At Monday evening’s council meeting, water and waste services manager David Albisser brought forward a recommendation that council cancel the contract for the operation of the compost facility.
Instead, the city would put it in as a budget submission that would see the city take over full responsibility for it.
The move comes with the current contract for Boreal Composting, with Garret Gillespie running the compost facility, up at the end of the month.
As Albisser outlined in his report to council: “Earlier this year, Boreal Composting indicated that the current annual operating service agreement fee of $195,000 is no longer adequate to cover expenses and any extensions of the agreement would need to incorporate a fee increase.”
In order to ensure an open process on the next agreement, the city put out a tender last month for the contract to operate the compost facility for the next three years.
Adorna Landscaping was the sole bidder, coming in with a bid of $311,912 for 2014/2015, $357,281 for 2015/2016 and $375,145 in the final year of the contract.
It was proposing to have Gillespie carry on in the role of facility manager.
In addition to the contract cost, there are also building and utility maintenance, and equipment repair and maintenance and the like.
That brings the total estimated costs with the contract to $352,000 in the first year, $397,000 in the second year and $415,000 in the third year.
Each of those years, the city is anticipating revenue from compost sales, being in the $6,000 range, bringing down the cost somewhat.
“It is significantly over-budget,” Albisser said of the bid.
It’s also substantially higher than the $276,100 the city is estimating it would spend if it ran the facility itself.
That cost also includes maintaining a certified organic standard for the compost, which Albisser argued is “beneficial in maintaining public confidence in the quality of compost produced at this facility.”
Albisser was questioned by Coun. Kirk Cameron on why the bid was so much more than what the city estimates it could run the facility for.
Albisser didn’t have an answer, but pointed out staff did review the numbers with Adorna and “they fully understood” their bid.
Albisser also noted the cost difference in having the compost certified as organic, noting the documentation and soil sampling required is extensive.
“Everything is documented,” Albisser said, noting soil sampling is a major cost in organic certification.
He went on to ensure council, under questioning by Coun. Dave Stockdale, that the city has the capacity to handle the work and would have a facilitator and two staff working there.
Coun. Betty Irwin didn’t speak out against the city taking over operating the facility.
However, she noted that she wouldn’t want to see the city move into the sales and marketing end of it, as that would move it into competing with private business rather than simple cost recovery.
As Albisser noted, sales would happen only from the gatehouse at the facility.
If the city were to move into sales and marketing of its compost, it would come up as a separate expense for council to vote on.
Council will vote next Tuesday evening on whether to cancel the tender and move toward taking over responsibility for the compost facility.

The compost should be business decision and continue to be managed as a business. The compost I received from dump was fine this year. It was clean and easy to use. Why not let some one run it as a business. I see Canadian Tire was selling the compost from the Whitehorse dump. Just get on with business COW and do not take over the compost.

@ Bobby, I have a Mantis ComposT-Twin. This is a 2 chamber one that holds 10 bushels each side, a bit larger than a 55 gal. drum. It is also probably one of the most expensive, about $700 with shipping, but there are other rotators available from Can Tire, Home Hardware, Costco etc. They are smaller so cost less, but I have friends who use them successfully. Any tumbler works better than a standing bin. If you google 'tumbling composters' you will find links to many units and reviews. Some reviewers complain about the Mantis, but I think most complaints are about the US distributor's service and the users' soggy problems from not mixing enough dried leaves in with the green stuff. I like mine & have heard there are a few others locally. Depends on size you are looking for. Mantis is shipped in 3 boxes and has to be assembled so that can be a disadvantage. Canadian distributor is Veseys in PEI.

Hello Charles, thank you for your support and your comment on this degrading topic.
My reference to eco zealotry is more directed at CoW not composting groupies.
With the city take over means city wages and city merit levels...wherever that may be. The flip side of that is paying city wages for said project resulting in yet ANOTHER tax on our budget. I say tax as in another stress on our civic budget, not in a tax increase yet.
With the stellar management we get for our civic dollars, which in the last few decades resembles more like drunken sailor in port spending (my apologies to sailors whom are fiscally responsible).
The costs of eco zealotry are kinda like the race issue in our justice, one we dare never ever to call out or you will be labelled a redneck hillbilly littering oil lovin' killer of baby critters and probably a Harper minion.
In short it seems with "moving forward initiatives" it sure seems full steam ahead and damn the naysayers...and at all costs too.
If you compost Charles and know someone "important" at the nobles palace, apply for "the job" as I'm certain like most CoW hires it will be veeeery veeeeery generous compensation...at the expense of ALL tax payers.
....hence the "purdy expensive" part of my post.

I enjoy your comments, but just want to say that because I compost I am by no means an eco-zealot saving the planet, you may be surprised at some of my anti eco-zealot views. I compost because I garden, want good soil & refuse to pay a ransom for it. It doesn't take a degree in rocket science to layer compost and we all know the ransom will increase with a COW run facility. I don't get it; if you forget your green bin and take it to dump there is a drop of charge, then it is sold back after operation being subsidized by taxes? Wish I knew you, we could set up compost operations on all those garbage pick up walks you take.

A small composting facility is needed for meat products and those living without a yard, but do we need a major facility? What is wrong with promoting home owner composting for those who are interested in doing it correctly. COW could even issue compost permits as a cash cow if they wanted to, but a COW run composting business, forget it.
Money would be better spent encouraging partial reimbursement for purchase of approved sealed home composters to be used for vegetation waste/leaves//soil only because meat attracts wildlife. I'm not a fan of open compost bins by home owners because it takes 3 years in our climate, but my investment in a top of line sealed unit was worth it; summer use only, but it produces enough for my needs every year. Also think my product, although it may not be as pretty as Boreal's because it isn't screened, is better. It doesn't contain shredded plastic & I also know what recycled vegetation, leaves & used soil goes into it & where it comes from. I have used Boreal's & they are doing a good job. Their product is better than generic YT topsoil/silt but DIY is better and cheaper after initial investment. Minimal time is needed with right composter & labour is cheap.
Cheaper still method; google Lasagna Gardening, it works.

The thought of the city running this facility makes me shutter.

Hello increased taxes. I hope they buy 5 brand new firetrucks to stand guard outside of the compost pile. It just makes sense.

This is a full time position that pays between $27.5 - $36.00hr, and only the successful candidate will be contacted (remember we spoke over beers?).
Yes indeed the tax payers of Whitehorse have been getting a "Free Ride" long enough...eh Dan.
Purdy expensive this pandering to eco-zealots under the guise of saving the planet.

It is too bad it has come to this. I have purchased compost from this facility for the past 3 years.
I would say, and stand to be corrected, that Garret has turned what used to be nothing more than a pile of crap into a product that one is confident that it is not contaminated with... "well" crap!
The product that was/is being sold is clean and productive. Garret took pride in his work, and was even more pleased to explain the process to anyone that would listen.
And for that I say "Thank you Garret".
I am of the opinion that this facility, under new management will stall and revert to its past and die a slow death. Betty tell me who, in this town, is producing an equivalent product? There is no competitive private business. The City should grasp the opportunity presented, moderately increase the product sales price and become a leader in this market.
RIP compost facility.
