Who let the dogs in?

The city is once again letting canines into the mezzanine of Takhini Arena.

The city initially stood by its 2012 policy to keep all canines, except service dogs, out of city-operated facilities.

However, the city announced Wednesday afternoon that dog training groups will be permitted back in the rink space it had used during the winter months in previous years.

The access will be for a one-year trial basis.

"It's a compromise,” Chris Milner, the city's indoor facilities manager, said in an interview this morning.

The city began banning the animals from facilities it operates in April 2012 after granting an extension from the originally proposed date of Jan. 1, 2012.

Last August, dog groups, which have used the mezzanine through the winter for more than 20 years for training, asked council for a further extension until a permanent location could be found.

Council stood by the policy, instead offering the services of a facilitator to a maximum of $5,000 to help the groups move forward in finding a new space.

Numerous health and safety reasons were cited as the reason for the ban.

They ranged from allergies to dog hair getting into ducts to the interactions between dogs and other arena users.

Milner said the reality of the situation is that it's been a little over a year of the groups looking for a new training facility with no other options found.

Whitehorse has a large dog population, and there's a huge interest in supporting having canines that are well-trained.

"Their case was pretty compelling,” said Milner, who took his job with the city after the ban had been put in place.

As Mayor Dan Curtis noted in a statement: "City council is keen to encourage responsible dog ownership. It is clear that this type of training contributes to the overall safety of the city's residents and public spaces.”

While the city will continue to ban pets other than service dogs from the facilities it operates, the Dog Handlers' Facility Group (made up of a number of dog groups) will be exempt from the ban.

Access to the mezzanine will be provided by a side door at the rink rather than the main entrance.

That will help address the concerns over interactions between the dogs and other arena users, Milner said.

As for the other issues cited as the reason behind the ban, Milner noted the city will do periodic air quality testing, and extra attention will be given to cleaning up the mezzanine following use of the space.

Milner pointed out the city has the option of charging extra on top of rent to have the space cleaned up if needed.

Glenn Wadsworth, chair of the Dog Handlers' Facility Group, said in a statement he's pleased the city agreed to allow them back into the rink.

"Access to the Takhini Arena mezzanine will allow us to deliver a number of dog-related courses that have as their goal well-behaved and disciplined dogs.”

No...No...No...Yes. Anybody ever do the math on how COW can't make a decision and stick by it? How much time in council meetings, not to mention time spent my COW employees, has been spent on saying "No" to this issue just for the new mayor and council to do a reversal and give it the nod? No wonder our taxes are so high...stop wasting time and money on something that you have already decided and put to bed!!!

I taught with young children in the arena in 2007 or 2008 and I must tell you that as the dog owners cleaned after themselves. There was so much dog hair on the floor and on every place in the mezzanine was just full of hair. It made play on the floor impossible. In spring we were outside most of the time. My allergies were horrible. I never said anything, but it was a long six months.

I have two pets and not against the dogs, but hair and allergies don't mix well. People renting this area must be made aware of this.

Peanut allergy on Feb 19, 2013 at 10:33 am

Until you have a child with a severe peanut allergy you will not understand how important it is to have a peanut free environment . If my child is even in a room with someone with peanuts she has a reaction.So I think that is a very unfair comment.

Stop blaming us newbies for people whining. Stop assuming it's newer people doing the whining.

I moved here 2 years ago. We love it here but wow people like to harp on stuff. End of my rant, everyone have a great day, please.

Jackie: I don't disagree that the complaining is getting out of hand but I don't agree with you on the "new to town" thing. That is the standard line to discredit someone's legitimate concerns here..."how long have you lived here".. Who cares. How long does someone have to live in Yukon before they can have an opinion?

I really grow tired of these special interest whiners. Just like the peanut free gang. Yes, having allergies is not fun. But accommodating one person out of 100 is very unfair. Why should one persons allergies wreck it for everyone else? This dog situation is the exact same thing. The vast majority of people support them using this facility. Then you have one or 2 vocal opponents against it. This is more than dog hair, so stop making up strawman arguments. Maybe next time you are out with your kids a dog might not bite them due to the training they received. I'm sure you will be quick to change your minority opinion. And this argument seems to be wrecking everything in our society. ATVS? Traffic circles? Etc, etc. Stop complaining about nothing. Because you are the only one to have the hurt feelings over usually nothing important at all. And I'll assume you are new to town. Because we have never had so many complainers as we do now and frankly I'm getting tired of your whining.

I can't see this lasting.

The mezzanine area also serves as a dryland training area, kitchen, dining area, beer garden at various times of the year, I suspect if a formal complaint to Restaurant and Food Service Inspection was lodged it would toss the dogs out of there in a heart beat. Aside from the hair, dander, urine and feces the dogs entering in via the same entrance where excited kids are it is a recipe for disaster.

Council Chambers is only used for 3 hours each week, why not let the dogs rent that space out?

I am truly disappointed.

I thought we finally got rid of the dogs out of Takhini Arena.

With a hockey parent who is at this arena at least 3 times a week, this is LAST thing I thought would happen.

On various occasions we have rented the Mezzanine (upstairs), and I can tell you it was disgusting! Dog Hair EVERYWHERE! With a kid with multiple allergies, including dogs, lets just say it was not a good situation!.. I canNOT believe the City has allowed them back. Seriously, there is NO other venue for them? Why do you put people's health at risk? Totally Unbelievable in my humble opinion.....

This is great news. Thanks to Mayor and council for being open minded about the whole thing. This decision will derive many benefits to the people of Whitehorse and as a bonus it will also provide user fees to the city, in other words a win win situation.

The city should continue to work collaboratively with the user groups to eventually establish a dedicated facility but until then the various user groups need to share what we do have fairly because we all contribute equally.

Sounds like the city caved once again. Nowhere else in civilized Canada would this be allowed. Now that they are allowed in will they be charged the going rate $100 per hour?
