Kent shifts part of hefty bailout blame to NDP

Official Opposition Leader Liz Hanson continued the NDP’s criticism of the secretive Mountain View Golf Club deal Wednesday, demanding answers on how precisely the previous Yukon Party government delivered its $750,000 bailout to the non-profit society in February 2011.
“The cheques had to be cut and signed by someone,” the NDP told the legislature.
“The monies had to be pulled from somewhere and allocated to some account in the government’s books.
“Clearly, this government doesn’t want to tell Yukoners where the money came from.”
The controversial arrangement saw officials quietly hand over three-quarters of a million dollars to Mountain View to discharge its $500,000 debt, provide an additional financial boost and, in return, put a 51-hectare parcel of land back in government hands.
The land was leased by the course in 1997 and set to stay in the non-profit’s hands until at least 2027.
“This is not an issue about golf or NGO funding; this is an issue about government transparency and accountability,” Hanson said.
The payout does not appear in any 2010-11 budget documents.
More than two weeks after the government was first questioned in the legislature, the public has not been told which department cut the cheques, “or who had the authority to sign those cheques,” Hanson noted.
The Community Services department, under former minister Archie Lang, was prodding the City of Whitehorse on a possible bailout as early as June 2010, internal documents show.
Beyond bailing out a non-profit, the government has repeatedly cited the parcel’s “prime location” and its potential as a Whistle Bend subdivision expansion site as the reason behind the covert exchange.
That professed motivation runs counter to correspondence between territorial and municipal officials that reveals the city had no interest in land that a feasibility study showed to be largely unsuitable for development.
“Will this minister tell Yukoners if families who bought land in Whistle Bend picked up the tab for this government’s backroom deal?” Hanson asked Wednesday.
She pointed out lots in Whistle Bend were priced at the cost of development.
That includes the expense of trails and storm-water management, “which is exactly what the minister repeats the land was intended for.”
Community Services Minister Brad Cathers revealed no new information on the deal.
“It’s clear from the file that the minister of the day (Lang) in February 2011 made a decision to help this NGO,” he said.
Cathers offered little beyond what Meadow Lakes Golf and Country Club owner Jeff Luehmann has already released in scores of documents, which he wrested from the government via access-to-information requests over the course of a year.
Cathers also noted the Yukon’s conflict of interest commissioner has cleared Premier Darrell Pasloski of any inappropriate action.
Pasloski was on the Mountain View board when the deal went through, two months before he officially unveiled his candidacy for Yukon Party leader in April 2011.
Nonetheless, the commissioner advised Pasloski not to comment due to “perceived conflict” around a bailout that all board members were aware of.
“The fact is not a single member of this Yukon Party government will stand up and take responsibility for this deal,” Hanson said. “It’s an embarrassment.
“They can’t take credit for actions of past Yukon Party governments without taking responsibility for past mistakes as well.”
Energy, Mines and Resources Minister Scott Kent took a new tack. He suggested the previous NDP government was indirectly to blame for the hefty bailout because of the generous lease it had signed with Mountain View in 1997.
The 30-year lease — with a 30-year renewal option in 2027 — “gave the golf course exclusive control of the area, as though it were private property,” Kent said in the house.
“Furthermore, this NDP lease that was entered into did not include conditions that would enable the government to break the lease without compensation.
“It was necessary for the government to purchase it at an appraised value, which is exactly what was done in 2011,” Kent said.
The lease cost the golf course $125 annually — which would add up to $5,875 between 2011 and 2057, plus “compensation.”
Mount Sima, another non-profit run on land leased from the government — in this case the city — also has a 30-year lease.
“The government came to the aid of an NGO that benefits Yukoners — I’m sure there are even a few NDP golfers out there — and freed up land to facilitate the development of Whistle Bend, something that was important to Yukoners who were looking for lots in the day — and we still have a golf course that is an incredibly important piece of recreational infrastructure for this community,” Kent added.
Before the legislative day was done, Speaker David Laxton chastised both parties for churlish behaviour: “Heckling on both sides is getting to the point where it is very difficult for me to hear what everybody is saying. So bring it down a notch.”

I will boldly suggest that you consider two things; the first is to follow your conscious and if you feel the need to publicly support less than desirable performance by a politician for partisan reasons, then also at the same time privately let that politician know what you really think. The second thing is (REGARDLESS OF PARTY) that if your political view is that narrow that you will blindly vote by party lines regardless of the individuals, then in the future take responsibility for those that have run for office for the wrong reasons, they are yours to manage.

Some politicians run for office for the right reasons; not for their egos, not to feather a nest, not by nepotism, not because they needed a job and not because they saw it as a profession with perks. The reality is, in the small jurisdiction of Yukon, it is a minority who run for the right reasons. The rest (REGARDLESS OF PARTY) may not always have the public’s best interest at heart throughout their full term; this of course is truer of those who hold the power, (REGARDLESS OF PARTY) than those in opposition.

Another elitist, so-called non-profit, society always looking for government monies. The Mount Sima Ski Society was a similar situation, and look what (finally) happened. They were forced to pare down their operation, and they found private supporters, who actually use the facility, to keep things running. If a society can not pay their bills, they should not be in existance.
ALL Whitehorse taxpayers should be scrutinizing this, and other non-profit, society's finances to determine why we are subsidizing them to the detriment of other, all-inclusive, projects.

Nearly all YTG employees don't give a damn about the job they were hired or elected to do. It's all about that 'golden handshake' pension, and the widespread incompetence makes it easier for them to keep that pension focus.

All and I repeat myself ALL political blowholes will do just fine, they have one thing in common regardless of their advertized self promoted accolades...they live off of all of us.
Folks give it some thought, people with the same agenda...THEIR selves!
They play us like pawns and many (not all) eat it up like a "free" union BBQ.

Ya probably know a few whom are doing quite well living off the nest they made with our monies.

Who signed the cheque? Good question. A simple look back can tell that the DM at the time, was Jeff O'Farrell, the Director of Finance, (C-3) Community Services, Chris Mahar, who is, by the way, still in the role today. Can we have an Audit please, and compel some of our senior public servants to speak the truth? They are, after all, working for the taxpayer, and should allow themselves to be placed in the situation of any conflict. Unless of course we have a system where in the Public Service, ethics can be used as the situation warrants.

Wait a minute. Are they suggesting that the invisible $750,000, which nobody can find anywhere in the budget, was charged to home buyers in Whistle Bend?! Former renters of mine bought there. Two hopeful, decent young adults with a baby and this was the best home they could afford. They saved for a down payment.
If I find out that the Yukon Party ripped them to help out their golfing friends, I am telling you disgust will far too kind a word. That is absolutely despicable. And Scott Kent, Brad Cathers, Elaine Schiman, What's Her Name who never knows anything.. seriously she's a minister and I can't even remember her name.. Taylor, Elaine, this crew of YP loyalists just hammer away trying to hide what they did. Can you believe it?
Please get to the bottom of this. Fire them all, including every low-life who refused to give Jeff Luehman the documents, lying to please their masters, sniveling for a promotion for being loyal - or god knows why.

I think the “Speaker of the House” should ask Cathers and Kent to directly answer the key questions they are evading.
If they do not they should be asked to leave the house for a cooling off period. It’s my understanding that Mr. Laxton has that power.
The content Mr. Laxton could play in his head is that these Ministers may be covering up wrongdoing which is unacceptable. I know many people of all ages and different backgrounds who agree with me. In particular, it’s disrespectful to show our children and new citizens of Canada that this type of behaviour can take place within the sanctity of a territorial parliament. It makes the Yukon look like a developing country.

Mr. Kent the Yukon Party is going down the tubes and you know it. Why don't you and some of your colleagues sit as independents until Darrel and Brad are removed.
They have no idea of what the Yukon wants, where it wants to go and how to get there. Don't be part of it. Wade, Elaine, Doug, make a change for what is right, not BS. I thought the NDP and Liberals were bad. The Yukon Party has gone off the edge and falling in never never land.

How many of these YuCons get a cushy little pension and perks when they are voted out? They are behaving as if they don't care that they likely won't get elected again.. What's their payout? 100k a year? that would be close to 1 million just for Elaine Taylor alone.. plus pension for the rest of her life, which she can start collecting the day after the election. Wow..maybe they really just don't care.

The speaker of the house has to restore decorum in the Yukon legislature!
He cannot let one party mock another while refusing disclose where the golf course bailout totalling $ 750,000 came from. This has nothing to do about the value of the facility or the fact that it is still operating.
Speaker David Laxton served in the military as a peacekeeper yet he cannot restore decorum in a legislature the Yukon Party has turned into a daycare off the rails? My apology to daycares and parents for this analogy!
Veterans of peacekeeping and the great wars did not serve and fight for the dishonour Ministers Kent and Cathers and the Premier are displaying in the legislature.
Keep up the good work Sandy and Liz. Democracy will prevail as the darkness and dishonour of the Yukon Party are exposed to the light of day.

Nice try, Mr. Kent, except it wasn't necessary for the government to buy out the lease. The City didn't need or want the land for Whistle Bend development. It's clear from the documentation that Whistle Bend development was only a ruse that the government came up with after the Minister said to find some $ for the golf club. They could have kept that lease until it expired and nothing at Whistle Bend would have changed. It's bad enough to pull a fast one. It's worse to treat people as if they are stupid.

You have to be kidding! You cannot turn this around on the NDP. This is not a comedy skit and I hope that is not your intention- this is government accountability for money secretly given to a golf course when other groups received no funding and issues like social housing was not dealt with by your government.
Contempt of democracy has a way of coming back on politicians- smarten up Mr. Kent.
