Liberal MLA questions Speaker's impartiality

Riverdale North MLA Ted Staffen, who also serves as Speaker of the legislative assembly, is saying little about a letter from Liberal house leader Gary McRobb questioning Staffen's impartiality as Speaker.

"I'm the MLA for Riverdale North and proud to be so, and as for the rest of Mr. McRobb's issues, those are his issues,” Staffen told the Star Tuesday. "I represent my constituents to the best of my ability.

"I'm not going to respond to that letter,” Staffen added.

But how Staffen represents his constituents, as well as Staffen's presence in recent Yukon Party literature distributed throughout the territory, is what McRobb takes issue with.

"In one instance, you appear in the recent publication entitled: A Message From the Government Caucus,” writes McRobb.

"In this document, you appear in a group photo as part of the Yukon Party government caucus. In another photo, you appear again attending the opening of the Yukon Cold Climate Innovation Centre, a Yukon Party initiative.”

But Staffen said in previous years, he has appeared in similar literature without any complaints from opposition MLAs or parties.

As is tradition in the Canadian Westminster Parliamentary system, upon which the Yukon's legislature is based, the house Speaker is viewed as the arbiter of debate and as such must stay clear of partisan politics.

Here's how the legislative assembly of Ontario describes the importance of such behaviour:

"The impartiality of the Speaker is a deeply entrenched feature of parliamentary democracy. Although at present in the Ontario Legislative Assembly, the Speaker is not required to give up his or her Party membership, the Speaker remains impartial in the Chair.

"Outside the House, the Speaker refrains from participating in partisan activities, and does not attend Caucus meetings. Inside the Chamber, to underscore the Speaker's nonpartisan position, the Speaker does not participate in debates. For similar reasons, the Speaker does not vote, except in the case of a tie (this is referred to as the Speaker's "casting vote”).”

While McRobb points to Staffen co-hosting a constituency meeting with Riverdale South MLA Glenn Hart where "a number of partisan topics were discussed, in which you participated, including the ATCO scandal,” Staffen insisted this could not be avoided.

"I hold four constituency meetings a year, so some of those are going to conflict with legislative sittings,” said Staffen.

McRobb, who is the MLA for Kluane, could not be reached for comment.

HAHA ok Pillman I get it, you don't value an education. If you are so dissatisfied with the current gov't then I challenge you to run in the next election. I have been to the Legislature and watched the proceedings as well, and have on more than one occasion witnessed members of the Libs sleeping in their chairs. I have also witnessed Staffen smacking down people from all parties, including his own, when they get out of line. By the way if anyone ever want a good show seeing Darius pretend to cry and have a hissy fit is always a good time.

Fentie and Ted's EXCELLENT ADVENTURE. Starring McRobb as Rufus. Geee Francias, Whitehorse did the favor of not electing a person from an educational facility; Bev Buckway ring a bell?

I wonder when Bev Buckway will ring the bell at the 98?

Sorry but just because people have a little piece of paper people really think they are on some untouchable level compared to others. I'm not bullying anyone, why do you guys make up things to attack me? Oh right, because I am correct and you are wrong. You cant refute facts, you just stomp around like a little kid saying "exactly your above comment" lol. And sorry to burst your bubble but real knowledge does not, and will never come from an educational facility. So stand with pride and salute your little peice of paper like a good little soldier

HMMMM I think I will comment on anything I like Pillman. I'm not going to let someone bully me into not saying anything. I have just as much right to post comments as you do. Oh and I have a very expensive peice of paper hanging on my wall that says I do know what I'm talking about.

To all ather posters:

don't let people like pillman bully you into silence. There are many people who post things on this site that I don't agree with, but I will never try to bully them into silence. Bullies only win when you let them!

Staffen was right not to comment on McRobb's letter. It's a joke. McRobb is a joke.

As a resident of Riverdale North, Ted has been an amazing representative and voice for his constituents.

I hardly think attending an opening and appearing in a photo is cause for all this.

...and francias, perhaps you should stop and realize that some people have more of a clue than you think. I suppose it never occurred to you that you might be the one with no clue!

Hey Nile, please refrain from commenting on something you have no clue about. Staffen is a yukon party flunky. A speaker is required to be neutral. I've watched some of the sittings and its seriously embarrassing how staffen shuts down anyone who would dare question the YP. Enjoy it while it lasts ted, your actions are undermining the word democracy. And your reaction to mcrobbs letter is one of a child, how refuses to answer legitimate questions. You are another fentie clone, hang your head in shame.

So whats your problem McRobb? That Staffen talks to his constituents and he attends events that look at the importance of the Yukon environment. Wow the Lie-berals are really grasping at straws now.

Staffen is largely responsible for the poor decorum and ineffective debate in the Legislature. He does not seem to understand his role - his role is not to simply facilitate Fentie's agenda and engage in partisan politics but to ensure that the dialogue in the Legislature is constructive and meaningful. Therefore, he must seen as non-partisan and impartial. But who is fooling who - Fentie pulls Staffen's strings. Staffen is just another YP flunky who will leave government with little no dignity and no respect from Yukoners. You aren't fooling anybody. Staffen should resign as the Speaker. I am waiting for something to inspire me from the Libs or NDP - still waiting.
