Liberals prove a ‘deep disappointment’ Hutton

The governing Liberal party has received a pre-election slap in the face from one of its backbenchers – with the territorial election expected to be called at any time.

The governing Liberal party has received a pre-election slap in the face from one of its backbenchers – with the territorial election expected to be called at any time.

Don Hutton, the 64-year-old MLA for Mayo-Tatchun, resigned from the Liberal party this morning to sit as an independent.

He’s also endorsing the Yukon NDP and leader Kate White in the upcoming election.

In an interview with the Star early this afternoon, Hutton was harshly critical of the Liberal government.

“It’s one big issue,” he said, his voice breaking. “Alcohol and drugs are wreaking havoc on my community.

“They failed my community,” he said. “It’s heartbreaking.”

Hutton said he has pleaded with the Liberal caucus for four years to do something to help the riding. He said he has been at the point of tears on many occasions as he’s begged for support – and received nothing in return.

“I’m a patient man, but we have to come to an end sometime.”

Hutton said he made his decision making the round trip to Mayo and back over the weekend.

“Making that drive gives me lots of thinking time,” he said.

Hutton also said Premier Sandy Silver failed on one promise he made directly to him.

“He sat at my table in 2016 and promised me every major decision would be discussed at caucus, not just with cabinet,” Hutton said. “It hasn’t happened once.”

In a letter to his constituents, Hutton wrote, “It has been the honour of my life to serve as the elected representative for Mayo-Tatchun. In the nearly five years I’ve served, my sole focus has been to defend the best interests of Mayo-Tatchun.

“I’m sorry to say that the concerns I’ve raised have been repeatedly ignored, dismissed or have gone unanswered.

“This Liberal government that I was elected to be part of has been a deep disappointment to me with their inaction on issues that our communities struggle with, in particular, alcohol abuse and addictions.”

Hutton added in the letter that “I am deeply saddened that I have been pushed to the point that I have lost confidence in the Yukon Liberals and Premier Sandy Silver.

“Our communities deserve better than what they’ve been given by this Liberal government. It’s for this reason that I have resigned from the Liberal caucus and as Deputy Speaker of the Legislative Assembly.”

Hutton had already announced that he would not be seeking re-election.

“As many of you know, I am not running again in the upcoming territorial election,” he wrote in the letter.

“When the time comes for you to consider who you might vote for, I encourage a vote for Kate White’s NDP.

“Kate is an honest, genuine representative who cares about people ahead of everything else. This is why I hope to see her elected as the Yukon’s next premier.”

Hutton said he will remain in office until the end of his mandate.

The Star asked the cabinet for a response to today’s dramatic development.

Nothing was received before press time this afternoon.

Speaking to the Star late this morning, White called Hutton “incredibly brave” and said “that took a lot of courage.

“I’ve known Don to be a man of integrity, and I look forward to hearing what he has to say.”

White noted the NDP has a policy of not accepting new members who have resigned from another party into its ranks.

Only MLAs who have run under the NDP banner are eligible to join the caucus.

Dan Cable, the clerk of the legislature, explained to the Star early this afternoon that Speaker Nils Clarke, a Liberal MLA, will now hold the deciding vote on all matters of confidence, such as the budget.

Hutton’s resignation leaves the Liberals with 10 seats, including the Speaker, who is nominally neutral. The opposition now holds nine seats, leaving the Liberals with a razor-thin majority.

After the house convened at 1 p.m. today, Clarke formally notified MLAs of Hutton’s resignation as deputy speaker and chair of the committee of the whole. There were no other remarks on the subject.

“This is a stunning indictment of the Liberals lack of leadership and their inability to get things done,” said Tim Kucharuk, a spokesperson for the Yukon Party said.

“From the lack of a path forward leading the territory out of the pandemic, to no plan to get students back to in-person learning full-time, more and more Yukoners have become dissatisfied with Liberal inaction and broken promises.

“It seems that dissatisfaction also extends to within their own caucus.”

Late last year, Hutton created controversy in the legislature by suggesting liquor sales to be the equivalent of engaging in criminal activities during a private member’s day.

During the debate, Hutton compared the sale of alcohol to dealing drugs.

“The members opposite (Yukon Party MLAs) have made this look like it is a very simple issue; you either support business or you don’t.

“It is not that simple. Keep in mind the businesses that we are talking about here,” Hutton said at the time, quoting his comments from the official record kept by legislature staff.

“Alcohol is a psychoactive, mind-altering drug. My definition of a drug dealer is somebody who sells a psychoactive, mind-altering drug, knowing that it can cause harm to people, for profit. Let’s make it cheaper. Let’s make it more accessible.

“I am happy that the legalization of cannabis provided us with the opportunity to finally talk about alcohol as the drug that it is.

“You know, it is not a beverage,” the backbencher added.

“I didn’t teach my kids that alcohol was a beverage; I taught them that it is a drug. I think that is something that we should all be teaching our children.

“It is the most dangerous drug — not just in Canada but in the entire world.”

The truth hurts. I see a guy that tried to work with the system for 4 years and realized what he needs to do.
This not partisan. Ignoring it is.

This is a cry for help. We have 3 parties that can answer it. We will be better if it is answered.

The claim that Mr. Hutton did a great job of representing his constituents is quite untruthful. Mr. Hutton did a great job of representing the communities of Mayo and Keno however, he was largely an invisible presence in the other communities. Two times I have written to his office with concerns that were never responded to and you would very rarely see him in the community where I reside.
Bailing out and stabbing the party leader in the back at the eleventh hour sounds more like a temper tantrum than an act of courageous moral conviction. This is no loss for the Yukon Liberal Party nor is it a loss for the riding of Mayo- Tatchun inclusive. For a riding that relies on the economic benefits on the mining sector, his plea for us to vote for the NDP is a dangerous proposition. I am no fan of the Liberal Party but I would much rather have Sandy Silver calling the shots than Kate White.

Well Don Hutton and Kate White are the ones who spend the least amount of time in the legislature, especially after the cameras are turned off. So you know what they say, "birds of a feather, flock together". If Don is so concerned about his consituents being heard, the least he could do is show up for work.

An MLA's primary job is to represent their constituents. Mr. Hutton did not feel he was doing an adequate job as his boss- Mr. Silver did not share the same level of concern for the issues Mr. Hutton brought forward regarding his constituents. So he quit- simple enough - But great timing Mr. Hutton, you can bet it stings where it should.

Hello Ed - Setting aside the issue of Hutton the rest of your submission is on the button. These Liberals know nothing about Mental Health. They have hired for and structured for a Mental Health and Wellness human resource infrastructure that knows nothing about human behaviour, mental health, and how to work with it.

The problem is that you have a nepotistic lattice work of enablers who ‘may’ be able to work somewhat with some people they ‘like’. They will put on airs and they are supported by an external network of like-minded individuals who enable the enablers; Politicians, Legal Aid, some Crown, many Social Workers, and a host of others.

When you crack the shell to get to the meat of the nut there is nothing there. You feel robbed, you feel deprived, and it gets worse when you finally realize the whole damn tree is similarly vacuous. It is ironic that the walnut is said to resemble the human brain... Curious parallel?

There is room for empathy for some of the individuals who work there but these are few. The hub model as it has been deployed is a stupid concept and it does not work because it is in sufficiently resourced; human capital included. However, that could be because of the quality of the staff that have been hired... Keep in mind though that management and HR hire for fit - Anyone decent will likely be screened out.

People calling him selfish, consider this.
Don served his constituents faithfully for more than four years, while in obvious disagreement with his party. He could have just retired quietly and let it go.

He did his time, while Cabinet ran the show and left he, Paulo and Ted in the dark. I think this was a courageous and principled move.
Not everyone will agree of course, but you have to respect him for taking a stand for the people he represents.

Addiction is a serious issue here but not the only issue facing citizens and the government.

Integrity and honesty - these are two words this Liberal government does not know the meaning of. Yes Mr.Hutton may be retiring but to do this at the end of his career so voters know the truth takes honesty and integrity. This Liberal government has demonstrated time and time again - they lie and will cut loose anyone, anywhere is the “chain of command” who dares to speak the truth.
To Mr. Hutton’s primary issue about drugs and alcohol - where was the “comprehensive” mental wellness/ADS services that Minister Frost puts on a pedestal and speaks of being so amazing, why were they not providing comprehensive services (what a joke) to this community? Headed up by the trauma informed doctor - it is all an illusion and ill spent dollars on a service that only serves Whitehorse and only for who they can “cure”.
Somehow in four years the Liberals have managed to make the legacy of the Yukon Party look not that bad. Kate White and the NDP is the only choice we have yet to make and after this .... what do we have to lose when we may gain honesty and integrity. One thing is for sure if Kate White become Premier a lot of public servants and useless, invisible DM’s should be doing some career planning as she will clean that dirty, corrupt house of cards known as HSS. You have my vote.

Well this really isn't surprising. I don't know much about the guy, but the Liberals are centrists and moderates. So if he is calling bar owners 'drug dealers' and doing everything he can to all but ban alcohol in the territory, he would obviously be much better suited to the far left party AKA NDP (No Development Party). God help us if they ever gain power. Luckily there is small chance of it. Also, good on the Liberals for making sure this guy was never a Minister in charge of anything. Yikes!

I suspect there is more to this than meets the eye!
Don is/was the black sheep of the flock.
Drugs an alcohol issues have been a problem of Mayo, Dawson, Watson Lake, Ross Rvr.. well you get the picture.
The fact that Don was never respected by the Liberal Caucasus is the real issue.

Patty is the daughter of a lifetime friend of Don’s. Don was going down anyway- might as well try to sink the good ship Libby-pop.
Not sure his support of Kate and the NDP is genuine-
Regardless- makes for interesting polly-ticks.

Don (and Ted Adel) were about as effect as tree stumps in the Legislature. I find it highly suspect it took Don 4 years to figure out he and the Libs were on separate pages, sounds a bit more like sour grapes.

He’s not wrong that the Yukon (and every other jurisdiction) is facing a terrible plague in drug and alcohol addiction. What he neglects to mention that the government and even the opposition were focused on the actual plague known as COVID and with only a single death and less than 100 infections we’ve all done a great job of that.

Every action has a motivator, and it’s usually power in some fashion. And mainly financial. I wonder what’s going on here? Cause this is quite the kick in the liberals teeth. We might never know, but I’m deeply suspicious.

Either way, bye bye Hutton, you won’t be missed as nobody knew you were there. I work in social welfare, and I’ve never heard you talk about your reasoning once. Which makes me even more suspicious.

As a previous poster on a previous story who was hoping for Lorraine stated that Don had been pretty much the invisible man in the riding since being elected.
As for Milley guy bragging about Kate should know that she goes home at 3 pm when the legislature closes at 5 pm and she also never resolves anything you take to her. She will arrange a meeting for you - something which you could have done yourself to begin with. On more than one occasion just so you know.

Manfred: well said.. I have also known Don for many years, and i adore Kate White, (AND her Mom). Kate White is probably the best person in any party for us.. but.. I have a concern about the Federal NDPs. Trudeau has been involved in scandal after scandal, has charges of bribery against him, found guilty and fined $200. The price of alcohol needs to be increased several fold. Take the income and invest it in youth programs (sports and activities) so teen don't end up drinking so much and in turn don't become a huge burden on our health system.

YG and the YLC needs to take the true cost of alcohol into consideration of their pricing.

The backbenchers in the Liberal caucus seem unusually quiet even for that role. If they're not being consulted about policy, as Hutton claims, that must be frustrating. A razor thin majority is interesting. Not to mention he's suggested Silver is planning an election, which let's the cat out of the bag.

The NDP doesn't accept floor crossers at all? I thought they didn't approve of it unless the member was elected as a member of their party.

So, on the horizon of an election, after waiting 5 years (doing nothing I might add), when the pay cheque is up, this guy leaves and says he wants more for the people. Collect a paycheque, do nothing other than complain about others doing nothing - strong enforcement for NDP!

I made my first trip to Mayo in the summer of 2020. I got lost trying to find a place to eat. There were a group of people (3 adults and a kid) by a gazebo. I stopped my truck to ask for directions for any food. The individuals could barely walk and said they'd tell me if i gave them beer or something to drink. I thought it'd be a good group of people to ask because they had a kid (maybe 8 years old) with them and they were kicking a soccer ball.

It was then I realized EVERYONE in the group had been drinking. I'm glad Hutton is taking a stand.

And the doctor cuts off the wrong foot... And during surgery you develop a blood clot and stroke out and you end up in a wheel chair you have to blow into to make move but then you get Covid... You become depressed and are left with suicidal thoughts... That you cannot carry out... That is Liberalism in a nutshell and you are the nut!

Hutton’s departure makes this session the 5th consecutive one in which at least one government MLA has crossed the floor. But unlike many predecessors, Hutton has failed to first prove himself as an effective voice in the Legislature or to demonstrate any political achievements. Since he’d already chosen to retire, this lone crossing moves a silent chair from one back corner to another and little else.
