Groups, mayor set out their 2015 campaign expectations

As anticipated, Prime Minister Stephen Harper made the call on Sunday morning for the federal election campaign to officially begin.

By Aimee O'Connor on August 3, 2015

As anticipated, Prime Minister Stephen Harper made the call on Sunday morning for the federal election campaign to officially begin.

It will be an election requiring great endurance, as the 11-week campaign leading up to Oct. 19 will be Canada’s longest since 1926.

The territory’s federal candidates have already expressed their readiness for a long run.

Yukon MP Ryan Leef told the Star Friday that the 78-day campaign may be a chance to improve voter turnout.

NDP candidate Melissa Atkinson and Liberal hopeful Larry Bagnell said the longer campaign will provide more time to canvass the territory and get their names out to voters.

“I suspect because it’s such a long election, that (the Conservatives) are going to assume Canadians have a short memory,” Vikki Quocksister, the president of the Yukon Federation of Labour, said in an interview this morning.

“I have trust in Yukoners that we will remember.”

There’s a general feeling of uneasiness toward the northern economy, as commodity prices have continued to slip and the Yukon’s mines are suffering as a result.

The latest territorial economic forecast from the Conference Board of Canada said this year looks “bleak” economy-wise.

“From our perspective, this is a very important election, especially for the North,” Rick Karp, the president of the Whitehorse Chamber of Commerce, said today.

Karp told the Star that economy tops the list of priorities for the chamber, in terms of learning what each party proposes for economic development.

Working with the Canadian Chamber of Commerce, the Whitehorse chamber is putting together discussion points to raise with the Yukon’s federal candidates involving development in the economy, business, resources and tourism, he said.

“These things become huge issues for all of us,” Karp said.

To aid discussions on these topics, Karp said, full understanding of the issues and frequent communication will be “absolutely critical.”

Mayor Dan Curtis is hopeful that candidates cultivate a successful working relationship between municipal governments and First Nations in the territory.

Also a priority to Curtis is “addressing the concerns of a government with very little resources” in terms of infrastructure.

Curtis told the Star the City of Whitehorse is looking for some kind of commitment for the Building Canada Funding, a federal funding source that supports infrastructure to promote economic growth, job creation and productivity.

The Federation of Canadian Municipalities has suggested municipal governments hone in on party candidates’ positions on the Building Canada Funding, Curtis said.

Quocksister mentioned several areas that labour boards across the country are ready to have addressed, including affordable daycare, better jobs with higher salaries, Canada’s health care system and an enhanced Canada Pension Plan.

She added that the nation-wide inquest into missing and murdered aboriginal women needs to be addressed federally.

“We’re not the Wild West ... let’s look after our own,” she said this morning.

The pre-set election date of Oct. 19 falls just after Whitehorse’s municipal election, set for just four days earlier, on Oct. 15.

Curtis said distinguishing between the two elections is always an issue.

Municipal elections, he said, are the closest to the people, but “it does tend to take the back bench.”

Curtis mentioned that with Whitehorse’s use of electronic balloting for the first time, voting should be more accessible to residents.

In the meantime, Canadians can expect all party campaigns kicking into a higher gear.

Maclean’s magazine will host the first leaders’ debate Thursday in Toronto.

Wilf Carter My comments about Mulcair on Aug 9, 2015 at 7:54 pm

Mulcair is an angry man and NDP can't handle the truth.
It is going to be his down fall and the same for his dream to have Quebec separate from Canada.
Mulcair's number one goal is to separate Canada.
Voters will see through this angry person he is not interested in Canada!

Trudeau is much more believable then Mulcair could ever be on Aug 9, 2015 at 10:48 am

With Mulcair goal to become Prime Minister then take Quebec out of Canada where he lives became very true when Mr. Trudeau wiped the floor with Mulcair's plan and showed Mulcair is not serious about Canada only Quebec, not the rest of Canada.

Green party should win more seats because they bring a voice to Canada that needs to be heard.

Harper showed why he is Prime Minister and should stay in the job on Aug 9, 2015 at 10:43 am

Harper came across very real and was not going to accept anger and inexperience as the right call for Canadians in the future.
Harper showed he is the best to government of Canada for the next four years.

NDP running scared because their leader failed in the debate on Aug 9, 2015 at 10:40 am

Mulcair apparently holding back his angry personalty showed and people are stepping away from a Prime Minister that would show anger towards people who did not agree with him.
Can you image an angry Prime Minister running Canada foreign affairs.
There is enough anger in the world we don't need an angry Prime Minister just to make it worse.

Indeed I too agree with PSG & po'd. I've watched many "ads" from some of these "companies" I'd often think....
"wow, that is awesome they are so successful dozens are needed, often more?"

So much is that thought on my mind I desire a caveat on ALL civic & any other government "tenders" for say...janitorial services, that all staff be not only "legal to work" in Canada...but actual Canadians!
Civic speaking it is beyond wrong if we have staff, ANY staff of any "company" working and getting paid with money from the coffers of "A" tax base....OURS specifically!

What private companies NOT feeding on public money like Timmy's, Pinoy Tire, ETC. operate and where they get their staff from is less of a concern...but that is another conversation.
These " companies" are laundering humans, humans working when "we" should be. My opinion, clearly shared by others...refreshing.

I agree with Proscience Greenie that one of the larger federal issues facing Yukoners is the abuse of the Nominee Program. We need a thorough audit of this program. Not only are corporations using it inappropriately, but it seems that businesses are springing up with the sole purpose of hiring 'Nominees' as the easiest way to enter Canada.

None or you would understand the facts.
Also you have closed minds on infrastructure development that help nothing on the subject.

Yukon 31 another faceless nobody on Aug 6, 2015 at 12:05 pm

There is more people working the Yukon under the conservative government and that's a fact.
The world has a flat economy.
Yukon mines are trying to fight their way back into business.
It is very clear to see you don't understand economic growth and will not face the facts of today.

"Leef nailed the Economy" what are you talking about!? Look at the stats, government jobs CONTINUE to grow every month and year. Even the Department of Mines and Resource is growing despite there being next to no mining activity!! You must be Leef's campaign manager. No other way to explain your statement

Types of Infrastructure on Aug 5, 2015 at 12:21 pm

There are three types of infrastructure that public funds are invested into:
Domestic, social and economic.
This is a new approach which I learned from the Universities and specialist in this field in 2009.
All levels of government come under these three types of investment.
Domestic is land, housing, roads, water sewer.
Social is hospitals, schools, seniors care centers.
Economic is very a interesting definition and overlaps sometimes with the other two.
Pure example are energy, resources, roads, airports, up graded highway to handle heavy hauling for industry, expanding land and housing to accommodate growth, expanding health care, etc.
The real problem is not a lot of planners are trained in the new way to manage development and investment of infrastructure in this manner!
I was trained in 2009 by senior partner in one of the world largest accounting firm in the world.
She was from England and had worked in different parts of the world. When I talked to her she was based in Vancouver.
The next elected Federal and Yukon Government need to get these new type of approaches to infrastructure investment and have their planners and advisers trained in this field.
The City of Whitehorse staff and Highways and Public Works do a good job at managing what they have but we need to give them more tools to work with so they can move forward
I will write a piece on this so it is clearer.
This is a very important step for public investment in infrastructure.
I have spent my whole life continually listening and learning so I can help our people living at this time to have a better life style.

People of the City of Whitehorse on Aug 4, 2015 at 3:51 pm

This mayor has received a failing grade on the management of the City of Whitehorse and are not focusing on the needs of the residents.
If Dan Curtis is put back in look out folks.

Hi June and others on Aug 4, 2015 at 3:48 pm

What I said June was infrastructure investment is not overall funding from Ottawa.
This City council lacks direction and did not follow the mandate of good governance which the municipal act calls for.
The Municipal Act has had all three parties input into it so it has a balanced interest.
The municipal act has three parts that the municipalities must follow:
Primary Service, water, sewer, waste management, roads, fire protection, on and on.
This Mayor lead the Councillors away from the municipal mandate and liberal councillors like Kurt, John, and I think the Deputy Mayor all focused on a personal political liberal mandate not the City!
Then you have secondary services which are street lights, buildings like City hall, mount Mac, parks, etc.
Then you have tertiary service which are sports complexes, etc.
I stand to be corrected I have not read the municipal act for awhile.
If there was evaluation of this Mayor and Council's mandate according to the municipal services act they fail and get a minus.

June Jackson on Aug 4, 2015 at 2:52 pm

The Municipal elections are much closer to my heart than the Federal elections, though I vote in both, I felt personally ticked right off about Mayor and Council voting themselves pay hikes. Please keep these names in mind: Curtis, Streiker, Courteneau, STOCKDALE, Irwin and Gladish and vote for someone else. Remember.. Streiker wanted to hand over millions in taxpayer dollars to SIMA, and don't forget STOCKDALE'S hissy fit over an 8 million dollar soccer field.. Then there is $500,000 in tax money that will NOT be in the public purse because this council gave it away to? to? a numbered account.. Anyone know who is behind that number?

Next council? I am really hoping for a council that looks at what is best for the community instead of using the job as a platform to promote personal agenda's. Of course..lots of time between now and Oct. Maybe most of them won't even run again.

What are you talking about Wilf? "The Yukon has received well over a billion dollars in the last 10 years adding in every dollar spent on public infrastructure!"

2015-2016 Budget YTG got over a billion dollars just this year alone.

"Mr. Speaker, the Government of Yukon’s Budget for 2015-2016 is $1 billion and
$367 million ($1,367,070,000)."

ProScience Greenie on Aug 3, 2015 at 5:17 pm

Sorry Rick Karp and Chamber crew but bringing in more TFWs is not the solution. Nor is the left creating an even more bloated government a good solution.

The question to ask in October is which party at the helm in Ottawa will be the least harmful? Some kind of minority I'm guessing would be good.

Mayor uses build Canada for funding to fund for reserve funds not investing on Aug 3, 2015 at 4:30 pm

The City using infrastructure funds for operations show the City fiscal house is worse shape then City residents know.
How can the Mayor talk about promoting economic growth, job creation and productivity, when he has no sense or direction how to utilize infrastructure dollars for economic growth!
What productivity is he talking about does it make any sense?
The Yukon has received well over a billion dollars in the last 10 years adding in every dollar spent on public infrastructure!
Just look at YTG spending over $300 million dollars this year alone!
The City of Whitehorse has more infrastructure than 95% of the communities in Canada has of this size!
Look at at the Canada games center, health care just to name two!
The City has received more than all the other communities combined!
A lot of people tell me why waste my time trying to educate people who will not listen to the people but just talk garbage!
