If you heard two dull roars over the skies in the Yukon this morning, you can attribute it to this week’s COVID-19 briefing.

First, the territorial government announced daycares will return to full service beginning Monday after being partially or completely closed over the last two weeks.

While that will be a relief for parents, the truly big news was Premier Sandy Silver saying that if the downward trend of active virus cases continues and vaccination rates keep rising, the COVID state of emergency would be lifted next month.

If that happens, it would also mean the end of the mandatory health restrictions such as the Safe Six and masking.

That’s exciting news for territorial residents, who have lived under these rules since the spring of 2020 for the Safe Six.

Mandatory masking was introduced last November, causing some restlessness amongst the population.

Silver made the emergency state announcement this morning, and reiterated it after questions from reporters.

“All restrictions would be lifted,” he said.

Tied in with that decision is a renewed emphasis on getting more people vaccinated.

The numbers currently show 85 per cent of eligible adult Yukoners have received at least one vaccine. Seventy-seven have received both shots.

While saying that was “phenomenal,” Silver and Dr. Brendan Hanley, the Yukon’s chief medical officer of health, said they’d like to see 100 per cent of people vaccinated to ensure blanket protection.

Hanley called that an “aspirational goal”, since approximately five per cent of people can’t receive the vaccine for various legitimate reasons.

They’re training their sights on the remaining 10 to 12 per cent who could receive the shot, although it’s unclear exactly how they plan to convince them.

Hanley acknowledged many of those people might be so-called “anti-vaxxers” – people who staunchly reject the vaccines for a wide variety or reasons.

Silver said the “onus of individual responsibility” will now shift to these individuals.

Some may find that statement puzzling, since receiving the vaccine has always been up to individuals and has never been mandated by the government.

Hanley was more judicious in his comments. He said new ways of reaching people who are reluctant to receive the vaccines are constantly being explored.

“It (the 95 per cent) goal is aspirational,” he said. “We have to look at all possibilities.”

Silver said the current outbreak, which appears to be waning, “aggressively targeted unvaccinated people who were not following the Safe Six.”

The government has also reinstated the more liberal gathering rules it introduced May 25 – just before the outbreak began.

Gathering sizes for organized events will now expand to 200 people – for vaccinated people.

Unvaccinated citizens face tighter controls, with organized gathering being limited to 20 to 50 people for indoor and outdoor activities.

The rules for unvaccinated aren’t as loose with unorganized activities, such as social gatherings and parties, providing a double standard of sorts for Yukon residents.

Unvaccinated people in everyday situations are still being asked to keep their gatherings to six people for the moment.

Hanley said 38 people were hospitalized during the current outbreak, with 13 of them being medevaced to the south.

Three people remain in Whitehorse General Hospital.

Of the four deaths that have occurred since June 1, three people were unvaccinated and one was partially vaccinated.

About 13 per cent of confirmed cases were amongst fully-vaccinated people. Most of them were in close contact with unvaccinated cases, Hanley said, such as household members.

All but one of them were mild cases.

“If you’re unvaccinated, this virus will find you,” Hanley said. “The risk has not gone away. This virus has hit us hard. Gather with care.”

Hanley indicated that while mandatory masking may end with the state of emergency, he’s still a fan of the concept being strongly recommended.

“For years to come, masks should be kept (as a tool),” he said. We need to be smarter and more selective as to how we use them.”

Hanley said there’s no reason why the government can’t lift controls as it has planned, even if cases aren’t at zero.

Silver said the Yukon still has no plans to introduce a formal vaccine passport.

Other jurisdictions in Canada are grappling with the question, with some, such as Quebec, embracing the idea last week. Others, including Alberta, have rejected the notion.

Late Monday afternoon, Hanley expressed his sorrow about the territory’s sixth death involving COVID-19 since late 2020.

“I am deeply saddened by the loss of another Yukoner to COVID-19, and I send my condolences to the family,” Hanley said.

“We must also use these hard experiences to reinforce the importance of vaccination as a life-saving measure in our fight against COVID-19.”

His office does not release details about those who have died from the virus.

Hanley also reported 19 new confirmed cases of COVID-19 between noon last Friday and noon Monday, and four more between noon Monday and noon Tuesday.

With recoveries, today’s active case count is 93. 

On Tuesday, the territory’s total case count since March 22, 2020 was reported at 484, with 414 cases since June 1. One case previously identified as positive has been determined negative.

“For the new cases since 12 p.m. on July 9, 19 confirmed cases (all Yukoners),” Hanley said Monday afternoon.

“Eighteen Whitehorse, one rural community pending confirmation.”

Three hundred seventeen individuals have recovered since June 1.

Hanley is advising individuals to assume that COVID-19 is widespread – and act accordingly.

Anyone experiencing any of the symptoms, even if mild, should get tested.

Testing for COVID-19 infection is more important than ever.

People who are vaccinated may also rarely acquire COVID-19 and should seek testing if symptoms develop.

Testing turnaround times remain very quick, 24 hours in the previous week, and negative results can now be accessed online for faster access to results.

Anyone experiencing symptoms in Whitehorse should call the COVID-19 Testing and Assessment Centre at 393-3083 or book online to arrange for testing.

Drive-up testing is available in Whitehorse at the centre from 6:30 p.m. to 9:30 p.m. daily at 49A Waterfront Place.

People in communities should contact their rural community health centre.

So you are wrong about your 0.05 number.
Also, there are a host of long term effects being logged in - people who recover including lung damage and reduced senses like taste and smell. So yes it can "rip through the population".

Speaking of fear, why are anti-vaccers scared of the vaccine? I've also noticed that covid anti-vaccers are also general anti-vaccers, scared of any modern medicine. I mean the odds of dying from the vaccine are 0.0036% so why fear that more than covid with a higher fatality rate and known long term effects?

The only thing the unvaccinated need to face up to is the fact that a significant part of the population is scared, bitter and vindictive and that our government is feeding into this. The unvaccinated aren’t afraid of COVID, that’s the whole point. With an infection fatality rate of 0.05% for people 70 years old it is ridiculous hyperbole to say it is going to “rip” through the unvaccinated.
By all means end this nonsense forced on us by the government.

I don't buy that argument. People regularly go into space for 6 months or a year in an extremely sterile environment. When they come back, they don't die immediately from being exposed to pathogens on earth on again.

So for people under lockdowns who can still see other people in their bubbles and go outside and be exposed to things living in the dirt or floating in the wind or just regular stuff on earth, I'm sure they'll be just fine.

Who would have thought that sanitizing & quarantining the whole world for over a year would eventually make us weaker and sicker in the long run. The real epidemiologists did warn us about this a while back.

It's tempting to agree with you - Except there are still thousands of kids under 12 who don't yet have access to a vaccine, and a number of people who can't get vaccinated due to medical conditions. But yeah, it's at the point where those who can get vaccinated but refuse to have to face up to their choice.

The entire scope of this deemed pandemic comes down to a single fundamental premise; what is a human right? Is there even such a thing as a single basic fundamental individual human right, or is there not? There are those who believe that the human being is just part of a collective; very much the same concept presented in the Star Trek series in regards to the nefarious "Borg" with their unified hive mind. It very much seems that there exists a large number of humans in the world that would prefer this type of situation. There would then be no room for any individual thought or liberty. When a rule is instituted, one is compelled to follow it. The implication of this trend towards that line of thinking is that there would also eventually be no room for individual emotion either. Forget about spirituality too. Everything exists to serve the "collective good" and dissention is not only not allowed, but becomes a sheer impossibility. It would do well for those who shirk off the idea of individual freedom and basic human rights to not only acknowledge this, but to think deeply and sincerely upon it. Those who wish for 'blanket coverage' of compliance are simultaneously wishing for a type of 'hive mentality' where individuality is completely destroyed. Pay note in particular to point number 9 under the heading of "Fundamental Responsibilities."
To state that the practices and mandates ordered by the medical community since March of 2020 have been unethical is a sincere understatement. No amount of 'thumbs down' on any comment acknowledging this, removes it from being an observational fact. It would do well for the medical community to truly remember their obligation to the public and to their patients; you have taken an oath to treat and heal the sick - not to interfere and put restrictions upon those that are healthy. To put it into a proper analogy, no fire department is called to hose down a house when there is no fire, nor even an indication of one. Those who think that the analogy is not thought through, very much forget that life itself is a never-ending endemic risk that carries with it the same finish line for everyone. If life is restricted for the individual because of every "potential fire," there is no life at that point - and certainly no individual freedom.

I think we should open er all up now that everyone has had plenty of time to get vaccinated if they want. If the virus rips through the unvaccinated population and kills or hospitalizes them then so be it. It is their choice to believe in conspiracies and risk their lives. Darwinism at its finest.

Why should we believe this latest pressure to take the experimental covid jab, when you have been moving the goal posts from the beginning. The “it’s only for two weeks” has now turned into 16 months and going. Bill Gates has already claimed that covid booster shots will be required every six months, and he practically runs the WHO. So, come fall expect to remain restricted until everybody gets the ‘booster’. And again. You know who will be raking in billions of $$$ in vaccines sales, paid by us taxpayers.

Notice the curious omission of the fact that those who recovered from a covid infection now have strong immunity and don’t need the jab. And that the great majority of those with a covid infection only experience mild symptoms. More reasons why the pressure for 100% vaccination is an outrageous betrayal of the public.

I don't believe a word that Silver, or Hanley or any Liberal says. I'm putting my faith in action. So, for me, it's a put up or shut up situation. A federal election is coming. Lifting the state of emergency isn't going to help them.

Ah yes, like the shifting sands of the Sahara, our good doctor and our number two premier also have a shifting scale target for the jab. First it was 70%, then 75%, then 80% - NOW it is 95% !!!

One can only say bizarre…
We are required to feel elated and rejoice. On the day the restrictions are lifted and we are able to cast the ball and chain we can expect to see Hi-Ho Silver and Doctor Fear riding down 2nd Avenue on white stallions holding their COVID banner with a red slash through the symbol. Behind them will be the COVID police force in full regalia marching behind to the sounds of “As the Saints Come Marching In.” Joyous multitudes will line the streets singing their praise with arms uplifted shouting “Hail Caesars”. As one they will toss their masks into the air where the winds will catch them and loft them high where they will disappear. To further be greeted by the masses, it will be announced that the flood waters have receded as the sandbag army of government folk follow, shovels over their collective shoulders, sing their praises that they have defended the land and won. “Hail Caesars”, again will be the shouted by the multitude. Finally, a smaller army will follow with DEET in hand declaring the armies of the mosquito hoards have been vanquished from the land by Lord Mostyn's soldiers. Again, the crowd will sing their praises and again we will be undated with resounding echoes of “Hail Caesars” !!!

Pestilence, floods, and the scourge of the plague have been conquered and beaten to the ground by our grand parade marshals and new emperors - Hi Ho Silver and Doctor Fear – “Hail Caesars” may they live forever - the Yukon has been saved.

We, are ever so grateful and blessed - sigh...
