Mayor praises retiring city manager

Retiring city manager Linda Rapp was recognized by Mayor Laura Cabott at city council’s meeting Monday evening for her contribution to the City of Whitehorse over the last 35 years.

Retiring city manager Linda Rapp was recognized by Mayor Laura Cabott at city council’s meeting Monday evening for her contribution to the City of Whitehorse over the last 35 years.

Cabott described Rapp as everything employers want in an employee.

Monday was the last council meeting of the year, and is also in and around the time the city manager will retire, the mayor noted.

“I would like to take the time to recognize our outgoing city manager, Linda Rapp, for her outstanding contribution to the City of Whitehorse,” Cabott said.

“Everybody knows Linda Rapp, as she has been a highly respected member of the city for over 35 years.

“She possesses a leadership style that has always been focused on all citizens, but also staff.”

Cabott used several adjectives to describe the retiring city manager, including dignified, warm, open-minded, patient and honest.

Rapp, said Cabott, is a hardworking professional.

“So on behalf of council and all of the City of Whitehorse, thank you, Linda Rapp,” the mayor concluded.

Rapp spent many years heading the city’s recreation department.

Council also gave third and final reading to an amendment to the city manager bylaw which allows for the appointment of an interim manager.

Senior city staffer Jeff O’Farrell has been acting as city manager.

Under the bylaw amendment, O’Farrell will become the interim city manager beginning Jan. 1. He will serve as the most senior employee until a new city manager has been recruited and appointed, says the amendment.
