Group homes won’t close until new site opens: YG

Two group homes in the city’s downtown area will not be closing until a new $1.1-million facility the government bought last May opens sometime next year.

Two group homes in the city’s downtown area will not be closing until a new $1.1-million facility the government bought last May opens sometime next year.

That site, which currently sits vacant at 22 Wann Rd., is expected to begin welcoming youth to its Porter Creek location from the two other group homes sometime in 2019.

It will happen after the building undergoes renovations, estimated to cost the government between $500,000 and $1 million, to convert the one-time bed and breakfast into a group home.

Speaking to reporters Monday afternoon, Health and Social Services Minister Pauline Frost assured the two downtown sites have not been closed yet.

“The objective is as soon as we’re done with the 22 Wann Rd. project, we’ll cease and desist those two facilities,” she said. “So until that happens, we will have facilities opened and providing services.”

The tender for renovations to the site is yet to be issued and is expected to be up Nov. 5, a Department of Highways and Public Works (HPW) spokesperson confirmed late this morning.

That’s Oshea Jephson, who said that it will go up on the government’s tender management system by that date.

It is expected that HPW will hand off the keys to the building to the Department of Health and Social Services (HSS) by April 30 of 2019.

The Star was unable to verify whether that meant youth would begin moving into the site as of that date, or if there would be a time period after it’s handed off to HSS and it begins accepting youth, in time for this afternoon’s publication.

With the Porter Creek site’s opening coinciding with the closures of two other homes as planned, Frost assured there would not be a gap that needs to be filled – something that could have proved extra-difficult given winter is fast-approaching.

“There are no disruptions in services, let’s make that very clear,” she said, noting that the youth would be moving from one site into another.

“The one unit is intended to provide efficiencies for youth who are transitioning out,” she added in the legislature.

Currently, there are four youth in each of the two homes set to eventually shut down.

With the new 10-bedroom site, that leaves space for two more youth who can move in from another facility or group home into the Wann Road site.

The minister, meanwhile, also took aim at the previous government’s approach.

“They effectively discontinued services as a child aged out of the system – and that’s not acceptable,” she said of the previously governing Yukon Party.

“The law requires us to provide services and so we are doing that.

“We purchased the property on Wann Road to ensure that we provide that transitional support,” she added.

The site will particularly help those who are transitioning out of government care into early adulthood, meaning they are 19-plus, HSS spokesperson Patricia Living explained Monday afternoon.

She added that as of late Monday, there were a total of 20 youth in group homes in the territory (a figure similar to what Frost mentioned). Most of those youth currently in care are in Whitehorse.

Though Living added that that number could change frequently on a daily basis, the government is planning for 2019 by taking into consideration trends and historic data.

“We have a pretty good idea of age groups and who comes in,” she said.

“We’re not anticipating that number would double.”

Frost, meanwhile, explained that the territory has at times seen upwards of 380 youth in government care, a number that has clearly dropped.

“They have a right to services and we have a right to deliver services – we have an obligation, a legal obligation.”

The two sites that are set to close do not currently meet building code standards, she explained. “Nor are they very effective.”

The government is not releasing which exact two homes will be closed come next year for privacy and safety reasons, but Living did confirm Monday they are both in the downtown area.

Back in the legislature Monday, NDP MLA Kate White asked the government to “explain the delay” in opening the transitional home.

To be clear: the government had initially hoped to welcome youth into the Wann Road home by the end of this year, as reported in the Star last March.

Highways and Public Works Minister Richard Mostyn rose Monday to respond. While he did not directly account for the delay, he did provide an updated timeline of events leading up to the home’s opening.

The tender for those renovations, he said, is expected to be out in November to December (confirmed by the Star today to be Nov. 5), meaning work should be wrapped up by spring of next year.

The estimate of costs for the work was made without any completed drawings nor design details.

That means the exact cost will be determined once the tender goes out and a contract is handed out.

Meanwhile, Frost also referenced a number of other reports and actions being taken around group homes in the territory, sparked in part by CBC reporter Nancy Thomson’s investigation into allegations of mistreatment.

Among them are: the Child and Youth Advocate’s systemic review of transitional support services and the government’s report from external investigator Pam Costanzo.

For clarity: the Costanzo report has not been made public in its entirety, but sparked the government and Frost to issue a public apology to youth in early September.

“The objective is to ensure we provide care for all children that we have responsibilities for.

“And that’s part of the reports that we’re conducting and assessments that are happening – it’s really to look at systemic issues that have been brought to our attention,” Frost told reporters.

As the Star reported Oct. 22, the government has already committed just over $118,000 in contracts related to the Porter Creek building.

HPW and HSS spokespeople at the time confirmed that it was related to design work as no money had been spent on renos or upgrades yet.

That figure stayed the same as of press time today on the government’s public contract registry.

Christmas is coming and hopefully PIDWA will bring us the present we have been all waiting for...... TRUTH, ACCOUNTABILITY and real change in the form of a new Director and Manager of TSS. Restore our faith in Santa Claus PIDWA we could all use some truth and good news. The youth and staff deserve it.

Minister Frost and DM Samis - By reading the comments I would say that NO ONE accepted your apology and it is pretty clear that A LOT of people believe that you missed the boat and forgot to fire the real culprits - The Director and Manager of TSS. You could still get this right but I guess you have backed them this long. I don't know what happened with PIDWA or if it's still coming but if it is coming you better get our your apology speech again, HMMMMM I wonder who will be terminated this time? Who is left that had really nothing to do with it? NOBODY by default you may actually get it right this time. We can only hope.

I can not understand any of this, the government claims it has reduced the number of children in care yet they need to build a bigger better group home for less children ? I am always wondering why the Director who is responsible for all this seems absent, never at any press conferences it is like she has disappeared. Are they afraid she will say something wrong or that she might have to answer a question? Not once have we seen the TSS Manager the one who was responsible for the group homes and now this one Super Group home. Why is that ? Is this not considered cover up or just plain old fashioned "we did it and we answer to no one". I can tell you if I was this manager I would be taking responsibility and answering all questions that were put to me if I had nothing to hide.
Who is this Director? She and this government should have held these managers accountable and didn't they claim that none of those responsible were still employed? The manager who lied to the public and swore up and down nothing like this could have ever happened is still employed and I understand now a permanent manager. The TSS manager who was running the group homes when this occurred is still working and is on a special project now only responsible for the Super Group home. Is it just my imagination or did the "elected" Liberal government knowingly keep these individuals after all this?
I am sure when the residential school abuse was happening people claimed they didn't know either. Not part of history I would want to be a part of, it would appear that they seem unconcerned about their part of this legacy. Kudos to Minister Frost who seems fine with constantly saying sorry, employing and promoting people whom she knows did wrong. Yes it is quite the legacy, those of you who got let go should consider yourself lucky not to be attached to any of this. It is shameful.

This is insane.....money, money and more money to cover up abuse and neglect. When will it end? Fire the Director and Manager of TSS on his special project don’t wait until you have to tuck your tail between your legs... AGAIN and say sorry. Stop the insanity admit the wrongdoing, fire those responsible for this and SO MUCH MORE. Minister Frost when willshe get tired of saying sorry and start to do something.... so tiring, time for some real leadership please. What happened to PIDWA anyway it was the only hope.... OMG the ridiculous BS

There are no words at this point to convey the disgust.... They bought the house in April and it was suppose to be ready in December but none of the renovations have started and in fact the tenders are not even out. What has he been doing ??? They bought a million dollar group home to hide the problem as opposed to dealing with it - firing would have been far more cost efficient and the human cost would have been far less also. They are not just hiding from any responsibility related to the abuse and neglect it's the harassment that was happening, the staff that were fired when they reported concerns about the "Trauma Informed" group homes. Of course there is still PIDWA if that ever gets done.
The Director - who only appears when it is to announce her Wann road project never to take any responsibility. But don't worry everyone all those involved "are no longer working"??? The lies, the expense both monetary and human is HUGE all for one manager and a Director.... Wow there are no words.

The HSS money pit.... disgraced manager who should have been fired but no, he gets put on a "special project" to create and manage the Wann Road group home.... money. The group home now thanks to mismanagement it is NOT going to be ready until April 2019, not sure what he has been doing all this time is now going to cost an additional 500,000 to 1 million dollars... more money.
The "independent review" that proved there was mismanagement, abuse and neglect by the Director and Manager on the Special Project... more money. Those that should have been held accountable, Director and Manager on a Special Project are still employed and collecting a YG salary.... more money. All of the staff that have been lost because they got fired for saying something or refused to work for the Trauma informed dictator and the Director .... more money to replace those that were lost.
Where are these two and why has the Director and Manager not been available to answer to the wrongdoing ? Why does this government protect these two? This government has spent and is willing to spend a lot of our money to hide the mismanagement, abuse and make it look like all is well, can ANYONE, ANYONE please explain this to me? Am I the only one that sees this for what it is and is outraged? Can you imagine the money savings had they done the right thing in the first place and fired the TSS Manager and Director? Where is PIDWA ? It is time for the truth of all of this to come out and for these two; Director and the Trauma informed Dictator to be shown the door. It makes me sick what has happened and the amount of our money is being spent to protect these two..... it is time for REAL accountability not the Pam Constanzo PR BS they tried to hand out.... please truth and integrity anytime soon !!!!

What is going on here?? You have had a Manager on a "special assignment" for months because they couldn't have him visible while the truth of his abuse and mismanagement was being displayed for all to see. Collecting a huge salary when he should have been turfed out due to mismanagement and covering up the abuse of youth in his Trauma Informed Group Homes.
They need to renovate the million dollar home and they have not started? Hello, what has this manager been doing for the last 6 to 8 months? Right my bad, he was hiding collecting his massive salary waiting for the dust to settle so he could resume his place beside the Director and Manager. The Manager and Director who are all still working despite it being proven that they abused and neglected youth and covered it up. It just keeps getting better and better. Is anyone else fed up by the YG BS and the amount of money they are spending ?? Ridiculous - oh I know, what the manager was doing he was getting his doctorate and you need a quiet place to work !!

Michael Healey - Dr. Healey and Trauma informed expert is the Manager of the "Super Group Home". He was placed there last year when the group home allegations started to surface. The question is, what have they been doing since they finalized this purchase?? They put a Manager on a TA until December to have this up and running???? Now it is costing another million dollars??
Yes, let's talk about the Director, the Director who is responsible for the abuse and neglect of the youth and this manager who managed the group homes who committed the abuse and neglect. Tax dollars, hard working people, the Director and Manager are still employed. The manager on a "special project" to develop the Wann Road group home has done what all this time while he has been hiding out and not answering to what happened to staff and youth. PIDWA where are you ?? Time for some responsibility to be taken by the Director and Manager for their ongoing mismanagement and neglect of youth!!
Hello anyone home ? Hiding the problem didn't change who is responsible.

Good questions being raised here. I would also like to hear from Minister Mostyn who said he trusted the managers were doing their job and for people to come forward when there were ethical concerns and that they would be supported and protected. Who is being protected currently?

I am getting the sense that there is no master plan for the care and comfort of these young people and an ad hoc approach is being used, with the managment of it determined when a new unsavory element is exposed by the media. Demonstrate some leadership.

Still a puzzling purchase. We are spending well over 2 million dollars to expand for 2 more youths? Apparently all homes are not meeting building codes which is also concerning as they are operating now. Could we not have renovated existing homes to make them meet codes and be effective (what ever that meant)? What is the future of these 2 homes once they are shut down? I still think more help could have been done for more youth with this money rather than having marble tiles in walk-in showers.

Does anyone know what happened with the PIDWA investigations we heard about earlier? I understood that they hired an outside special investigator before summer in addition to their existing staff. I think this is a serious test of this office and I am eager to hear how the process is working or not.

I work in education and youth who are 18 or just turned 18 need support too. I remember one fellow I worked with who was basically out on the street after he turned 18...unacceptable! I'm glad that Frost is doing something about that. Just like I wouldn't turf out my own kids when they are 18, neither should government agencies do it. Get them into college or working and saving some money up to be ready for the transition.

A great many investigations that we await but already we have heard directly from youth stating they have asked for care that they were denied by this Director. We believe ALL of the youth. Lies have been told by her and admitted to the media in the "plumbing gate" of ISSY. Staff have lodged many complaints about the behavior of the Director. We believe all of the staff. Minister Frost told the public that those responsible for troubles in child protection from her internal report no longer work for the government but this appears not to be true.
The Manager who spoke to the media with DM Samis regarding youth never being kicked out of care remains in her position when I checked. According to YG's own documents the Director is the individual who assumes FULL responsibility for child protection here in the Yukon. She is the one who gives ALL direction and with whom ALL responsibility lay. She is the one who must accept the success and failure of all that happens on her watch. Yet we have not EVER seen her speak to the public about any of these matters. The one and only public meeting we are aware of is when she came to a public meeting about this group home AFTER she had the deal done...apparently she was unawares of the duty to consult with the community. This is not the leadership of a Director.
It seems highly suspicious that we have yet to hear anything from her speaking about these important and timely issues. Her silence speaks volumes. We stand with all the youth and staff who have been irrevocably harmed by the actions and inaction of this government and all those who have stood by and watch without speaking up or taking action. Be silent no more.
