ADVANCEMENTS ACHIEVED – The benefits to Yukon- ers from a budget approaching $2 billion and landmark amendments to the Child and Family Services Act are two highlights of the spring sitting, says Premier Sandy Silver, seen Wednesday in the legislature.

As a somewhat contentious spring sitting wrapped up in the legislature Thursday, all was coming up roses in Premier Sandy Silver’s world.

Silver, who could charitably be called an eternal optimist, had a rather sunny and blue sky view of the proceedings as he scrummed with reporters.

One of the key highlights for him was seeing the amendments to the Child and Family Services Act passed, he said. He called that an example of the rapport his regime has developed with First Nations governments across the territory.

“It was very profound,” Silver said.

“We’ve co-developed the changes to this legislation with those First Nations governments.

“There is just so much work that is happening right now between government in the Yukon that is the envy of other places. We’re extremely proud of this legislation.”

The only time Silver deviated from his positive outlook was when he talked about the fractious relationship with the Official opposition Yukon Party.

“We have a job to do, and that’s to represent every single Yukoner. In my (Klondike) riding, I work very well with people who did not vote Liberal. That’s our job,” the premier said.

“I’m always willing to meet a political party halfway, but we don’t get that offer from the Yukon Party.

“There was complete disrespect, even taunting to go for fights out in the parking lot,” Silver said. “Yukoners deserve better, that’s for sure.

“I’m proud of the professionalism that was show by my ministers. I’m also very proud of the work down between (NDP Leader) Kate White and myself in the CASA agreement,” Silver said of the deal signed a year ago this week to keep the minority government in power.

“You know we will do what we can to uphold that agreement.”

Under more questions from reporters, Silver didn’t add much to the anecdote about the Yukon Party.

He simply said some of that party’s members had challenged his team to “meet them in the parking lot” after one testy question period.

“That’s the level of maturity we’re being hit with,” Silver said. “It’s absolutely unacceptable.”

While he praised the NDP to some degree, he did say, though, that he disagrees with the sentiment expressed frequently by NDP MLAs that the government “isn’t working fast enough.”

Silver called that an unrealistic approach, noting that changing legislation and policies takes time.

Silver said he’s noticed that spectators “pack the gallery for tributes” – but then flee as question period starts.

“No one wants to see that. They don’t want to see political arguments, they want to see political parties working together. Two of the three parties right now are working together.”

Silver’s positive attitude was continued in a statement from the government released later in the day.

“We are pleased to pass another surplus budget that will improve the lives of Yukoners and build a stronger, more inclusive territory for generations to come,” it said.

“These investments will help ensure all Yukoners benefit from our territory’s strong economic growth.

“We are making life more affordable for Yukon families by making record investments in child care and early learning initiatives as well as housing and lot development across the territory.

“We also continue to improve the Yukon’s health and social services system as we implement the Putting People First recommendations.

“Further investments in renewable energy projects and infrastructure throughout the territory will advance our climate change goals while supporting our green economy and building resilient communities.”

Silver told reporters “this budget is not stale, it has record investments for many initiatives.”

In the news release, the government stated, “The 2022-23 budget shows a surplus of $39.5 million and a total of $1.97 billion in spending. This includes a record capital budget of $546.5 million for the territory’s roads, buildings, bridges and airports.

“These investments will bring benefits to Yukoners in every community and help support the territory’s growing economy.”

Budget highlights, the statement noted, include more than $26 million in lot development in Whitehorse and in communities “to help ensure that all Yukoners have access to an affordable, safe place they can call home. 

“The budget also includes $17 million for affordable community housing and more than $11 million in incentives for residential construction.”

The release emphasize more highlights.

“The budget also includes $80.3 million to address the ongoing climate emergency and deliver on commitments outlined in Our Clean Future: A Yukon strategy for climate change, energy and a green economy.

“This funding is critical as the territory continues to address a climate emergency and work to reduce its emissions, shift to affordable renewable energy and build a strong green economy.”

An allocation of $15 million will support the Atlin hydro expansion project as part of a three-year, $50-million commitment, the government noted.

“The project will bring approximately 8.5 additional megawatts into the Yukon’s grid, enough electricity to power about 3,750 Yukon homes each year.”

Several pieces of legislation received assent, including:

• Act to Amend the Assessment and Taxation Act and the Municipal Act (2021). The changes expand the definition of local improvements to include energy-efficiency retrofits in the act.

The amendments enable the creation of the Better Building Program, which can provide loans up to $50,000 for home energy retrofits and up to $100,000 for business energy retrofits.

• Income Tax Amendments Act (2022), which includes changes that align the Income Tax Act with its federal equivalent and modernizes it. There are no tax increases nor new taxes.

• Act to Amend the Safer Communities and Neighbourhoods Act (2022). The amendment will support a review of the Safer Communities and Neighbourhoods Act in 2023.

• Act to Amend the Legal Profession Act, 2017 (2022). The changes will allow the Law Society of Yukon to permit out-of-territory corporations to practise law here, “expanding access to justice for Yukoners,” the government said.

Silver is lexically challenged. When it states “tribute” it means “obeisance”. And yes, I mean “it”. Silver and the Liberals do not deserve respect as human beings. I too have been a victim of the “tribute” and have even received an award during one of those “tribute” times.

Yes, people are coerced to attend these sham photo ops and look at me, look at me ceremonies… See! Look at me recognize my loyal subjects. However, before a Liberal pats you on the back while singing your praises, first, make sure they are not holding a knife.

Have you seen our schools lately? Beer cans, liquor bottles, condoms, marijuana wrappers and vapes, cigarettes, teachers hiding in fear of these young reprobates. The Jack Hulland School fiasco is absolutely ridiculous. The Social Services group home scandal, the impotence of any arms length agency to deal with these matters, a cuckolded civil service, and an absolute joke of a Justice Department under the direction of an unethical leadership - McPhee, Phelps and so on.

You will own nothing and you will be happy… Not even your own mind…

Only a coward would suggest to a politician that they duke it out in a parking lot. Imagine being that much of a deadbeat. Cry like a man-child and then when you don't get your way, result to proffering violence. How pathetic. We teach our kids "use your words" when something makes them upset, LOL. Also, just in case any of you other deadbeats need a reminder, the current count is 1 zip for the Liberals a-la Justin's dismantling of that drunk deadbeat Brazeau but hey, don't let history get in the way of your narrative, tuff guys.

It is an absolute conflict of interest. You cannot retain people who actually know what they are doing, people who are compliant with law, policy, and procedure because they would not support this stupidity. That is exactly why you have a bunch of Liberal Nova Scotians destroying the economy - Look at the mess of Atlantic Canada… A well known Liberal bastion of intellectual depravity… I feel… Therefore I act!

Of course, this used to be the opposite of what we used to consider normative, leave your feelings out of it… Restrain your impulses… Now, the impulse is the raison d'être… You cannot progress as a society under this rubric.

This stupidity was reinforced by an influx of Liberals from Ontario who were rejects under the Wynne-less government. All of this coincided with real declines in fluid intelligence, diminished capacity for working memory, with consequential losses in the Collective intelligence and the eschewing of reason and logic for emotionalism.

Literally, the kids have very little use for their frontal cortices these days. TikTok, Twitting, YouTube infotainment learning, gender-bender studies, and thinking up ways to get attention from teachers by making up pronouns to suit the spontaneity of their impulses - WTF have you people done? You have no idea!

In parallel with this stupidity is the government’s push to legalize weed to assist in this transition to Dumbville… It is the only way for intelligent people to be able to relate to this brave new world of Liberal ignorance wherein cannabis is the only true path to intellectual equality. Unfortunately though Liberals smoke dope too so it kinda cancels out the potential minimization for an intellectual parity. With all the grateful immigrants flooding the landscape it is likely that the disease of Liberalism is here to stay.

No wonder there has been a dumbing down of the Yukon Education system. Too many Liberal rejects in the Yukon voting for and supporting the other Liberal rejects!!

As a public servant, I can tell you that the Liberal Cabinet office calls groups from the public services - health, education, mining, etc. to "pack" the gallery for tributes, to make it look like they have massive support.

It is them putting on a show. When the gallery empties after tributes, it is simply because public servants and private workers have to get back to work and their time being a Liberal puppet is over. I've been told by higher-ups that we HAVE to attend for the tribute. The YP government never made us leave work to listen to them schmooze. It is annoying, and this government should let people do their jobs without making Tributes a show. Most of us support the other guys, anyway.

@Yukoner Ok, so you are saying its not a 'real' surplus because it is due to Yukon's transfer payment from the feds. So can you please define what a real surplus looks like? How should a surplus be achieved instead of spending less?

Also, I bet you would be complaining if the government ran a deficit. So really the government can do no right in the eyes of conservatives. You guys are such rabid partisans that you can't even admit a surplus budget is a good thing, just because it happened under the Liberals.

@ Yukonerer a negative deficit is a surplus and a negative surplus is a deficit. The point is the government saying they have a surplus in the budget is a load. It's like a kid saying he has a surplus after not spending all his allowance, which they got just for existing, on candy.

@Groucho When someone offers to meet you in the parking lot, I think it is pretty obvious to anyone living in the real world what that means. It's straight out of high school and yet you are trying to pretend it's part of some 'legislative lingo'. When talking about stating things outside of the legislative assembly for legal purposes, it is always made quite clear what that means. Just watch the federal question period when MPs sometimes say this to each other. They never say, "lets go out in the parking lot and settle this" or anything to that effect. You are merely trying to defend the indefensible for some partisan reason.

Admit it, there is nothing more immature or unprofessional than an adult in the modern world challenging another to a fistfight. It is simply the emotional response of a Neanderthal who has lost a battle of wits or verbal debate. Kind of sad and pathetic really.

@Joe What illegal pension plan are you referring to? If something is illegal, you should alert the media and police as it will be a big story I'm sure.

@Klaus I agree, I think we should absolutely have more hydro in Yukon. The problem is that none of the first nations will allow any hydro projects to be developed. They are only concerned about their traditional territory, they don't care about the bigger picture when it comes to climate change. That's also why they don't want any mines here and would prefer them to be built in other countries.

Fights in the parking lot? Lol. Crazy what the right wing folks do when they consistently loose elections. Being rejected by 60% of the voters wasn't enough, they now have to resort to bar room antics to make themselves feel powerful.

Political alliances between parties is a natural for democratically governed societies, never mind the complaining of those that no one wants to dance with. In this case this working relationship represents 60% of those who took the time to vote.

Stay on track, work with the NDP and you will win the next election again no matter how much the YP steal your platform.

I think Mr. Silver "experienced it differently" as in legislative lingo "take it outside" normally refers to making comments outside of the assembly where the laws of libelous comments are not protected by the rules of the legislature. But accountability can be difficult for some to grasp, as we are witnessing.

These two parties are creating more poor people ever in history with inflation at 7.5%, food up 22%, heating oil up over 30%, energy up 22%, shortage of doctors, nurses, teachers, trades people, serviced land for houses, housing, taxes on trucks which a lot of Yukoners drive, all great benefits taken away for seniors, senior gets no increase support so people work all their life to get no support. This is not good goverment. It has become arbitrary and self centered. The whole system has become inefficient and self serving to the point where corrupt is the only word that fits. It's likely at an institutional level, too many people benefit personally from the status quo to expect change from them.
Can we fix this without major change? Maybe going back to non-partisan politics ?

I would like to see the 15 million dedicated to Yukon Hydro expansion vs a B.C. investment just like we were going to do before LNG. What happened to all our secondary hydro development plans, the public meetings at the Beringa center, the recommended sites all for not so we can be at the mercy of some other task master. This is a mistake.

I'm surprised that Geraldine Van Bibber tolerates all of this and stays with the Old Boys club, she once had a lot of respect in the community.

The Liberals with NDP support represented most Yukoners. The Yukon Party has some very good members but they will take us backwards very quickly.

I do not want to go back to the old Yukon Party days. I also want all parties to acknowledge that we do well just by spending the massive federal transfer payments well.

Also, despite the dysfunction, territorial politics is so much more professional than the City of Whitehorse which is as low as it gets.

2 billion dollar budget. How much of that is borrowed money and how much will it increase the deficit? Notice he didn't mention that. Our children to the fifth generation will discover that gem.
And with all the pride and satisfaction Silver has in him, can he even smile once in a while? Why does he always look so angry and disgruntled?

The NDP/ Liberal Hybrid party was not elected, it was not even an electable option in the last federal election. When democratic citizens must consider how to preserve their democracy from those they elected, expect someone to swing eventually. The Yukon gave you a new life dude, but first chance you got, you turned your back on your own people.
