Council clears way for higher fees

City council has approved a list of new fees and charges which will be added to the 2012 operating budget.

City council has approved a list of new fees and charges which will be added to the 2012 operating budget.

The 124 new or amended fees were unanimously supported by council members at their Monday night meeting.

They are expected to earn the city approximately $121,000 in added revenue this year.

"This year's fees are pretty moderate so far,” said Rob Fendrick, the city's director of administrative services.

"A couple of years ago, we increased fees by 10 per cent across the board. Now we are being more selective, and we think the new fees reflect user costs for city services,” said Fendrick.

"But we are going into budgeting for 2012 though, so that doesn't mean that fees and charges won't go up again.”

Included in the new fees is an increase in the cost of permits for vehicles for hire. They will rise to $75 from $25 per year as part of last month's newly adopted vehicle for hire bylaw.

Other new fees were included in animal trap rental costs, parking permits, e-waste and asbestos tipping fees and higher parks and recreation fees (1.5 per cent).

"There are costs to running a city,” said Fendrick. "What we have found is that citizens want programs to be funded with a balance of tax revenue, user fees and, if need be, service cuts, so we try to make sure that the fees reflect the actual cost of services being provided, and we think in this case that they are.”

Despite the increases, city officials say, the costs are supported by most Whitehorse residents.

"We do citizen surveys every two years, and the results have shown that residents are pleased with the value they are getting for their money,” Fendrick said.
