The City of Whitehorse is mourning the loss of former city manager Linda Rapp, who died peacefully on Friday morning.

Rapp joined the city in 1984, after having spent five years with the Town of Faro.

Her many roles at the City of Whitehorse included director of Community and Recreation Services, manager of Parks and Recreation and most recently, city manager. She had retired on Jan. 1.

During a municipal career that spanned more than 40 years, Rapp was instrumental in the success of multiple projects and initiatives.

“Her leadership style and calming presence was highly valued amongst her peers,” the city said in a statement released Friday afternoon.

“I was very fortunate to work closely with Linda during my previous term on city council,” said Mayor Laura Cabott.

“Linda cared very much about the city and the community, and devoted herself entirely to making Whitehorse a better place for everyone. And she succeeded in that. She will be greatly missed.”

“Linda was passionate about recreation, physical education and community growth, among many other things,” the city statement added.

“She was also a long-standing member of Paddlers Abreast, a crew of breast-cancer survivors who participate in the Yukon River Quest.”

The city and its employees held a moment of silence at 11:00 this morning, and another will be held at the start of this evening’s council meeting.

Linda was a joy to work with when I served on the City’s Parks & Recreation board in the early 1990’s. Always well prepared and cheerful. She will be missed by many. Condolences to Blaine and family.
