TRANSIT SYSTEM IMPROVEMENTS ANNOUNCED – Yukon MP Larry Bagnell, Mayor Dan Curtis and Community Services Minister John Streicker (left to right) discuss the plans for a transit hub and four new buses Thursday at city hall.

City to get transit station, new buses

Funding for a new indoor transit station with public washrooms and bike racks was announced Thursday, along with money for four new buses.

By Chuck Tobin on July 26, 2019

Funding for a new indoor transit station with public washrooms and bike racks was announced Thursday, along with money for four new buses.

Mayor Dan Curtis, Yukon MP Larry Bagnell and Community Services Minister John Streicker held a joint press conference in city council chambers to announce the projects and others. They will largely be covered with funding coming from Ottawa and the Yukon government.

Of the money unveiled, $2.2 million is earmarked for the new 40-foot, fully-accessible buses, with $1.65 million coming from the federal government and $550,000 from the Yukon.

A further $975,000 was announced for construction of the transit facility as part of the city’s new services building, with $675,000 coming from Ottawa, $225,000 from the Yukon government and $225,000 from the city.

The mayor explained the new station or hub will be located approximately where the current 1950s-era fire hall sits next to city hall.

It’s being incorporated into the design of the new services building that will be located on the fire hall site, and will be attached to city hall.

Curtis said the hub will provide transit patrons with a warm and comfortable waiting area.

It will be complete with washrooms and TV screens that will be outfitted with an application to keep riders apprised of the transit schedule.

He hopes the hub will also provide indoor access to the rest of the new building.

The city’s transit story is one of success, Curtis said. It started with the vision of city councils before he was elected seven years ago,

He said ridership has grown in the last few years from more than 500,000 annually to 708,000 last year.

The new hub is a continuation of improving the service and enticing more residents to use the buses, he suggested.

The retrofit and renovation to city hall and construction of the new services building is budgeted at $15 million, now $16 million with the addition of the new hub as part of the services building.

Curtis said he expects the new structure will be occupied before this council’s term in office ends in October 2021.

“If you want people to use transit, you have to make it easy for them,” Bagnell said. “You have to facilitate it.”

He said the hub will provide a warm and comfortable waiting area. It will be complete with bike racks, so that if you ride down to work and don’t feel like riding back up to home, there will be a place to park your bike until your bus arrives.

Helping to improve transit services by providing funding for new buses and the station fits with the federal goal of reducing greenhouse gas emissions, Bagnell said.

The fire hall is being relocated to the site across the street from the Kwanlin Dun Cultural Centre. Construction is underway.

Streicker, a former city councillor, applauded the city’s success in achieving a substantial increase in ridership in just three years.

Investing in transit, he told the small audience, is a way to make sure the city is accessible and certainly more sustainable.

“Over the years, we’ve seen sustained growth in the number of people who use public transit,” Streicker said in a statement.

“Any external funding we receive helps us improve the buses we use and the roads we drive on every day.

“We thank the federal and territorial governments for their continued support as we strive to enhance the way people travel within the city.”

The transit system needs improvements like this.
Did the idea come from a city study or survey or from staff? Maybe they can also put a cafe in there as well so we can have coffee, fries and soup while we wait for a bus.

Canadian studies indicate that a doubling of commuters using transit would reduce GHG emissions by about 2.5 million tonnes per year, a mere 3%. In 2017, passenger vehicles, including all cars, SUVs and pickup trucks, produced 85 million tonnes of GHGs. This was 11.9 per cent of the Canadian total.
According to the analysis of the Canadian Taxpayers Federation, the national average motor gasoline price in 2018 was $1.35 per litre, 47 cents of which was tax. [35%] This is equivalent to a carbon tax of $192 per tonne. If one adds the carbon taxes scheduled to apply by 2022, the carbon tax equivalent of all gasoline taxes will be $235 per tonne. [43%]
In 2016 15.6 million Canadians commuted back and forth from home to work. After five decades of governmental efforts to discourage commuting by personal vehicle, the percentage of working Canadians commuting by car has fallen from 80.7 to 79.5 per cent. In other words, regardless of what government planners, transit commissions and environmentalists may prefer, the average citizen is voting for personal vehicles.

Another great transit idea produced by people who do NOT use the transit system.
Public washrooms and heated benches...right across from the '98'! Brilliant...not! I sure won't be using it...
and with the new Raven Inn opening, want to bet that they don't want the street people hanging around at the bus stop in front of the swank new 'boutique hotel'? So where will they go? Two blocks south to the new heated terminal. Better hire 24/7 security staff.
Wow. Nice idea. Crappy Location!!!
I use transit every day....and I won't step foot inside the new terminal.

The first improvements made to Transit should be to offer Sunday service AND to expand the very limited service to Whistlebend.
And why are the diesel buses permitted to exhaust all that black smoke? I know there are regs about exhaust on other large diesel vehicles; are Transit buses exempt from those regs? That's our clean air, our environment.

And why are there so many Transit jobs currently posted? What is the Manager doing? Driving (no pun intended) all employees away?

@David, don't hold your breath, the City is too busy building trails in the middle of the bush where 99% of Whitehorse residents will never use them.

Until there is sufficient budget to pay for bus drivers to work on weekends and later into the evening hours, all this capital investment will be for naught. The problem is not with the vehicles, it's with routes and times that mesh with the work schedules prospective riders need for THEIR lives that matter most.

Happy to see improvements to Whitehorse's public transit system, they're very much needed! Now if we could also get some upgrades to the City's bike paths that would be perfect.

Yeah new buses so a couple people can ride cheaper on the tax payers dollar. I Never see more than maybe 5-10 people on a bus. More votes to buy for both elections.

Questionable figures on Jul 28, 2019 at 6:19 am

Bill I know how you can fudge up your ridership figures besides using the non-paying school kids. Give out free passes to all Seniors who would use this service and that will increase your ridership figures so you can give yourself some more false lauding concerning ridership. How many are riding on free passes now, please? This figure should be easily obtainable but never gets mentioned. Hmmmn.

Previous Prime Ministers Harper and Mulroney hold the record for increasing the National debt that your grand children will pay for by a wide margin. I didn't notice any CPC members complaining then. Vote CPP and Joe Zelensky for responsible government spending.

Don't fret there North_of_60... Your grandkids will be just fine! And now instead of freezing their butts off waiting for a bus outside they'll be able to thank this generation for thinking about the future benefits, and not just about today like the baby boomer generation did.

Dan-COW Assuming you are mayor Dan, your predecessor Bev Buckway lost the public's support because she stopped listening to the people and insisted on blowing money on unnecessary big ticket items and predictably raising everyone’s taxes to cover O&M. I’ve been one of your biggest supporters because I thought you were responsible but this never ending spending spree is getting out of hand. You’ve lost a supporter and I’m sure I’m not the only one, I’m part of the silent majority that doesn’t come into city hall and make a lot of noise. I’ll be voting for fiscal restraint next time. Wasn't the ease of access for fire trucks into traffic one of the reasons for moving the fire hall? Obviously some must think it is easier for a bus!
This daily pre-election panic handout news is becoming boring, maybe we should start a pool to guess what's next.

I think the concept and location will work well and be a great asset for Whitehorse.
The City will deal with safety concerns, I look forward to seeing the initiative move forward for the benefit of all residents.

Every party either incumbent or challenging for power has made these pre election announcements.

This is borrowed money for more election promises to put our grandkids deeper in debt. These are the same people who said the budget would balance itself and now the national debt is 3x what they promised last election time. The LIB did this before with grandiose promises of funding contingent on being elected, but they didn't keep most election promises once they conned their way into power. A lot of those promises were cancelled to give more of our tax money to rich cronies in foreign countries "to stop climate change".

You can always tell when Larry is going to cut a cheque - when he wears his pin stripe suit. When he's in his khakis, it's just just normal business as usual. Course I haven't seen him in his pin stripes as often since January of this year, which reminds us all that its election year.

The Budget Will Balance Itself on Jul 26, 2019 at 6:21 pm

Remember Trudeau’s famous words just before the last election? He flippantly said, “The budget will balance itself” and promised a balanced budget within several years. Well, four years later the federal finance department just reported a 1.4 billion dollar deficit over the first two fiscal months of 2019 and over those same two months interest charges on the federal debt increased 13.3 percent over last year totalling an additional 660 million dollars. That will be an additional 3.96 billion dollars in interest over 2018 by the end of this fiscal year or an extra $113 in additional interest payments per Canadian just for 2019 alone.
The finance department report also says federal government spending increased 3 times as fast as revenues rose during April and May 2019. Folks, we’re not in a global recession like back in 2008, we’re at a good point in economic activity in Canada but the Trudeau government is still spending us ever more massively into debt.
And here’s Larry making photo ops by feverishly spending that borrowed money and throwing it around to try and buy the election, it’s not his money or debt and he knows it’s not going to be his problem to ever pay it back. It’s my problem and my kids and my grandkids and even their kids who are going to have to pay for all this spending. We can’t keep offloading our spending onto future generations for the baubles of today.
The Canadian federal government credit card has $670,000,000,000 on it and growing and someones gonna have to pay. Is anyone else out there as upset about this as I am?

More "free" money, adding to annual depreciation expense and yet more O&M. Expenses go up and up, which means revenue must also go up to match.
Not to mention the cost of building another brand new fire hall, the yet-to-be-disclosed road changes along 2nd avenue to accommodate the new "transit hub", plus plus plus . . .

I see more tax increases on the horizon. Where does this gravy train end?

Up 61 Down 9

It’s getting hard to keep up with Larry’s frantic efforts to buy votes. Every day there’s another major spending announcement which coincidentally of course all hinges on the Liberals getting re-elected. Why weren’t most these projects completed during the last four years while the Libs were in power? I guess the big question this fall will be whether Yukoners will allow themselves to be bought with their children’s and grandchildren’s future tax dollars?

Plan/Budget now to have full time security in the new hub. Great idea..... but why am I thinking it is not going to stay that way.
