“We’ve never discussed firing anyone.”
That was the word Monday afternoon from John Streicker, the minister in charge of the Public Service Commission, and the Yukon government’s plan to require all public service employees to be fully vaccinated by Nov. 30.
Streicker was responding to questions for more details from the legislature during question period as well as from reporters afterward.
“What we have said, in working with those unions, is that we would sit down with them to work through the details of how this will unfold, and we have been at the table with them since that time and working closely,” Streicker told the legislature.
“I sat down with the president of the Yukon Employees’ Union (Steve Geick) this past Friday. It was, of course, a tough conversation because there is a lot of interest in trying to make sure that we get the requirement for vaccines to protect the public’s health done well and that we’re rolling it out by — we said by November, but as there are other announcements that have come from the National Advisory Committee on Immunization, which may address the date — but what I have said is that we want to work with them on developing that,” Steve Geick said.
The policy has caused consternation amongst at least two large and powerful unions thus far.
Both the Yukon Employees’ Union (YEU) and the Yukon Teachers’ Association have expressed serious concerns about how the policy would be enforced and the ramifications for non-compliant public service workers.
Geick told the Star Monday morning the organization would not back off its position that no one should lose their jobs over the policy, as has happened in other jurisdictions.
“I wasn’t aware that was the case elsewhere,” Streicker told reporters after being asked directly about the situation. “I can tell you that hasn’t been discussed.”
He said the furthest the conversation has gone so far is whether non-compliant employees should be placed on unpaid leave.
Geick wants to see provisions for use of personal protective equipment, such as masks, remote work and regular testing instead of terminations.
He has set a deadline of this Friday for the government and the commission to respond.
Streicker said he is consulting Dr. Catherine Elliott, the acting chief medical officer of health, on Geick’s suggestions.
He promised more consultation will be coming, regardless of her answers.
Streicker said if Elliott was to say the union’s requests are reasonable and match public health requirements, he would take that back to the unions for further discussion.
He would do the same thing, he said, if Elliott says that approach doesn’t properly address public health initiatives.
It’s also possible the Nov. 30 implementation date could be moved if it’s deemed necessary and in the public interest.
NDP Leader Kate White said the policy is another example of the Liberal government’s failure to communicate more clearly.
“They’ve got to do a better job of talking to the public,” she said.
Yukon Party Leader Currie Dixon again alleged the government is using the mandatory vaccinations policy to divert attention away from the raging controversy over the Hidden Valley Elementary School sexual abuse scandal.
“It’s a smokescreen,” he said, repeating allegations he made last week. “The timing of this policy is suspicious.
“Ten days ago, in an attempt to distract Yukoners from the growing scandal related to the sexual abuse at Hidden Valley School, the Liberals rushed out a poorly thought-out vaccine mandate announcement.
“They did this with absolutely no details and no information,” Dixon told the house during Monday’s question period.
“The result has been confusion and concern across the territory as Yukoners try to understand why this announcement was made with no idea at all about how it will work.
“In the words of the YEU in a letter to its members, this announcement has sent a chill through the Yukon. In their rush to make this announcement, the Liberals also forgot to consult with the YEU,” Dixon said. “The result has been that the union has filed a grievance.
“Can the minister responsible for the Public Service Commission confirm that the YEU has filed a policy grievance due to the arbitrary nature of the announcement and the Liberals’ failure to consider any of the serious issues with actually implementing this announcement?”
Premier Sandy Silver weighed in.
“What I can reconfirm here in the legislative assembly is that we don’t interfere with the recommendations from the public health office,” he said.
“This has been what we have done for the last almost two years now, when it comes to the recommendations.
“It should come as no surprise to the members opposite that, as soon as the recommendations are ready to come out, they come out,” the premier added.
“That’s from the independence of the chief medical officer of health. We know that the members opposite would rather pick and choose which ones are politically expedient for themselves as far as the chief medical officer of health’s recommendations — we’ve seen it over the last 18 months — but we will continue, on this side of the government, to make sure that we get that information as soon as possible and then work out the logistics.”
Silver said there is a reason for the time between the announcement “and the deadlines of those mandatory situations. It’s to have these conversations.
“There’s a full-court press as far as all of our departments working out the logistical challenges of the recommendations as the members opposite make it seem like these are politically motivated decisions,” Silver said.
“They are not, Hon. Speaker. They are from science; they are from the chief medical officer of health, and in Yukon, we’ve been very clear that this is where we’re going to get our direction from, whereas the opposition has decided that they will pick and choose which ones of those recommendations are good for them politically.”

Sorry, I don’t believe that statement. Imagine all the ministers and their aids with the Cabinet spin doctors gathered around the big table in the Cabinet office discussing how they would move forward with promoting all YG staff to get inoculated. Consequences and incentives that could be helpful are usually a part of those discussions. To say that termination was not even chatted about is thin soup.
Barring employees from entering the buildings like the federal Liberals considered could lead to other opportunities to terminate these workers due to non-performance of their jobs or some-such excuse they could cobble together fairly quickly, but those damn human rights keep getting in the way of them being really Progressive in dealing with COVID. Let's not forget the public service is a large voting block you don't want to alienate & I'm sure they talked about that.
Any administration that does not consider the bigger picture and all the options available to them are not very good administrators...or they're fibbing.

I'm so tired of reading the same "the vaccine will not protect you" gibberish. We have been told, by medical experts, that even people who are vaccinated can still catch Covid, BUT - and please, pay attention - if a double vaccinated person should catch Covid, their chances of severe illness are severely limited. Please read that again "severely limited". That means negligible chance of ending up in ICU. So to everyone who keeps asking why get the vaccine, that is why.

I hate to say it, but this really is a pattern with this government. Make a vague announcement (or none), let people freak out over it, and then say "Well, we never said ____, why are you freaking out over it?" Again, I hate to say it (because I hate to support the YP at all, and this guy in particular) but Cathers was correct to use the "gaslighting" reference.
How about you tell us what you *did* discuss? Why weren't you specific about what consequences employees would face if they didn't get the vaxx (which I *do* agree with, but your sales pitch is all wrong). And if you hadn't yet discussed those things, you shouldn't have made the announcement, or at the very least said "Hey pubic, we're currently discussing vaccine mandates and consequences, and will have a definitive announcement for you next week."
It's like the return-to-Yukon-from-Outside plan. Why didn't you explain exactly what "medical information" people were signing consent to? It would have been *very* easy for you to have said "We need to look up your vaccination record, but nothing else." Instead, you let people believe that their entire medical history was up for grabs, even weeks after the initial announcement.
It's like the Hidden Valley thing... if you had been up-front about it from the very beginning, there wouldn't have been this giant uproar.
Every government says they are being transparent.... but they aren't. It's sad.

Oh? John, you're not dismissing them, but will force them out on leave without pay? How twisted is that.
Why force people to take a vaccine that obviously does not protect them. The data shows that fully vaxed people can still contract & transmit covid with each other. The mandate makes absolutely no sense.
Winter is coming, and you plan to coerce people to take a highly risky vaccine that provides little health protection, just so they can still heat their homes and feed their children.

yukonfreedom DOT com has excellent info and resources to push back against these totalitarian dictates that violate human rights, the constitution and are in fact criminal discrimination based on genetic grounds. PCR tests are genetic tests, the jabs affect genetics.

My opinion only - I don't think passports are necessary, at least for now, for non-essential services, and I feel badly for restaurants, business owners if they're required to check a customer's status. If cases suddenly increase, that might be something to put in place. I'm fully in support though, of YG employees, health care workers, EMS staff, teachers etc etc of being fully-vaccinated, just because of the nature of their work and the risk in their workplaces.

85% of Yukoners are double vaxxed. That’s a pretty strong mandate. We are the deciders not the vocal minority.
Don’t want your shot? Don’t get it, I don’t care. Remember choices come with consequences. Meanwhile the MAJORITY will carry on with life and you can hold up signs in Shipyards park.

It's great to see the YEU, Currie Dixon and Kate White working against these oppressive vaccine mandates. Its obvious that a majority of YEU members are not in favour of this, so the government should just scrap it along with the vaccine passport idea. If not, then Currie and Kate should keep working together to bring down the government.

In Los Angeles, any Public Service employee. incl. Police & Fire, not double vaccinated by Dec.18th, must be tested twice each week on their own time & will have $65.00 for each test deducted from their pay slip. Maybe that is also the solution here?

@David O'Farrell vaccines might not stop all infection but it will stop a lot and decrease the affects of those break through cases. It must just be some weird coincidence that the vast majority of those that are being infected now are unvaccinated..

I’ll say it again. Absolutely NO remote working. As the government will not fire anyone, all unvaccinated employees must wear personal protective equipment, such as masks and regular testing. With that being said how can you as the government force vaccine passports on Yukoners when you can’t/don’t/won’t do anything with your own employees??

David O'Farrell - You folks just keep repeating this disinformation as if it is fact. The vaccine doesn't guarantee you won't get COVID and may not be as sterilizing as some folks had originally hoped but it still provides for a substantial reduction in risk of infection and period of infectiveness is reduced. That is important.

The vaccines don't stop infection. They also don't stop infected people from spreading the virus. Everyone should be aware of that by now. With those facts in mind, what will a vaccine mandate accomplish ?? If the government really wants to do something to stop the spread how about weekly testing...for EVERYONE who might come in contact with the vulnerable.
