DIGGING OUT – Snow is removed from a Lambert Street property Monday evening. The winter’s numerous snowfalls have kept Yukoners busy removing the white stuff. Just when there may be a reprieve, another dump comes along.

City to delve into snow removal strategy

City council voted at its meeting Monday to approve $100,000 in funding to cover the city’s review of its Snow and Ice Control Policy later this year.

City council voted at its meeting Monday to approve $100,000 in funding to cover the city’s review of its Snow and Ice Control Policy later this year.

“While the Snow and Ice Control Policy has been amended over the past few years to reflect the addition of some new trails and roads through development, an in-depth review of the policy is required given the changing climate, population growth and changing community needs,” says the administrative report prepared for council.

“Since 2015, approximately 10 kilometres of roads, 10 km of sidewalks and 5 km of trails have been added through high-density developments such as Whistle Bend. These quantities will increase once additional phases are developed.”

The report says a draft copy of the review is expected early this fall.

It will identify the timeline and changes required to best align the policy with climate change and community needs, the report says.

Coun. Ted Laking told his council colleagues that the removal of snow is top-of-mind of many taxpayers.

“And that is why this issue is so important,” Laking said.

He said the removal of snow in the city affects every resident.

Despite the best effort by hardworking city crews, the city is falling behind in snow clearing, he said.

“If the amount of emails, Facebook messages, or even just people approaching me on the street to talk about snowplowing I have been receiving over the past several weeks is any indication – this is an issue that taxpayers are passionate about.”

Laking said it’s clear that with climate change, increased snowfalls will become a fact of life.

The report says the city received 93 millimetres between last Nov. 1 and Jan. 31, according to Environment Canada.

Records show it was a heavy snowfall last winter as well, with 88 mm falling in the same time period.

But in previous years, the snowfall has been much less.

In 2019-20, the city received 42 mm of snow between Nov. 1 and Jan. 31.

In 2018-19, the city was whitened by 45 mm.

In 2017-18, 57 mm fell between Nov.1 and Jan. 31, while 60 mm blanketed Whitehorse in the winter of 2016-17.

Laking said in the past several weeks, many residents and taxpayers have gotten stuck on their streets.

“In fact, this (Monday) morning, while driving one of my kids to school, a school bus was stuck on Fourth Avenue, blocking a lane of traffic,” the councillor said.

Michael Abbott, the acting manager of fleet and transportation services, told council the city crews have been working extra shifts for more than a month, and private contractors have been brought on to assist.

Abbott said the feedback from the community about the need for snow removal in certain areas is helpful.

The city has emphasized that removing vehicles parked on the street is also quite helpful so equipment operators don’t have to work around them.

Ted, Jocelyn and Laura- If you want to successfully run for territorial politics you cannot blow $100,000 on a study of City snowclearing needs.

You have to demonstrate initiative and leadership. Demand a no nonsense report from management. Stop wasting tax dollars.

Skip the study and use the money to buy a snowblower.
Since bylaws officers don't do much to ensure that our streets are cleared of dead beasts abandoned there, amend your bylaws so that a few tow trucks can drive ahead of the snow removal team and tow vehicles left on the streets despite the warning signs.
Make sure your contract with the tow truck company owner clearly stipulates that he is to remove ALL vehicles obstructing the path of the snow removal team, not just those that have an economic value to him.
Densify the downtown core instead of allowing subdivisions to mushroom to the size of a city within city limits, unless such subdivisions come complete with their own Operation Branch, equipped with the machinery and staff to service them, so that CoW doesn't have to service them at the expense of the residents of older established neighbourhoods.
If that doesn't do, send your managers out East to do some training with people who know how to get the job done. I grew up in northern Quebec, lived in Montreal and Ottawa and spent time in the winter in Saskatchewan and Manitoba, and nowhere have I seen a downtown left in a such shameful condition as the one in which ours has been left winter after winter after winter.

One article proudly stated snow removers "don't work Friday or Saturday nights." Staff need days off, but hire more staff then. We don't need another foolish study just to state the obvious: there's lots of snow and we're falling behind. Please give me the $100,000, I just completed your damn study.

Very good question regarding the blowing of snow!
Send our newest flaming liberal and our rubber stamp council that exact question.
They will set up a meeting to discuss meeting in regards to said blowing of snow. After said meeting, another meeting will be set to discuss a meeting on having a meeting on which one of their merry persons will be appointed to...
Of course set up a meeting to discuss setting up a board to delve into setting a meeting to discuss how best to select the next person to form a committee to steer a non gendered person anti colonialist eco warrior to yup...meet on who will be the one to actually access the excuse jar and come up with the least clear way of answering a very very simple question.

Or...maybe they sent the unit to Ontario for modifications to have the snow dyed into a rainbow as it exits the chute for a huge display of civic virtue?
Way easier than paying attention to our community and our country circling the drain...proper!

The city owns a large loader-mounted blower, purchased for just that purpose.
Why it isn’t being used, I don’t know.

Big cities use snowblowers to load trucks. It is MUCH, much faster.

Why doesn't CoW take that $100K and put it towards a snowblower or two instead of using the old side-dump loaders? That one change alone would double the speed of the snow clearing.
Clearly there is some sort of plan already in place as I hear talk of Priority One roads, etc. Why doesn't the manager sit down with the operators and update the plan they already have to make it work?
And how about this? Require some staff to work through Christmas holidays? Seems to me, this winter's real snow clearing problems began when we had two large dumps of snow over the holiday season. They've not been able to catch up since. Yes, I know we've had more snow, but the bulk of snow on the streets today is still from the Christmas season.
And staff? Instead of paying overtime (making our taxes go up even more), why not hire auxiliary staff like YG does for those times they need extra help? There are lots of people who only want to work a bit, as opposed to full-time (think retirees), who have experience running equipment.
And how about contracting out sections of the city like the side streets? CoW can keep doing the main arteries and contractors can do the rest. Keeps the economy going; gives others work; gets the streets cleaned up in record time. Win win.
There. There's your plan. No charge. Just do it!

Would it be safe to assume that City departments have managers? Would it also be safe to assume that the managers should know how many men and machines it takes to clear snow from a given area per day, on average? If so, one would assume that they could apply some math and figure out to what degree they are either undermanned or underequipped, or both, for the job at hand. Instead of wasting a hundred thousand on a study, why not ask the manager what they need to get the job done, and then decide whether or not to pay for that!

I was on Keewenaw (sp) today with a female in the truck. She expressed how happy she was that she had put her most supportive bra for the ride!!! I kid you not.

This council must have been visiting Cook St. How about they delve in with their shovels? Right after announcing a property tax increase they have the nerve to announce spending $100,000 on a dumb review. How about spending the $$ on action instead of wasting it on more bureaucratic garbage.

Here's some inside information. The Transportation Dept for the City just approved workers to work 7 days a week. I wonder how much OT this is going to cost? Oh right? Lol. Great way to burn out your employees IMO. Better hurry and get as much snow removed before you put a big percentage of "essential" workers on LWOP February 20th.

A fly on the wall told me that the Transportation dept with the City is about to lose a good chunk of their employees due to the vaccine mandate on Febuary 20th. This isn't YTG folks. So I suggest grabbing your shovels because it's about to get alot worse, lol.

If the CoW needs to spend a Hundred Grand for another useless study, then it's obvious that the people who are already paid obscene salaries to supposedly know what to do, are totally incompetent and should be fired.

Stop dicking around with our tax dollars and use that Hundred Grand to hire contractors who can actually get the job done.

I’ve looked into my crystal ball and I am having visions of this spring... If the government starts to fork out millions of dollars for flood efforts at marsh lake for the residents who never were supposed to build that close to the water I’m going to explode. I know for a fact that many removed the berms around their home installed by tax funded workers and volunteers “because they didn’t like how they looked.” If they come asking for the government to bail them out, I’m gonna cry.

How can a group of councillors be so out of touch with the world around them that they approve $240,000 for additional snow removal across the whole city last week, and now this week they announce a fund equal to 40% of that to hire some overpriced and under qualified “snow removal consultant” for an absurd amount of taxpayer money.
Don’t you people drive on the same streets as us? It’s a joke that you say people are working long hours. No vehicles on weekends, and the only time I’ve seen a grader is during rush hour on a weekday morning. There are people all over town using their own equipment to clear streets for residents in their area because of how bad this is getting.
Take that $100,000 and use it to hire more local operators to help clear the streets before first responders start getting stuck on residential streets and someone gets killed. I swear to god if I see another discussion about a town hall I’m gonna lose it.

My question to Michael Abbott and the City is why aren’t vehicles towed then if they are parked on the street when snow clearing is scheduled/taking place as your signs say? If the vehicle is parked when snow clearing is scheduled TOW it away, end of discussion.

Have the manager write this report and put someone in an acting position for a few weeks to cover the managers workload.
These city reports and use of consultants is seriously inappropriate and a waste of our tax dollars.

Will we have another public engagement process when the report is ready?
Stop wasting our tax dollars and time just fix the snow removal problem.
