Police were called at around 6:40 p.m. Monday after someone stopped by the mailbox and made the discovery, Const. Dean Hoogland said Tuesday afternoon.
Officers attending the scene were shown the bag. It was then discovered that the pups were likely stillborn, he said.
The RCMP disposed of the carcasses.
With no further information on how the puppies came to be there, Hoogland said, it's unlikely the investigation will go any further.
Members of the Facebook group Whitehorse, Yukon – Anything Animal have been expressing their dismay about the affair after the person who discovered it posted what she had found.
Along with the carcasses of the two dogs, the bag contained an empty yogurt container.
In a Facebook correspondence, the person who found the bag, who requested anonymity, said she was shocked by the discovery and burst into tears.
She called her boyfriend to confirm she was seeing what she thought she was seeing.
When he confirmed it, she called police and waited about an hour and a half for them to arrive.
A self-described animal lover, the woman remains shocked that anyone would just leave the carcasses like that.
She said it puzzles her why they would be left at a mailbox for someone to find when they could have been disposed of properly.
As for how such a situation could be prevented in the future, she questioned the possibility of stricter screening processes for animal adoptions.
She also suggested this situation should be treated as a case of animal abuse rather than doing nothing.
Reactions to the matter on Facebook have been strong.
"Terribly sad...but what would be sadder is if the mama who had these babies isn't looked at and spayed so she never has to go through that again,” one commenter wrote.
"That's just sickening! What's wrong with people!!” wrote another group member.
Similar statements have been posted on the Facebook page, many displaying emotions of sadness, some showing tears.
