Most of what was discussed involved the new state of emergency declaration that was announced Monday evening (see related coverage, pages 4, 5).
Perhaps the most significant news is that territorial public service workers who are not fully vaccinated by Jan. 30, 2022, will be placed on unpaid leave until they comply.
Premier Sandy Silver delivered that news rather casually during his remarks this morning.
The move will place the government directly at odds with at least two of the largest unions in the territory in the form of the Yukon Employees’ Union (YEU), which has strenuously resisted this measure, as well as the Yukon Teachers’ Association.
Silver did not address that matter any further.
A call to YEU president Steve Geick wasn’t returned by press deadline early this afternoon, nor was a call to YTA president Ted Hupé.
Silver also delivered a prolonged scolding to some members of the public after saying he has heard reports that frontline medical personnel – mostly nurses – have been on the receiving end of verbal and even physical “abuse” from people unhappy with the renewed state of emergency in the Yukon.
Silver called those frontline workers “heroes” and heaped praise on them for their efforts over the last 18 months of the pandemic.
Later in the briefing, Silver refused to provide more details or to quantify the number of incidents he has been informed of.
“I think my statement speaks for itself,” he said.
Silver and Dr. Catherine Elliott, the acting chief medical officer of health, said – as they have for the last two days – there is evidence of community spread in Whitehorse that can’t be traced.
“It’s unprecedented,” Silver said. “COVID is not finished with us.
“These measures aren’t easy, but they are necessary.”
There are currently 156 active cases, Elliott said. Eight people are hospitalized, an increase of seven in the last week.
She didn’t elaborate as to whether any are in intensive care. No one has been flown south for treatment, Elliott said.
Whitehorse accounts for 108 cases, while other clusters are in Carmacks and Watson Lake.
Elliott said more vaccinated people are being infected. She said that “makes sense,” considering the waning effects of the vaccine.
That’s why the government has introduced a booster shot program for people who are at least 50 years old.
It’s possible these booster shots will continue to be needed on a semi-regular basis, Elliott said, but the science remains uncertain on that.
“It’s normal for a vaccines’ effectiveness to wane over time,” she said.
With community transmission widespread in Whitehorse, no further exposure notices will be issued.
The government also released a lengthy list of businesses and services where varying restrictions will be introduced.
Mandatory masking will be required in essential services such as banks and grocery stores, along with physical distancing.
Non-essential services such as hair stylists and personal services will require clients to provide proof of vaccination and personal identification.
The full list is available on the government website.
A news release that accompanied the briefing provided some more information.
“The Government of Yukon is fast-tracking the vaccination requirement for designated settings to support new public health recommendations from the acting chief medical officer of health,” it reads.
“Starting November 13, 2021, people age 12 and up will be required to provide proof of vaccination to access designated establishments and services in the Yukon.”
Designated settings that require proof of vaccination include bars, restaurants, gyms, recreation facilities, art galleries, theatres and hair and nail salons.
Proof of vaccination will not be required to access essential services such as health care, grocery stores, banks, pharmacies, public transportation and shelters. The list of designated settings is now available on https://Yukon.ca.
Beginning Saturday, people will be required to show the paper or digital copy of their Proof of Vaccination Credential as well as a piece of government-issued photo identification in order to access those establishments and services on the list of designated settings. Government-issued identification for youth age 12 to 18 will not require a photo.
Yukoners can request their Proof of Vaccination Credential online at https://Yukon.ca/vaccine-proof.

@dmz I don't disagree, And it would be great if it was a matter of filtering the messages and making our decisions. But the trajectory is such that those decisions will be made for us, or coerced out of us.
Dave White had an interesting interview yesterday on the CBC, with an epidemiologist laying it out quite clearly. Absolutely nothing of the complexity she described is reflected in the acting public health officers' messages. "Over 50? You need a booster!" That's the level of respect for the informed consent of our "decisions" we're getting here. It's pretty clear where this is headed.

When I commented about boosters, it was in response to someone who implied that none of the childhood vaccinations most people receive require boosters, and that's not accurate. And yeah, I agree that there's uncertainty, and confusing messages that we have to filter through and make our decisions.

Why don't they check your blood for antibodies prior to the shot, because natural immunity is better. (PFIZER scientists admit this).
Why don't they have natural immunity passports too, if immunity was the point?
Why have they admitted that restrictions for the "organic" individuals are only in place to coerce them, not for health and safety?
Why are you still allowed to work and travel, but can still get sick and infect others, if you get the shot?
These are serious questions anyone who believes this is all necessary really need to ask themselves.

So in the 80's and 90's when HIV Aides was running rampant, it was illegal to deny services to an infected person. No one was even allowed to know who had aides. Infected persons spouses and sexual partners were not informed. Can you imagine if Restaurant owners had started asking people if the had tested positive and that they needed to show a negative test to come in? Of coarse not. That would be crazy right?
So if we follow through with this concept of safety trumps medical rights then when I go to a restaurant and am asked for my proof of vaccination can I ask the server if she has any STD's? Is the cook HIV positive or has been tested for Hep C?
Do you not see the problem here people? Wake up or you will be next.

@boosters for vaccines, I only remember one booster shot from way back when, I don't remember for which vaccine, but I am pretty sure it wasn't within the same year. I probably can't say the same about my pets.
What bugs me about this one is 1) within such a short time, 2) there seems to be no consensus about the necessity, 3) there is conflicting information about what it means that immunity wanes, with the message that it's normal being what they started out saying, 4) WHO has asked countries like ours to give the rest of the world a chance to get vaccinated, and I would resent being compelled to participate in an exercise that is considered unethical and defeatist, 5) the stakes have gotten ever higher, with it seeming very likely that boosters too will become a requirement for the vaccine credential, and 6) if they planned to undermine confidence in getting two shots, they couldn't be doing a better job than by promoting boosters less than a year after the vaccine became available.
I want to give my immune system a chance with the two shots. It's interesting that they have now announced that a longer period between Moderna shots is better than what they thought originally, even as they are recommending boosters. The application is clearly a work in progress. I'd love to leave it at that, but see vaccine credential, anxiety about.
I dislike very much the philosophy "if some is good, more must be better" when applied to medical issues. It's not like they have never been wrong! And it's not like drug companies have lost interest in maximizing benefits to their own bottom line.

Boosters for typical vaccines on Nov 13, 2021 at 12:40 pm
for those who think no boosters are required for things like MMR (measles,mumps, rubella), TDAP (tetanus, diptheria and pertussis) etc, you should double-check with your public health unit. If you didn't receive your boosters as a teen or young adult, you should get them now. Then there's chicken pox/varicella/shingles vaccine. And pneumonia, for those over 65. If you're traveling outside of US and Canada, there are other vaccines/boosters that are recommended. So to say that you've never had to have a booster, chances are you do need one, or got your booster as a child and don't remember

For the person who stated that Waterford, Ireland was in the midst of a 'devastating' outbreak, I googled it and here is the truth of the matter, "Despite the increase in cases, Dr McNamara said that, thanks to vaccination, the vast majority of infection were mild and it was only in “rare circumstances” that serious illness resulted."
The vaccine certainly is not a guarantee that people will not catch covid. Add to this, when 90% or more of people are vaccinated, communities tend to trend back to normal. It spreads. But people do not get very sick. Waterford, Ireland is okay with this and their head doctor is saying, 'Do not panic, we are doing quite well and people are only rarely getting seriously ill from this thing.'
I would imagine the same thing is happening here in the Yukon, but for some reason Sandy and Catherine do not want the public to know that. They steadfastly refuse to tell us the whole story.

No Sandy, your statement does not 'speak for itself'. The facts please. Why do you find it so difficult to be transparent and to share information and numbers?
Could it that the numbers do support your level of vitriol? Is it possible that you have a personal need to control and to be obeyed? And that you are trying to frame covid as a political battle where it's the fault of the Yukon Party anti-vaxxers? "Now look what they are doing! Assaulting hospital staff!'

People seeking medical care are not always at their best. Many are having the worst day of their year, or more. Outbursts at hospitals are nothing new.

Roy pointed out quite a few different things that vaccines have proven to be effective against, I for one have probably been vaccinated for many of them in school over 50 years ago but to get back to the statement that effectiveness "Wanes over time" ?? I have never gotten a booster for any of those mentioned and I haven't contracted any of them in the 50+/- years since getting vaccinated,

As of Nov 10, 33,227 people 12 and over had received 2 doses, while an additional 1200 people had received a single dose ('partially-vaccinated), leaving about 5600 people with 0 doses. Let's say that the 8 hospitalizations are evenly divided between 'fully-vaccinated' and 'unvaccinated' - 4/33,227 and 4/5600....pretty good odds, I'd say, for those 12+ who've been vaccinated. And with the under-12's not eligible for vaccination yet, chances are some of the cases among the vaccinated are those in households with kids, where there's close and prolonged contact. As for vaccinated people being infected, we've been told all along that the vaccine at best provides 90% protection from catching it, but it seems to be doing its job in preventing serious symptoms.

Nathan Living: By "real information" do you mean the information that you choose to believe. There's a lot of information out there and lots of it contradicts....including the information that comes out of our own premier and CMOH mouths....changes from one day to the next. If Nathan living chooses to believe it, does that make it real, or was it what Nathan Living was told to believe from numerous different angles.
However, Nathan Living, you must agree, pretty poor product, no? I got vaccinated for polio, measles, and a bunch of other things as a kid and never worried about them, and never required a booster shot. As an adult, had lots of vaccines, and similar deal, no booster required. You got the vaccine, it was a tried, tested and true product and nobody needed to worry. Nobody even thought about it after they received the shot. This vaccine, seems like I just got it yesterday, twice, and apparently I needed a booster 6 weeks before I originally got it.....with the CMOH saying that the recent surge is due to the vaccine losing it's effectiveness over a very short time frame and the vaccinated are getting the virus and spreading it. Either it's a crap product and it wears off real quick, or it's a crap product that never worked to begin with. I mean, come on, it's time to start acknowledging that we're no where near on top of controlling the spread of this thing, and blaming unvaccinated people for this is stupid.

We know from YG's and Hanley's mouth that there are not 10 confirmed deaths from COVID.

@Bob Jones, I agree. I don't need a lot of detail, but I wonder if they realize how close they are to undermining the vaccine itself. I believe the chief medical officer said immunity is waning, but from what I read, that's a more complex issue, and recommending booster shots at this stage seems like a panic call to me.
Hey, I know I could be wrong, but I am not up for being chained to a booster schedule that so far is looking like twice a year, not with the quality of information that's on offer. They never talk about how immunity from having covid is bearing out and that just seems secretive. Surely there is data available by now.
The media is a huge disappointment. I'm tired of their cheerleading and scolding, and docile reception to officials. History won't be kind to them.

I find it super frustrating that no politician or health professional provides actual data for us to be able to evaluate risk on a personal level. And it's infuriating the media just re-publish talking points and are not holding these officials to account. It's all just PR washed statements.
Ok, there are 156 cases and 8 in hospital but we're missing age ranges, pre-existing conditions, vax or unvax, icu???

We've been strung along with the stick and carrot for over 20 months, with goal posts forever shifted. Who really believes now that this will stop once we're all double-vaxed? No, Please wake up people. They're already distributing the 3rd shot here. AND they will make that mandatory eventually. In Israel, the most vaxed country, they're already into the 4th shot now. These mRNA injections are short lived, and they don't prevent transmission of the virus. The most vaxed countries have also experienced the most covid outbreaks.
On the other hand, Siver has failed to mention that studies indicate that natural immunity from covid is way stronger than that from the mRNA injection. Where's your 'science' on natural immunity, Sliver?

I remember a rule for taxis, I don't remember it applying to private cars. Wow, that's invasive. The potential enforcement costs alone have me feeling stunned. The covid vaccines are not 100 percent effective and they decrease in effectiveness over time. But they do help and it's better to vaccinate than have ICUs full with people dying in hospital corridors.
Covid is mutating and it's like the flu which is a threat every year.
It's not over but hopefully we will more on to more of a normal life.
If you want to work please think of vulnerable people and get vaccinated.

I don't even know why I am even bothering with this because I believe it is going to take a loved one to suffer lifelong consequences from not being protected or die before these non compos mentis get it. A friend just lost her unvaccinated 38 year old daughter, another non-believer. Yes to Covid.

I enjoy the comments blaming antivaxxers. Who will you blame after the 13th when the filthy ones are exiled and you will finally be safe from them? If the authorities are correct, and why wouldn't they be, cases should plummet instantly starting on the 14th. Surely the state of emergency will be called of in a couple weeks. Of course I am being facetious.
The Ireland town of Waterford is 99.7 percent vaxxed and they have a devastating outbreak. That darn 0.3 percent better get with the program. I could go on all day because the same thing is happening everywhere.
So what is the actual plan here? We will segregate people, fire people, vax the children, give boosters, shut down businesses, then what? The just like every other country, there will still be outbreaks and we will still be in a state of emergency.
Is that when we start putting people in camps or have complete surveillance, or is that when when we start talking about health that can't be injected. Perhaps we start hiring healthcare workers that have been fired in other provinces, perhaps we start treating sick people with low cost existing drugs that have been around for decades that are being used all over the world. Perhaps we make a society that someone actually want to be part of.

Everybody dies at some point. It could be from Covid, cancer, heart attack, other desease, accident or maybe vaccine. It is your destiny when you die. It can be postponed but it will come for sure to everybody.
The fact is Liberals has threatened us using Covid.
Yes, Covid is real. Some feel fears with Covid but not all of us.
Some just accept reality and choose their natural destiny by not being vaccinated. It's their rights to trust their own body. They won't blame you if they die of/with Covid.
Others decide to take vaccine to protect by being vaccinated. Good. It's their rights but remember known fact is that vaccine may help and destroy you. The worst part is they blame other who don't share same values.

The creation of our new second class citizens, it's the exact reason I will refuse to get the shot. I refuse to shame and blame my fellow citizens and friends for our governments short falls. We don't have a supply problem we have a central control problem. We don't have free market we have top down government. Soon they will deny anyone unvaxed entrance to grocery stores and hospitals at all. Meanwhile the price of bread will be more then a steak is now in our stores. We will be lining up soon for food and all you will think to do is blame each other. The future looks dark I hope we are all ready for what's next.

Mr. Silver's arrogance appears to coming into full bloom, but I'll save that for another day. I am curious though about how enforcement of the Proof of Vaccine process will be supported. As has been recently reported in the evening news across the country, some would-be patrons are taking exception to providing proof of their vacinations before being admitted to a number of 'Designated Settings' resulting in violence towards the staff of these establishments. So what is government doing to support the business community for enforcing these government regulations? Also, how many RCMP members are on shift each day and is there a strategy for when they may be called to deal with this situation should it arise?

Emergency Preparedness in the Days of the Photo Op on Nov 11, 2021 at 9:10 am
COVID-19 first arrived in the Territory in March 2020. That was 19 months ago.
Since that time, this government has called an election, called in the army all the good people of the Yukon to sandbag wealthy people's houses, attended all the right events, spent alot of time shaming and blaming, and never missed a photo op.
Do you know what they didn't do?
1. Increase ICU capacity at the hospital.
2. Recruit more doctors and nurses.
3. Offer upgrading opportunities to existing hospital staff to better equip them to cope with another surge or pandemic.
4. Develop a system to track and train all medical personnel throughout the Territory to be able to assist in the event in the hospitals becoming overrun with ill people.
5. Provide any risk assessments to the public to explain this rationale, or any decision that they have made to keep us safe since those fateful early days of 2020.
We need more accountability and fewer selfies.
We need leaders not social media influencers.

I am not happy about being deputized into the vaccine police force.
I don't want to reject people who aren't vaccinated from the services and programs I offer and run. Vaccination isn't stopping the spread of COVID anyway (clearly). Now people have been turned against each other, by listening to a government who is hiding their own mismanagement of the pandemic (particularly in elementary schools, and who couldn't see that coming?) by pointing and blaming the small minority who distrust them, are afraid of big pharma, and don't like being told what to do. I was among the first to line up for the vaccine, but clearly they are wearing off (don't yell 'science' at me until you read the room). I will be getting my booster. I wear a mask. I've encouraged others to do the same. I am not a 'Covidiot.' I've done 'my part', I'm doing 'my part.'
Now I learn that 'doing my part' has become turning away my friends and clients I've had for decades. I'm being asked to police/punish/shame/discriminate against my clientele on behalf of the government. While also being forced to tell 12 and 13 year old kids they can't play with their friends or participate in sports because of the values of their families in my work as a coach. Until you have sent that email or made that phone call, you don't know how sick it makes you feel.
What have we become? What has fear made us?

1. Vaccines work. We know this because we all aren't dead of: Chickenpox (Varicella), Diphtheria, Hepatitis A, Hepatitis B, Hib, HPV (Human Papillomavirus), Influenza, Malaria, Measles, Meningococcal, Mumps, Pneumococcal, Polio, Rotavirus, Rubella, Smallpox, Tetanus, Whooping Cough (Pertussis), just to name a few.
2. You're all idiots, because there is SO MUCH science out there with evidence that says the vaccines are safe for most people. Are they 100%? No. Will seatbelts save lives 100% of the time? No. But they prevent death in most cases. And that's the point of vaccines. Expecting 100% efficacy from vaccines is an unrealistic expectation, and you should get that through your heads.

Hey Jonas.. the 90% of the Yukon that got vaccinated are really interested in why we need to protect 'your' rights.
Our grandfathers fought tyrants. This is a virus. It is sickening that you try to make them look the same. How about you get vaccinated so that all factors considered, you won't need an ICU bed if you catch it. That ICU bed can then go to someone that needs it.

Think in terms of perspective. About 58,000 Americans lost their lives in the Vietnam War which took place over a few years. The deaths of young Americans was devastating to American communities.
Covid has taken over 750,000 Americans in just over a year. Sure most are older people many with other medical issues but some healthy young people died as well.
Sure there was dogma and many paths traveled but science worked with a developing disease and it's not over yet in my opinion.

We get vaccinated to protect others. We get vaccinated to not be a victim. We get vaccinated to move on. We get vaccinated to let someone else have the ICI bed. Why would any rational person argue with this?
Let's be adults and move on. I respect the right for people to assert that vaccination mandates are wrong, but I have the right to say that my opinion of that opinion is that it is 'wrong'.
I also think that all the health professionals who refuse to be vaccinated need to be fired. Hyprocrites.

Beautifully done. Doesn't even have the decency to fire people, would rather starve them out and save on the severance pay. Nice touch on using the state of emergency to turn policy into law and exclude the employees union. It's almost as if it came straight out of the 1933 Enabling Act.... and if people aren't seeing that then we need the help of more than a vaccine.

I asked this question before and have asked it again, Is any pharma company looking for a cure for Covid19 and its variants? Of course not. Like I said before, cures don't make money, only treatments. And from what I'm seeing now, money making treatments will go on for years. No more poison in my body. And if the government is going to prevent me from going into food stores, they can deliver my groceries to my door at their expense.

He didn't say the vaccine would wane within a few months. He told us 2 shots would be all that is needed to protect us. I will not be getting any booster shots. I'm not going to put anymore poison in my body. And if anybody is going to check my covid passport, he/she better be a Canadian. I will not be showing it to a non Canadian until he/she shows me theirs first.

The only thing I believe is that this virus, like so many others, is going to be around forever, and that in one decade everyone will have had it, or passed away from it.
Emergency measures acts curtail all activity, except that which Silvers and his cabal approve of. That's convenient. A stacked deck I'd say.
Meanwhile, I see the same paper masks used over and over again, AND People giving each other a hug, going out for lunch.. enjoying their lives. So much damage to us individually, to us as a country, because the whole covid circus has been so badly introduced, then so badly managed.

It is no wonder that people have a hard time buying into the "so called science". since the beginning just to name a few.
1. Vaccines had to be kept super cold, some colder then others, then oh maybe not.
2. You couldn't mix vaccines, then you could. It may not qualify you as being vaccinated though.
3. We had to flatten the curve then all would be good. Right.
4. 70% vaccinated and we could resume living as normal. Then it was 80% 85% what next?
5. We will be at 3 shots in one year and it is still obviously not working, biggest outbreak yet and no end in sight. What volume of this stuff in our veins is enough?
6. Alaska has the highest levels of COVID in the U.S. and yet we saw fit to have our borders opened to them, no problem, what could go wrong?
7. Do you believe everything these Big Pharma companies say? Read up on some of their huge failures. They have never put things in all the arms of the world before, what could go wrong in this generation or next? Do you really think they have your health at the top of their list or is it profits? Just look at the increase in Market Caps of these companies. Look deeper at who owns them.
8. I do not feel I am a conspiracy theorist however I am cautious when it comes to putting things in my body. That includes cigarettes, drugs, alcohol just to name a few. Is that tinfoil hat stuff? I think it is common sense.
9. So what are our Governments doing to enforce compliance? First of all they are turning us against each other in a horrible way, even going so far as suggesting to withhold medical services from the unvacced. Be careful what you wish for.
10. The answer is to be kind and accept different opinions. Group think is very bad. Most amazing developments in society have come from people who pushed back against the norm. Above all remember to be kind.

It's obvious the surge is due to the binge of vaccinated people who went out of territory, feeling bulletproof and came back and super spread covid because no testing or even a few days isolation. Not rocket science.
