Education ADM performs surgery on ‘Dr.’ title

Albert Trask, the senior Education administrator who took flak last fall for touting a dubious PhD, has erased the word “Dr.” from his signature.

Albert Trask, the senior Education administrator who took flak last fall for touting a dubious PhD, has erased the word “Dr.” from his signature.

The shift occurred in November, the same month he and deputy minister Valerie Royle stood behind his academic credentials and staunchly defended them to teachers and the public.

The apparent backtrack does not appear to be owing to an epiphany of humility from Trask, an ordained minister in the United Church of Canada.

Rather: “In November, the assistant deputy minister came to a personal decision that this issue had become a distraction and was taking away from what the Yukon education system should be focussing on, which is students and their achievement and success,” Education spokesman Ronuk Modha said in response to Star queries Wednesday.

“As a result, he withdrew the honorific title from his signature line as he carries out his duties on behalf of the department.”

“Dr.” has now been replaced with “Noah” on departmental correspondence.

Tanis Giczi, the acting president of the Yukon Teachers’ Association (YTA), confirmed the switch.

She said the top civil servant has signed off as “Noah Albert Trask” on emails and documents between the YTA and the department since early December — when she stepped into the role — and likely before.

On Nov. 4, Royle broke weeks of departmental silence around concerns that Trask — who also heads the teacher qualification and certification boards — obtained his PhD from a “diploma mill.”

Responding to news broken by the Star last October, the deputy minister said Trask’s credentials were granted by an “accredited theological institution.”

Royle noted Newburgh Theological Seminary and College of the Bible — Trask’s alma mater — has accreditation courtesy of the Transworld International Accrediting Commission.

The release does not disclose that Transworld itself remains unrecognized as an accrediting agency in the U.S. by both the Council on Higher Education Accreditation and the federal Department of Education, and therefore not peer-accepted as a valid degree source.

Meanwhile, Newburgh is also unrecognized by those two authorities as well as the Association of Theological Schools in the United States and Canada, an organization Royle herself cited to prove the validity of Trask’s other degrees, which are not in question.

Newburgh — an “online learning institution” with offices in a nondescript Indiana suburb — and Transworld — based on the outskirts of Los Angeles — are listed on numerous websites as among scores of “degree mills” and “fake accreditation agencies,” respectively.

The ADM does not need a PhD to fulfill his role, as Royle noted, but had signed his name with the honorific “Dr.” in official correspondence since his arrival on the job in 2013.

Trask, in a statement to departmental employees in November, affirmed his faith in the integrity of the PhD and the school it came from — “One of America’s Best Seminary Bible Colleges!” according to its website.

He continues to chair the teacher certification and qualification boards, responsible for verifying teachers’ credentials.

The man tasked with keeping educators honest, upholding pedagogical standards for the territory and ensuring the authenticity of university degrees has obtained a questionable one himself, according to the YTA.

“Is he who he says he is?” asked association president Katherine Mackwood last year.

“If the credentials aren’t recognized, he’s misrepresenting himself having a designation as a doctor.

“That’s misleading,” she told the Star.

The controversy caused a flurry in the legislature last sitting, with the NDP turning up the heat on the government.

“Does the minister approve that an Education ADM use the title ‘Doctor’ without having a PhD from a recognized institution?” asked Education critic Jim Tredger on Nov. 3.

Education Minister Elaine Taylor said she was “astounded” that Tredger seemed to think she is responsible for “personnel-related issues.”

She added that she has “100-per-cent confidence in the Public Service Commissioner.”

However, Nigel Allan, a communications manager with the Public Service Commission, noted his department had no role in hiring Trask nor checking his credentials.

“It’s up to that department (Education) to make sure that that qualification is authentic ... that that’s the real deal,” he told the Star last October.

I wish there was 3 new senior managers. Economic Development, Justice and new Commissioner of the Public Service Commission. Than the Yukon would be much more stronger and have a better future from my experience and most likely a lot more people in the Yukon.

It's a shame that the Dept of Ed is so messed up. However, it's nice to read comments from people who understand what is going on in the govt. People who had dealings with Royal/Hines (both appointed by the Premier) do acknowledge what kind of characters they are dealing with. Yes, it is to my understanding that Royal was on the hiring board, therefore she will support Trask (if that is his real name). This City is small. Average voting people do talk about their negative experiences and are not afraid to mention names.
When these so call leaders come knocking on my door for my vote I will be asking them if they are prepared to clean house, and stop appointing friends-at all levels.
As far as I am concern Mr. Trask has done more damage to himself; why would I trust him when he has demonstrated his values/morals. (this goes for others in gov't) It is time to do a shuffle - Yukon Party needs to be replaced for many reasons!

... and the nepotism is not confined to Education. One only has to look at Health and Social Services. The DM that came back from the grave after being fired for what some suggest was unethical and self-serving behavior and whose wife ended up as an ADM in Education, managed to plant within Health and Social Services a person who was allegedly a very close, very close friend who is still there today as a Director and who has caused no end of strife and turmoil in the area they are responsible for. The recent former Minister of HSS, others have suggested was told but nothing was done ... some suggest because of the individual's family connections.

The point is these situations are not uncommon and exist across this government and appear to have gotten worse under this government.

@Big North, so "ADM appointments are NOT political." I will have to give you credit for being naive, that is supposed to be the case but in the Yukon you may find this is the case in theory but not in practice. The present illustrious Dr. Albert Trask just happens to come from the same place clear across Canada namely Newfoundland as his boss the politically appointed DM Valerie Royle. It would appear that it is impossible for them to lose their jobs even when caught red handed lying to everyone (yes, both lied Trask about his so-called PhD and Royle about her not knowing what constitutes a PhD.)

So how about the example of the former Yukon Education ADM? She was appointed ADM right after her husband was given the job as DM of HSS. He had already been fired before as the DM of Justice, they moved back to West Vancouver & got another kick at the can of very high paying jobs in the Yukon Government. We are all to believe that in reality ADMs are not political appointments, right! There is almost nothing that occurs in the Yukon government that isn't political. All these less than competent DMs, ADMs & managers just happen to have secured those jobs because.....they knew the right people.

So Yukon Education has not been well served for years by its DMs and ADMs but they have been politically well connected. That is but one of many reasons why Yukon Education is a mess and if the Yukon Party has anything to say about it this will continue indefinitely.

The top two beauracrats in Education are in positions of TRUST prove not to be trustworthy but they do not lose their jobs. You get to the point where you wonder what one would have to do to get fired in the government? Cathers just gets another Department to play with so what exactly does it take?

I agree completely with your comments. As one who was 'encouraged' to leave my job in the Yukon Department of Ed or else risk falling victim to a manipulative and corrupt employer, I feel sorry for anyone left behind who is in such a vulnerable situation as a teacher or EA. An unscrupulous principal backed by an unscrupulous Department of Education, can ruin your career. Maybe that is why some schools in the rural areas have such a difficult time retaining staff. Might be worthwhile for the media to check it out, or are they also victim of the long arm of the Yukon Government as well? And so the wheel continues to turn. How sad for the kids who deserve so much better.

So who exactly hired Trask? Taylor says the PSC. The PSC says not them. So who? Did Valerie Royale just hire him on her own? I admit that I do not know.

What do people think what needs to be changed in the Yukon Government system of public business?
What should the elected officials do to make changes in the Yukon Government operations of public business?
Does anyone really think we have strong leadership in government?

Oldtimer, Elaine Taylor should take your advice. She thought the PSC hired her ADM, and, went further to say that she 'trusts their judgement 100%', even though they hired a guy with fake credentials.

If Elaine Taylot doesn't have a clue who is responsible for hiring the ADM, well then who should?!

Is it good political management to hire people into positions that don't know how to do the work of the position? As one senior manager stated to me in 2011, that it is not what you know but who you know that helps you get ahead. Is it right that people do not follow the acts, policies and procedures that is put in place to govern the actions of people in managing the public business? I have taken 3 courses in political science and 10 more in different types of operating structures and have roughly 12 years in senior positions in public business which is directed by elected official at all levels of government including a Federal Crown Corp. Municipal, First Nations and Yukon Government. Responsibility of all elected officials is to do what is right and to route out and fix bad situations in Government. Yukon Government has great employees but there are patches of problems that need fixing.

To all the political junkies out there. Before you start calling people down and blasting ministers perhaps you should take a course or two in political management. Ministers don't get evolved in personnel matters and hiring of anyone in their department. Walk a mile in their shoes before you make stupid remarks and educate yourself. Are you suggesting that we need EA's for ever student in our schools? When are parents going to start acting like parents and show up at the schools to help out with their children.

You had 3 senior managers in Economic Development that don't have degrees and they are trying to manage people who have attended many years of post secondary education. They hire people into positions that don't have any experience or qualifications and then they give them an up scale hire along with not having the education or experience. What does Yukoners think of that?

According to my medical providers which was 10 doctors and my insurance provider in a June 19, 2012, that I worked in a work environment that was not safe or healthy for me to work in. In the same email my medical providers and insurance stated that they were concerned about the actions of the Yukon Government in managing my employment if continuing the way they were, the Yukon Government system would acerbate my health issues. My medical providers, made it very clear to the Yukon Government people who were not providing me safe and healthy work environment or process they were supposed to not contact me. On September 4, 2012, the group from the Yukon Government who were ordered to stop contacting me because of acerbating my health did call me at home and later that same day I found out I had a stroke. As matter fact Yukon will not stop contacting me even as late as yesterday January 16, 2015.
What can I do to stop the Yukon Government system that does not work? The Yukon Government has nine lawyers working on my case that has been going on for five years. The Yukon Government system has spent more money on my employment case than a murder trial!

One wonders who will fill the (enormous and vacuous) void at Education. I suggest a strategically-placed traffic cone could bring more to the role than Taylor and company ever did. How the heck did Kent survive?

In other words business as usual at the Dept. of Education, it is hard to imagine there are no consequences for Albert Trask or Valerie Royle and they weren't sent packing back to Nfld. Lying about ones' qualifications says a great deal about a person and where I come from that person should NOT be in a position of trust. The fact that his supervisor Valerie Royle didn't know if his qualifications were legitimate says something about either her intelligence or how far she would go to cover up her incompetence. No matter how you look at it Yukon Education is not well served by either character and the fact that the Yukon Party has done nothing to give the appearance that they felt there was anything wrong with this is but one of many reasons they will not be leading this government in the near future.

Now barbie doll aka Elaine Taylor is out of the portfolio of Education which is long overdue and into Tourism. This a good thing as in Tourism she can just look good and won't need a brain really.

Having Doug Graham in Education might be a good thing. He is by most accounts the sharper knife in the drawer of the Yukon Party yet what impact he can make in the short time before an election could be very limited. With the mess of Yukon Education it will take much too long to get to know the names of the players let alone how one could make a real change in how the Dept. functions or rather does not. Hint: start with a new DM & ADM they have no credibility at all.

A trend is occurring that sanctions and encourages many senior managers including DM’s and HR professionals to run amuck of basic HR policies and procedures with what appears to be impunity.
Employees have and are being mistreated and there are many. A flagrant disregard for basic HR principles and YG’s HR policies has been readily apparent over the last few years and for this the evidence is solid and plentiful. For this to occur under what should be a progressive and fair employer is reprehensible. Abuse of power is occurring in many departments but without question the Public Service Commission is a major offender. Many of those impacted were/are long term employees dedicated to providing consistent high quality service and expertise to departments and to the Public.
Employees have left the employer because of the work environment, others forced out using various tactics. For employees to leave on their own should be a huge red flag and itself telling as the YG does indeed offer good pay, benefits and career opportunities. The Public Service Commissioner should want to address or account for the significant personnel changes that have occurred under her watch explaining the sound HR methods used to implement those changes. I believe however it would be very difficult to provide explanations that would demonstrate or support fairness, respect for the individual or follow basic HR practices and policies without compromising the truth. It would be nice to hear a defense that did not use the cliché that people just can’t deal with change as that is not the case.
I’m sure any authority interested in investigating or talking to those impacted would be astounded as to how employees were/are treated. I do not believe that YG is overly concerned about wrongful or constructive dismissal, they play the odds. That is; will those forced out take a run at YG or for their own sanity and wellness will they move on. YG is lucky for the moment that most employees impacted have not individually or collectively taken a run at the employer either through the media or in the courts in order to expose unethical behaviors and practices. I can tell you there is encouragement to do so from both the Public and Private sectors. The question again comes back to; is it worth the effort and expected frustration, maybe not but then again maybe it is. To those who are interested and care or to those that can make a difference it would be worth exploring some of the goings on at the most senior level within our Corporate HR department.
People have been talking for some time now and many are aware to varying degrees of what is and has taken place. There is much more to this story and numerous concrete examples and paper trails. There is absolutely an abuse of power taking place and it needs to be fully exposed, investigated and stopped. It is truly shocking! A tactic used by YG under difficult circumstances is to not respond. Their hope is that employees will tire, lose their resolve and stories that call into question their tactics will fade away. Perhaps not this time! There are way too many stories these days about corruption and abuse of power taking place in the YG.

Glad to see a follow-up to this crazy story. Now, how about a follow-up to what happened with Mr. Hobbis and his daughter, and his battle for more EA's? It seems some stories just disappear, would appreciate knowing the outcome of that one. As for the Department ... well, it's plain dumb, and there's no way this fellow should continue in his role.

Elaine Taylor truly is an embarrassment to the Territory. Her knowledge-base is so low and inadequate it is astonishing she has mastered the ability to walk by putting one foot in front of the other. I weep for the future of our children when I see incompetents such as her ( and Royle , and the rest ) nominally in charge of education here. Tragic.

In one respect you can't blame Trask. I'm sure he promoted himself as having a doctored Doctorate when he applied for the position. You also really can't blame Elaine Taylor. Yes, she is only a talking head that shows up at functions to grab a bite to eat and appear as if she really cares. The Minister rightly so should not get involved in the hiring process. At least this Minister doesn't, there has been occasion when they have.

The finger needs to be pointed at Education's HR department that obviously did not do any due diligence; but if they did, then the buck stops with Valerie Royale. She did the actually hiring. She is the one who should wear this.

Just Sayin' it's worse than not knowing what a real Phd looks like, both the Deputy Minister and the ADM believe that a diploma purchased online from a fraudulent school, accredited by a fraudulent and unrecognized accreditation organization actually DOES constitute a legitmate Phd!

And the Minister, Elaine Taylor, who is supposed to control who sits in these DM, ADM positions as they are politically appointed and not hired through the PSC, doesn't even know who hired them! She thinks the PSC did, and has "100% faith in their decision making."

Does this not truly make even the Party Faithful question what is going on with these incompetent (at best) b00bs?

Does Elaine Taylor EVER have a clue what is going on? She is one pathetic Minister of Education. She doesn't care that the person in charge of making sure that teacher's credentials are legitimate has a fake doctorate that he bought online and 'earned' in 60 hours.

More corruption in the bureaucracy with the blessing of the Yukon Party. Honesty means nothing to them, it's all gamesmanship.
Please, please, please... Can we get rid of the Yukon Party next time? This garden needs weeding very badly.
