City writes off thousands of dollars

The City of Whitehorse has written off more than $22,000, with council passing third reading of a bylaw to do just that on Monday evening.

The City of Whitehorse has written off more than $22,000, with council passing third reading of a bylaw to do just that on Monday evening.

The city passes a bylaw each year to write off accounts it isn’t likely to get paid on.

In many cases, the matter has been taken to collection agencies, and it’s been determined there’s little chance of recovering the money owed.

The largest of the individual amounts this time around is $14,300 for unpaid parking tickets issued to owners of non-Yukon-registered vehicles in 2017.

“The city does not receive information as to the registered owners of vehicles not licensed in the Yukon, and therefore we have no recourse to collect such fines,” it was highlighted in an earlier report to council.

“Currently, parking fines issued to non-Yukon licence plates have a 50 per cent collection rate.”

The remaining amounts are owed by 11 individuals. The lowest amount is $45 on three bills for NSF fees on Canada Games Centre (CGC) memberships.

The highest amount owed by an individual under the bylaw is more than $6,000.

That stems from damage to a light pole from a traffic collision. There was no insurance on the vehicle involved.

While the matter was taken to small claims court, there were no assets that could be garnisheed for the city to be paid.

The bill was forwarded to a collection agency last year, but it’s unlikely it will ever be paid.

In between the lowest and highest individual amounts are bills of $53.50, $130, $214.50, $459.90 and $767.08 for unpaid animal control fines, two separate parking fines, property taxes, and recreational programs.

Councillors Laura Cabott and Samson Hartland were absent from Monday’s meeting.

COW publishes Tax Arrears only. Not all unpaid debt to the City (ie taxpayers)

They do, the list is posted at City Hall and I believe it's printed in the newspaper as an advertisement.

How come councillors can be absent? Isn’t “City Council” their job?
For the past and not too long ago election, all candidates claimed to be the best fit for that job and how much they care for the city and us - the people. I am in doubt now. How often are those City Council meetings? Once a week?
I’m going to work every shift to support my family.
