Government unveils power bill rebate

A new $150 rebate for Yukoners to be applied to electricity bills had tempers flaring Tuesday in the legislature.

A new $150 rebate for Yukoners to be applied to electricity bills had tempers flaring Tuesday in the legislature.

In a news release which accompanied the discussion, the government “announced a new $150 Inflation Relief Rebate to reduce the impacts that rising prices are having on Yukoners.

“The rebate will be applied automatically to all residential and commercial ATCO Electric Yukon and Yukon Energy electricity bills in the coming months, regardless of energy usage.”

In about eight weeks, the rebate will start appearing as a $50 credit each month for three months on all non-government residential and commercial electricity customers’ bills.

“This rebate is in addition to the existing Interim Electrical Rebate for residential customers,” the release said.

“The Interim Electrical Rebate reduces the amount residential customers pay on their first 1,000 kilowatt hours each month, saving Yukoners up to $270 a year.

“Although electricity rates in the Yukon remain the lowest in the North, Yukoners and local businesses are feeling the impacts of rising costs of living being felt around the world.”

Yukon Party MLAs made it clear they aren’t happy with the concept – despite repeated calls on the government to make energy bills more affordable.

“The premier made a speech about his budget to the Yukon Chamber of Commerce (last week),” MLA Brad Cathers said.

“Realizing that his (March 3) budget was already out of date and completely forgot about tackling inflation and the rising cost of living, the premier announced a new measure not contemplated in the budget — an electrical rebate to residential and commercial customers of $150 for the year.

“Can the premier tell us how much this new program will cost, when it will roll out, and why the measure wasn’t budgeted for at all?”

Energy, Mines and Resources Minister John Streicker offered to make a ministerial statement in the house to explain the rebate.

“What we announced was $50 a month for three months for a total of $150. This is to help Yukoners because we know that there are prices rising,” Streicker said.

“We know that the war in Ukraine has pushed the price of fuel up and also the price of food. This is us responding to that situation. The total dollar value, I believe, is $3 million.”

Cathers rebuffed those comments.

“We have proposed waiving the fuel tax, reversing the Liberals’ multimillion-dollar tax hike on insurance, and pushing the federal government to cancel the carbon tax increase during this inflation crisis, but the Liberals have dismissed all of these suggestions,” Cathers said.

“The minister of Economic Development (Ranj Pillai) even dismissed waiving the fuel tax as nothing more than ‘a boutique policy’ that he said was plagiarized from Alberta.

“It’s not lost on Yukoners that the $150 rebate is a policy directly copied from the same Alberta government whose policy the Liberals criticized as being ‘boutique.’

“Will the premier admit that his last-minute effort to copy Alberta is further proof that his budget is already stale-dated and out of touch with the challenges facing Yukoners with the rising cost of living?”

That jab quickly brought Premier Sandy Silver to his feet.

“So, again, the member opposite is incorrect. When we take a look at what they suggested as far as getting rid of the six-cent (per litre) fuel tax here in Yukon, we made it known that it’s the lowest fuel tax in Canada.

“Now, with this rebate that we are giving out to people — $50 per month — think about how many times you would have to fill up your gas tank to equal that type of support with the Yukon Party-led response.”

He called the power bill rebate “another method that we’re doing to make sure that lives are affordable for Yukoners. On this side of the House, we will use evidence-based decision-making.”

Cathers continued to call the budget out of touch with reality – “so out of touch that they’re making up policy on the fly and introducing new programs not contemplated by the budget. The premier raved that his budget is not stale and they don’t need to do anything to help Yukoners with the cost of living.

“Now the premier’s throwing a Hail Mary with a new program that wasn’t even included in the budget.”

Afterward, Streicker spoke with the Star about the issue, which he called an interim measure.

“We all are trying to work to support Yukoners,” he said. “There are people living close to the margins and needing more support.”

Streicker said the rebate was a “way to try to reach Yukoners more directly.

“We had been in conversation with the chamber of commerce about electricity rates. So we decided to do this program which would get straight to Yukoners. It does not matter if you have a large electric bill or not. That’s why we went for the rebate.

“We went back and forth with the utilities as to whether we could get it in. It was a lot of hustle.”

He said the government was “looking at a period of time as much as the dollar amount. We wanted something that was meaningful and significant for Yukoners, and we wanted to do it for a period of time. We will watch to see what’s going on.”

Streicker said the government will continue to work “on a whole bunch of fronts.

“I guess I believe Yukoners will be in support of it. Some might seek more, but we have a whole bunch of programs to help Yukoners.”

However, there were no supportive comments to be seen on the government’s Facebook page.

Gary Atkins wrote, “Throwing peanuts at the peasants! My hydro bill has doubled in the last 12 months. (hm... I seem to remember the YP was going to freeze rates.)”

Justin Trusz posted: “Yet another example of the absolute disconnect from reality by this government.”

Twyla Risby added, “This is laughable. Why not just remove the revenue short fall rider that makes up almost 40% of our bills?

“And what about the $15 customer charge that we are being charged every month just to be a customer of Yukon Electric, as if we have any other option?”

The situation was much the same on the government’s Twitter account.

One person wrote: “$50/month for three months – that solved everything ... not even close to the cost increases families are seeing and doesn’t proportionally help families. Another Band-aid solution to a much deeper problem.”

@Joe I never said we don't have debt in Yukon, I said we just posted a surplus, which means we are moving in the right direction. The inflation rate is a global problem right now, so how is the Yukon or even Canada, worse than everyone else in this respect?

You say homeownership and the ability to take multiple vacations are not a good metric, so please tell me the metrics we should be using instead. It can't be just "well I have a friend and colleague who blah blah blah"

Again, Canada having the best quality of life in the world, think about that. Odd that Canada is able to achieve this while living under a supposed dictator eh?

@lynx... rose coloured glasses. A surplus on a budget does not mean we don’t have debt it means the feds gave us a bigger welfare check this year. How about you ask how much money we have in the bank ? How about the inflation rate, the price of fuel, food? The liberals have divided the country, the Yukon is a mess.
Debt ridden home ownership and a couple trips a year to Vancouver are not positive metrics. I know you probably have a stay at home govy job (FYI part of the reason our territory is a mess is the liberals outrageous increase in public sector spending). So if you’re inclined to say we’ve got it good than I guess you do belong in an authoritarian state and you should keep drinking the kool aid.

As I have posted here previously, I'm sure most rate payers would like to see an accounting of all the riders on the monthly bill with some info on the revenue they have made while in effect, the outstanding amount they are intended to recoupe and when they will be removed from our bills. Thank you!

The cost to power a home is ridiculous. They punish large families as they use more power per month than a smaller house hold and force the larger household to pay a higher rate if over a certain monthly usage. The rate should be the same for all regardless of the power usage. Secondly, why are we still paying for the loss of revenue from the Anvil mine days??? That mine shut down over 40 years ago yet we still pay a fee for that, Why?

Is this supposed to make me feel better? My average electric bill over the last five months has been about $785. ATCO rates are outrageous, unaffordable, and need to be better regulated.

Of all the contextual facts the Whitehorse Star could have included… price of crude, price of heavy Canadian, our overall trade deficit in fossil fuels, numbers for the amount of fuel shipped into the territory, how much fuel we use shipping in that fuel… y’all went with Joe Highschool’s twitterverse tantrum.

@Joe I would love to know how our country and territory have been destroyed. It seems like every business in town is looking for workers because of how hot the economy is. Perhaps you or your friends can't find good jobs for some reason and you want to blame the government instead of looking in the mirror? You talk about debt, well the territorial government just posted a surplus and federally we have one of the best debt-GDP ratios in the western world, so the sky certainly isn't falling there!
Canada was voted last year as having the best quality of life in the world, but I guess that isn't good enough for you either. Why is your life so horrible right now and why is it the government's fault? Everyone I know has a good job and the ability to travel, most own their own homes etc. Things are going well by most metrics. Inflation is an issue right now, but it's a global issue so it would be odd if you somehow thought Canada was responsible for the global economy.

Maybe you missed the memo but governments (not just ours) are taxing fossil fuels to make them less desirable. Is it really that hard for you to figure it out? The push is for EVs.

All fossil fuels are finite, when they are gone they are gone. We can't make more O&G. We are seeking alternative sources of energy, cleaner sources of energy, energy that creates less pollution and less effect on climate change.

You don't have to like it, but in a few decades there will only be a handful of hobbyists with internal combustion engines in their vehicle and the price of fuel will be in the double digits per litre.

One thing they could consider is removing the rider for using over 1,000 kwh. Seems like a big, reliable, steady, cash grab when electric heat is being promoted & I would like to see data on percentage of homes using less than 1,000 kwh.

If 3 payments of $50 saves you now, there is little hope. Must enjoy the backwards nature here though. Spending our way to lower prices...genius. Now that BoC is openly "fighting" inflation hard to tell if we are about to get out of control prices or out of control rates. I bet they won't make it to 5% before Canada becomes insolvent on its 2.5+ trillion of debt. To bad next print on inflation will likely be showing 6.3% on the CPI. I guess this is why NDP are so broke they could not afford a federal election if they wanted, still no idea what such crazed currency creation does to nations. 0.00 tones of gold in Canada's coffers still too, things are sure looking good.

I did the math. The removal of the 6¢ gas tax would save me over $600/year. It would have cost them much more than the ~$3M. On the flip side, it would have a different effect on each person. Someone with newer vehicles would probably save less than me, and those with electric cars wouldn’t get anything at all. My Brother-in-law would probably save $1200 a year as he lives close to fox lake.

Really? Because, last I looked, fuel prices were skyrocketing well before the war in Ukraine. Add to that, Silver's BFF Trudeau is going to impose another carbon tax increase at the pumps on April 1. Quit blaming Putin for your crap.

As for electrical rates, perhaps YEC should stop subsidizing expensive "green" energy projects that do nothing but push energy prices ever higher.

Dear Politico - Putin is not the Right’s strongman he is the clearest example of Leftist ideology there is. Trudeau and Silver still have to pretend we are in a democracy sometimes so they are less clear but still provide some compelling parallels. For example, Trudeau loves “basic dictatorships” and he and his NDP have us near the brink. Silver, he’s just a politico who has found his 15 minutes of fame and his momentum is simply a product of the chaos generated in the wake of a wokist tantrum.
