Health funding talks ‘a good start,’ premier says

As health care systems across Canada face staffing shortages and struggle to provide services,

As health care systems across Canada face staffing shortages and struggle to provide services, the Yukon’s premier met with the prime minister and other provincial and territorial leaders Tuesday to discuss the country’s labouring health care system.

Prime Minister Justin Trudeau offered the provinces and territories nearly $200 billion over 10 years – including $46.2 billion in new spending – to fund health care.

Included in the offer is a $2-billion Canada Health Transfer top-up to each jurisdiction to “address immediate pressures on the health care system” like surgery backlogs and strains on emergency rooms.

The offer also sets aside $25 billion over 10 years for shared priorities: family health services, mental health services, health worker recruitment and retention, modernizing systems and addressing mental health and substance use needs. 

The provincial and territorial leaders didn’t reach a deal yesterday, but are continuing to negotiate with the federal government on the proposal.

Still, Ranj Pillai said he’s optimistic with what he saw Tuesday – exactly a month after he was sworn in as premier.

“I think Yukoners can be happy with the fact that there’s some really good resources that have been tabled today to implement our Putting People First Plan over the next number of years,” he told the Star Tuesday afternoon.

He was referencing the territory’s 2020 report which recommended a number of ways the Yukon could improve health and social programs.

The federal offer includes $150 million over five years for the Territorial Health Investment fund.

Pillai said he hasn’t been told yet how that money would be divided among the three territories. He also said he wants a long-term agreement in place for that funding. 

“For us, our goal is to see how sustainable this funding can be over the next number of years,” he said.

The federal government would also spend $2 billion over 10 years to “address the unique challenges Indigenous peoples face when it comes to fair and equitable access to quality and culturally safe health care services.” 

Though Pillai is new to the premiership, other premiers have long been asking Ottawa to increase the health care costs it covers from 22 per cent to 35 per cent, which would translate approximately to an additional $28 billion per year.

Tuesday’s offer averages to an increase of less than $5 billion annually.

Pillai said although premiers had been asking for more, the current offer could be very beneficial for the Yukon, providing much-needed resources for a health care system with aging infrastructure and a growing family doctor wait-list.

Dr. Alex Kmet, the president of the Yukon Medical Association, told the Star extra funding could go a long way in a number of areas.

He said a recruitment and retention program for health care professionals is “top of the list” as the territory’s population grows and the system struggles to meet capacity.

Staff shortages, he said, are already weighing heavily on medical professionals.

“As someone who works in the system who doesn’t have any more hours in the day to work, because we’re already working to our limit, it’s very frustrating,” he said.

Attracting health care workers is a challenge though, Kmet added, as shortages are a problem all over the country, and it’s difficult to incentivize doctors and nurses to stay in remote communities long-term.

Pillai said that issue is a priority of this week’s talks.

Leaders are considering speeding up the process for recognizing foreign medical credentials so that Canada can bring in health care professionals from abroad more quickly to address shortages, he said.

But staffing levels are just one area he wants to see addressed. 

He said investments in health care infrastructure are also crucial.

The territory is currently without a walk-in clinic and Whitehorse General Hospital, he said, needs upgrades to its operating room in order to meet surgery needs.

The Yukon Hospital Corp. announced last month that 150 elective surgeries scheduled from Feb. 13 to March 31 would have to be postponed due to a shortage of nurses.

In the territory’s rural communities, staffing is an even bigger issue.

In October 2022, Health and Social Services Minister Tracy-Anne McPhee told the legislative assembly the Yukon’s vacancy rate for community nurses exceeded 40 per cent.

Dr. Kmet said once a deal with the federal government is reached, he wants the Yukon government to collaborate with medical professionals to determine where funds are allocated.

He also hopes national licensing will be part of the negotiations, to make it easier for doctors and nurses to move to different health jurisdictions where need is greater. 

This week’s first ministers’ meeting is the first since 2020, when premiers met with the prime minister to discuss the COVID-19 pandemic. 

Canada’s health ministers met with Jean-Yves Duclos, the federal Health minister, in November 2022 to discuss possible fixes for the country’s individual provincial and territorial health care systems. It was the first time the ministers had met since 2018.

Those meetings led the federal government to offer $18.1 billion in funding over five years for Canada’s territories and provinces through the Canada Health Transfer. The offer was rejected and no deal was reached.

Pillai said Tuesday’s talks were a “good start”, and he’s looking to get the “best possible deal” for the territory.

He said negotiations will now focus on how money identified in Ottawa’s offer would be allocated, with more details on a timeline of that funding.

“I feel pretty optimistic that over the next couple of days, we’ll get clarity on the total package of resources,” he said. “It’s something that is really going to help us in delivering the health care to Yukoners that they deserve.”

I said nothing about your "medical records".

I did talk about your health care number which is something quite different - it's used to register you when you go to get an xray or blood tests - your confidential medical chart never comes into play in those situations at all. Your health care number is used by the government to track what medical services you have used (they get billed by the hospital or your doctor) - again your medical chart is nowhere in their system.

And nothing you stated refutes my points about your phone tracking you. Your bank and credit card company knowing what you spend money on. Your internet provider knowing what you are up to. You pay these companies and they track your every move. The CRA knows tons about you too.

It is difficult to determine if your motivation is willful ignorance or genuine naivete with your inability to grasp the above.

I was told by a native elder that many years ago the canadian government attempted to deliver some nets and equipment to the Atlin band. But the chief refused the gift, saying "we don't need your help".

Do you know anybody with that sort of independent spirit today?
All this groveling, grinning and flattery for monetary "stimulus" is sickening. We need to find a spine and start looking after ourselves. Are we all still 12?

And secondly, if I may, what exactly were the strings attached to this new fit of generosity? Not word one mentioned about digital ID in the article...

NORTH of 60: You may very well be right. Trudeau has tried several times to introduce tracking programs, on Canadians. Remember the Covid program that was put on cell phones? And it would tell you if someone standing next to you had covid? Trudeau used it to track Canadians the left the country dispite his ban on travel. You sure don't hear about that one any more. Now, it's a medical ID. Alberta just refused to sign on to it. Once Trudeau has forced that into Canada, what else will he use it for? Target people who he thinks so be introduced to MAID? (I know. Conspiracy theory)

Roy: Thanks for your reply. In principal, I agree. It's the amendments I don't want. There is already provisions for prior consent in the End of Life documents. Just file them with the hospital, and put a copy on your fridge. Next of kin can also 'pull the plug" I don't want it legislated that anyone can end my life.

I may be the only person in the Yukon that is concerned about Trudeaus new right to live or die legislation, but I am not the only person in Canada. Such a stink has been raised once people really saw where this is going, that the Liberals have delayed passing the amendments for a year. Although, personally, I think he will try to push it through when people have relaxed their vigilance.

Ironic that you type this into a computer with an IP address - or with your cell phone that is tracking you everywhere.

Meanwhile try showing up for health care with out a health care number that is....wait for it.....logged into a computer. Digitally. If you want health care in Canada today you already need to be digitally ID'd. Don't worry - if you don't have a card they can likely look you up....digitally.

REALLY JUNIPER? Some things are so awful, people hide from them. Late term abortions were very common, not so much now. If I told you how they were done, the Star would not publish it. I do not want to start a verbal war about right or wrong. But, I do want Canada to enact a law that would put a stop to partial birth and live birth terminations. This is my last post about abortion, just responding to your comment. This is a battle on another front.

The amendment specifically is talking about people who have already consented to MAID.
They have consented - and then, as their sickness got worse, they lost the mental ability to then give further consent.

Surely you can understand how someone who is ill enough to want MAID can also foresee that their sickness will get to a point where they are so sick (worse than before) that they no longer are "with it" enough to consent again.

What you are against is someone saying "I'm ok now - but I'm dying soon - and will be so sick in the near future that I won't have the ability to think straight - I don't want MAID now as I'm doing ok at the moment - but I want MAID in the near future when I'm past the point of being conscious and awake."

It seems you would take away that person's ability to choose MAID once they got too sick - but that you are ok with them having MAID when they aren't as sick. That's completely backwards.

No one is going to give you MAID if you haven't consented to it while of sound mind.
This amendment allows people to consent in advance of losing their ability to consent.
How that is controversial to you - or how you read this as people giving you MAID without your consent - is beyond me.

The laws are written so that people who can't give consent can't be given MAID - and the amendment allows someone to *personally* choose - in advance - and for themselves - to supersede that law - because they are dying and will lose the ability.

No one is aborting a pregnancy in the 9th month. The woman would be induced for birth or prepared for a c-section. 3th trimester abortions are rare and almost entirely due to complications.

All banning late-term abortions does is torture women in harrowing circumstances. Her baby is already dead or incompatible with life. It is inhumane to decide a mother should suffer because someone with no knowledge of the situation thinks they know better.

Until you have seen a body ravaged by dementia or cancer and die a slow, agonizing, painful death where they weigh literally next to nothing I challenge you to STFU. People have a right to die with dignity which is NOT at all what happens right now. Terminally ill who are clearly palliative people do not need more health care, they need rights to end their days in peace, comfort, and as THEY choose, should they so choose. Period.

Notice you can't name any Yukon doctors that lost their jobs because of the mandate.

Lesson learned? I wonder if the people so enthusiastic about ridding health care workers of their careers for not complying with tyranny are still enthusiastic. Apparently it does affect you. Let's not forget the ones that were forced to quit and forced into early retirement. You don't see them in the reported numbers.

How is more money going to solve this problem? If it is a problem everywhere, and everywhere is getting more money, then things should remain as is.

In these negotiations is there anything about digital healthcare ID? The federal government is obsessed with this, and they will attempt to get it by any means necessary.

Agree with you 💯 about MAiD. Unfortunately, like the vaccine mandates, that ship has sailed. I urge Canadians to turn their attention to the digital ID in exchange for health care. This is another increment toward the end goal of all this BS: a One World central bank digital currency that will enslave humanity. If you think it’s crazy talk, please look into the World Economic Forum, which openly admits this. Our Prime Minister works for this globalist organization, not for the Canada and its people. Recently the Premier of Alberta cancelled the contract between its health care system and the WEF.

Not sure what rock you’ve been living under but MAID allows people to die with dignity, with less physically, mental and spiritual pain.
I’ve seen a lot of death in my years and watching someone spiral downward in agony will change you forever. In the old days loved ones would find a family member dead from suicide and that is incredibly tough to endure but if people have a painless way out then that is better for everyone.

None of us get out of here alive. I’d rather death on my terms than the terms of a disease slowly rotting my body, spirit and mind.
Not a fan of MAID? Don’t opt in for it. Simple.

Ask the nurses and doctors the next time you're in ER what they think of current MAID laws and abortion laws in Canada and whether they feel this is good or bad to have as an option.

I bet those hospital workers you are so fond of will surprise you with their support of MAID and abortion laws .

Hope no MAID is even mentioned! Yet, it may.
Yes if folks just ate right, exercised and got some sleep, we would be in good shape.

Many 1000s of nurses and other health care staff out of work due to vaccine mandates in BC alone. Across Canada, there is certainly 10s of 1000s . . . perhaps more than 100,000.

Want to solve our nursing and health care worker shortage? Drop the useless vaccine mandate at WGH and all clinics.
Instead, more money will be pumped into the system to be hosed away.

If Trudeau passes the amendments to MAID, a lot of health issues will disappear. There are provisions to 'off' folks without their consent.. there are provisions for mental health folks to 'off' themselves..and provisions for a 'mature youth' to 'off themselves too. A commentor in a German paper said, "I am surprised Canadians are letting this pass'.

So, your 'mature' 16 year old has asked to be euthanized. They don't even have to tell parents, and parents don't have to be notified. As a parent, you might not even know your child was even thinking of this until you are asked to make arrangements for the body. Open the door and someone is going to walk through it. We opened the door to abortions and now, a girl can get an abortion. "late term" and terminate her child at 9 month labor. Although now, late term is being dropped in most states and most of Canada, not all.

So happens, Mom, Grandma? has a lot of money. Share some of it with a doctor to certify Grandma has Alzheimer's and needs to be put down... Oh.. and likely goodbye to street people and homeless. Seniors..

I will NEVER, EVER sit by and let a law pass, that in essence is murder. Consent is one thing. Taking life without consent? Never. Maybe Auntie is brain dead but can't ask for MAID. The next in line relative and ask Drs to pull the plug now. No resuscitation instructions are in place now. Write Hanley, and Trudeau and tell them.. NO death without consent. NO youth death.

If anyone thinks it can't happen here, think again. Already happened in Ontario. Open that door, they will walk through it.
