs. Management giggled. When I complained about similar behaviour, I was told to get a noise machine. Nice - Female privilege?

The feigned indignation, the clamouring for the moral high ground ... unbelievable and as an earlier commentator said it diminishes the issues worthy of true outrage. Was it stupid, unprofessional and a throwback to an “unenlightened” era - yes.

What do they say about throwing rocks by people in glass houses ... our Premier best tread lightly or ghosts of seasons past could reappear.

This is sad indictment of where out society is at these days, these MLAs are being defended in the court of public opinion by people that are shocked that there are extrapolations being made! Easy to do if you belong to the white privileged!
These good ole boys will be back in critics positions before the year is out.
Rest assured a lot of Yukoners will never forget this, the so called "harmless banter by boys" or how it was dealt with. Birds of a feather flock together and you all are painted with the same brush.

Currie Dixon applied the proper punishment to fit the crime now let's see how this NDP/LIBERAL PARTY does to better the Yukon or in my belief destroy the Yukon and all it stands for.

It is extremely irresponsible to liken inappropriate texts to violence and MMIWG. It marginalizes the seriousness of these issues - and only for political gain.

I don’t think anyone can defend how inappropriate and juvenile the texts were, but don’t blow this out of proportion. The Libs are throwing every buzzword in their book of tricks at the YP to stoke the flames. Is everyone here fine with them using important societal issues out of context to possibly gain two more seats? Shame on both sides.

Once again, we see the completely inept and incompetent political forces at play in Yukon. Can intelligent people please run in the election? We need you.

This scandal involving Dixon, Hassard and Istchenko will change nothing in the long run if the same rotten core of the party remains. 7 of the 8 current Yukon Party MLAs were part of the 'Old Boys Club' under Pasloski from 2011-2016. Now it has transformed into more of a locker room fraternity under Currie Dixon who is the poster boy for such things. It's so bad that even the elected women serving under Currie Dixon are afraid to speak out. I have yet to see anything from Patti McLeod, Geraldine Van Bibber or Yvonne Clark. That is very telling.

The Yukon Party membership had a chance to go in a different direction by electing a woman to lead them (Linda Benoit), but sadly they chose the young fraternity guy who is simply the new generation of the "Old Boys" club. Next thing you know he will probably hire Jonas Smith to work in his office!

I can’t believe how the sharks are feeding on the chum Silver has stirred into the water. Let’s face it, do you honestly think Jeanie McLean or Peter Johnson would see it any other way? But let’s put this in comparison. Justin Trudeau did numerous black faces and only apologized after he was caught. He also groped a female, guilty 3 times of ethics violations, insulted a First Nations at a liberal rally. Where’s the outrage? Didn’t see any Liberals, NDP or First Nations demanding his resignation.
The texts were dumb, yes. But no way reason enough to cost these two their careers. Both have represented their constituents very competently over the years. Actually some of the Liberal MLAs could try doing that rather than bowing to party politics.

I wonder why the female members representing the Yukon Party don’t say anything? By remaining silent are they saying that the apologies enough. They were hollow apologies and were not written by the two MLAs who made them. How much of this went on when Stacey was the interim leader of the Party? Lots of questions to answer. Under Fentie they would have worked a deal. Under Ostashek they would have been fired. Under Dixon? We will have to wait and see.

Can't wait for private messages to come out about these high and mighty over reactors!
This is a welcome distraction for Sandy Silver to hurt the party that won the majority of the votes by a large margin and a misdirection attempt to get people to stop talking about the left wing coalition that nobody voted for.

The texts were stupid. We can all agree on that. But the punishment being sought doesn't fit the crime. And Sandy could have dealt with this like a man, not a conniving politician.

If I start a group text with Liberals, post an image that's extremely negative, and then take the message that shows that the "Liebrals" were in the group (not that they made the comment), then the Liebrals are at fault? You'd think the person who SENT the messages would be at fault. And, as always, the news is failing to report that these ministers were ADDED by the original texter to the group WHO IS NOT a YP member. Guilty by association, never a good platform to run on.

Or does this have something to do with the NDP/Liberal coalition in Old Crow heading south because of closed door meetings? Hey, Sandy, in the interests of transparency why aren't you releasing all of the meeting minutes to the public about what deals are going on there?
I get it, you've created a red herring. But please show me the results of your closed door meetings with the NDP about the electoral challenge that the Liberals started. Not transparent with the media all of sudden?

All the YP MLAs are getting splashed with the mud of this group text. But no one has the fortitude to condemn those comments and assure Yukoners that this does not represent the YP? Wow. Maybe lack of leadership is not only Currie's flaw for the YP. Either they are pretty comfortable with those comments (oh, boys will be boys; words don't hurt people, etc.) or they simply aren't leaders. Kinda embarrassing for everyone.

Were the comments shared because of grave danger or a public service?
OR were they used to cause embarrassment and shame?

I am a Yukon Party member waiting to hear how Currie is going to handle this, because if he doesn't take stronger action, I will be giving up my membership as I do not support or condone this kind of what I call male-bonding crap at someone else's expense. I am appalled to think that I, personally, am currently aligned with this incredibly offensive behaviour by virtue of my membership in the YP.
It is offensive; it is wrong for people in such positions (whether in a private or public message) and a simple apology and a HOLLOW "I'm going to learn from my mistake" BS just does not cut it. Especially with these two individuals who reek of the Old Boys' Club.

It's weird seeing people you know in politics. You grow up with people, often see them go off and travel, pursue secondary education, get married, have kids...and decades later they act exactly the same way they did when they were 13 on the hockey bus. Getting all that sweet, sweet, satisfaction from insulting people.

It shouldn't be surprising. But I'm just kind of like guys...it's not hard to keep it above board you know? Especially if you are going to dabble in politics. Just try like a tiny little bit. But I guess when you live and work in an echo chamber of other adults who look like you and talk like you...behaviors stay the same. C'est la vie.

@max mack. Usually your comments are fair. But since when does accountability and leadership mean "dirty politics." The only thing dirty about this discussion are the comments made by Hassard and Istchenko. Politics is a tough business - the YP needs to be smarter and evolve. This is fair game: being held to account for your public or private comments. Many, many politicians have regretted private words and actions - it is a reflection of their character or lack thereof.

That aside, the representatives of AFN, CYFN and WRFN -- all aligned politically with the Liberals -- are seizing on this opportunity to sideline the Yukon Party and possibly force local elections?

I watch this unfold and think what is really gong on here in real terms!!!
Sandy put this out there for the following reasons to create trouble.
To hopefully get them to resign so he could call a bi election.
To hopefully win two seats and get a majority government and say goodby to the NDP.
What is toxic bias is Sandy creating a public mess over this when it could have been handled much more professionally as upstanding politicians that Sandy, Ranj, Richard and Tracy think they are.
Sandy has shown no respect for people needing housing, especially the 200 seniors who have no place to live.
Ranj said 270 lots will bring down the price of housing which is political gamesmanship.
Tracy using respectful work place as a tool to fire Yukon government employees at Justice and the system was set up to protect senior management. 100's of cases. Richard just wants his pension in two years,

Well, Currie has been on his soapbox after the election criticizing the Liberals and NDP commitment to work together. He expresses shock and fumes about the Liberals and NDP. He demands accountability. He maintains the YP would never abandon its principles. But where is he now? Hiding behind close doors. Hiding behind his staff and their written statements.
The YP look like stooges: red-faced Stacey and Wade caught with their pants down (so to speak) and the other YP MLAs sitting around stone-faced hoping that everything just blows over tomorrow. What does Geraldine have to say about this? Hey, Currie - this is what you signed up for. Show some leadership. At least require Stacey and Wade to make a face-to-face apology to Sandy, Kate and all Yukoners rather than by way of some lame statement. Make them accept some consequences with a suspension without pay. Otherwise, it is clearly the same old and I guess that is good so we know where everyone stands.

Holy hyperbole batman. What Istchenko and Hassard said was inappropriate and childish and they should be punished for it but the notion that it was "systemic violence" is so absurdly over the top I am not really sure what to say.

I am sure if you go digging through anyones texts or messages you would find something unsavory. Sure, I agree that the behavior is unbecoming of an MLA but given the context of a private chat between friends I hardly see this as a reason for complete removal. And if it was then surely the black face antics and scandals regarding both the payouts to his cronies and harassment of female staffers would constitute the Prime Minister stepping down as well, would it not? I am sure no one is surprised by these comments from Leftist Spokespeople, and I am sure no one is surprised by Curries actions. Maybe we should all move on.

Check YOUR bias. To imply that ALL Yukon Party members fall into the same mindset of these individuals and therefore state or imply they all need anti-bullying training is equally bullying and grossly offensive.

How about use this as a golden opportunity for ALL members of the legislative assembly to take the same training, together, at the same time, so that they learn to work together effectively and in the manner voters expect (and as they promised.....)? If you’re going to punish one, the same expectation should apply for all. I am confident others could benefit from this training. They’re just relieved they’ve not yet been caught.

People are likening this to Labonte for NDP. The problem is those were made on a public scale and were available to the public. Private communication is protected. For example, in Canada it is illegal to record a person without their knowledge. The SCC has also ruled that people have a reasonable expectation of privacy in their text messaging.

Well of course Jeanie McLean formally Dendys ( ??) has a problem with this she's one of the MLA's that benefits from the pension agreement signed with NDP. And as for Peter Johnston, well maybe throwing stones in a glass house is not the best choice. Either way, elevating this is obviously a Liberal tactic, it's being handled unprofessionally. Linking this to MMIW is inappropriate.

Mr. Silver published the text which included members who are not of the legislature. Pretty sure that is bullying and if I was the other members involved in the group text who are not politicians, I would take this to the human rights commission.
